Whether you are a: Board Member, Team Member, Financial Supporter, Visitor, Volunteer, Family Member or Resident, there are always opportunities to make a difference in the RHF Fast Facts: lives of others. 4 RHF www.rhf.org Greetings … to all in the RHF community and all who support RHF’s mission. At the 2020 Annual Meeting, as your newly elected board chair, I had no idea what this year would bring. At that meeting we were just beginning to hear reports about a new virus. By the time I got home, there was a pandemic. What a challenge to quickly act to maintain health and safety in nearly 200 unique communities with thousands of residents and staff! We learned to adapt. Staff began to work and meet remotely. Our board learned to meet and make decisions in virtual ways. I was humbled by the way everyone just got to work and tried their best to get their jobs done, to be safe and keep all safe in the process. We have an amazing group of staff and residents, and it is a joy to hear their stories and to see their commitment to our mission. The pandemic was not the only challenge of the year. After more than 30 years of extraordinary leadership, our beloved CEO, Dr. Laverne Joseph, would be retiring in February 2021. Difficult goodbyes and a search for a new CEO loomed ahead. Dr. Joseph’s deep concern for every resident, his frequent visits, the growth of RHF, and his national leadership in affordable housing are all part of his legacy. Sadly, the big events we planned to celebrate his ministry had to be canceled or postponed, but we honor an extraordinary leader. Dr. Joseph is one of a kind, and we say goodbye with deep appreciation for all his gifts. The Board undertook a national search for our next CEO, and we found the best candidate, Mr. Stuart Hartman, right in our own office. To have someone with Stuart’s strong commitment and long tenure at RHF instills confidence and trust. We enthusiastically look forward to working with him and to the unique leadership he brings to our work. Throughout all the challenges of the past year, we have learned even more clearly how fragile access to safe and secure housing is. Thus we are even more committed to our mission of being an outstanding provider of this basic need. It is an honor to be a part of RHF and to serve on our National Board. I look forward to visiting communities again and to seeing colleagues and many of you in person in the year ahead. May the new year bring light in our fight against the pandemic and health and hope to all.

Celebrating 60 Years of Serving our Communities RHF 7 • The Social Service Coordinator of the Year was Karleen Davis at Redding Pilgrim House in Redding, CA. Karleen is caring, compassionate and a strong advocate for the residents at Redding Pilgrim House. Karleen works diligently to meet the needs of each resident. Karleen works well with area service agencies to bring many services to the property like Government Surplus Commodities and Brown Bag. Each month Karleen invites guest speakers to the property for wellness education programs and believes that health is the most valuable asset a resident has. During the devastating CARR Fire in the Redding area, Karleen came and sat with the residents to help them stay calm and understand what was happening in their town. She was prepared in case our residents needed to evacuate. • This year the Board awarded Raymond East with the 2020 Rex Chapman Award. The RHF Board established the Rex Chapman Award in honor of Rex, who served on the Board of Retirement Housing Foundation from 1977 to 1988, and chaired the Board from 1984 to 1989. The award is given to someone who has provided outstanding leadership to the mission of RHF, who oversaw the growth of RHF, and who has had a lifetime and/or singular effect on the success of the mission. Ray East has served on the RHF National Board of Directors for 24 years and six (6) of those years as its Chair. He lives in Charlottesville, Virginia with his wife, Caroline. Providing a safe, affordable and nurturing place to live for those in need is of utmost importance to him. This is the main reason he feels so deeply about RHF’s mission.

In 1961 three men got together because they had a vision, providing affordable senior housing to America's growing senior population. The Rev. Reinhold Klein was one of those men and that vision became Retirement Housing Foundation.

He became the first Executive Director of RHF.

Rev. Klein passed away in 2020. He leaves a legacy that generations will benefit from.

