TERMS AND PHRASES

Club Means any football club which is a registered member of the league. Football Club shall comprise of players, officials, employed staff, and fans.

Club Official Any person registered by the club as an official or employee or such a person acting as an official of the club within the technical area, the dressing room and or the playing arena

Days Means only working days

Forfeiture Means a team being considered to have lost the match by 3-0 but if the goal difference at the end of the match in question is greater than 3 the result on the pitch is upheld.

Beach Soccer League Entity This shall mean the following persons and entities Players of Uganda Beach Soccer League Clubs 3 Page

Registered Owners, Officials, Directors, Staff, Beach Soccer League Clubs Contracted Service Providers by any of the above

Home Club Means the club hosting the match which shall always be named first in the fixture

Ineligible Player Any player outlawed by any of the provisions of these rules and/or any other rules of Beach Soccer in regard to the Beach Soccer League

League format Means a Beach Soccer League played on a one round basis for all clubs involved over a period of time

Match Crew The following persons shall compose the match crew: Registered Staff, Players, and Officials of the day’s participating clubs, Staff and personnel of the Uganda Beach Soccer League Staff, and Officials of the Venue/Beach hosting the match Staff, and Officials of FUFA Referees and match Commissioners of the day’s match One assigned representative from each media house

Match-Fixing When a match is played to a completely or partially pre-determined result

Media Rights Electronic audio-visual, visual or audio coverage or reproduction of the Uganda Beach Soccer League matches, training session or player interviews including without limitation a live television and/or radio signal and/or recordings in any form of audio and/or audio-visual medium and the right to transmit and/or make available and/or license third parties to transmit and/or make available any such coverage or reproduction.

Player Means a Beach Soccer player endorsed by UBSA and registered with FUFA as a player

Season Means the period between registration of Clubs and the last match of the tournaments organized by UBSA 4 Page

Calender Means the scheduled competitions as per BSCC in a

Spectator Any other person in the match venue during game time who is not a member of the match crew

The League Means the Uganda Beach Soccer League

SECTION A DEFINITIONS & STRUCTURES

STRUCTURES

1) UBSA is the FUFA recognised Member Association mandated to run and oversee all Beach Soccer 2) activities in Uganda. 3) BSCC is a standing committee of UBSA that is responsible to organise and supervise Beach Soccer competitions. It is the think tank, hands, ears and eyes of the UBSA executive committee with matters concerning Beach Soccer competitions in Uganda. COMPOSITION OF BSCC 4) The committee shall composed of Head of Competitions, Secretary, Representative member Women and youth, Representative member Inter-University & other championships and one other member.

INTERPRETATION 5) Unless the context otherwise requires:

(a) Words importing the singular number shall include the plural and vice versa;

(b) Words importing any particular gender shall include all other genders.

(c) The headings in these Rules are for convenience only and shall not affect their interpretation.

(d) These Rules shall remain in force until another set of rules are put in place by the UBSA Executive Committee and FUFA. 5 Page

(e) The UBSA Executive Committee may from time to time amend and/or clarify these regulations even during the course of the league through communication by circulars signed by both the UBSA President written delegated authorities

LEADING OPINION 6) The spirit behind these rules and regulations are aimed at FIFA Fair Play

7) UBSA Judicial Units shall apply and enforce these rules and regulations upon a report by any party offended and may apply and enforce these rules and regulations upon their own finding of any infringements.

SECTION B CLUBS

REGISTRATION OF CLUBS 1) Registration of clubs for a competition shall be done in a period stipulated by BSCC before the league begins. Clubs shall only be considered registered after submitting fully filled-in forms and accompanying documents below and being issued with a registration certificate dully endorsed by BSCC and sanctioned by FCC;

a) Form BS 001: Club Registration Form b) Form BS 002: Club Official Registration Form c) Form BS 003: Player registration form d) Form BS 005: List of Player Form e) Club Code of Conduct f) Registration Fee as shall be determined by the BSCC and paid in the time stipulated by the BSCC g) Club Bank Account Number and Name h) Club Logo (Hard Copy and electronic Copy) i) Club Email address

MANDATORY CLUB STRUCTURES 2) It shall be mandatory for every club to own a) An Office (Physical Address) b) Club e-mail Address etc c) Active Club Secretary on either voluntary or contract terms 3) Any club that shall fail to prove existence of the mandatory structure shall be liable to disciplinary action

OWNERSHIP 4) Owning entities (natural or legal persons) shall not own or control more than one club in the same football competition

TRAINING

Training Ground 5) A club may gazette or enter agreement with any near by beach facility within its reach for purposes of training

MEDICAL 6) Upon registration, each Club shall register medical personnel with a minimum the knowledge of first aid.

