It*s District Headquarter is at Ziro. Subansiri Distric', was bifurcated in 1980 in two D istricts, Lower Subansiri and TJp|3r Subansiri, It is divided in four Sub-divisions naaily Ziro jKolor" ?.r and Capital Complex. It is bounded by China in North,'^ortr Lakhimpur D istrict of in South, , in West and Upper Subansiri D istrict and a part of Me st Siang in East. Ou.t of 6(Six) urban areas in Two urban areas namely Ziro and are in this District. Total area of the Lower Subansiri d istrict is 13010 Sq. K.M. The entire district has been divided in to 10(T^n) Communitjr Development blocks each under the char,^ of Circle Officer working as the ex-office Block Development Officer. Literacy Pate (1 981 Census )Literacy lonpcentage of literati to total population is 20.79^/^ for Arunachal Pradesh, while it is 19 , 525^ for the Lovjer Subansiri District, Old Itanagar tops in literacy rate which is 53 .OI75. While literacy rate of Kyapin circle is lowest 3.49^;^^. Literacy rate of the district in rural area is 14.61% while it 53 .79' in urban area, 1 .1 .5. Female lite rcy as compared to male g- The ratio of School going boys and Cxirls v/as 64^36 respectively in I 986. It show3 female litercy is very less as compared to aalcs It is due to ignorance of the parents who does not send g irls to School, Child marriage of Girls is also one reason for this. 1 .1 .6; level of Inedustrialisation s- There is nor major sc^e industries in Lower Subansiri district. Not only this district whole Arunaohal Pradesh is lacking in Industrial development. However in ininor sc^ae following Industries are found in lower Subansiri d is tr ic t, Sa\v-!nill, Craft Centre , Cane & Bamboo ,fT^r~ niture making. Weaving Rice mill etc. Some big Industries are being setup in Capital Complex, 1 ,1 .7, Agriculture Development s- Agriculture is the main occu- of the inha^tants of this d is tr ic t. Main coops grown are paddy, maize,millets and Kochu, There isscope for terresces on' gentle slopes and v/et rice cultivation in lower belt vd.th imp- proved agriculture practies. There is much scope for the development of horticulture in the d is tr ic t. Permanent cultivation is not s^fficiant, Jhum cultivation isk being done by farmers, Miaed cro'ning is done in Jhum cultivation, Farmers are being aware of the bad effects of Jhum cultivation and adopting Dermanent cultivation. Lower Sabansiri dis­ trict is rich in its cultural heritage, 1 ,2* Fifth All India Educational Survey s- 1 ,2,1, Brief Account of 5th ALl India Educational Survey Pro­ gramme s- Eeference date of 5th All India EducationaO, Survey iSi.50th Sept'36 in Arunachal Pradesh the programme v/as started as per G-overnment instructions and guideGaine vide le tte r No ^ ED/ES/4/87 dated 17th March'37. In view of this training pro­ gramme was organised at v;ith the collobration of N,C, S,E,T, New , Where D ,E ,0/ADS0/Supervisor Adult Education attended. Training programme was conducted for 7(Seven).day v;ith e ffect from 13th April *37 to 25th April ’ 37 .After training S #I ,F, ,Y *I ,F, and U ,I ,F , v/ere received from N .B ,E ,R ,T , and distributed to the Block Survey Officer i . e , ADEO/Adult Edn, Supervisore of 10(ten) blocks of the district for starting Survey in their respective blocks. Block Survey Officer imparted training to the Head mas ter/Teac hers of their blocks to fill-u p S ,I .F , (Schodihte information Form) of their respective Schools and ''r,i,F. village Information Form) of the feeder villages, and U.I.F, (Urban Information Form) for the towns and cities lying in its area. Ghapter-2, Primary Education 2,1. In rural area out of 757 habitations 1 52 habitations v/ith a population of 53000 (47.7^ of total population are served by a Primary School/Section within themselves. 20 habitations having 5015 population ( total population) are served by Primary School/Section up to 1 km. ^^/alking d is ­ tance . And 55 habitations with a copulation of 6452(5.9^ ofltllie total population) are who have Primary School/Section withira 1 km to 2 km walking distance. Remaining 552 habitations v/itih a population of 4646s (42.^ of the total population) are not; served by a Primary School/SectiOTTeven up-to 2 km walking distance. The reason for most of the habitation not served by a Primarjr School/Section within 2 kn walking distance is that :nost of the villages in Lower Subansiri are thinly populated and scattered. Some villages are with only two or three hou­ ses and very far off frorn other villages. So, it is not pos­ sible to provide Primary Schooling facilitye even within 2 km walking distance. i ) Taaien Block s- Out of 76 habitations in Tamen block 22 habitationa v/ith a population of 49^5 (55.5^ of total popu­ lation of the llock ) are served by Primary School/Sections within habitation, ^ t for remaining 54- habitations with a population 3934 (44-.5/« of total population of the block it has not been possible to provide Primary School/Section even upto 2 km. walking distance . ii) Tali Block §- In Tali block out of 58 habitations only 12 habitations with a popi^.lation of 3036 (33 *5^ of total population of the block) are served v/ith a Primar.y School/ Section v/ithin habitation. But forxE remaining 46 habitations with a population of 6036 (66,5^ of the total populations) it has not been possible to provide Primary School/Section even upto 2 km, walking distance, iii) Palin Block s- In Palin block 14 habitations with a population of 3133 (37.4,> of the total population)are served by a Primary School/Section within habitation. 8 habitations v/ith a population of 738 (8,7/^ of total population) are served with primary School/Section upto 1 km, distance. 38 habitation with a population 3429 (40.7/^ of total population) are not provided Primary School/Section even upto"2 km, v/alking distance, iv) Damin Block s- Only 4 habitations v/ith population 999 (18^0 of total Population) are served v/ith Primary School/ Section v/ithin habitation. Rest 55 habitations v/ith popula­ tion 4532 (82^ of total population) are not provided Primary School/Section even upto 2 km. v/alking distance, v) Nyapin Blocks- In Hyapin block 16 habitations ^^/ith a population 6727 (58,6^ of total population) are served by Primary School/Section within habitation. Rest 43 habitation with a population 4463 ( 3 9.4' of total population) are not provided Primary School/Section even upto 2 km. v/alking distance,

