PERFORMANCE OF HIGHWAYS AND MINOR PORTS DEPARTMENT DURING 2020-2021 I.HIGHWAYS DEPARTMENT 1. INTRODUCTION

The roads and bridges play a vital role in the economic development of the State and provides better connectivity. Tamil Nadu is one of the pioneer States in the development of a road network.

The phenomenal increase in motorization and rapid urbanization leads to tremendous traffic congestion, lack of adequate, efficient and low cost public transport. This issue has been addressed by adding additional roadway capacity via constructing entirely new roadways, adding additional lanes to existing roadways, or upgrading existing highways to controlled-access freeway, thereby increasing the road capacity. Apart from this, the High Level Bridges, Road Over/Under bridges, Limited Use / Pedestrian Subway, Grade Separators and Bypasses also enable uninterrupted flow of traffic. The Highways Department deals with the execution of the above infrastructure facilities through the implementation of various plan schemes.

Maintenance plays important role in the life span of roads and bridges. Adequately maintaining road infrastructure is essential to preserve and enhance wide range of economic and social benefits. This facility is enabled through the implementation of various non plan schemes.

The detailed physical and financial performance of the Highways Department during 2020-21 is given below:

1.1 ASSETS MAINTAINED BY HIGHWAYS DEPARTMENT

There are 70,556 km of roads under the Highways Department. The classification of roads and their lengths and the type of existing bridges and their numbers are tabulated in Table 1 and Table 2 respectively. The surface- wise details and lane-wise details of the roads are tabulated in Table 3 and Table 4 respectively.

1.3 PERFORMANCE UNDER NON-PLAN SCHEMES

An allocation of Rs.747.04 Crore was made for maintenance of roads and bridges and renewal of 4405 km length of roads has been completed at an expenditure of Rs.715.30 Crore.

1.3.1 FINANCIAL PERFORMANCE

The financial performance indicating the details of expenditure incurred during 2020-21 under various heads of Non Plan and allocation for 2021-22 is given in Table 7.

1.3.2 PHYSICAL PERFORMANCE

The length of roads renewed under Non plan maintenance during 2020- 21 and the target for 2021-22 is given in Table-8.

2. PERFORMANCE UNDER MAJOR SCHEMES AND DETAILS OF KEY PROJECTS

An amount of Rs.13879.34 Crore was provided in the Budget Estimate for Highways Department for the year 2020-21, and the expenditure incurred under Plan Schemes is Rs.12576.20 Crore.

2.1 STATE FUNDED SCHEMES

2.1.1 COMPREHENSIVE ROAD INFRASTRUCTURE DEVELOPMENT PROGRAMME (CRIDP)

Under Comprehensive Road Infrastructure Development Programme various infrastructural development works are implemented in this state.

Works like widening, strengthening, improving the riding condition, construction of bypasses, bridges, culverts, road safety works etc., are being under taken in a comprehensive and holistic manner. Increase in service levels is targeted to meet the Sustainable Development Goals and vision for 10 years.

2.1.1.1 CRIDP – STATE HIGHWAYS

In the year 2021-22, 174.185 km length of road works and 726 bridges/ culverts/ protective works are in progress at a cost of Rs.735.66 Crore.

Widening / improvements to 87 km length of roads and 13 bridges / Culverts have been completed since 1st April 2021 at an expenditure of Rs.260.69 Crore.

2.1.1.2 CRIDP –MAJOR DISTRICT ROADS

During 2021-22, 629.27 km length of road works and 540 bridges/ culverts/ protective works are in progress at a cost of Rs.596.56 Crore.

Widening / improvements to 331 km length of roads and 34 bridges / Culverts have been completed since 1st April 2021 at an expenditure of Rs.187.20 Crore.

Five High level bridges were taken-up under CRIDP – MDR scheme. The total sanctioned cost of these works is Rs.48.67 Crore and the works are in progress as detailed below:

1. Construction of High Level Bridge across surplus canal of Wellington reservoir at km 3/8 of Thittakudi – Sirupakkam road at a cost of Rs.11.85 Crore. 2. Major Bridge at km 4/10 of Kalagam – Avudaiyarkovil road (MDR-603) across Poonaikuthi River at a cost of Rs.8.07 Crore in Thanjavur District. 3. Major Bridge at km 10/2 of Kalagam – Avudaiyarkovil road (MDR–603) across Ambuliyar branchriver at a cost of Rs.9.64 Crore in Thanjavur District. 4. Major Bridge at km 10/6 of Kalagam – Avudaiyarkovil road (MDR–603) across Ambuliyar branchriver at a cost of Rs.8.05 Crore in Thanjavur District. 5. Major Bridge at km 12/4 of Kalagam – Avudaiyarkoil road (MDR-603) across Maruthangudi River at a cost of Rs.11.06 Crore in Thanjavur District.

2.1.1.3 CRIDP –OTHER DISTRICT ROADS

During 2021-22, 1274.27 km length of road works and 1170 bridges/ culverts/ protective works are in progress at a cost of Rs.1657.93 Crore.

Widening / improvements to 716 km length of roads and 81 bridges / Culverts have been completed since 1st April 2021 at an expenditure of Rs.337.08 Crore.

Eleven High level bridges were taken-up under CRIDP – ODR scheme. The total sanctioned cost of these works is Rs.128.09 Crore. Out of this 11 works, two works are completed and nine works are in progress as detailed below:

2.1.1.3.1 Completed

1. High level bridge across the river Virusuli at km 2/8 of Kannankudi – Kookudi road at Sivagangai costing Rs.9.00 Crore 2. High Level Bridge across the river Sankaraparani at Km 1/8 of Rettanai – Marur road in Villupuram District costing Rs.8.61 crore.