7) Each club shall be required to provide its own medical kit, to be available on every match day.

DOPING

8) Doping is the use of a substance(s) that could have the effect of artificially improving the player's physical and /or mental condition and so augmenting artificially his athletic performance.

9) Doping is strictly forbidden by the UBSA, FUFA, CAF & FIFA and any person found to have indulged in doping shall be sanctioned according to the FIFA regulations.

10) The UBSA shall seek attention of FUFA medical committee to randomly ask players without prior notice to provide their organic substance samples for the doping tests

11) Any player who refuses to instantly provide such samples shall be liable for disciplinary action as recommended by the FUFA Medical Committee

SUBMISSION OF REGISTRATION REQUIREMENTS AND MANDATE OF INSPECTION 12) Clubs are obliged to submit the entire requirement set out by the BSCC within the stipulated time of which failure to adhere to this provision may lead to demotion from the league. 13) BSCC shall have the mandate to physically inspect club facilities and equipment when deemed necessary.

SECTION C THE LEAGUE NAMING 1) This Beach Soccer competition shall be called the PEPSI Cola National Beach Soccer League. Named after of acquisition of title sponsorship for one season. STRUCTURE AND COMPOSITION 2) This shall be the Uganda Top Beach Soccer League with a Second tier league as its feeder. It shall comprise not more than 16 teams and not less than 5 teams.

MATCH VENUE 3) It is a primary mandate of UBSA to provide the venue of all official league matches. Currently being hosted at Lido Beach Resort Entebbe. It is a primary obligation of League teams to abide by the regulations of the match venue. FORMAT

4) The Participating Clubs shall be drawn into two (2) groups and no group shall have two more clubs than the other. One group shall be called Monsoon and the other shall be called Hurriken;

5) Teams in each group shall play one another utmost twice in group matches (Home and Away) with any other tie(s) in play offs or as may be decided by the Competitions Committee due to any kind of eventuality(ies).

6) Play offs

The top 4 teams in each group shall head to play offs as scheduled in the table bellow

DETERMINING LEAGUE CHAMPION AND RUNNERS UP Club that finishes 1st in Club that finishes 1 st in Mat-113 Monsoon vs Hurriken DETERMINING LEAGUE THIRD TEAM

Club that finishes 2 nd in Club that finishes 2 nd in Mat-114 Monsoon Hurriken DETERMINING THIRD TEAM FOR RELEGATION (SEC D 9) Club that finishes 2 nd in Club that finishes 2 nd in Mat-115 Monsoon Monsoon

TROPHY 7) The club declared the champion shall receive the championship Cup which shall be kept in its safe custody. The Champion Club shall also receive fifteen (15) gold Medals

8) The trophy shall be returned to the Secretary of BSCC at least three (3) weeks to the end of the season. However, a club failing to return the trophy as spelt out in this paragraph shall be fined a fee to be determined by BSCC. A club that wins this trophy three (3) consecutive times shall retain it for keeps.

9) Where a club loses the Cup, it shall be fined the replacement cost of the Cup at the prevailing market value.

10) A club shall only be registered for the following season in any of the UBSA recognised competitions if it has returned or replaced the trophy as specified and required in rules C8 and C9.

COMMUNICATION 11) The following means of communication shall be the accepted official communication

a) When written communication is received and signed for by any of the registered officials of the recipient b) When delivered to the premises of the recipient and signed for c) When posted and proof of post is acquired d) When faxed and positive fax transmission report is obtained e) When e-mail is sent to club registered e-mail address. (For avoidance of doubt, not checking e-mail boxes shall not be an accepted reason for not receiving a communication)

12) Each communicating party shall endeavour to use more than one of the above means to communicate

MANAGEMENT 13) The League shall be managed by the members of the BSCC and Staff of UBSA with supervision of UBSA Executive. The staff will be ex-officio members of the Management Team

BEACH SOCCER COMPETITIONS COMMITTEE 14) This shall be composed of the Organizing committee of the UBSA competitions as provided for in the UBSA constitution.