Celebrating 60 Years of Serving our Communities RHF 9 • The Concord was refinanced in 2020 with the Low-Income Housing Tax Credit program and bonds. This resulted in the beginning of a $17 million renovation effort on The Concord, a 149-unit affordable senior community in Pasadena, CA. The ground lease with the City expired in 2016, and this project was at risk of reverting back to City ownership. Instead, RHF was able to purchase the property back from the City and start the major renovation, • RHF’s investments weathered the financial shock at the beginning of the COVID-19 pandemic and bounced back shortly thereafter. • RHF properties fully implemented the use of check scanners to improve efficiency and accuracy. It also helps keep staff on-site to best serve our residents. It was also a pro-active measure when the pandemic hit to safeguard RHF’s staff and help to maintain social distancing practices.

• Bob Amberg continues to serve on LeadingAge General Counsel Committee. • Brian Magnone continues to serve on the UCC Cornerstone Fund Board as their Corporate Secretary and chair of their Audit Committee.

• Stuart Hartman serves on the Board and Public Policy Committee of LeadingAge California and the Board of Peppermint Ridge.

• Stephanie Titus was re-elected to the board of SCAHD, Southern California Association of Healthcare Development. • Frank Rossello continues to serve on the Audit and Finance Committee of Stewards of Affordable Housing for the Future (SAHF) and as an adviser to the Audit Committee of the National Affordable Housing Trust (NAHT) • Dr. Laverne Joseph served on the Public Policy Committee for LeadingAge California and also on the Boards of Caring Communities, CHHSM, NAHT, and SAHF. • We closed on the financing and started rehabilitation on three additional RHF communities, utilizing the HUD 223 (f) program: Pecan Place, Pilgrim Place and Olson Rotary Village. All three projects will be completed in 2021.

• We procured a portion of the entitlements for 800 affordable senior units in Honolulu, HI, in November 2020. • We completed the rehabilitation of two affordable RHF communities: The Carlin (162 senior units in Arlington, VA) , financed with tax credits and bonds, and Pilgrim Tower East (158 senior units in Pasadena, CA) in December 2020. • We completed the rehabilitation of one additional RHF community, financed through the HUD 223 (f) program: Diakonia I, a 48-unit senior community located in Sacramento, CA. • We won the Request For Proposal (RFP) with the City of San Diego to develop a 60 unit permanent supportive On A National Scale housing community known as Hendrix House. • We acquired Hillcrest Acres, an existing 100-unit, mixed-income community (with both affordable and market rate units) located in Attleboro, MA, in August 2020. RHF plans to refinance and rehabilitate the community, utilizing 4% tax credits and bonds, in 2021.

• We acquired the first of two properties for a new 55-unit, senior community in Baldwin Park, CA, in December 2020.

• On January 1, 2020, we renewed our contract with Prelude and locked in our IT costs for the next three years. Prelude was instrumental in helping us transition to working remotely with no loss of productivity when the Covid pandemic hit.

Celebrating 60 Years of Serving our Communities RHF 11 • We hired Alternative Business Solutions to handle our healthcare billing functions. ABS provides billing and collections support to our local Business Office Managers in our healthcare communities on a daily basis. • Achieved significant savings and avoided having to increase employee health insurance premiums by changing our health insurance carrier to United Healthcare, previously Aetna. • Lori Phelps was promoted to Director, Information Systems. She was previously Manager, Business Applications. Lori also took over the role of HIPAA Information Security Officer and she is a member of the Corporate Compliance Committee.

• Implemented a new VoIP phone system for the corporate office and a handful of properties. The system included a subscription to GoToMeeting, which has been a useful video-conferencing tool during the pandemic.

• RHF’s wellness program provides an incentive for all RHF’s employees to get their annual physical. Last year, we had over 500 employees that took advantage of this benefit and each one received a $100 Target gift card.