2.1.1.3.2 Work in progress

1. High Level Bridge across Noyyal River near Chikkana College in Tiruppur at a cost of Rs.3.85 Crore.

2. High level bridge across the river Cheyyar at Km 0/8 of Thandarai – Eraiyur road in Thiruvannamalai District at a cost of Rs.17.04 Crore. 3. High Level Bridge across the river Thondiyar at Km 5/4 of Alagramam Thenputhur road branching at Km 21/0 of Vellimedupettai - Mailam Road in Villupuram District at a cost of Rs.8.65 Crore. 4. High Level Bridge across the river Gedilam at Km 5/0 of Arungkurukkai Road branching at Km 59/10 of Cuddalore - Chittoor road in Villupuram District at a cost of Rs.10.05 Crore. 5. High Level Bridge across the river Vaigai connecting Paravai in SHU- 100 and Thuvariman in Madurai- Melakkal road in Madurai District at a cost of Rs.16.13 Crore. 6. High Level Bridge across River Pennaiyar connecting Mettupalayam village of Villupuram District and Melkumaramangalam village in Cuddalore District at a cost of Rs.27.92 Crore. 7. High Level Bridge across Vellar River connecting Kotttaikadu in Ariyalur District and Pennadam in Cuddalore District at a cost of Rs.11.51 Crore. 8. Major Bridge at km 6/8 of Perumagalure – Athani road (ODR) across Mudiyanar River at a cost of Rs.9.29 crore in Thanjavur District. 9. Major Bridge at km 4/6 of Vallam-Kallaperumbur Road (ODR) across Mudalamuthuvari drain at a cost of Rs.6.04 crore in Thanjavur District.

2.1.1.4 CRIDP - OTHER DISTRICT ROADS – SPECIAL COMPONENT PLAN

During 2021-22, 167.39 km length of road works and 8 bridges/ culverts/ protective works are in progress at a cost of Rs.190.74 Crore.

Widening / improvements to 58 km length of roads and 10 bridges / Culverts have been completed since 1st April 2021 at an expenditure of Rs.22.87 Crore.

2.1.1.5 CRIDP - IMPROVEMENTS TO RIDING QUALITY PROGRAM (IRQP)

During 2021-22, 1805.66 km length of road works are in progress at a cost of Rs.810.94 Crore.

Road works to a length of 268 km were completed since 1st April 2021 at an expenditure of Rs.85.07 Crore.

2.1.2 WORKS IN THE EXTENDED GREATER CHENNAI CORPORATION AREA

In extended corporation area of Chennai, road infrastructures are developed in phased manner. With the development of industrial, Information Technology sectors population growth has also increased in manifold necessitating development of these areas. 11 works have been sanctioned during 2019-20 for Rs.106.51 Crore and 8 works have been completed remaining 3 works are in progress.

2.1.3 FORMATION OF ROAD GRIDS ALONG CHENNAI OUTER RING ROAD

Preparation of Detailed Project report for the development of Road Grids to disperse the traffic from Chennai Outer Ring Road was taken up at a cost of Rs.5.22 Crore.

The DPR work has been completed for 14 Road Grids covering 25 roads. The 4 Lane / 2 Lane / single lane roads are proposed for widening to 6 Lane/ 4 Lane/ 2 Lane with Paved Shoulders respectively. Land Acquisition and road works will be considered in a phased manner.

2.1.4 ROAD SAFETY WORKS

During 2019-20, 1072 numbers of works at a cost of Rs.100 Crore in Road Safety scheme and under CRIDP 2020-21, 1343 numbers of works at a cost of Rs.342.28 Crore have been sanctioned. All works are in progress.

Also, during the year 2020-21, 1502 works have been sanctioned at a cost of Rs.150 Crore in Road Safety scheme.

2.1.5 DETAILS OF DPR WORKS

2.1.5.1 IMPROVEMENTS OF WORKS IN CORPORATION LIMITS

Preparation of Detailed Project Report for enhancing the infrastructure facilities in city road network lying within the Corporation limits was sanctioned for an amount of Rs.252.73 Lakhs in Madurai, Dindigul, Thanjavur, Thoothukudi, and Trichy. DPR works are in progress. Based on the DPR study, necessary steps will be taken up to enhance the service level of roads. In Tanjavur District, the works have been taken up.

2.1.5.2 ELEVATED CORRIDOR

The detailed Project Report for the following Elevated corridor are under Progress:

1. Chennai Airport to is proposed as an integrated road and rail project and being prepared by CMRL for better integration. 2. Anna Statue to Trichy Railway Junction 3. Madurai -Thondi Road km 0/0 -1/8 4. Madurai -Natham Road km 0/0 -1/8 5. Madurai –Tuticorin Road km 0/4 -2/6 6. L&T bypass to Vellalore combined bus stand km 12/0 to 14/4.

2.1.5.3 HIGH LEVEL BRIDGES

Reconstruction of bridge at km 17/10 of Puliyampatti – Bhavani Sagar – Bannari road (MDR-889) across Bhavani river at a cost of Rs.7.98 Crore is in progress.

During 2020-21, an amount of Rs.1.39 Crore has been sanctioned by TNIDB for preparation of Detailed Project Report for construction of 4 High Level Bridges in Trichy, Karur and Theni districts. DPR works are under progress.

2.1.5.4 CONSTRUCTION OF GRADE SEPARATORS

Increasing vehicular volume in the towns and cities causes traffic congestion. In order to avoid time delay and to reduce vehicle operating cost at intersections, Grade Separators have been constructed in major cities, so as to ease the local traffic from through traffic.

Construction of Flyover at Athupalam - Ukkadam is in progress in Coimbatore. Land acquisition for Goripalayam Grade Separator in Madurai city is in progress.

2.1.6 PERMANENT FLOOD RESTORATION WORKS

Works like construction of new storm water drains and culverts to prevent flooding in urban and metropolitan areas in Chennai and Thiruvallur district at a cost of Rs.260.80 Crore, Permanent flood restoration works in Udagai and Pollachi divisions at a cost of Rs.42.92 Crore and Restoration works in Kodaikanal Hill station at a cost of Rs.48.69 Crore are in progress.