Vi) Koloriang Block s- In Koloriang block 8 habitations v/ith population 243I (2 7,2f^ of total population) are served v/ith a Primary School/Section v/ithin habitation. 4 habitations v/ith population 401 (4.1?^ of total population) are getting Primary School/Section facility in walking distance 1 km. For rest 94 habitations with population6l1 2 (68.3^ of total population of the block) it has not been possible to provide Primary School/Section upto 2 km. v/alking distance , v ii) Sagalee Block s- In Sagalee block I 9 habitations v/ith a population 31 57 (23^ of total population of the blb'ck) are provide Primary School/Section v/ithin habitation. 6 habitation with population 733 (7/- of total population of t he block) are provided Primary School within 1 km. walking distance, 73 habitations with population 6565 ( of total population of the block) are which do not have Priniary School/Section even upto 2 kai. walking distance, • v iii) DoiHiukh-Mmin Block s- In Doimukh-Himin block 26 habi­ tations with population 1045 7 ( 57/^ of total population of the block) are provided Primary School/Sections within hesitation. Disparities s- In Doiraukh-Kimin ‘^.ock and Zdro-I and Z iro-II blocks more population is getting Primary Schooling faoil.ity within habitations. Reason for this is that the villages of these blocks are thickly copulated and other facilities are also good in these blocks. V^hile in Damin block only 4 habit­ ations \7ith 18^ popuHf^tion are served with a Primary School/ Section v/ithin habitation. Reason for this is that the v ill­ ages of this block are having very less population arid scatt­ ered far av/ay. Some villages have even tvjo or three houses. Other facility like transport facility is also not available in this block, For rest blocl-cs also the condition is sane so it is not possible to provide Primary School/Section v/ithin 1 km, walking distance, '\2, In Lower Subansiri District out of 757 habitations 1'32 habitations are served by the existing Primary Schools/Sections within 1 km. walking distance and 16 habitations are proposed for opening new Primary Schools on the basis of criteria . These School will provide Prim.ary Schooling facility'to 40 habitati­ ons within 1 km. walking distance, For rest habitations it is not possible to provide Primary Schooling fa c ilit y v;ithin 1 km, walking distance. Rest 73 6 villages are without SG population. 6 villages have Primary School/Section within habitations out of 1 6 villages having ST population upto 2 5 out of 1 7 villages having ST population '2 6-50 have Primary Schools in 5 villages, A villages having ST population 51-75 have Primary School in one villages having ST population more than 75 have Primary School/Section in 1 40 villages. 2.4, There are 121 Primary Schools in Lower Suban^iri D istrict in Rural area, Out of which 119 Schools are Crovernment schools and 2 Private aided schools. In urban area there are 7 (Seven) primary Schools all GovcrnT.ent schools. In Rural area there are 155 Primary Sections out of which 152 sections are government sections and 3 private aided. In urban area there are 13 Primary sections out of which 12 sections are government and one private aided, 2.5, In Biral area there are 121 Primar5r schools out of which 8 Pucca building, 1 partly Pucca building, 5 Kuchha building and 107 thatchedhuts, In urban'area there are 7 Pry, schools ell having Pucca building In urban area government has provided Pucca building to a ll schools, while in R-’.ral area most of the schools are housed in thatched huts, 2.6, Out of 121 Primary schools in Rural area 1 4^chools are having one instructional rooms jach 4-5 schools are having 2 instructional room each , 25 schools are having 3 instructional room each, 15 schools are having 4 instructional room each, 15 schools^are having 5 instructional room each, 15 schools gre having 6-7 instructional room each and 1 school has 8-9 in s tr­ uctional room*3H(3fc There is no school having 0 instructional room and only 14 schools are having 1 instructional roomeach. Out of 7 Primary Schools in urban area 1 school has 3 instnactional room. 3 school are having 4 instructional room each, 2 school has 5 instructional room available, 2 school has 6-7 instructional rOom available and 1 school ahs 3-9 instruc­ tional room available , 2.7, In Rural area 1 addition^ room is required by 8 Primary Schools 2 rooms are required by 29 Primary Schools, 3 rooms arc required by ^7 Schools 4 rooms are required by 27 Schools and 5 and ^.bove rooms are required by 16 Primary Schools 14 Schools does not require any Additional room. In urban area 2 Additional rooms are required by 1 Primary School, 3 Additional rooms are required by 1 frimary School, 4 Additional rooms are required by 3 Primary Schools and 5 and above additional rooms are required by 2 Primary Schools, 2*3, s- In rural area there are 121 Primary Schools having 564 No, of sections, 250 sections have usable black board* 36 section ahve un-usable black board and 276 sections have ITo black board. In urban area there are 7 Primsiry Schools having 38 sections out of wjiich 37 sections have black board ^and only 2 sectioins ere without black board. In sar rural area sections are with.out black board. Reasons lack of transport facility and three is no Industry in these areas to make black board in the place,'Lack of fund provided by government a is also one reason.

