The State Govemment will implement the Fojects within the amount released by the Ministry during 2018-19 and teeping in view the spirit of the provisions contained under Operational Guidelines for Inter-State allocation of funds and implementation of Progmmmes / Activities urder Proviso to Article 275(l) of Constitution of India, issued by Ministry of Tribal Afairs vide this Ministry's letter NO. 11015/01/2016-SG-I dated 20.6.2016 and other relevant instructions issued from time to time. 6. Articte 275(1) Grants is an additive to State Plan funds and efforts for Tribal Development. Funds under Article 275(l) Grunts must be utilized for raising socio-economic level of Schedule Tribes commensurate with objectives enshdned in para 2.2 read with para 3.2 ofrevised guidelines d ated 20.06.2016. 7. Article 275(l) Gmnts shall be utilized primarily for activities of nor-recurdng nature (including infrastructure and equipment with at least thrce years life time). Fund for recurring component of such programines / Schemes shall be bome by State funds / TSP allocation. Priority shatt be accorded in accordance with the provision contained in para 6 of revised guidelines dated 20.06.2016. Major infrastructue sector, like road connectivity, electricity, drinking water, major irrigation projects, housing would not be flmded under tuticle 275(t) Grants, as substantive part of State Plan funds go into these prcgrammes.

The Pradesh is known to be rich in flora, fauna, power and mineral potential. When the 1971 Census was taken in Arunachal Pradesh, the -area -was known as the North . East Frontier Agency (NEFA) in short which was constitutionally a part of the State of Assam. At that time NEFA was directly administered by the President of India through the Governor of Assam as his agent, who was assisted by an Adviser. The Office of the Adviser to the Governor of Assam was situated at Shillong, the former Capital of the Assam State now the Capital of Meghalaya. On 21st January, 1972 NEFA was given the status of a Union Territory under the provision of the North-Eastern Areas (Reorgani­ sation) Act, 1971. (8 of 1971) and placed under the charge of a Chief Commissioner with his headquarters at Shillong. When NEFA became a Union Territory in January, 1972 and renamed as Arunachal Pradesh, Itanagar w-as selected as its Capital.

    1 2 Centre for Endangered Languages The Centre for Endangered Languages, Rajiv Gandhi University, is a University Grant Commission sponsored centre. The Centre was has been actively functioning since 2016. The main purpose of CFEL, RGU is its multidisciplinary approach. The research team comprises of scholars from linguistics, anthropology, folklore, tribal studies and mass communication. Presently, the Centre is focusing on field survey, documentation, and analysis of the critically endangered languages of Arunachal Pradesh. It is also studying these speech communities in their socio-cultural contexts. The Centre successfully carried out four field studies and documentations in the remote areas of Arunachal Pradesh. It also successfully conducted four workshops related to language and cultural documentation. Two monographs on Tangam and Kasik/Khapa are in publication process. The Centre has also produced an award winning Documentary Film ‘Ngok Miri Dekke Yoyo-Gaga Goktuanam Kiding’ (Those songs & lullabies I used to sing) by Kombong Darang. The Centre is working on more short films, monographs and awareness programmes with the purpose of making eminent academic contributions. 2015- 2016 A total amount of 1 Crore and 80 Lakhs was sanctioned by UGC on April 2014 for the Centre and the first installment of Rs. 90 Lakhs was received during August 2015 and the following activities have been carried out by the centre during 2015- 2016. ➢ APPOINTMENT OF THE COORDINATOR: Rajiv Gandhi University have appointed Prof. Simon John Arunachal Institute of Tribal Studies as the coordinator of the Center for Endangered languages. ➢ NOTIFICATION FOR THE RECRUITMENT: The centre advertised the positions of Research Associates (2), Senior Research Fellows (2), Documentation officer cum Archivist (1), Junior Research Fellows (2) and a Multi tasking staff.

    Introduction Lower Subansiri district is one of the 17 administrative districts of the state of Arunachal Pradesh in north eastern India. History The district was formed when Subansiri district was bifurcated into Upper and Lower Subansiri districts in 1987. Lower Subansiri district has a long ancient history related with the Chutiya Kingdom. It was probably under Chutiya chieftain rule from a long time, and came under Birpal's rule in the 12th century. In 1999 Papum Pare district was split to form new district and this was repeated on 1 April 2001, with the creation of Kurung Kumey district. In October 2017 the state government approved the creation of Kamle district, involving the carving out of Raga, Dolungmukh and Kumpurijio circles from Lower Subansiri district. Geography The district headquarters are located at Ziro. The district occupies an area of 3,460 km² It is bounded on the north by the Upper Subansiri district of Arunachal, on the south by Papum Pare District of Arunachal Pradesh and Assam, on the east by West Siang and some part of Upper Subansiri, and on the west by East Kameng district of Arunachal Pradesh. Divisions There are 6 administrative circles in this district, namely, Ziro (Sadar), Yachuli, Pistana, Raga, Kamporijo and Dollungmukh. The district also divided into 3 blocks: Ziro-I, Ziro-II and Tamen-Raga. There are 2 Arunachal Pradesh Legislative Assembly constituencies located in this district: Yachuli and Ziro-Hapoli. Both of these are part of Arunachal West Lok Sabha constituency. Demographics According to the 2011 census Lower Subansiri district has a population of 82,839, roughly equal to the nation of Andorra.[6] This gives it a ranking of 623rd in India (out of a total of 640).The district has a population density of 24 inhabitants per square kilometre (62/sq mi) .