2.1.7 MAINTENANCE / RENEWAL WORKS

Maintenance works are taken up in roads with State Government Funds. Renewal of 4405 km length of roads has been completed at an expenditure of Rs.715.30 Crore.

2.1.8 CONSTRUCTION OF RIVER BRIDGES IN GOVERNMENT & PANCHAYAT UNION ROADS UNDER STATE FUND

Under this scheme, during 2020-21, 5 bridges at a cost of Rs.36.00 Crore were taken up for execution and all are in progress. An expenditure of Rs.2.35 Crore has been incurred.

2.1.9 UPGRADATION OF PANCHAYAT UNION ROADS / PANCHAYAT ROADS TO ODR STANDARD BY STATE FUND

Under this scheme, during 2020-21, 2193 road works to a length of 5126 Km at a cost of Rs.3862.80 Crore were taken up for execution.

Out of which 1115 road works to a length of 2640 km have been completed. An expenditure of Rs.1349.83 Crore has been incurred.

2.1.10 RIVER BRIDGE WORKS

The following river bridges are in progress under Projects wing:

1. High Level Bridge across the River Coleroon connecting Thiruvanaikoil Road and Grand Anaicut Road at a cost of Rs.90.96 Crore in Thanjavur District. 2. Reconstructing High Level Bridge at km 0/4 of Ayyampettai - Ganapathyagraharam road across river Kudamuruti (Branch of the river Cauvery) at a cost of Rs.12.16 Crore in Thanjavur District. 3. High Level Bridge at km 6/10-7/2 of Villupuram – Kavanipakkam across Malatar River at a cost of Rs.16.51 Crore in Villupuram District. 4. High Level Bridge across Varagha Nadhi at km 7/2 of Gingee- Vadapalai road (MDR-719) for existing Bed Level Cause way at a cost of Rs.6.10 Crore in Villupuram District. 5. High Level Bridge across the river Kosathalaiyar at km 11/7 of Tiruttani - Nagalapuram Road (MDR-719) in lieu of existing vented causeway at a cost of Rs.18.57 Crore in Thiruvallur District.

2.1.11 ELEVATED CORRIDORS/ FLYOVERS

2.1.11.1 Work in progress

The work of construction of Elevated Highway along Avinashi road in Coimbatore City from Goldwins to Uppilipalayam km 147/100 - 157/200 of SHU-52 at a cost of Rs.1621.30 Crores is in progress.

2.1.11.2 Detailed Project Report preparation works are in progress

DPR work is in progress for one Elevated Corridor and one Flyover at a total cost of Rs.2.96 crore.

1. Construction of Elevated Bridge for a length of 5.40 km from Kalinkarayan Illam to Thindal medu (km 2/0-7/4 of Erode-Perundurai- Kangeyam road). 2. Construction of Flyover from km 0/0 to 6/2 of Tiruppur – Perumanallur – Kunnathur – Perundurai road (SH–196) (Pushpa Theatre to Pandian Nagar)

2.1.12 DETAILED PROJECT REPORT PREPARATION

The Tamil Nadu Infrastructure Development Board has sanctioned Rs. 6.88 Crore under Project Preparation Fund for preparation of Detailed Project Report for 14 ROB/ RUBs, 9 HLBs and 2 Bypass works during 2020- 21. The DPR preparation works are in process.

2.1.13 LAND ACQUISITION WORKS

To carry out Land Acquisition for 13 works including 8 ROB/RUB works, 2 River Bridges and 3 bypasses in 7 districts for Rs.96.96 Crore has been sanctioned during 2020-21. For these works Land Acquisition is under progress.

2.1.14 CHENNAI METROPOLITAN DEVELOPMENT PLAN (CMDP)

The major projects identified under Comprehensive Traffic and Transportation Study (CTTS), and second Master plan developed by CMDA are being implemented under the Chennai Metropolitan Development Plan (CMDP) on priority basis.

2.1.14.1 GRADE SEPARATORS

• 6 Grade separators costing Rs.535.65 Crore were taken up as spillover works during 2020-21. Out of this, 4 works at a cost of Rs.238.94 Crore are completed and opened to public use including one arm of ( to Tambaram) Grade Separator.

• During 2021-22, Grade separators at Medavakkam (Tambaram – Velachery Arm) and Velachery for an amount of Rs.203.21 Crore are in progress.

• Grade separator at for an amount of Rs.93.50 Crore is in progress.

• For Grade Separator at junction, sanction has been accorded for Rs.219.92 Crore and land acquisition for an amount of Rs.58.00 Crore is in progress. After completion of Land acquisition, this work will be taken up.

• Further, 14 Grade Separators are in Detailed Project Report Stage and simultaneously Land acquisition is in progress for 13 works for an amount of Rs.1100.07 Crore.

• Detailed Project Report for construction of elevated highway in EVR Salai from Raja Muthiah junction to Pulla avenue junction is completed and is under consideration.

• For the work of construction of Grade Separator from 3rd avenue to EVR Salai (Section-IV), a comprehensive study to decongest the traffic from Razak Garden junction to Koyambedu is in progress, as recommended by the Steering Committee.

2.1.14.2 RIVER BRIDGES

• Two river bridges at a cost of Rs.77.01 Crore are in progress across in Thiruvotriyur & across Coovam river in Paruthipattu.

• Land Acquisition is in progress for the construction of bridge across Coovam river at for Rs.36.00 Crore.

• Land acquisition for Rs.2.00 Crore and Detailed Project Report is in progress for construction of Bridge across Coovam river at Padikuppam.

2.1.14.3 FORMATION OF NEW LINK / WIDENING OF ROAD WORKS

• 3 road works for an amount of Rs.104.12 Crore at Thoraipakkam in Thoraipakkam - Neelangarai road, in and Nedungundram in Tambaram Eastern bypass are in progress.

