Detaineefought on the front lines nearKunduz, Afghanistan (AF), was capturedby GeneralDostum's forces, and held at the Qala-i-Jangi Prison. Detaineehas familial ties to al-Qaida operativesand Arab extremists,including two deceasedindividuals that were on the Saudigovernment's most-wanted list. Detainee's deceasedbrother was involved in the kidnapping and murder of a US contractor. Another of

detainee'sbrothers, Sulayman Saad Muhammad Awshan al-Khalidi, ISN US9SA-00012lDP (SA-121),was on a list of detaineeswhom the Saudigovernment designated as high priority, and was transferredfrom JTF-GTMO in December2006. JTF-GTMO determinedthis detaineeto be:

o A HIGH risk, as he is likely to posea threatto the US, its interestsand allies. o A LOW threatfrom a detentionperspective. o Of MEDIUM intelligencevalue.

4. (U) Detainee'sAccount of Events:

The following sectionis based,unless otherwise indicated, on detainee'sown account. These statementsare included without consideration of veracity, accuracy, or reliability.

(U) Prior History: Detaineewas one exam away from finishing his four-yearcollege degreefrom al-Imam MuhammadBin SaoudIslamic University (Collegeof Shariah,Islamic studies).Neither detaineenor his brothersever servedin the Saudimilitary. Detaineewas not marriedand lived with his parentsthrough college. Detaineereceived a stipendof 800 Saudi riyals (SAR)' per month from the Saudi governmentfor attending the university. Sincedetainee was the only studentwith a car, he chargedpeople money to take them places. Detaineealso receivedmoney from his parents. Detaineeonly traveledto ,SA, for Hajj.'

b. (S//NF) Recruitment and Travel: Detaineewas still in SaudiArabia when the 11 September2001 attacksoccurred. Detaineebelieved the attacksviolated Islamic ethics becausethe Koran statesit is wrong to kill innocentpeople. Detaineewas not personally recruited, but heard from friends aboutfatawa (religious decrees)urging young men to fight abroad. Detaineealso overheardother Saudistalking about the conflicts in Chechnyaand Afghanistan, and read newspaperarticles detailing the suffering of Muslims in those countries.' Massoudand Dostum.o In November2001, detaineedecided to travel to Afghanistanto find his brotherand to fight the jihad.s Detaineefinanced his own trip, taking 5,000to 6,000 SAR6in additionto his airline tickets.TDetainee traveled with NasserBin Naji al-Yamani (NFI) from Riyadh to the Afghan border,via Damascus,Syria (SY); followed by Tehran, Mashhad,and Tayyabad, Iran (IR). When the two reachedthe border of Afghanistan, the border guardsinstructed a taxi driver to take them to a guesthousein Herat, AF. The guards also told detaineeand Nassertheir point of contact in Herat would be Abdel Hannan.E Detaineeand his companion stayedone night at a guesthousein Herat run by Khayr-Allah. They traveled to Kabul, AF, and stayedat an unidentified guesthousefor about a week "the because front lines were full."' way to the Kunduz guesthouse.After a short while, detaineeleft during the night with a group of others going to Mazar-e-Sharif,AF. Dostum's troops apprehendedthem and took them to the Qala-i-JangiPrison. During this time, detaineeclaimed Dostum's troopsgrabbed his bag containinghis passport. On25 November 200I, shootingerupted within the walls of the prison, and detaineewas shot in his thigh and back. Other prisonersdragged him into the basementof the prison. Dostum's forcespumped gasoline into the basementand ignited it; they later flooded the basementwith water. After about one week, the Red Cross anived and transportedall the surviving prisonersto SheberghanPrison. US forces took detaineefrom Sheberghanto the KandaharDetention Facility.16

