1. APPROVE SCHOOL PLANS FOR STUDENT ACHIEVEMENT FOR 2020-2021

Approve the School Plan for Student Achievement (SPSA) for Alvarado, Holmes, Oropeza and Signal Hill Elementary Schools; Cubberley K-8 School; Bancroft, Hoover, Marshall, and Washington Middle Schools; and Cabrillo, CAMS and Renaissance High Schools. Each plan has been developed and approved by the site’s School Site Council and contains the components of effective planning based on student needs, assessment data, use of staff, parent involvement, and allocation of resources. Each plan has been reviewed by Equity, Access, and College & Career Readiness staff for compliance. The schools’ approved SPSA for the 2020- 2021 school year will also serve as an interim plan until the following school year’s SPSA is revised and approved. The funding for all programs and personnel outlined in these SPSAs is reflective of the current fiscal year only.

2. APPROVE REVISED BYLAWS AND SELECTION CRITERIA FOR HEAD START AND EARLY HEAD START PROGRAMS

Approve Head Start and Early Head Start’s Bylaws revisions and Selection Criteria revisions. The Bylaws are composed of two chapters: Policy Council and Parent Committees. The Bylaws were revised to reflect virtual platform uses for elections and meetings during school closures. In addition, a change in a staff position was reflected in the revised Bylaws. The Selection Criteria establishes criteria that weighs the prioritization of selection of participants, based on community needs, including family income, whether the child is homeless, whether the child is in foster care, the child’s age, whether the child is eligible for special education and related services, and other relevant family or child risk factors.

The Selection Criteria is included in the agenda.

2 SELECTION CRITERIA

In order for an application to be considered for enrollment, a child or a pregnant woman must meet eligibility. Applicants are selected by ranking points, highest first. Points will be determined by the following categories:

ADDITIONAL SELECTION CRITERIA:

Over-income Families: 1. The agency may choose to enroll over-income families. Families are considered over-income if the family income exceeds 101% of the federal poverty guidelines. a. 10% of the funded enrollment may be used for families who are over-income; Over-income children may be concurrently selected into the program alongside eligible and categorically eligible participants if the agency is accepting over- income applicants and the ranking points are next on the waiting list. b. 35% of the funded enrollment may be used for families whose income is between 101%-130% of the federal poverty guidelines.

i. These applicants will only be considered after the month of June, and once the waitlist has been exhausted of all income eligible and categorically eligible applicants. 2. Staff must print out ChildPlus waitlist report 2025 when selecting an over-income applicant to show they are next on the waitlist and an ERSEA management team member must sign it. 3. Staff must include a completed Over-income Rational form, with signature from an ERSEA management team member, with the application when a family is selected.

TIMELINE:

The following will be the timeline followed for selection of students:

February  Open next year participation record in ChildPlus.  Begin accepting application for the following school year. March  Re-enrollments for all returning Early Head Start students and returning 2nd year Head Start students. April  Run waitlist for each center and select new applicants based on ranking points (exclude 101%-130%). May  Staff will recruit in their service area.  Run waitlist for entire LBUSD Head Start and Early Head Start and select new applicants based on ranking points (exclude 101%-130%). June-full  If agency is accepting over-income, staff may accept 101%- enrollment 130%, if next on the list (with ERSEA team member approval).  Staff will continue recruiting.

LB HEAD START/ EARLY HEAD START EMPLOYEE’S CHILD AS APPLICANT:

1. ERSEA management team member must approve enrollment of an employee’s natural/adopted/ foster child. 2. Placement of an employee’s child will not be allowed at the same location where they work. Appropriate placement will be evaluated and/or conducted at the time of enrollment. Placement of an employee’s extended family member, i.e. grandchild, niece, nephew, and/or godchild, will also not be allowed at the same location of their employment. 3. Failure to disclose such information by employee or person completing the application will provide just cause for disciplinary action for staff member and may provide just cause to remove child from the program.

RECORD-KEEPING:

1. Staff will document all communication with a family in ChildPlus.

2. Records are always kept under lock and key and only those authorized will have access to the files. When files are reviewed or worked on, they must be checked out using the File Checkout manila form.

MONITORING:

1. Program Specialist of Partnerships and Family Engagement will include the number of over-income families in the monthly Enrollment reports to ensure that the program does not exceed the maximum allowance of over-income families in the program. 2. All over-income applications must be reviewed and signed by a member of the ERSEA management team before they are selected for enrollment.