• For Puthur stretch in Tambaram Eastern bypass, sanction has been accorded and the road work will be taken up at a cost of Rs.52.61 Crore.

• Land acquisition for the balance stretches in the above three roads is in progress for an amount of Rs.995.50 Crore.

• Land alienation is in progress for the work of forming link road near Music College and the work will be taken up at a cost of Rs.22.84 Crore.

2.1.14.4 PEDESTRIAN INFRASTRUCTURE FACILITIES - FOOT OVER BRIDGES WITH ESCALATORS

• FOB portion across GST road has been completed and put to public use in the work of construction of Foot Over Bridge with escalator connecting the & bus stand in GST Road, Tambaram for Rs.19.75 Crore. Construction of railway portion is under progress.

• Detailed Project Report is under preparation for 2 Foot Over Bridge works near Kendriya Vidyalaya School, Thirumangalam and near DAV & Velammal School, Mugappair.

• Detailed Project Report and Land acquisition are in progress for the work of providing Foot Over Bridge with Escalator for connecting and West Tambaram.

• Detailed Project Report will be prepared to provide Foot Over Bridge in near AG Church in lieu of pedestrian subway.

2.1.14.5 DFR WORKS

• Preparation of Detailed Feasibility Report for 9 works for an amount of Rs.1.96 Crore is in progress for decongesting the traffic in major roads within CMA.

2.1.15 BYPASSES

Priority is given for reducing traffic congestion in towns and cities by providing bypass in order to reduce travel time and vehicle operation cost.

In Construction and Maintenance wing, Formation of bypass in Thiruthani, Illupur and Rasipuram Phase –I (Part- II) are in progress and two bypasses namely Thiruthuraipoondi phase-I and Parthibanur will be taken up. The Land Acquisition is in progress for 18 bypasses at a cost of Rs.1035.63 Crore.

Also, the preparation of Detailed Project Report for 8 bypasses namely R.K.Pet, Pallikonda, Manachanallur Phase II, Manaparai, Thiruthuraipoondi Phase II, Nannilam, Ariyalur Phase II and Sholingur are in progress to an amount of Rs.2.45 Crore under Tamil Nadu Infrastructure Development Board (TNIDB) fund.

In NABARD and Rural Roads wing, Land Acquisition works are in progress for the formation of Bypasses in 12 major towns at a cost of Rs.464.85 Crore, Land Acquisition works are in progress. For Koothanallur Bypass, preparation of DPR is in progress for an amount of Rs.18.00 Lakhs. An expenditure of Rs.118.60 Crore has been incurred.

In Projects wing, Erode Outer Ring Road (Phase III) has been completed at a cost of Rs.69.30 Crore and opened to traffic.

Work is in progress for Western Bypass to Pollachi.

Land Acquisition is process for Thiruvallur Bypass, Shoolagiri Bypass, Thuraiyur Bypass (Phase 2), Rasipuram Bypass (Phase 2), Alternate route to Pollachi via Chettipalayam, Jalakandapuram Bypass, Bodinayakkanur Bypass (Phase 1), Theni Bypass, Tirunelveli Western Bypass and Aruppukottai Western Bypass.

Preparation of Detailed Project Report is under progress for Kallakurichi Bypass, Avalurpettai Bypass, Perambalur Bypass (Phase 3), Pattukottai

Bypass (Phase 3), Thuraiyur Bypass (Phase 3), Thittakkudi Bypass, Viruthachalam Bypass (Phase 2), Gobichettipalayam Bypass, Eastern Bypass to Karamadai, Western Bypass to Karamadai, Northern Bypass to Avinasi, Batlakundu Bypass, Bodinayakkanur Bypass (Phase 2), Sathankulam Bypass and Elayirampannai Bypass.

2.1.16 RESEARCH WORKS UNDER TANII SCHEME

Highways Research Station has taken-up the research study titled “Study on performance of Bituminous pavement laid over stabilized sub- base” under Tamil Nadu Innovation Initiatives funds (TANII) during the financial year 2015-2016 for an amount of Rs.263.00 lakhs. Field study for the above work was completed in 2020-2021 and the report under preparation.

Following research schemes during financial year 2017-2018 are in progress.

2.2 (GoI) FUNDED SCHEMES

2.2.1 NATIONAL HIGHWAYS WORKS

Tamil Nadu State has 6606 km length of National Highway network. The State Government undertakes maintenance of 1472 km and the remaining 5134 km is maintained by NHAI. National Highways are being developed and maintained with the funds allocated by the Ministry of Road Transport and Highways (MoRT&H), New Delhi.

2.2.1.1 NATIONAL HIGHWAYS (ORIGINAL WORKS)

During 2021-22, 53 road works and 18 Bridge works for a length of 267.35 km at a cost of Rs.2167.03 Crore, have been taken-up as spill-over works. Out of this 26.99 km of Road works have been completed during this year. The balance works are in progress. The target of completion for this year 2021-22 is 210 km.

2.2.1.2 Periodical Renewal (PR) / Improvement of Riding Quality programme (IRQP)

During 2021-2022, 2 works for a length of 26.23 km length at a cost of Rs.26.22 Crore have been taken up as spill over works.

2.2.1.3 Schemes sponsored by Government of India

2.2.1.3.1 Central Road and Infrastructure Fund Scheme

During 2021–22, 15 road works of 66.72 km length and 5 Nos. of Bridge works at a cost of Rs 476.02 Crore are taken up as spill over works. Of this 4 road works of 14.90 km length have been completed and the balance works are in progress. 14 works will be completed during this Financial year.

In One Road work sanctioned under Inter State Connectivity Scheme, balance 17.90 km taken up as Spill over and will be completed during this year.

Revised Budget provision of Rs.458.00 Crore has been made under CRIF.

