At the same time, the study of European Economic Community (EEC)/ European Union (EU) enlargement, and integration history more generally, has only recently begun considering the transformative role of outsiders,3 and remains largely neo-institutionalist in its focus on the negotiations within the EC or between member states and applicants.4 This article studies the response of two outsiders towards a prospective Common Shipping Policy (CSP) during the 1960s and the 1970s, adopting a business perspective and focusing on the shipping sector in Greece and Norway.

He received his PhD at the Centre for the History of Science, Technology and Medicine of Manchester University, and has worked as post-doctoral researcher in the Universities of Bristol and Leeds. He is the winner of the 2002 Singer Prize awarded by the British Society for the History of Science. Dr. Roberto Cantoni Université Paris Est Marne La Vallée, Laboratoire Techniques, Territoires et Société Roberto Cantoni is currently working on the history of oil geophysical prospecting, with a focus on diplomacy and security issues involving French and Italian national oil companies in a Cold War context. He received his Master 2 in Logic, History and Philosophy of Science at the University of Paris 7, and his laurea in Physics at the University “Federico II” of Naples. Technopolitical Debate over the Ontology of Oil Pipes at NATO (1960– 1962)”, This paper looks at the proposal for an embargo of oil pipes and manufacturing equipment to the Soviet Union and explores the conflicts that ensued amongst NATO allies, arguing that even establishing what a pipeline was became contentious.