o (S/A{F) Detaineehas familial ties to al-Qaida operativesand Arab extremists. (AnalystNote: Al-Qaida recruitmentsoften occur within family groups. Detainee's closerelationships with severalal-Qaida members likely exposedhim to al-Qaida propaganda,and possiblyto direct recruitment. Theserelationships likely also indicatea high level of loyalty toward al-Qaida.) o (S/AIF) Shaykhlsa Sadal-Awshan, the deceasedleader of a Riyadh al-Qaidacell responsiblefor the.kidnappingand murderof a US contractor,Paul Johnson,Jr., was " detainee'sbrother. Isa was killed in a July 2004 gunfight with Saudisecurity forces. An arms cachewas discoveredon Isa's compoundand Johnson'ssevered head was found in Isa's villa. At the time of his death, Isa was number fifteen on the Saudigovemment's most-wanted list.ls (Analyst Note: According to the investigatorsof Johnson'smurder, Nayif al-Awshan,detainee'.s^ suspected cousin (see '') below), suppliedthe ice in which the severedhead was stored. . (S/AIF) Prior to his death,Isa, who had beena prolific authorof pro-jihad and anti-Westernarticles and poetry, wrote a letter to detaineestating, "God will reward you as a martyr and will place you next to other great martyrs where you will meet Prophet Muhammad and his companions. Be patient dear Abdul Aziz you have a datewith heaven. Our destinyis a gloriousvictory."20 o (S/AIF) One of detainee'syounger brothers, SA-121, was also a mujahid with the 55th Arab Brigade. SA-121 had alreadybeen serving on the front lines when detaineearrived in Afghanistan.2I . (S/AIF) SA-121 was on a list of thirty-sevendetainees whom the Saudi Ministry of Interior GeneralDirectorate of Investigations() designated as high priority beforea Saudidelegation visit to JTF-GTMO in2002.22 o (S/A{F) Detaineeis assessedto havean uncle namedSaud Muhammad Abd al- Aziz al-Awshan, who is a Saudi-basedterrorist financier associatedwith the Philippines-basedMoro Islamic LiberationFront (MILF).23 . (S/AIF) Detaineeacknowledged having.an uncle namedSaud, but declinedto provide any fuither information about him.'"

(S/AIF) Detainee'scousin, Saleh Abdall al-Oshanaka (Salih Abdallah Abd al-Rahmanal-Awshan), ISN US9SA-000248DP (SA-248, transferred),25 stated that Saudwas his paternal uncle or great uncle who frequently traveled to the Philippinesto spreadIslam, though SA-248 deniedknowledge of his uncle's involvementin terroristactivities. SA-248 claimedthat Saudfinancially supports his efforts in the Philippines from his personalwealth that he eams from his home appliancesand clothing businessin SaudiArabia.26 o (S/ {F) Detainee'scousin Muhammad, whose full nameis reportedto be Muhammad Saudal-Awshan, has been identified working with his father Saud Muhammad Abd al-Azizal-Awshan as a terrorist financier in the Philippines.2T o (S/AIF) Detainee'spossible cousin, Nayif Abd al-Aziz Muhammadal-Awshan al-Khalidi aka (Mansour)aka (Yasir), hasbeen identified as a seniorSaudi al-Qaida member. Nayif was listed amongthe top ten wantedSaudi al-Qaida operatives.2s Nayif was killed by Saudiforces in April 2005.2e o (S/A{F) Detaineeadmitted he servedon the front lines under Gharib al-Sanaaniin Khwaja Ghar, AF. Detaineewas armed with an AK-47, but denied participating in combat.3o o (S/A{F) Detainee's itinerary from Riyadh to Afghanistan took him along a known extremist infiltration route through Damascus,Tehran, Mashhad,Tayyabad, Herat, and Kabul to Kunduz.'' (Analyst Note: Detaineetraveled after the l1 September 2001 tenorist attacks,suggesting his intent to engageUS forcesin hostilities.) . (S/AIF) Detainee'sbrother SA-121 corroborateddetainee's approximate date of arrival at the front lines.32SA-121 providedconflicting accountsas to why detaineetraveled to Afghanistan, first claiming that he did not know, and later statingthat detaineecame to retrieveSA-121." documentslisted the contentsof detainee'strust account as a Saudi passport,along with the number 17.9.34(Analyst Note: Suchlists are indicativeof an individual's residencewithin al-Qaida,Taliban, and other extremistguesthouses often for the purposeof training or coordination prior to travel to training, the front lines, or abroad. The number was probably his trust accountnumber. Trust accountswere simple storagecompartments such as envelopesor folders that were usedto secure the individual's personalvaluables until completionof training or anotheractivity.) . (S/A{F) When detaineeand his traveling companionNasser reached the border of Afghanistan, the border guardsinstructed a taxi driver to take them to a guesthousein Herat,AF. The guardstold detaineeand Nasser their point of contactin Herat would be Abdel Hannan,probably referring to US9AF- 001592DP(AF-1592), a Talibanrepresentative reportedly responsible for meeting new arrivals in Afghanistan. Detaineestayed in this guesthousefor about one week.35 . (S/AIF) Detaineetraveled to Kabul, where an unidentified Afghan met detaineeat the airport and took him to an unidentifred guesthouse.'o . (S/A{F) Detaineethen traveled to Konduz,where he stayedat the Mohafez Aghund Guesthouse.He receivedtraining on the AK-47 from Muhammad al- Talib (NFI)." o (S/AID A September2002 raid by the PakistaniInter-Services Intelligence Directorate(ISID) on an al-Qaidasafe house in Karachi uncoveredan electronicfile "khas titled jeddan.doc"(translated as "very private"). The documentcontained a table with a list of namesand an amount of money that had been taken from each individual by ordersof al-Qaidamember Sayf al-Adel and addedto a budget. According to the document,these safety deposit boxes were locatedin Kabul and were in the possessionof al-Qaidamember Abu Anas al-Azdi. A variant of detainee'salias, Hussam Aqida, is listed twice on a document,and is associatedwith $200US and 3.000SAR.iE o (S/A.IF) In July 2002, a delegationfrom Saudi Arabia visited JTF-GTMO and intervieweddetainee. Detainee was identified as of low intelligenceand law enforcement value to the US, and unlikely to pose a terrorist threat to the US or its interests. Furthermore,the Saudi delegationindicated that the Governmentof Saudi Arabia would be willing to take custodyof detaineefor possibleprosecution as soonas the US determinedit no longer wanted to hold him.3e

