While � think this is a very exciting prospect, I believe �om� c�ution is in order and that before we schedule a .meeting with the coal companies and railroads we should have· our own interagency positions clear. Henry mentions � �he possible necessity for relief on some EPA regulations. ·.:,''Before this is mentioned to outside groups we should do ·'the necessary internal work to see what is involved.
Also, DOE and DOT have not been involved in this initiative and need to have input prior to arranging any such meeting.

I have been working with Chairman McGill and the White'House staff to id�ntify the names of persohs we should invite to serve on the President's Commission for an Agenda for the Eiqhties. -During our recent conversation you approved the list of potential candidates shown in attachment 1.
Appointment of the additional 25 members will complete the Presidential· selection.of·members. for the Corrnnission. On October 24 , 1979, you initi·ally appointed 26 members to .the Commission (see attachment 2). Since that time, Ms. Liz Carpenter has accepted an appointment with the Department of Education and will be unable to serve.
Suggest that we proceed in contacting the candidates to determine if they are available to serve on the Corrnnission.