In Tamen block out of 90 sections only 6 sect.ion have usable black board and 84 sections are without black bo*ard In Tali block out of 44 sections, 2o sections have usable bl.ack board, 7 section have been usable black board and I 7 sectionxis have no black board. In pklin block out of 49 sections only a sections have bcaacK usable black bo^rd,. 3 sections have usabl.e black board and 3 7 sections have no black board. In Damin block out of 14 sections, a sections have usable black board, and 5 sections have no black board. In Tamen,Palin,Nyapin,Tali and Koloriang blocks oiore sections are v/ithout black board in coDiparison to other blocks, 2,9, In rural area oat of 121 Primar^^ Schools, 59 schools have drinking water facility, 29 schools have urinal» 5 schools have separate urinals for girl^ 12 schools have labatory 4 schools have separate labatdrues for girls, 32 schools ha; e fa­ cility for medical check, 3 5 schools have facility vaccination. In Urban area out of 7 Priaiary schools, 4 schools have drinking v/ater facility, 5 schools have urinal, 2 schools have separate urinals for girls, 3 schools have labotory, 2 schools have separate labotory for girls , ]^fe3schools have fa c ilit y -fo r medical checkup and a schools have vaccination fa c ilit y . 2*10* s- In rural area Primary Schools according to teachers position are in this way without teacher one school, 82 schools having single teachers, 22 schools having 2 teachers, 7 schools having 3- teachers, 1 school having 4 teachers, 3 schools having 5 teachers, 2 schools having teachers and 1 school having 9 teachers. In urban area 3 schools having 6 teachers, 2 schools having 8 teachers and 2 schools having 9 teachers. In Palin block out of 11 Primary Schools, 1 school is v^ithout teacherand 9 schools are single teacher Schools, only 1 school having 2 teachers. In Damin block total 3 Primary schools all single teacher Schools, In Nyapibn block out of 13 Primary schools, 12 schools are single teacher schools and only one school having 2 teacher schools, In Koloriang block all 5 Primary schools are single teacher schools. In Sagalee block out of 15 schools, 9 schools are single teacher schools, 5 schools are 2 teacher schools and one school ta ving 3 teachers. In Taaien block out of 1 8 Primary Schools, 12 schools are signle teacher schools, 5 schools 2 teacher schools and one school having‘3 teachers. In Tali block out of 11 Primary schools, I 0 schools are single teacher schools and one school having 2 teachers. In Doiaiukh-Kimin block out of 29 Primary schools, 3 schools are signle teacher schools, 4 schools having 2 teacher each, 4 schools having 3 teacher school,s, • one having 4 teachers, 3 school having 5 teachers each, 4 schoolhaving 6 teacter each, 1 s<3hqol having 7 teacher, 2 school havjing 8 teacher each and 2 school having 9 teacher, each. In Ziro-I & II blocks out of 22 Prioiary schools, 13 schools are single teacher schools, 5 school having 2 teacher schoolss 1 schools having 3 teacher school, 1 school having 6 teacher schools, 1 school having 7 teachers, and one schools having 9 teachers, 2.11,s- In rural area teachers teaching at priaiary stage are 14-4 trained teachers out of v;hich I0[p male teachers and 39 female teachers and 218 untrained teachers out of which 179 male teachers and 39 female teachers. In urban area 22 trained teachers arenteaching at Primary stage out of which 13 are aiale teachers an:^ 9 are female teachers and 54 un-trained teachers out of which 20 are male and 39 ?-re feraale teachers. 2.12, s- Snrmlment of boys and girls at Primary stage in Lovjer Subansiri District is boys-8749 and girls-5932, out of v;hich in rural area boys-7533 and g ir ls -4333 and in urban area boys~12l6 and g ir ls -11 49.
