MINUTES OF PLANNING COMMITTEE MEETING th HELD – WEDNESDAY 5 MAY 2021

PRESENT: Cllr M Sully (Chair), Cllr C Alden, Cllr M Beal, Cllr A Brown, Cllr D Johnson, Cllr I Martin, Cllr V Weller and the Deputy Clerk.

Cllr M Sully welcomed the Councillors and 0 members of the public and opened the planning Meeting at 7.32pm.

PL366/21 TO RECEIVE AND ACCEPT APOLOGIES FOR ABSENCE Apologies had been received by the Deputy Clerk from Cllr M Rich, reasons were recorded in the register. The Chairman was witness to the reasons given. Apologies had also been received from District Cllr J Elliott. Cllr G Baum and Cllr C Dean were absent.

PL.368/21 TO APPROVE AND SIGN THE MINUTES OF THE PLANNING MEETING HELD ON 14th APRIL 2021 The minutes of the meeting held on 14th April 2021 had been previously circulated and were presented for approval.

The Committee noted this as a prior approval application and had no comments to make.

The Community and Business Development Manager had submitted a report in support of this application.

SY/21/01126/PLD Stranraer 5 Ursula Avenue Selsey PO20 0HT Proposed lawful development – swimming pool and enclosure.

The Committee noted this as a proposed lawful development with the comment that STC would object to this application on the grounds that the height, size and mass of the swimming pool and enclosure does not qualify nor meet the criteria under a proposed lawful development order.

The Committee noted this as a proposed lawful development but given the history of the site (SY/20/02898/DOM) do not consider that he application falls within a proposed lawful development..

PL.373/21 PLANNING APPEALS There were none.

PL.374/21 WSCC, CDC & STC REPORTS & ACTIONS ON PLANNING MATTERS Cllr A Brown gave an update on a meeting he attended with CDALC (Chichester District Association of Local Councils) in which the Solent Mitigation Scheme was raised. County Cllr C Purnell was aware of this but noted it only covered the West Solent specifically the Bracklesham to Portsmouth Harbour area and predominantly focuses on protecting the wildlife from disturbance.

Cllr C Alden stated he would be at the count in Midhurst on the Neighbourhood Plan Referendum on the 7th May 2021.

PL.375/21 TRAFFIC MATTERS The Community and Business Development Officer was requested to forward information to Cllrs on Stagecoach plans to re-route buses during the evening roadworks on the Chichester Road/High Street over the next week. Cllr V Weller raised concerns over the temporary traffic lights at East Beach.

PL.376/21 ENVIRONMENTAL ISSUES. Councillors were asked to agree a response to CDC on the Resilience and Adaptation ICZM 2021 and beyond.

Cllr C Alden proposed, seconded by Cllr M Sully to support in principle to accept the report as published and requested that Cllr G Baum be informed that she would have the right to vote on behalf of STC on that document as it is currently published. SUPPORT RESOLVED For: 7 Against: 0 Abstained: 0

Cllrs were asked to discuss the ESCC Planning Application WSCC/011/21 regarding a new incinerator at Ford. Following an in depth discussion regarding waste Cllrs decided that STC had no comment to make on this application.

PL.377/21 TO RAISE ANY URGENT MATTERS There were none.