2.2.1.3.2 Pradhan Mantri Gram Sadak Yojana (PMGSY)

PMGSY has been launched by the GOI for upgrading Rural roads providing connectivity to unconnected habitations as part of poverty reduction strategy. The GoI provides funds for upgrading “Other District Roads” under this scheme.

Revised Budget provision of Rs.2.30 Crore has been made for 2021-22 for maintenance of the already completed roads under this scheme.

2.2.1.4 OTHER SCHEMES

2.2.1.4.1 Setu Bharatam Scheme- Construction of ROB / RUBs in lieu of Existing Level Crossings on NHs

Replacing Level crossings with ROB/RUBs in National Highways has been taken up by MoRTH under Setu Bharatham Scheme.

Under this Scheme, for the construction of 6 ROBs has been sanctioned at a cost of Rs.402.70 Crore under Annual Plan by MoRTH. Of this 4 ROB works are in progress, 1 work is in tender stage. Remaining 1 ROB will be taken up for execution early, based on the sanction under Annual Plan of 2021–22. 27

2.2.1.4.2 Bus Ports

The development of Bus ports with modern amenities are proposed as sub–component of National Corridor Efficiency Program of Bharat Mala Pariyojana Scheme of MoRTH, Government of India.

Tamil Nadu Highways and Minor Ports Development is the Nodal Agency for the Project.

National Highways and Infrastructure Development Corporation (NHIDCL), New Delhi has been fixed as the Central Executing Agency.

2.2.1.4.3 Works Entrusted from NHAI Roads to State NH Wing as Deposit Work

2.2.1.4.3.1 Widening of NH-45 to 8 Lane between to Chettipunniyam Mahindra City

In order to address the huge traffic congestion in Chennai sub-urban areas, the work of widening from 4 lane to 8 – Lane standards (4 works) from Vandalur to Chettipunniyam (18.60 km) at a cost of Rs.275.17 Crore and the works are in progress.

2.2.1.4.3.2 Widening of NH-4 to 6 Lane between Madhuravoyal By- pass to Toll Gate

In order to reduce the traffic congestion and enhance the safety of road commuters, the work of widening of NH-4 from 4 Lane to 6 Lane from Madhuravoyal bypass to Sriperumbudur Toll Gate (23.20 km) at a cost of Rs.428.95 Crore is approved by NHAI. The work will be taken up during 2021-22.

2.3 NABARD LOAN ASSISTANCE SCHEMES

2.3.1 CONSTRUCTION OF RIVER BRIDGES IN GOVERNMENT & PANCHAYAT UNION ROADS

Under this scheme, during 2020-21, 260 Bridges at a cost of Rs.917.59 Crore were taken up for execution. Out of which 78 Bridge works were completed. An expenditure of Rs.229.90 Crore has been incurred.

2.3.2 RURAL ROADS SCHEME

Under this scheme, spill over work of 1 bridge namely “Construction of bridge across Adyar between Tharapakkam – ” at a cost of Rs.5.98 Crore in Panchayat Union Road has been taken up for execution and completed with an expenditure of Rs.5.48 Crore.

2.4 RAILWAY WORKS PROGRAMME (RWP)

2.4.1 CONSTRUCTION OF ROAD OVER / UNDER BRIDGES AT RAILWAY LEVEL CROSSINGS UNDER RAILWAY WORKS PROGRAMME

To reduce the detention time, traffic congestions and fatal accidents at Level Crossings, the Road Over Bridges/ Road Under Bridges (ROB/ RUBs) are being constructed. The Construction of ROB/ RUBs are undertaken by eliminating the level crossings having more than 1 Lakh TVU (Train Vehicle Unit) under Railway Works Programme in joint venture with the Railways on 50:50 cost sharing basis Under Railway Works Programme.

Totally 89 ROB/RUBs were taken as a spill over works under Railway Works Programme. Out of this 89, 44 works were sanctioned for construction at a cost of Rs.1345.75 Crore. And remaining 45 works were sanctioned for preparation of Detailed Project Report (DPR)/ Preliminary works such as Land Acquisition, Shifting of utilities at a cost of Rs.338.50 Crore.

In the 44 works sanctioned for execution, 27 works are in progress for a value of Rs.862.77 Crore and remaining 17 works are in various pre- construction stages such as tender stage, Estimate stage, Design stage, etc., for Rs.482.98 Crore.

2.4.2 CONSTRUCTION OF ROAD OVER BRIDGES / ROAD UNDER BRIDGES

11 Road Over Bridges and 1 Road Under Bridge at a cost of Rs.210.14 Crore in lieu of the existing Level Crossings were taken up for execution under the Railway Works Programme. Of these, one ROB at LC 9 – Avarampalayam at Coimbatore district has been completed. An expenditure of Rs.38.48 Crore has been incurred.

2.4.3 ROB/ RUBS WITHIN CHENNAI METROPOLITAN AREA

• 8 ROB/RUB at a cost of Rs.414.65 Crore have been taken up as spillover works during 2020-21. Out of this, one work has been completed at a cost of Rs.25.97 Crore and opened to public use

• Road Over Bridge at and Limited Use Subway at Chrompet Radha Nagar at a cost of Rs.263.36 Crore are in progress.

• For Road Over Bridge at LC 14, , action is being taken to complete the work.

• For 2 Road Under Bridges at LC 22 and LC 6 Wimco Nagar, works in Highways portion will be taken up after the completion of Railway portion.

• Land acquisition is in progress for Road Over Bridge at LC 16 and for Road Under Bridge at LC 4 Thiruvotriyur.

• Road Over Bridge at near TI cycles factory is under consideration for inclusion in Railway Works Programme. Land acquisition for Rs.13.50 Crore and Detailed Project Report is in progress for this work.

• Widening of the existing Road Over Bridge at for a cost of Rs.11.03 Crore is under consideration for inclusion in Railway Works Programme. The work will be taken up after inclusion in Railway Works Programme.