• RHF Charitable Foundation has maintained a 4% payout annually to Resident Benevolence and Affordable Housing funds which both benefit our residents. The total endowment has grown to $5.4 million since its inception in December 2015. Our Philanthropy Department can assist with any donations or endowment gifts. • RHF Charitable Foundation received financial gifts totaling $1,648,412. Grants to RHF communities and financial gifts received by RHF communities totaled $245,885, for a fundraising total of $1,894,297 in fiscal year 2019-2020. (These figures do not include in-kind gifts received.) Like many organizations, we responded to the changing needs of our residents and communities during the pandemic. We continue to be registered in all states where we solicit funds. • RHF Charitable Foundation, founded in 2015, grew its endowment funds for Resident Benevolence and Affordable Housing to $2.97 million and $2.42 million, respectively. The funds are invested at United Church Funds. • The 59th Anniversary Celebration events and activities held in February 2020 raised $309,240 to provide affordable housing and benevolence programs to older adults, low-income families and people with disabilities. • RHF Charitable Foundation’s “Unwrap a Smile with RHF” program for the annual toy drive raised more than $36,000 for Toys For RHF Kids, providing toys and gift cards to 1,692 children living in our 25 family communities. • Planned gifts totaling more than $345,309 were received to benefit RHF Charitable Foundation programs and RHF Communities. • National Affordable Housing Trust (NAHT) gave $500,000 in honor of Dr. Joseph’s 30+ years of service to RHF. A special campaign to the Laverne R. Joseph Affordable Housing Fund is underway as he retires in February 2021. Good Stewardship • A $30,000 grant from U.S. Bank supported affordable housing and programs in Southern California. • A $7,500 grant from MUFG Union Bank supported affordable housing in Southern California. • More than 50 memorial gifts totaling $11,225 were received in memory of former RHF Board Member and Chair, Rev. Dr. John Trnka, benefitting the Resident Benevolence Fund. • The RHF Obligated Group retained its “A-“ rating from Fitch Ratings. • SoCalGas (utility) and LADWP ( Department of Water and Power) installed more than $1 million in energy efficient upgrades at Angelus Plaza (individual apartments and common areas - at no cost to Angelus Plaza. A five minute video of the event celebrating the completion was created and can be viewed on RHF’s YouTube Channel.

This community has 1093 units of affordable housing for low-income seniors in Los Angeles, CA.

This year RHF a much beloved friend, Rev. Dr. John Trnka.

Dr. Trnka served on the local advisory boards of two RHF communities in Clarksville, Indiana before he was asked to serve on the National Board of Directors where he served for more than 30 years.

As a volunteer, Dr. Trnka worked tirelessly for RHF and the residents that lived in our communities.

Park Place was awarded "2020 - Best of Senior Living Award” from SeniorAdvisor.com. Park Place is our affordable assisted living community in , WA.

Celebrating 60 Years of Serving our Communities RHF 13 • RHF renewed bank Letters of Credit (LOC) totaling $5,890,600 that support RHF’s workers’ compensation insurance program. The renewal was done with a 2.5% premium rate reduction and no increase to the LOC amount. This reflects good risk management safety practices.

• Leadership continues to update the compliance and privacy programs in conformance with Department of Health and Human Services (HHS), Office of the Inspector General (OIG) and Centers for Medicare and Medicaid (CMS) regulations.

• During the year, four of our communities received 5-star ratings from Centers for Medicare and Medicaid Services (CMS). They are Auburn Ravine Terrace, Auburn, CA; Bishop’s Glen, Holly Hill, FL; Courtenay Springs Village, Merritt Island, FL and Pioneer House, Sacramento, CA.

• Ten communities received Real Estate Assessment Corporation (REAC) inspections in 2020. The average score was 92. The following communities received scores of 90+: Angelus Plaza 1, Los Angeles, CA; Culver City Rotary Plaza, Culver City, CA; La Mirada Vistas, La Mirada, CA; North Capitol at Plymouth, Washington D.C.; Northvale Village, Houston, TX; Oak Knoll Villa, San Antonio, TX; Pioneer Towers, Sacramento, CA; Providence Place, Salem, OR.

• Management and Occupancy reviews were performed in 2020 at 53 communities. 3 properties received a “Superior” rating (Stone Creek Village, Towne Creek Apts. and Valley View Apts.); 29 received “Above Average”; 20 received “Satisfactory”; 1 received “Below Average”; none received “Unsatisfactory”.