c. (U//T'OUO) Detainee's Conduct: Detaineeis assessedas a LOW threatfrom a detentionperspective. Detainee's overall behaviorhas beencompliant and non-hostileto the guard force and staff. Detaineecurrently has eight Reports of Disciplinary Infraction listed in DIMS, with the most recentoccurring on 7 March 2007,when he was reportedreturning a library book with words scribbled out. Detaineehas no Reports of Disciplinary Infraction for assault. Other incidentsfor which detaineehas been disciplined include failure to follow instructions and camp rules, inciting and participating in a mass disturbance,use of provoking words and gestures,damage to govemment property, unauthorized communications,and possessionof contraband.Detainee had two Reportsof Disciplinary Infraction in2006, and threereports so far in2007.

8. (U) DetaineeIntelligence Value Assessment:

^. (S) Assessment: Detaineeis assessedto be of MEDIUM intelligencevalue. Detainee's most recentinterrogation session occurred on 2 April 2007.

b. (S//NF) Placement and Access: Detaineewas a fighter in the 55th Arab Brigadeand servedon the front lines near Kunduz before his captureand imprisonment at Qala-i-Jangi. Although his brotherIsa was involved in extremistoperations, detainee's access to or knowledgeof his brother'sactivities requires further investigation. DespiteIsa's prominence within the Saudi terror network, no reporting indicates detaineehimself servedin a leadershipor operationalplanning capacity. Given his apparentfamilial ties to extremists,he is possiblyfamiliar with additionalal-Qaida cells in Riyadh. Detainee'srelationship with his uncle Saud is unclear and requiresfuither investigation.

c. (S//NF) Intelligence Assessment: Detaineeis assessedto possesssubstantial intelligence not yet exploited; however, he has not been forthcoming and often evasive during interrogations.Detainee's brother Isa is alreadydeceased, limiting the value of information on that individual. Detaineeis probably withholding additional information on two family membersand former JTF-GTMO detainees:his brotherSA-121, and his cousin SA-248. While incriminating,such reporting would be datedand probablynot tactically or strategically critical. Detaineeprobably has information regarding the activities and associatesof his brother, Muhammad Bin Saadand uncle, Saud,as detaineehas been non- cooperativewhen questioned. Additionally, detaineemay be able to provide information on eventssurrounding the Qala-i-JangiPrison uprising.