2.5 EXTERNALLY AIDED PROJECTS

2.5.1 TAMIL NADU ROAD SECTOR PROJECT (TNRSP)

Tamil Nadu Road Sector Project –II, have been formed for upgrading high traffic road corridors in the State under World Bank Loan assistance and the Loan and Project Agreements for US$300 Million (Rs.1800 Crore) executed with the World Bank with the State share of Rs.3371 Crore at a total cost of Rs.5171 Crore.

2.5.1.1 Upgradation and maintenance through (EPC) contracts

Under Engineering Procurement & Construction Contract (EPC), out of 16 packages, 9 packages have been completed and now it is under 5 years

maintenance period. EPC 04 Balance work and EPC 11 to EPC 16 works are in progress.

2.5.1.2 Upgradation and maintenance through Public Private Partnership (PPP)

70.20 km length of PPP02 (SH 37) package has been completed and 1st year annual maintenance is in progress.

2.5.1.3 Consultancy Services

Three Supervision Consultancy Services (SC01, SC02, SC03) were engaged to supervise EPC 01 to EPC 10 contract packages and their services were completed. For PPP 02 work, an Independent Engineer (IE01) is under service and the firm is monitoring the maintenance work. One Supervision Consultant (SC04) is supervising the ongoing EPC 04 Balance Works.

2.5.1.4 Funded by TNIDB

Preparation of Detailed Project Reports for a length of 3319 km for an amount of Rs.132.76 Crore has been sanctioned under TNIDB fund. In the first phase, 1226.579 km length of roads have been taken up in 5 packages and work is in progress.

2.5.1.5 Land Acquisition (LA) and Rehabilitation and Resettlement (R&R)

A Resettlement Policy Frame work (RPF) has been prepared for the project in line with the new Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (RFCTLARR) Act, 2013 and the World Bank Operational guidelines and the same has been approved by the Government. This is being implemented.

2.5.1.6 Institutional Capacity Enhancement

Institutional Capacity Enhancement works are taken up under TNRSP- II. Under this component,

• Preparation of Amendments for Tamil Nadu Highways Act, 2001 and Rules 2003 and Updation of Highways Manuals & Standard Bidding Documents were taken up and Draft final reports submitted.

• Procurement of laptops and desktops through Electronics Corporation of Tamil Nadu (ELCOT) was taken up and in progress.

• Procurement of Additional facilities for Training Centre through Highway Research Station.

• e-library portal developed and hosting is in progress.

2.5.1.7 Road Safety

Road Safety component works are taken up under TNRSP-II. Under this component, following works are taken up:

• Road Safety Management Consultant has been engaged to plan and implement Road Safety Projects and support Stakeholders for Road safety measures.

• Providing Training for Doctors & Nurses in “Advance Trauma Life Support” through Tamil Nadu Health Sector Project (TNHSP)

• Routing of 108 Ambulance study by IIT Madras.

• Safe Demonstration Corridor (SDC) in 4 packages taken up and procurement is in progress.

• Trauma Care Centre provided in Kancheepuram District Head Quarters hospital and proposal in Tiruvannamalai under review.

• Patrol vehicles are provided for Police Department in Kanchipuram and Tiruvannamalai Districts.

2.5.2 CHENNAI KANYAKUMARI INDUSTRIAL CORRIDOR PROJECT (CKICP)

CKICP is one of the economic corridors conceptualized by Department of Industrial Policy and Promotion. has taken up the Road Development in the CKIC influence area under Tamil Nadu Industrial Connectivity Project. The Project include widening and improvement of roads, long-term maintenance, and road safety measures.

2.5.2.1 Upgradation and maintenance through (EPC) contracts

16 State Highway corridors to a length of 589 km have been taken up for widening to 4 lane / 2 lane with paved shoulders and improvement under

engineering, procurement & construction (EPC) mode of contract with Asian Development Bank loan assistance.

The scope of the work include maintenance for the period of 7 years post completion of construction. Out of 16 corridors, work has been awarded and commenced in 12 corridors.

The project corridor, SH 58 from Kanchipuram, , Tirutani road warrants resettlement of indigenous people. The work of development of resettlement site is in tender stage.

2.5.2.2 Land acquisition (LA) and Resettlement and Rehabilitation (R&R)

The project require acquisition of 438 Ha of land from 320 villages. The land acquisition process is in advanced stage. Out of 438 Ha, award enquiry completed for 364.587 Ha (83%) and land acquisition completed for 247 Ha plans are afoot to complete the Land Acquisition, Resettlement and Rehabilitation works before the agreed timeline.

2.5.2.3 Bypasses by CKICP

Under Chennai Kanyakumari Industrial Corridor Project, following 22 bypasses have been proposed:

Vandhavasi bypass:5.89 km (SH 115), bypass:3.59 km (SH 115), Maruthadu bypass:2.22 km (SH 115), Walajabad:6.856 km (SH 58-I), Arakkonam:16.915 km (SH 58-II), Srivaikundam:12.95 km (SH 40), Tirupattur:2.665 km (SH 191), Vaitheeswaran Kovil:4.15 km (SH 64), Mangainallur:2.70 km (SH 23), Sannanallur:2.00 km (SH 23), Konganapuram:3.63 km (SH 86), Sankagiri:4.63 km (SH 86), Tiruchengode: 10.74 km (SH 86), Muthugapatti:5.18 km (SH 95), Senthamangalam:4.15 km (SH 95), Kalappanaickanpatti:3.65 km (SH 95), Belkurichi:0.65 km (SH 95), Singalanthapuram:1.93 km (SH 95), Panruti:5.85 km (SH 09), Mangalampettai:5.10 km (SH 69), Nakkasalem:1.50 km (SH 142), Kurumbalur:2.00 km (SH 142).

