THE POSITION The organizational structure of the County of Santa Clara currently includes seven Deputy County Executive positions and one Chief Operating Officer. Under the general direction of County Executive, the Deputy County Executives may be assigned the responsibility of managing agencies or departments; providing liaison with a major County responsibility; and/or planning, directing, and coordinating activities and special projects consistent with goals and objectives of overall County government. Inherent in this role in a highly visible environment, an incumbent must exercise considerable judgment in complex areas and function effectively under pressure. THE OFFICE OF THE COUNTY EXECUTIVE The Office of the County Executive provides support to the County Board of Supervisor’s, the County’s various organizations, and to the residents and businesses of the County of Santa Clara. The Office ensures the implementation of legislative mandates and Board policies. It provides analytical support, strategic planning, policy analysis, and budgetary oversight for the County organization. In addition, it seeks to safeguard the civil rights, and to educate, inform, and advise both those who administer and those who receive County services.

The Office strives, through both the County Executive, Dr. Jeffrey V. Smith, MD,JD, the Chief Operating Officer, Miguel Márquez, and its six (6) Deputy County Executives, to develop and coordinate the county-wide goals, policies and priorities to be adopted by the , facilitate an environment in which diversity is valued, both within the County organization and the community; promote innovative and productive use of technology; develop and coordinate a performance based budget system that links resource allocation with desired program outcomes; reduce workplace and environmental hazards; and promote county interests in local, regional, state and national legislative bodies and regulatory agencies. THE IDEAL CANDIDATE A well qualified candidate would typically have a combination of training and experience equivalent a college degree in Public Administration, Business Administration or a closely related field which would provide a foundation for the management in a large public sector organization and 8 to 10 years of progressive public sector management experience which would provide the knowledge and abilities needed to operate within a complex and diverse entity including at least three years of experience at an executive level.

Candidates should posses thorough knowledge of principles and practices of management, organization, Personnel Administration, Labor Relations, and public financing, budgeting and accounting; principles and procedures involved in conducting administrative studies and analysis of management problems; funding practices of State and Federal agencies providing revenue sources such as subventions, grants, and revenue sharing; and legal authority, limitations on, and practical implications of State law, joint powers agreements and cooperative agreements.