SECTION D PERFORMANCE

DETERMINING WINNER 1) UBSA shall declare the clubs relegated to second tier league and promoted from the second tier league top league as per final standing of the league and standing of second tier league.

AWARDING OF POINTS

Normal Full Time 2) Three (3) points will be awarded for a win after the full time/ end of third period of the match

A win after end of 3 rd period of the match 3) Two points (2) will be awarded for a win after the third period of the match either through Extra time of 3 minutes or Kicks from penalty mark to determine the winner of the match. Loss of the match 4) In any of the above outcomes, zero (0) point shall be awarded to the looser of the match.

5) The positions on table standing at all times throughout the league shall be determined on the following priority order considering cumulative statistics from the first to last recognised matches of the league:

a) The Club which has earned the highest number of points b) If D5 (a) does not separate the teams, the Club with highest goal difference excluding goals scored from kicks from penalty mark to determine the winner of a match BUT including goals awarded by TOC as a result of forfeited match c) If D5 (a) and (b) do not separate the teams, the Club with highest number of goals scored, incorporating provisions of 5D (b) on matters concerning goals scored.

6) In event that D5 above does not separate the table standing positions of two or more teams, the following shall be considered

a) Head-to-Head count (Using the goal aggregate system)

b) As per existing FIFA Beach Soccer Law of the Game, Law Eighteen (18) shall be applied as last resort for separation of result.

PROMOTION AND DEMOTION

17. clubs that finishes in first to third places in second tier competition shall be promoted to Pespi Cola National beach soccer league, in the event that the second tier competition is not played due to any circumstance (Sec D20) bellow shall be applied for promotion. 18. The last team in each group shall be directly relegated to second tier competition. 19. Second last team in each group shall play each other in a one match leg to determine the third team to be relegated. In the event of withdrawal of any team due to failure to honour matches as provided for in these Rules or Disciplinary sanction, the next provision below (Sec D20) shall apply. 20. BSCC shall in conformity of the UBSA Executive Committee have the lasting direction on promotion and relegation that will be made public through issuance a formal circular to concerned teams.

IN EVENT OF FAILURE TO COMPLETE THE LEAGUE 7) Where the league due to circumstances of force majeure fails to be completed within the season, the league winner shall be determined as follows:

a) Before the end of each group’s matches, the league shall be null and void

b) Where all the Clubs in each group have completed, the group leader with superior results shall be the winner of the league taking provisions of rule D5 shall apply. c) BSCC in conformity with UBSA Executive shall be the sole body with absolute mandate to declare the league champion at all times.

SECTION E PLAYERS STATUS, TRANSFER AND REGISTRATION OF PLAYERS

1) All league Clubs shall register a maximum of 12 players for the League season.

2) Out of the 12 players, 2 shall be goal keepers.

3) The status of each player shall be defined by the FUFA Regulations for the Status and Transfer of Players

4) Registration of players for the Beach Soccer League shall be held as specified in specific period provided for by the Beach Soccer Competitions Committee

5) A player is regarded to belong to a club when, either on contract or agreement with that Club, has dully signed registration forms as per section B(1) of these regulations.

6) A player is regarded as registered for the league after Signing forms 2013 UBSA and FUFA player Registration Forms and these forms having been certified by the Secretary of the BSCC and FCC with his signature and stamp.

7) It is mandatory to every player to sign registration documents with the Club he intend to play for, in the forthcoming league season

8) Players registered for the Club shall only appear for the same Club in all official competitions organized under UBSA and FUFA auspices and shall not appear for any competition that is not authorised by UBSA and FUFA without the authority of the two fore mentioned. Any player who contravenes this regulation shall be subject to a disciplinary action by relevant disciplinary authorities of UBSA or FUFA.

SECTION F COACHES

1) It shall be mandatory for each UBSL Club to register one or more trained Coaches with a FIFA training certificate or with any FUFA classification.