2.5.3 CHENNAI PERIPHERAL RING ROAD

Chennai Peripheral Ring Road is conceptualized to provide better connectivity around the Chennai City, catering future traffic requirements and provide efficient commercial transportation to ports by linking the principal

radial arterials, viz. NH 16 (Chennai to Kolkatta National Highway), NH 716 (Chennai – Tirupathi National Highway), NH 48 (Chennai- Bengaluru National Highway) and NH 32 (Chennai - Trichy National Highway). This road alignments starts at Port and ends at Poonjeri Junction near having a length of 132.87 km which is split into 5 Sections. The project is planned as access-controlled facility with entry/exit ramps from service roads to the main carriageway along with provisions for Intelligent Transport System (ITS) for the entire corridor to enhance the efficiency and safety.

2.5.3.1 SECTION-I (Ennore Port - Thatchur)

The Section-I of Chennai Peripheral Ring Road connects NH-16 (Chennai to Kolkatta National Highway) (Old NH 5) at Thatchur, with Ennore Port including one spur link road to Chennai Outer Ring Road at Minjur, for a total length of 25.40 km, and is funded by the Japan International Cooperation Agency (JICA). The works are being executed by Tamil Nadu Road Development Company (TNRDC).

As a preliminary step towards the project preparation, the Government have sanctioned Rs.951 Crore for Land Acquisition. The Land Acquisition works are in progress for 15 villages in District and are in advanced stage.

The Government has also sanctioned Rs.2673.42 Crore for the Civil work of Section-I of Chennai Peripheral Ring Road Project. The Consultancy Services for Construction Supervision and Land Acquisition & Resettlement and Rehabilitation, Implementation have been appointed. The tender was floated for the Civil works and the work is expected to commence by fourth Quarter of 2021.

2.5.3.2 Sections II, III and V (Thatchur - Poonjeri)

The Sections II, III and V of Chennai Peripheral Ring Road starts at NH-16 (Chennai – Kolkatta National Highways) at Thatchur and ends at Poonjeri Junction near Mamallapuram for a length of 83.67 km. Tamil Nadu Road Infrastructure Development Corporation (TNRIDC) is the executive agency for the Section II, III &V. Sanction has been accorded for Rs.2,603.32 Crore towards the land acquisition of 558.53 hectares in Section II,III& V. Sanction has also accorded for Rs.4899.00 Crore towards the execution of Civil works in Section II & III. For the implementation of Section II and III, AIIB (Asian 34

Infrastructure Investment Bank) and OFID (OPEC Fund for International Development) has been approached and the Department of Economic Affairs, New Delhi has approved the proposal for an amount of 478.07 Million USD (Rs.3346.49 Crore). The Consultancy Services of Construction Supervision and Land Acquisition & Resettlement and Rehabilitation implementation have been appointed. The Tenders were floated for Section II in 2 Packages and the Construction work is scheduled to begin in the fourth quarter of 2021. The Civil works in Section III is planned to be commenced in first Quarter of 2022.

2.6 TAMIL NADU ROAD DEVELOPMENT COMPANY

2.6.1 CHENNAI OUTER RING ROAD

Chennai Outer Ring Road from NH 32 at Vandalur to Minjur crossing over at NH16, NH716 for a length of 60.15 km has been completed at a cost of Rs.2156.40 Crore under DBFOT and put to public use.

This road is already declared as a Toll road and the User Fee collection will be commenced during the Financial Year (2021-22).

2.6.2 CHENNAI PERIPHERAL RING ROAD (CPRR), SECTION-I (NORTHERN PORT ACCESS ROAD) FROM ENNORE PORT TO THATCHUR ON NH-16 AND CORR LINK ROAD

Chennai Peripheral Ring Road Section-I from Ennore Port to Thatchur and extension of Chennai Outer Ring Road to this Road totalling 25.40 km under JICA Loan Assistance has been taken up for execution by Tamil Nadu Road Development Company.

2.6.3 CONSTRUCTION OF A FOUR LANE HIGH LEVEL BRIDGE AT ILAYANARKUPPAM IN ECR

A Four lane high level bridge at km 69/300 in ECR road at Ilayanarkuppam and 1.4 km length of Pudupattinam Bypass has been completed at a cost of Rs.23.78 Crore and put to public use.

2.6.4 PORT CONNECTIVITY ROAD AS DEPOSIT WORK FOR KAMARAJAR PORT – 3 WORKS

M/s. (KPL) has entrusted the Four laning of the existing Two Lane Road of NCTPS Road and Kamarajar Port Road up to Kamarajar Port Main Gate to TNRDC as deposit work.

Phase-I - Widening and strengthening the Port access road (2 lane to 4 lane) with rigid pavement from NCTPS Road Junction to KPL Main Gate (2.380 km) at an estimated cost of Rs.60 Crore is completed.

Phase-II - Widening and strengthening of NCTPS Road from Vallur Junction to Kamarajar Port Access Road Junction (2 lane to 4 lane) (4.8 km length) at an estimated cost of Rs.115 Crore, is in progress and will be completed by July 2022.

Necessary CRZ clearance has been obtained for this Project.

The development of Road work relating to LNG Regasification Terminal with in the Kamarajar Port Area at an estimated cost of Rs.20.68 Crore is in progress and it will be completed before December 2022.

2.6.5 INDUSTRIAL CONNECTIVITY ROAD - SOJITZ MOTHERSON INDUSTRIAL PARK ROAD AT SINGADIVAKKAM NEAR KANCHEEPURAM

The Government in Industries Department have entrusted the work of widening the Road leading to Sojitz Motherson Industrial Park at Singadivakkam, Kancheepuram District in to four lane configuration for a length of 2.80 km to TNRDC at a cost of Rs.24 Crore.

The construction work is nearing completion.

2.6.6 (IT CORRIDOR)

2.6.6.1 Phase I

The Old Mahabalipuram Road from Chennai to for 20.10 km, IT Expressway, Phase-I including the 2.15 km link to ECR, is under operation and maintenance as a Toll road.