• Our communities received community recognition: Auburn Ravine Terrace – voted “Best of the Best for Assisted Living” by the Auburn Journal; The Cloisters –Retirement Community & Hometown News: “Readers Choice” Award for Best Assisted Living; Courtenay Springs Village – Hometown News: “Best Retirement Community in Merritt Island”; The Gateway & Gateway Gardens – voted the “Best in North County”; Gold Country – 5th consecutive year voted “Best Retirement Community” – Readers Choice Award, Mt. Culver City Rotary Plaza was one of ten RHF communities to receive a Real Estate Assessment Corporation inspection in 2020 and receive a score above 90.

Towne Creek Apartments (McKinney, TX) was one of 53 RHF communities to receive a Management and Occupancy review in 2020 and they were one of three properties to get a "Superior" rating.

Celebrating 60 Years of Serving our Communities RHF 15 • At the onset of the COVID-19 pandemic, RHF Charitable Foundation reached out to RHF communities to identify their needs and organize the logistics to help them receive needed items in a timely manner. More than 7,000 personal hygiene kits and 4,000 laundry soap packets were sent to 98 RHF affordable senior communities nationwide.

• Several COVID-19 Rapid Response grants were received to meet the immediate needs of residents including: $5,600 from Anaheim Community Foundation for Carbon Creek Shores (Anaheim, CA); $4,500 from Greater Tacoma Community Foundation for Marymount Manor (Tacoma, WA); and $1,000 from MKE Foundation for Richardson Manor (Milwaukee, WI).

• Covid-19 affected census throughout the year thus we had significant decreases from January through December. Skilled beds decreased by -140, Assisted Living -157 and Independent living declined by -215 residents.

• Vaccinations to all of our communities was initiated at of the year and as of February, over 16 of our communities have received 1st doses and 9 have received their 2nd dose. It is anticipated that all communities will receive the vaccine by mid-April.

• To encourage our employees to get their COVID-19 vaccines, we will provide each employee with a $100 Target gift card after they receive their full vaccines. RHF wanted to remind all employees of the importance of getting a COVID-19 vaccine.

• Under the direction of RHF’s Board of Directors, RHF Charitable Foundation established the Staff Assistance For Emergency (SAFE) Furlough Fund to assist RHF employees who were temporarily furloughed as part of the initial onset of the COVID-19 pandemic. This safety net was used by many employees and helped fill the gap between temporary unemployment and their normal wages.

• We implemented a Daily Prayer program – When we asked our residents to “Shelter in Place” we knew that we were asking a lot of our residents, for many their social lives revolve around their faith, their church and their bible study groups. Suddenly they were not able to access a major part

COVID - 19 of their social network. While we didn’t expect the Daily Prayer to take the place of that safety net, we hoped it would let them know that they were not alone and, together, we could survive this crisis. We have gotten a very positive response back; managers telling us few of their residents have opted out of getting the prayer delivered to their door; e-mails from staff, telling us how much they enjoy the daily prayer; we even have staff that has forwarded the prayer e-mail to vendors and the vendors have had a positive response to it. We have gotten a number of phone calls (at the national headquarters) from residents themselves, telling us how much they’ve appreciated them. We want to thank our National Board members; David Moyer, Norma DeSaegher, Misi Tagaloa and Dr. Joseph for being our “Reverends in Residence” for this project. We have had laypeople also contributing prayers; Ray East from the Board and RHF Team Members - Brian Magnone (Treasury), Kurt Travis (Risk Management) and Mei Lim (Pilgrim Tower East’s Service Coordinator). A year after it began a daily prayer is still being delivered to staff and residents, throughout the country, who have indicated they would like to receive it.

16 RHF www.rhf.org Our Heroes When the ball dropped on 2019, no one could have imagined that 2020 would turn out to be a year like no other in recent memory. Our healthcare workers found themselves on the frontlines of a battle that quickly over- whelmed the world. While the media focused on the challenges being faced in skilled nursing communities throughout the country, the battle was also being fought in our assisted living, residential and affordable communities. RHF is very proud of our staff throughout the country; the nurses, CNAs, dietary and house- keeping staff, maintenance, activities, management/office staff and service coordinators. • RHF Charitable Foundation continues to monitor the short and long-term impact of COVID-19 on our fundraising programs, initiatives and campaigns.

