HISTORY AND IDEOLOGY IN THE ENGLISH REVOLUTION1 By QUENTIN SKINNER Christ's College, Cambridge IDEOLOGICAL arguments are commonly sustained by an appeal to the past, an appeal either to see precedents in history for new claims being advanced, or to see history itself as a development towards the point of view being advocated or denounced.2 Perhaps the most influential example from English history of this prescriptive use of historical information is provided by the ideological arguments associated with the constitutional revolution of the seventeenth century. It was from a propagandist version of early English history that the 'whig' ideology associated with the Parliamentarians—the ideology of customary law, regulated monarchy and immemorial Parliamen- tary right—drew its main evidence and strength. The process by which this 'whig' interpretation of history became bequeathed to the eighteenth century as accepted ideology has of course already been definitively labelled by Professor Butterfield, and described in his book on The Englishman and his History.3 It still remains, however, to analyse fully the various other ways in which awareness of the past became a politically relevant factor in English society during its constitutional upheavals. The acceptance of the ' whig' view of early English history in fact represented only the triumph of one among several conflictinb ideologies which had relied on identical historical backing to their claims. And despite the resolution of this conflict by universal acceptance of the ' whig' view, the ' whigs' themselves were nevertheless to be covertly influenced by the rival ideologies which their triumph might seem to have suppressed. -

Uncertainty and Civil War Onset Iris Malone∗ Abstract Why do some armed groups escalate their campaigns to civil war, while others do not? Only 25% of the 960 armed groups formed between 1970 and 2012 became violent enough to surpass the 25-battle death threshold, often used to demarcate \civil conflict.” I develop a new theory that argues this variation occurs because of an information problem. States decide how much counterinsurgency effort to allocate for repression on the basis of observable characteristics about an armed group's initial capabilities, but two scenarios make it harder to get this decision right, increasing the risk of civil war. I use fieldwork interviews with intelligence and defense officials to identify important group characteristics for civil war and apply machine learning methods to test the predictive ability of these indicators. The results show that less visible armed groups in strong states and strong armed groups in weak states are most likely to lead to civil war onset. These findings advance scholarly understanding about why civil wars begin and the effect of uncertainty on conflict. ∗Department of Political Science, 100 Encina Hall West, Stanford University, Stanford, CA 94305. DEPARTMENT OF ECONOMICS Working Paper State Debate Post Chris O’Kane Working Paper 2019-01 State Debate Post Introduction We live in turbulent times. The long decade following the 2007 crisis has been marked by a series of movements. They can be roughly summarized as follows: The Arab Spring, Occupy, and the UK student movement arose in the immediate aftermath of 2007 in opposition to the government bailouts, austerity and persistent economic misery. So did the Tea Party, the Five Star Movement, UKIP, Austria etc. Whilst the former tried to address their grievances outside of representative government, the latter experienced increasing electoral success culminating in the election of figures such as Trump Austria etc. These successes have been met by the ascent of social democratic theory, policy pronouncements, and strategizing in an array of disciplines in tandem with an increased membership in social democratic organizations and some notable electoral victories. The Social Democratic turn Social democracy is certainly better than Trump, Orban, Macron, and May. I would also welcome some of the proposals. However, I contend that these social democratic theories, policies and strategies, much like the other radical theories and practices of the first wave of reaction to the crisis, have not fully considered the question of the state. Whilst the former did not consider the obstacle of the state, today it seems that the state is not considered to be an obstacle. The format of this intervention certainly prevents me from demonstrating this at length. So let me indicate how a few notable theories, public policies proposals, and strategies share a ‘traditional theoretical’ and ‘constructive criticism’ of capitalist political economy that assumes the state is a neutral instrument. -

Abstract The problem facing the Cuban Revolution after 1959 was how to increase productive capacity and labour productivity, in conditions of underdevelopment and in transition to socialism, without relying on capitalist mechanisms that would undermine the formation of new consciousness and social relations integral to communism. Locating Guevara’s economic analysis at the heart of the research, the thesis examines policies and development strategies formulated to meet this challenge, thereby refuting the mainstream view that his emphasis on consciousness was idealist. Rather, it was intrinsic and instrumental to the economic philosophy and strategy for social change advocated. -

CHAPTER 25 Privatisation Education and Commodity Forms Glenn Rikowski Introduction Privatisation in education is not essentially about education. It is about the development of capitalism and the deepening of the rule of capital in par- ticular institutions (schools, colleges, universities etc.) in contemporary soci- ety. Of course, this is not how the situation appears in the relevant academic literature. Privatisation in and of education is typically framed within a dis- course regarding whether it ‘works,’ or not; or whether aspects of education— standards, equity and efficiency in particular—are enhanced or threatened by privatisation in educational institutions. Focus on the marketisation of edu- cation is particularly to the fore in writing and research on educational priva- tisation. Finally, and politically significant, is that privatisation is posited as a threat to public, state-financed education. The very ‘publicness’ of education is at issue (Miron, 2008). What remains largely uncovered in these standard academic approaches is the nature of the commodity forms that are worked on, developed and expanded in processes of educational privatisation. This article starts out from these commodity forms in order to set a path for a critique of the privatisation of education that delves deeper than mainstream academic accounts. Starting from commodity forms opens a shaft on the insidious and grubby underworld of capital’s mingling with education: capitalisation, the ‘becoming of capital’ in educational institutions, is uncovered. Current theoretical work on the privatisation of education is inadequate as a starting point for understanding what is at stake in the critique of educational privatisation as capitalist development. It includes data tables containing the number of casualties among American military personnel who served in principal wars and combat operations from 1775 to the present. The tables are compiled from various Department of Defense (DOD) sources. Wars covered include the Revolutionary War, the War of 1812, the Mexican War, the Civil War, the Spanish-American War, World War I, World War II, the Korean War, the Vietnam Conflict, and the Persian Gulf War. Social Capital in India: Networks, Organizations, and Confidence
Social Capital in India: Networks, Organizations, and Confidence Reeve Vanneman, Sonalde Desai, and James Noon University of Maryland ABSTRACT Using original data from a newly collected nationally representative survey for 40,000 households in India, we examine associations of various dimensions of social capital with each other and with contextual and individual determinants. We focus on three measures of social capital: a positional generator of social networks, a count of memberships in formal organizations, and a subjective index of confidence in institutions. All three scales show good internal reliabilities. Associations among the three are quite low however suggesting that, in India at least, there seems to be little generalization from one type of social capital to another. Further analysis reveals that all three scales reveal strong geographic patterning across India, but the social networks measure also shows strong relationships with social position within communities. Network contacts are more extensive for high caste, wealthy, and well-educated households. Similar household status associations are much weaker for confidence in institutions and for membership in organizations. These more formal, institutionalized dimensions of social capital depend more on the presence of institutions in the local area, while the more informal measures of social networks reflects also an individual’s position within the community.