2.6.6.2 Phase II

An amount of Rs.465.13 Crore has been sanctioned for acquisition of required land to an extent of 88.62 ha. in 13 villages for widening the road stretch to six lane from Siruseri to Mamallapuram. Land acquisition works is nearing completion.

An amount of Rs.243.70 Crore has been sanctioned for forming two bypasses at Kelambakkam (4.675 km) & Tiruporur (7.45 km) alone in the above total 25 km stretch, under TNIPP-II as a first stage work. Work is in progress.

2.6.7 CONSTRUCTION OF ‘U’ SHAPED FLYOVERS AT INDIRA NAGAR JUNCTION AND JUNCTION IN RAJIV GANDHI SALAI

The construction work of ‘U’ Shaped Flyovers at Indira Nagar Junction, TIDEL Park Junction, Minor Bridge across Buckingham Canal and Foot Over Bridge across ECR in Rajiv Gandhi Salai at an estimated cost of Rs.108.13 Crore is in progress. About 23% work completed. It is planned to complete the work by October 2022.

2.7 TAMIL NADU ROAD INFRASTRUCTURE DEVELOPMENT CORPORATION

In first phase, 57.40 km road has been widened into Two lane / Intermediate lane to Four lane at a Revised Estimate cost of Rs.618.82 Crore. Further Four lane to Six lane has been taken up at cost of Rs.593.56 Crore and work is in nearing completion stage. The work of construction of Grade Separator is taken up in instead of By Pass at a cost of Rs 25.52 Crore. An expenditure of Rs.1066.39 crore has been incurred. 2.7.2 THE WORK OF CONSTRUCTION OF ROB IN LIEU OF EXISTING LC NO.47 IN BETWEEN GUDUVANCHERRY AND RAILWAY STATION

The work of Construction of ROB in lieu of existing LC No.47 in between Guduvancherry and Singaperumalkoil Railway Station has been taken up with a Revised Administrative Sanction of Rs.138.27 Crore. 2.7.3 CHENNAI PERIPHERAL RING ROAD PROJECT

TNRIDC has been assigned as an Executing agency for section- II, III, IV & V having the length of 107.47 km. 2.7.4 FOUR LANING OF MADURAI RING ROAD

The work of Widening the Madurai Ring Road from double lane to four lane from km 0/0 – 27/2 has been taken up for implementation under BOT Toll basis at a cost of Rs.213.69 Crore with the Viable GAP Funding (VGF) from the State at Rs.80 Crore. Concession Agreement for this work has been entered for a Concession period of 20 years including the Construction Period of 2 Years. All the works have been completed and put into public use under commercial operation.

VGF of Rs.80.00 Crore, have been released.

2.7.5 PERFORMANCE

In Oragadam Industrial Corridor Project, works have been executed during 2020 – 21 for Rs.25.29 Crore. Balance works are in progress.

II. MINOR PORTS WING 3. TAMIL NADU MARITIME BOARD

Tamil Nadu State has the second longest coastline of 1076 Kms in India. The coastline consists of three Major Ports, namely, Ennore, Chennai and Tuticorin notified under the Major Port Trust Act, 1963 and 17 declared Minor (Non-Major) Ports notified under the Indian Ports Act 1908. The major ports are controlled by the Government of India and the Minor Ports are under the control of the Government of Tamil Nadu.

M/s. Chemplast Sanmar Ltd., import Vinyl Chloride Monomer (VCM) for their P.V.C. factory established at Cuddalore SIPCOT Complex through their Captive Marine Terminal Facility (MTF) located within the port limits of Cuddalore Minor port.

M/s Chennai Petroleum Corporation Ltd., (CPCL) export Petroleum Products from their Narimanam (Nagapattinam District) refinery through their captive open sea jetty located within the port limits of . Edible oil import take place at Nagapattinam port regularly.

Small ships are piloted through Pamban Channel. Kanyakumari and Rameswaram ports are used for short trip passenger ferry service.

3.2 PAMBAN PORT

The activity at this port is to pilot small drafted vessels passing through Pamban Channel in the Gulf of Mannar. 124 smaller craft were piloted at this port during the year 2020-2021.

3.3 RAMESWARAM PORT

A passenger ferry service near Agnitheertham in Rameswaram is operated and 26,450 passengers were ferried during the year 2020-2021.

3.4 KANYAKUMARI PORT

Ferry service is operated by Poompuhar Shipping Corporation Limited from sea-shore to Vivekananda Rock Memorial and Ayyan Thiruvalluvar Statue. Tamil Nadu Maritime Board is supervising the ferry service and collects establishment charges from the Corporation and 3,05,591 passengers were ferried during the year 2020-2021.

3.5 CARGO TRAFFIC

In the year 2020-2021, about 12,63,827 MT of cargo and 535460 (TEUs) of containers have been handled through 476 vessels in the Minor Ports.

4. POOMPUHAR SHIPPING CORPORATION LIMITED

The Poompuhar Shipping Corporation Limited (PSC) was created on 11.04.1974 under the companies Act, 1956 to transport the coal required for the Tamil Nadu Generation and Distribution Corporation Ltd., (TANGEDCO) for the generation of electricity. The coal required by TANGEDCO is transported from the load ports at Haldia, Paradip, Dhamra and Vishakapattinam to discharge ports at Ennore, Karaikal and Tuticorin.

The corporation is also transporting coal through chartered vessels for NTPC Tamil Nadu Energy Company Ltd., (NTECL), a joint venture Company of TANGEDCO and NTPC, from the load ports of Paradip and Dhamra to Ennore for their three Units of 500 MW thermal power stations at Vallur, , as per the Memorandum of Understanding.

The corporation Ferries tourists from the shore to Vivekananda Rock Memorial and the Ayyan Thiruvalluvar statue. Presently, three ferries namely M.L.Guhan, M.L.Pothigai and M.L.Vivekananda with a seating capacity of 150 each are being operated since 11.08.1984.