• We plan to close on the financing, utilizing bonds and 4% tax credits, and start renovation on seven affordable RHF communities: Pauahi Kapuna Hale, The Stearns, Plymouth Place, Marple Manor, Ralston Towers, Madison Apartments and Bennett Place.

• We plan to close on the financing and start rehabilitation on four additional RHF communities, utilizing the HUD 223 (f) program: Carbon Creek Shores, Escalon Heritage, Redding Pilgrim House and Fajardo Housing for the Elderly.

• We will negotiate the exits of our limited partners for four additional RHF communities; Amistad Plaza, Los Arcos, Mason Place and Seabury Heights, in preparation of refinancing/re-syndicating those communities with tax credits and bonds.

• We will apply for tax credits and bonds for 250 affordable senior units (first phase of an 800 unit master plan) in Honolulu, HI, in February 2021.

• We will acquire the second of two sites and apply for a HUD 202 capital grant for a new 55 unit senior affordable community in Baldwin Park, CA, in March 2021.

• We will close escrow on a 35-unit, senior community in Raymond, WA.

• We will pursue new opportunities throughout the .

Many of you have already heard that in January, 2020 I announced that I plan to retire on March 1, 2021.

I have served as President and CEO of RHF since July 1, 1987 after having served on the Board for 17 months prior to that. Celebrating 60 Years of Serving our Communities RHF 21 • Project H.A.N.D.S.® continues to be the largest organization of volunteers at RHF with 1,384 residents from 92 communities volunteering 79,146 hours; 643 outside agencies and businesses involved; and 32,988 handmade items donated to homeless shelters, battered women’s shelters, hospitals, and people in need.

• 832 persons donated $12,087 and 42,896 hours to 629 nonprofit organizations and community organization.

• We thank our 2,018 team members, including Schochet Companies employees who serve our New England properties, our 173 national and local board members and 22 advisory board members who help to make the mission a reality in the lives of 21,500 people, 24 hours a day, seven days a week. 104 of our team members work in our national headquarters in Long Beach, California, and 12 in our regional offices. Two of our team members have more than 40 years of service; 36 between 30 and 39 years; 81 between 20 and 29 years; 324 between 10 and 19 years, 347 between 5 and 9 years; and 1152 less than 5 years.

• Total gross wages for the 2020 calendar year were $92,169,971.

• RHF has added “Martin Luther King, Jr. Holiday” to our current list of paid holidays.

• RHF works hard to provide our employees with the best health insurance benefits possible at the most affordable cost for both the employee and RHF. Every year (prior to RHF’s open enrollment) we go out to market to get quotes for all of our insurance products from our current carriers as well as other carriers because we believe this practice ensures we are always getting the best insurance rates for our plans. This year we have changed medical carriers from Aetna to United Healthcare (UHC). We had UHC conduct a zip code match to be sure our employees have a good network of doctors and hospitals prior to us making this change. We were pleased to announce there will be no increase to the employee share of the medical, dental or vision health insurance payroll premiums for the upcoming plan year beginning October 1, 2020. Also, we did not make any plan design changes to our medical, dental or vision plans. We also reminded our employees that our various medical plans provide 100% coverage for preventive screenings such as annual wellness exams, flu vaccines, mammograms and colonoscopies.

• This year we were able to provide a premium holiday for the employee share of medical, dental and vision insurance premiums for the entire month of December, 2020. This means that no health insurance deductions were withheld from the employees’ payroll checks. We realize that 2020 has been a challenging year, so we wanted to make the holidays a little easier and brighter for our employees.

• There were 7 projects under construction at some stage during the last year. This created about 400 jobs and $10 million in wages.

