Co-operatives Unleashed from the grassroots July 2020 About CCIN and the Policy Labs The Co-operative Councils’ Innovation Network (CCIN) is a non-party political active hub, founded in 2012 to achieve co-operative policy development, innovation and advocacy which is: Action-focused: a vehicle for helping councils translate co-operative policy and principles into practice. Membership-based: funded by modest membership subscriptions from its member councils. Open to all UK councils: members share the belief that working co-operatively with communities holds the key to tackling today’s challenges. Part of the local government family: the network is a Special Interest Group registered with the Local Government Association (LGA) where we work to promote innovation in local government. Unicode request for Cyrillic modifier letters L2/21-107 Kirk Miller, [email protected] 2021 June 07 This is a request for spacing superscript and subscript Cyrillic characters. It has been favorably reviewed by Sebastian Kempgen (University of Bamberg) and others at the Commission for Computer Supported Processing of Medieval Slavonic Manuscripts and Early Printed Books. Cyrillic-based phonetic transcription uses superscript modifier letters in a manner analogous to the IPA. This convention is widespread, found in both academic publication and standard dictionaries. Transcription of pronunciations into Cyrillic is the norm for monolingual dictionaries, and Cyrillic rather than IPA is often found in linguistic descriptions as well, as seen in the illustrations below for Slavic dialectology, Yugur (Yellow Uyghur) and Evenki. The Great Russian Encyclopedia states that Cyrillic notation is more common in Russian studies than is IPA (‘Transkripcija’, Bol’šaja rossijskaja ènciplopedija, Russian Ministry of Culture, 2005–2019). Unicode currently encodes only three modifier Cyrillic letters: U+A69C ⟨ꚜ⟩ and U+A69D ⟨ꚝ⟩, intended for descriptions of Baltic languages in Latin script but ubiquitous for Slavic languages in Cyrillic script, and U+1D78 ⟨ᵸ⟩, used for nasalized vowels, for example in descriptions of Chechen. The requested spacing modifier letters cannot be substituted by the encoded combining diacritics because (a) some authors contrast them, and (b) they themselves need to be able to take combining diacritics, including diacritics that go under the modifier letter, as in ⟨ᶟ̭̈⟩BA . (See next section and e.g. Figure 18. ) In addition, some linguists make a distinction between spacing superscript letters, used for phonetic detail as in the IPA tradition, and spacing subscript letters, used to denote phonological concepts such as archiphonemes. -

In death, as in life, Justinian left a deep impression on those around him. The Latin court poet Corippus declared that ‘the awesome death of the man showed by clear signs that he had conquered the world. He alone, amidst universal lamentations, seemed to rejoice in his pious coun- tenance.’1 The memory of Justinian was to loom large in the minds of subsequent generations of emperors, just as the physical monuments built in Constantinople during his reign were long to dominate the medieval city.2 The emperor had reformed the civil law of the empire, overhauled its administrative structures, and restored imperial rule to Africa, Italy, and part of Spain; he had engaged in long drawn-out warfare with the prestige enemy of Sasanian Persia and attempted to restore peace to the increasingly fissile imperial Church. In short, through his military exertions, Justinian had done much to restore the Roman Empire to a position of military and ideological dominance in the lands bordering the central and western Mediterranean, whilst at home he had sought to bolster the legal, admin- istrative, and religious authority of the imperial office.3 This attempted restoration of imperial fortunes had been accompanied by a concerted effort to propagandise on behalf of the emperor and his policies. -

TOWARDS PRAGMATIC CONSERVATISM: A REVIEW OF SETH VANNATTA’S CONSERVATISM AND PRAGMATISM IN LAW, POLITICS, AND ETHICS Allen Mendenhall* At some point all writers come across a book they wish they had written. Several such books line my bookcases; the latest of which is Seth Vannatta’s Conservativism and Pragmatism in Law, Politics, and Ethics.1 The two words conservatism and pragmatism circulate widely and with apparent ease, as if their import were immediately clear and uncontroversial. But if you press strangers for concise definitions, you will likely find that the signification of these words differs from person to person.2 Maybe it’s not just that people are unwilling to update their understanding of conservatism and pragmatism—maybe it’s that they cling passionately to their understanding (or misunderstanding), fearing that their operative paradigms and working notions of 20th century history and philosophy will collapse if conservatism and pragmatism differ from some developed expectation or ingrained supposition. I began to immerse myself in pragmatism in graduate school when I discovered that its central tenets aligned rather cleanly with those of Edmund Burke, David Hume, F. A. Hayek, Michael Oakeshott, and Russell Kirk, men widely considered to be on the right end of the political spectrum even if their ideas diverge in key areas.3 In fact, I came to believe that pragmatism reconciled these thinkers, that whatever their marked intellectual differences, these men believed certain things that could be synthesized and organized in terms of pragmatism.4 I reached this conclusion from the same premise adopted by Vannatta: “Conservatism and pragmatism[] . -

Uncertainty and Civil War Onset Iris Malone∗ Abstract Why do some armed groups escalate their campaigns to civil war, while others do not? Only 25% of the 960 armed groups formed between 1970 and 2012 became violent enough to surpass the 25-battle death threshold, often used to demarcate \civil conflict.” I develop a new theory that argues this variation occurs because of an information problem. States decide how much counterinsurgency effort to allocate for repression on the basis of observable characteristics about an armed group's initial capabilities, but two scenarios make it harder to get this decision right, increasing the risk of civil war. I use fieldwork interviews with intelligence and defense officials to identify important group characteristics for civil war and apply machine learning methods to test the predictive ability of these indicators. The results show that less visible armed groups in strong states and strong armed groups in weak states are most likely to lead to civil war onset.
