1. Summary
Stirling Council produces an annual audit of housing land to show completions and annual programming forecasts for the Stirling Council Planning Authority area. This excludes the area of the Council that forms the Loch Lomond and the Trossachs National Park. The audits provide a snapshot of the availability of housing land on the 30th June each year. Planning Advice Note 2/2010: Affordable Housing and Housing Land Audits and Scottish Planning Policy 2014 (SPP) establish Housing Land Audits as the method for monitoring housing land. The 2 key functions of the audits are to:
Demonstrate the availability of sufficient effective housing land to meet the requirement for a 5 year effective supply at all times; and Provide a snapshot of the amount of land available at any particular time. SPP (2014) highlights that all planning authorities must demonstrate that they are maintaining at least a 5 year effective supply of land at all times. This audit is the established means to monitor this requirement and is presented annually. SPP also requires that planning authorities allocate in their Local Development Plans (LDP'S) a range of sites which are effective or are expected to become effective within the plan period to meet the Housing Land Requirement in full. This audit monitors this progress and will inform future LDP reviews.

2. Definitions
The Stirling Council Housing Land Audit 2019, in accordance with SPP (2014) and PAN 2/2010 sets out the following definitions in relation to housing land supply: Time Periods
For a site to be considered as part of the 5 Year Effective Supply all 7 Tests of Effectiveness, as set out in PAN 2/2010, have to be satisfied.

The 5 Year Effective Supply is the programmed output used to assess if the Council is in compliance with the requirement of SPP to maintain a 5 year effective supply of land at all times. This is based on the annual Housing Supply Target as set out in the LDP. There is no standard methodology for calculating the 5 year effective land supply which has led to different approaches being used across Scotland. In light of a recent planning appeal decision in Stirling, it is considered appropriate for the compound approach, as set out above. To be used to determine if a 5 year effective supply of land is being maintained.

3. Local Development Plan
The adopted Local Development Plan is the Stirling Local Development Plan 2018. The plan was adopted by the Council on 8th October 2018.

4. Methodology
The audit is a continual process that starts by weekly monitoring of the planning schedule to identify new sites to be included in the audit. This is then supplemented by assessing sites from the previous audits for any changes, for example, to site capacity or contact details. On the 30th June, the base date of the audit, Developer Intention Surveys are sent out to all sites identified from the monitoring stage, except small sites of less than 4 units. This survey allows the Council to capture accurate and up to date information on each sites progress and expected future development. This information is provided by landowners and developers. The survey is supported by site visits to assess development where needed. Once this information has been compiled, draft programming is prepared and sent to Homes for Scotland to allow early discussion on sites included in the audit.

Drafting of programming
A meeting is then held, usually in September, to agree the contents of the audit with key stakeholders. Council officers, representing the Planning, Housing and Education departments, Registered Social Landlords, Homes for Scotland, developers and infrastructure providers are invited to attend the meeting. Once agreement has been reached on the programming the final audit document is prepared. There is a time lag while completion data for the previous year is prepared for all sites by Building Standards and the audit is usually published in October or November. This year a meeting took place on 23rd October and regrettably agreement could not be reached on the programming of all sites with Homes for Scotland. Of the 78 sites in the audit agreement was not reached on 7 sites and these are detailed below.

5. Statistical Analysis

This does not include any output from small sites. The 2019 audit comprises 78 sites, expected to deliver 3,313 units by the end of the plan period in 2027. Not all sites are expected to deliver fully within the effective period till 2027. Strategic sites such as Durieshill and South Stirling Gateway are expected to deliver beyond this point.

It highlights that approximately 15% of the land supply is under construction or benefits from planning permission. The relatively high percentage of units classed as 'Proposal' is due in part to 3,300 units expected from strategic sites at Durieshill and South Stirling Gateway, however, planning applications are currently under consideration for both sites.

Greenfield land is land that has not previously been developed. The Council supports the reuse of brownfield land, however it is recognised in the Spatial Strategy for the LDP that there is a need for controlled greenfield expansion to accommodate the Housing Land Requirement. As only 28% of the supply is expected on brownfield land, this continues to highlight that there are few remaining brownfield sites suitable for housing development.

The higher percentage of affordable units to be delivered in the Core Area is reflective of the Council's commitment to the Regeneration areas within Stirling and the Eastern Villages.

Within the Effective Land Supply of 4,170 units, as shown in Table 1, 2,883 units are expected to be delivered within the next 5 years on audit sites, as shown in Table 5 / Chart 5. This output is added to the ouput expected from small sites to calculate the 5 year supply, as shown in Table 9. The 5 year output rises from 2020/201 as this is when completions are expected to begin to be delivered from Strategic Sites.

Total 228 539 711 781 624 2883 Within the first 5 years of the effective supply it is expected that there will be 2,883 units completed across the plan area on audit sites, 907 of which are forecast to be affordable. The affordable element represents almost 31% of the 5 year supply. This is due in part to a commitment to accelerate the build out of the Raploch Masterplan and the policy requirement for sites for which detailed plans are not yet available. Raploch is a key regeneration priority for the Council.

The 2018/2019 audit has performed slightly less than expected in the 2017/2018 audit. Tables and Charts 7a and 7b show that across all sites there were 126 units not delivered as expected. This is largely due to sites at Raploch not delivering as fast as expected. It is expected that there will be 35 units per annum from small sites and windfall contributing towards the land supply. This year 31 such units were delivered.

When small sites are excluded, allocated LDP sites have performed broadly in line with expectations over the last 10 years, with deviations being due to some sites delivering quicker or slower than anticipated.

SPP requires that planning authorities maintain a 5 year supply of Effective Land at all times. The precise method of calculation is disputed, with varying approaches being demonstrated across Scotland, at both local and national level, and the private sector. At the time of publication there was no finalised guidance from the Scottish Government in place. However, as set out in section 2 of this document the Council has adopted the compound approach to calculating the 5 year supply. Table 9 demonstrates that Stirling Council is maintaining a 5 year supply of housing land as required by SPP, with evidence of a 5.3 years supply.