2) FUFA reserves the rights to withdraw a FUFA accredited Beach Soccer practicing license at any time it deems fit.

3) Coaches shall conduct themselves in accordance with the Code of Conduct for Coaches (Cf Annex 04)

4) Clubs shall conduct themselves in relation to Coaches in accordance with the Code of Conduct for Clubs (Cf. Annex 04)

5) Any failure by Coaches or Clubs to conduct themselves in accordance with their respective codes of conduct shall constitute a breach of this Rule.

PREREQUISITES FOR A BEACH SOCCER COACHES PRACTISING LICENSE

CARETAKER COACHES 6) Caretaker Coaches shall be FUFA registered coaches not necessarily holding a FUFA/ FIFA Beach Soccer League Coaches Practising License.

COACHES CONTRACT OR AGREEMENT 7) A club may hire services of a Beach Soccer trained coach on basis of a contract of any other formal agreement spelling out terms of service.

CONTENTS OF CONTRACTS OR AGREEMENT OF EMPLOYMENT 8) Contracts of employment between a Club and a Coach shall clearly set out the circumstances in which the contract of employment may be terminated by either party.

PROCEDURE FOR REGISTRATION 9) BSCC shall keep copies of Coaches' contracts/agreement of service.

10) Upon completion of a contract of employment between a Club and a Coach the Club shall within 7 days send the contracts/agreement of employment to BSCC for registration.

CANCELLATION OF REGISTRATION 11) An application for cancellation of the registration of a Coach's contracts/agreement of employment shall be made in writing to the BSCC and may be made by either party to the contract of employment.

12) The BSCC shall cancel the registration upon being satisfied that either:

(a) both parties to the contracts/agreement of employment have consented to the cancellation of the registration; or

(b) the contracts/agreement of employment has been properly terminated by either party to it; or

(c) the contracts/agreement of employment has expired; or

(d) a period of one year has elapsed since the Coach ceased to perform his duties under the contract of employment.

SECTION G STANDARD BEACH SOCCER REGULATIONS

CAUTIONS AND SEND-OFFS

1) Cautions and send offs earned in the UBSL shall only be served in the UBSL. Extra punishment in addition to the statutory punishment as recommended by the BSCC may be extended to another competition.

2) BSCC may decide on top of the statutory punishment to impose an extra punishment depending on the gravity and/or reoccurrence of the matter.

3) All cards (cautions and send-offs) shown to players from dismissed/dissolved clubs shall remain in force till fully served as per the rules and regulations.

4) If a club/team accumulates four (3) or more cautions and/or send-offs served within a single game, it shall be liable to disciplinary action by BSCC as stipulated in these regulations.

5) FIFA Beach soccer Laws of the game penalty for send off shall be in force at all times throughout league matches

6) A player sent off the pitch must be confined in the dressing room or in any other appropriate place behind the pitch access as per the referee’s consideration until the match is over.

7) Any sent off player who refuses to vacate the pitch area as per the referees determination shall be liable for a further punishment by BSCC equitable to 3 match ban and may be referred to BSDC for further sanctions

8) All cards shown to players in abandoned matches shall remain in force

9) Sanctions earned out of send-offs can not be served by serving sanctions for accumulation of cautions.

10) Any three (3) bookings (cautions) to a player in a season shall automatically become an ineligible player for the next physically played League match.

11) Any player sent off the field of play by accumulating two (2) bookings (cautions) during the same league match or directly sent off the field of play during a league match shall automatically become an ineligible player for the next one physically played league match, provided the player did not behave in a manner provoking the provisions of Rule G(7) above

MATCH OFFICIALS 12) The match officials will compose of, Match Referee Assessor, Referee Second Referee, Third Referee, and Time Keeper. In event of the absence of any of them, the present team shall still be considered the match officials.

13) The FRSC may appoint a match commissioner who shall be the official FUFA representative at the match. His report shall be considered as one of the official reports of a league match.

14) The league shall be officiated by only Beach Soccer Referees fully registered with the FUFA. 15) FRSC shall manage appointment of referees for the Beach Soccer League Matches.