A RESOLUTION OF THE GOVERNING BOARD OF EDUCATION OF THE LONG BEACH UNIFIED SCHOOL DISTRICT DECLARING SUPPORT FOR NATIONAL SCHOOL COUNSELING WEEK

WHEREAS, school counselors are employed in public schools to help students reach their full potential; and

WHEREAS, school counselors are actively committed to helping students explore their abilities, strengths, interests and talents as these traits relate to career awareness and development; and

WHEREAS, school counselors help parents focus on ways to further the educational, personal and social growth of their children; and

WHEREAS, school counselors work with teachers and other educators to help students explore their potential and set realistic goals for themselves; and

WHEREAS, school counselors seek to identify and use community resources that can enhance and complement comprehensive school counseling programs and help students become productive members of society; and

WHEREAS, comprehensive developmental school counseling programs are considered an integral part of the educational process that enables all students to achieve success in school.

BOARD OF EDUCATION OF THE LONG BEACH UNIFIED SCHOOL DISTRICT NON-REELECTION OF TEMPORARY CERTIFICATED EMPLOYEES

A. General Recitals

1. WHEREAS, the Board of Education employs temporary certificated employees pursuant to Sections 44909, 44918, and 44920 of the Education Code; and

2. WHEREAS, Education Code Section 44916 requires a temporary certificated employee to receive notice, prior to the first day of paid service, of the temporary nature of the employment and the anticipated length of service; and

3. WHEREAS, each employee classified as a temporary certificated employee pursuant to Sections of 44909, 44918, and 44920 of the Education Code received notice, prior to their first day of paid service, of the temporary nature of the employment and anticipated length of their service; and

4. WHEREAS, Education Code Section 44954 provides that the Board of Education shall notify temporary employees in a position requiring certification qualification of the District’s decision to release the employees from such a position prior to the next succeeding school year; and

5. WHEREAS, through this resolution, it is the intent of the Board of Education to release each temporary certificated employee employed for the 2020-2021 school year effective no later than the last school day of the school year.

3. WHEREAS, the above-listed employees may be released pursuant to Education Code Section 44918 and 44954 regardless of any expiration of a contract or a specially funded project; and

4. WHEREAS, the Board of Education of the Long Beach Unified School District has determined to release the above-listed employees at the conclusion of the current 2020- 2021 school year and not to re-elect the above-listed employees for the 2021-2022 school year.

C. Employment of Temporary Employees in Categorically Funded Programs Pursuant to Education Code Section 44909

1. WHEREAS, Education Code Section 44909 permits the Board of Education to “employ persons possessing an appropriate credential as certificated employees in programs and projects to perform services conducted under contract with public or private agencies, or categorically funded projects which are not required by federal or state statutes”; and

2. WHEREAS, Education Code Section 44909 provides, “Such persons may be employed for periods which are less than a full school year and may be terminated at the expiration of the contract or specially funded project without regard to other requirements of this code respecting the termination of probationary or permanent employees other than Section 44918”; and

WHEREAS, Education Code Section 44909 requires the “terms and conditions under which such persons are employed shall be mutually agreed upon by the employee and the Board of Education and such agreement shall be reduced in writing”; and

4. WHEREAS, each of the above-listed individuals was employed pursuant to a mutually agreed-upon contract between the employee and the Board of Education and for the term of the contract or project; and

5. WHEREAS, the employees were hired to perform services conducted under contract with public or private agencies or categorically funded projects which are not required by federal or state statutes; and

6. WHEREAS, the term for each specifically fund project or contract has expired, or will expire by the termination date of each employee’s contract; and

7. WHEREAS, all categorical funds used to justify the above-listed employees’ classification as temporary under Education Code Section 44909 will be expended and therefore will expire at the end of the 2020-2021 school year; and

8. WHEREAS, no categorical funding used to justify the above-listed employees’ classification as temporary under Education Code Section 44909 has a duration beyond the 2020-2021 school year; and

9. WHEREAS, accordingly, each of the above-listed employees designated as temporary by the District under Education Code Section 44909 may be released at the end of the 2020- 2021 school year without the procedural requirements applicable to probationary and permanent employees; and 10. WHEREAS, the Board of Education has determined to release the above-listed employees, whether their lawful status is considered to be temporary or probationary, at the end of the current 2020-2021 school year, and not to re-elect these employees for the 2020-2021 school year, consistent with the terms of Education Code Sections 44909, and 44954.

D. Employment of Temporary Employees to Replace Regular Employees Assigned to Categorically Funded Programs Pursuant to Education Code Section 44909

1. WHEREAS, Education Code Section 44909 further provides, “Whenever any certificated employee in the regular educational program is assigned to a categorically funded project not required by federal or state statute and the district employs an additional credentialed person to replace that certificated employee, the replacement certificated employee shall be subject to the provisions of Section 44918”; and

2. WHEREAS, the lawful status of certificated employees employed pursuant to this provision of Education Code Section 44909 is temporary; and
