Executive Summary The applicants are requesting designation of the above referenced address, as a Galveston Landmark.

Analysis Per Article 10 of the Land Development Regulations, the following criteria should be considered during the Landmark Designation review process:

1. The character, interest, or value as part of the development, heritage, or cultural characteristics of the City of Galveston, Galveston County, the State of Texas, or the United States. 2. Association with events that have made significant contribution to the broad patterns of local, regional, state or national history. 3. Association, of the structure, with the lives of people significant in the city, region, state or national past. 4. Representation of an established and familiar visual feature of a neighborhood, community or city. 5. Retention of historic integrity, meaning that the property possess several, and usually most, of the following aspects of integrity: location, design, setting, materials, workmanship, feeling or association.

2 Other Reviews The Landmark Commission will hear request at the December 7, 2015 meeting. City Council has the final decision regarding the request for a Landmark Designation. The request will be heard at the regular meeting of December 17,2015.

Staff Recommendation Staff recommends approval with the following condition:

Standard Condition: 1. As with all properties containing a Historic Overlay Designation, including Landmark Designations, exterior alterations to the property will be subject to review and approval by the Landmark Commission and must conform to the Design Standards for Historic Properties of Galveston, Texas.

3 Statement of Historical and Cultural Significance Josephine Drouet Home 1898 1409 Avenue M Galveston, TX 77550

French immigrant Josephine Chambard Drouet built this Queen Anne house after the death of her husband, Sebastian, in 1898. Originally located at 1903 A venue K, owners of the building moved it to 1720 Avenue 0 Y2 in 1923. Saved from demolition by Galveston Historical Foundation (GHF) in 2004, the house was moved a second time to 1409 Avenue M.

Born in 1836 in France, Sebastian Drouet immigrated to America with his family as a young boy, settling in Galveston in 1843. A year later, in 1844, Josephine Chambard was born in France. The Chambard family moved to Galveston by 1859. The city directory that year lists both the Drouet and the Chambard families living just four blocks apart.

Sebastian, a Confederate veteran of the Civil War, was at the wheel of the cotton-clad Bayou City during the Battle of Galveston in 1863. Shortly after the war ended in 1865, Sebastian and Josephine married. Their first child was born in 1867. By 1880, the family lived on the southwest comer of Sealy and 1Oth St~eet, and grew to include five more children. In 1885, after the birth of the last two children, the family moved to 1803 Avenue 0.

Sebastian made a living for his family as a harbor pilot. By the late 19th century, the Port of Galveston was the busiest port on the Gulf of Mexico, exporting most of the nation's cotton along with large amounts of cattle, rice and other commodities. On March 19, 1898, after leaving his office on Strand complaining of chest pains, Capt. Drouet died.

After her husband's death Josephine built a pair of houses on the southwest comer of Avenue K and 19th Street. The 1899 city directory lists her as living at 1903 A venue K, while the second house generated income as rental property. Josephine lived at 1903 Avenue K until1901, when she left the island to live in Houston with one of her daughters. She died there in 1915.

In 1920, Josephine's son, Charles, sold the pair of houses to Max Schreiber. Within two years, Schreiber sold the houses to Emanual Wiesenthal and his wife, Golda. The Wiesenthals relocated the two houses to Avenue 0 Y2 in 1923, and sold the lots to the board of trustees for Galveston schools.

Over the years, the houses changed ownership numerous times with each owner using the buildings as rental property. By 1975, 1720 0 Y2 had been divided into six apartments. The impact of the multi-family dwelling took a toll on the property and by 1980 the condition of the house was deteriorating. During the 1990s, the Drouet house was also threatened by adjacent development.

In 2004, developer Mark Wyant donated the building to Galveston Historical Foundation (GHF) with the condition that it be relocated. GHF moved the house to 1409 A venue M in the spring of 2004. Once relocated, GHF placed the house on a new foundation and installed a new composition shingle roof. GHF relocated the twin structure to 1320 A venue M later that year.

In 2005 new owners began a complete rehabilitation of 1409 M. The interior was renovated to support a large living area, half-bath and master suite on the first floor with two additional bedrooms and bath on the second floor. The owners also added a large back porch and a swimming pool, surrounded by extensive landscaping. At the same time, the existing garage apartment on the lot was also renovated.

The house escaped Hurricane Ike's storm surge in 2008. However, floodwater in the yard did damage the existing HVAC system, which was replaced in 2009. The current owners purchased the house in the summer of2010. The exterior of the building still retains much of the original detailing, giving visitors a glance into the design elegance that was once typical in Victorian Galveston. 1409 Avenue M Galveston, Texas Statement of Architectural Significance

This Queen Anne style home built in 1898 embraces all of the architectural features of that era.

This two-story home with a pyramid roofline features the original wood siding. All windows/hardware are original to the home. Two windows, that face the front porch, can be opened so that they can be walked through. The front porch is decorated with the original gingerbread detailing. Fish scale siding is also used as a decorative feature. The home also features three bump outs. The front door is believed to be original to the home.

Surrounded by tropical landscaping and using a white picket fence to denote the front gardens this home has a prominent position in the neighborhood. $...... ······-········-· s...... -...... Ducre A. & Eloise L. Babin---Ducre was a marine engineer. They probably lived in the home from 1941 through 1947.

Joseph & Betty Babin---Joseph was an oiler. And I believe the son of Ducre and Elosie. He was living in the home in 1949.*

Harry L. & Betty Coker--- Harry was a seaman. They were living in the home in 1949.*

William & Kate Meadows---William was employed at Coleman Tire & Supply Company as a salesman. They were living in the home in 1949.*