16) At the beginning of the season, FRSC shall submit a list of referees to UBSA that have been verified as technically competent to officiate in the Beach Soccer League.

17) FRSC shall submit a list of match Assessors to the UBSA that will be appointed for League matches.

18) All matches shall be officiated by appointed match officials in the following the descending priority order; Referee, Second Referee, Second Third Referee, Time keeper next present official(s)in the same priority order shall take over the higher vacant responsibility(ies)

19) In event that that only one (1) of the appointed referees by the FRSC are present and a number of League listed referees are present, the match Assessor if available, shall appoint the referee. In event that no match assessor is present, UBSA technical committee shall appoint available league listed referee. This shall be specified in the referees report.

20) The First Referee shall provide;

(a) All detailed match report(s) to BSCC, for the match(es) to which he is appointed before leaving the match venue 21) The UBSA may decline to utilise a match official appointed by the FRSC on established sub-standard performance, bias, indiscipline or other explainable reason for the League. Such decline shall be communicated in writing to the FRSC

SUBSTITUTIONS 22) Unlimited substitutions shall be allowed from the list of up to 5 reserves handed to the Referee before commencement of the match.

DURATION OF MATCHES 23) A League match shall be played for twelve minutes for each of the three periods, but shorter duration's of not less than 10 minutes each half may be played where a justifiable reason in the opinion of the referee exists. Explanation of the circumstance and reason for playing any Beach Soccer League match for less than 12 minutes shall be included in the report.

24) All replayed matches shall be played for the full time

LAWS OF THE GAMES 25) The League shall be played in accordance with FIFA Beach Soccer Laws of the game

FIXTURES MANAGEMENT AND FULFILMENT 26) Fixtures shall be drawn by the BSCC and notified to the clubs at the beginning of the league, the BSCC has power to rearrange any fixture provided such rearrangement is notified to the affected Clubs s at least two (1) day in advance.

27) If a club misses services of a player due to national team engagement, the Club’s league matches shall be postponed except where the Club writes to the BSCC showing willingness to continue with their fixtures. This communication must reach the BSCC three (2) days before the fixture date.

28) When death of a registered club player(s) or a registered club official(s) occurs;

(a) All players in matches organised and sanctioned by UBSA and FUFA in that week shall wear black arm bands and may observe a minute of silence before kick-off.

(b) If death occurs more than 48 hours to the scheduled kick-off time and burial is not on the date of the match, the match shall be played as scheduled

(c) If death occurs less than 48 hours but more than 18 hours to the scheduled kick-off time, the affected club may request the BSCC in writing to postpone the match. Such communication must be submitted to the BSCC at least 18 hours to kick off

29) Unless a tragedy causing death of a number of team players, no match shall be postponed when communication referenced in Rule G28 (c) above is received by BSCC less than 18 hours to kick-off.

30) BSCC shall communicate the postponement where applicable in respect to this clause in the shortest time possible to the opponent club and other parties of the match crew

31) Where burial of a UBSA OR FUFA executive member is taking place on the day of the match, BSCC will inform the affected clubs of the postponement within 18 hours before the burial.

32) A Club failing to turn-up for any league match day shall submit a written explanation to the BSCC within forty-eight hours from the date of the match. If the club fails to submit such a written explanation, it shall be dismissed from the league. BSCC may consider further disciplinary action in such a case.

33) In respect of Rule G32, lack of Finances shall not be considered an acceptable reason by BSCC.

34) If the BSCC or any other League Judicial Unit accepts such explanation, BSCC may re-fix the match and may direct the defaulting club to reimburse such expenses as computed by the BSCC.

35) If such explanation is not accepted, the defaulting club shall be fined by BSCC and shall;

36) Lose the match by forfeiture 3 points and 3 goals without being docked from the points and goals already accumulated

37) If Rule G36 is evoked three (3) times in a season for the same club, the club shall be relegated to the second tier league and another disciplinary action may be applied to the officials, players and the defaulting club itself

38) If a club withdraws or is dismissed or is demoted from a competition of the league format during group matches, the results involving the withdrawn or dismissed club shall be nullified. If at the time of the withdrawal the club has played all its league group matches, the results of the group shall be sustained and the second best club take the slot in play offs.. In case of withdraw and or deliberate refusal to honour 39) engagements the club shall be subject to disciplinary action.