COVID-19 created a need for masks and RHF Project H.A.N.D.S.® groups throughout the country reacted by making tens of thousands of masks that they donated to individuals and groups. CHHSM is an organization that is committed to advancing the work of all health and human service ministries of the United Church of Christ (which RHF is affiliated) in creating a just, caring and compassionate world. At the time none of us new how providential those three days of meetings would be. As we returned to our jobs, COVID-19 became the focal point of our work and it wasn’t too long after that our country, really the world, began to acknowledge and address the problems of racism, social injustice and inequity facing people of color. As individuals and as an organization, we were all appalled and disgusted with the actions that resulted in the death of George Floyd in Minneapolis. At the time, his name was the most recent addition to a list that includes Breonna Taylor and Ahmaud Arbery - all victims of a system that places insufficient value on the lives of people of color. Since its founding, RHF has served and employed without regard to race, creed, color, national origin, gender, religion, ancestry, age, marital status, physical disability, medical condition, familial status, or sexual orientation. We strive to be fair in all of our relationships. This is stated in our organization's Philosophy and Values, and it is part of our organizational DNA. Racism has never had a place at RHF, but we are living in a world that demands we do more. RHF is committed to being part of the solution to this challenge facing our country. To that end, we've created a committee comprised of staff and board members on Diversity, Equity and Inclusion. Leadership will be meeting in 2021 to develop strategic plans that will guide us as an organization for the next five years. In partnership with Mattel and through the generous donations of RHF residents, staff and friends, holiday gifts were given to the children living in RHF’s affordable family communities.

During the 2020 holiday season, RHF Charitable Foundation provided toys and gift cards to 1,692 children living in our communities.

To participate, the Social Service Coordinator needed a community laptop for residents to meet with case workers remotely via GoToMeeting to apply for and renew their benefits. RHF Charitable Foundation facilitated providing a refurbished RHF laptop for their program participation.

We are a member of the Combined Federal Campaign (CFC). This makes it easier for federal employees to make a donation to us via payroll deduction and/or check. We received assistance from Health and Human Services Charities of America, a non-profit organization and a federation that reviews applications and distributes donated funds. There are currently more than 30 federations within the CFC, most of them organized around a specific theme. Approximately 1,900 national organizations and 40,000 local organizations qualify for the CFC annually.

Making A Difference in our Communities In September, RHF Charitable Foundation worked with one of its corporate donors for an employee giving program, while social distancing. RHF was selected for the “Summer of Service” program for the Irvine, California, branch of AmWINS, a specialty insurance distributor. Employees donated bars of soap and puzzle books; made monetary contributions and wrote inspirational notes and letters to RHF’s older adult residents. AmWins corporate headquarters generously matched all the funds raised by employees for total donation of $ 2,580. These thoughtful care kits were donated to the residents of Anaheim Memorial Manor (Anaheim, CA).

Currently, two special named funds also provide resources for affordable housing: • The Laverne R. Joseph Affordable Housing Fund, established by our Board of Directors when Dr. Joseph received LeadingAge’s Our 2008 Award of Honor in recognition of his national leadership and commitment to aging services. • The Clark Harshfield Affordable Housing Fund, established in FUNDS: honor of one of RHF’s founders. Donors may designate • Resident Benevolence - Provides financial assistance to RHF residents their contribution who have outlived their resources. Currently, one special named fund also to any of these RHF provides resources for resident benevolence: Charitable Foundaton • Jean Moore Warrick Endowment Fund for Resident Benevolence, established in memory of an RHF national board member who established funds: dedicated 25 years of volunteer service to making a difference in residents’ lives.

• Youth Education Scholarships - Invests in the education of youth residing in RHF's affordable family communities. Scholarships assist with the costs of tuition, approved tutoring, school uniforms, schoolbooks, supplies, fees, and after-school educational programs.

• Toys for RHF Kids - Provides holiday toys and gift cards to more than 1,600 children and young adults living in RHF family communities.

• Project H.A.N.D.S.® - Provides crafting materials and supplies for RHF residents to create items to donate back to their local communities and non-profit organizations. RHF Charitable Foundation supports the work and mission of RHF by raising, managing and disbursing charitable funds. Funds are used for the creation, preservation and maintenance of affordable housing and resident benevolence programs.