SECTION H MATCH ORGANISATION

MATCH DAY EVENTS

Before Game time 1) It shall be obligatory to attend pre-match meeting for if deemed necessary and therefore scheduled by BSCC. 2) Clubs shall observe their obligations with RH as stipulated in the Memorandum of Understanding that may be signed between Clubs and UBSA at the time of acquisition of a RH or a family of league sponsors.

3) It shall be the obligation of clubs to reach out to club fans of any communication regarding the entrance ticket prices and match schedules and any changes thereof

During Game time 4) For all League matches, Clubs are obliged to fill team sheets provided the Referee No changes shall be made to the team sheets once the match has kicked off.

5) In event of televised matches, the match Assessor or commissioner or Referee shall immediately submit the team sheet (Form 80) to the head of the production crew as soon as it is received from the respective clubs 20 Page

6) Clubs shall register only UBSA and FUFA-registered club officials on team sheet provided by the Referee and any decisions by the head official shall be representative of the club decision during game time.

7) In event of televised matches, before the final whistle, the match commissioner (his absence the centre referee), will be informed by the head of production team of the persons to appear for a post match press conference, interview, or prize award.

8) After the final whistle, the match official will inform the selected person to appear as required. Any contravention of this provision shall cause disciplinary action to the defaulting person.

INSPECTION OF LICENSES 9) There shall always be an inspection of the licenses by the Captains of each club supervised by the referee before the kick off of the matches. All players' licenses must be presented by the club officials. A player whose license cannot be presented by club officials at the time of inspection, shall be ineligible to play in the league the referee shall consequently delete the players name from the match sheet

10) In event that all the player licenses are missing, a photograph of the entire team together with the captain of the opposing team and the day’s centre referee shall be taken at the arrangement and expense of the defaulting team and submitted on the mail to the BSCC within 12 hours together with a fine of 50,000UGX. The club that defaults in application of this provision in totality shall lose the match by forfeiture

SECURITY OF PERSONS AND PROPERTY

11) The UBSA security committee will advise the BSCC of the minimum level of security required for the match day at least three (2) days before each league match day.

12) Before kick-off, security adequacy shall be assessed by the following personnel in order of presence; (a) Agent from UBSA security committee (b) Match Commissioner (c) Match Assessor (d) Referees

13) If security has been assessed as adequate and violence erupts thereafter, absence of security shall not be presented as defence for responsibility of the ensuing crowd violence.

14) Where it is proved that individual spectators behaved violently, the clubs to which they belong shall not be penalized for individual acts if such clubs names or present the violent persons to the BSCC within three (3) days from the date of requesting by the BSCC

COLOURS, JERSEYS AND STRIPS 15) All clubs shall appear for League matches in shirts, shorts that shall have been approved by BSCC as the design for both the home and away games of the clubs. Any club that contravenes this rule shall be liable to disciplinary action

16) All shirts won by players shall bear their surnames at the back bearing respective shirt numbers that have been registered (FORM-BS 005_List of player Form) for the respective players throughout the season

17) Shirts shall be numbered in sequence from Number 1 to 12.

18) The referee shall validate the sets of uniforms to be used by clubs before kickoff of the match if it conforms to registered specimen set of the club and if it meets the required standards. The referee shall have absolute powers to refuse the set of uniform presented by a club if it does not meet the required standards and this shall be included in the referees report. The offending club shall be allowed to use any other set acceptable in the opinion of the referee but shall be liable to disciplinary action by BSCC.

19) Each club shall register two (2) sets of shirts and shorts as first and second kit. Each club shall use its registered first set while playing at home but, if in the opinion of the Referee, the sets of both teams are similar in colours or clash, the visiting team shall change to their registered home sets

20) Clubs and players that contravene provisions of this rule shall be liable to disciplinary action by BSCC

PRE AND POST MATCH INTERVIEWS

21) It shall be mandatory for each team captain and coach give a pre or post match interview under official provided means. Failure to attend post match interview shall lead to fine of 50,000UGX to the club payable before next club match.

SECTION J JUDICATURE

UBSL JUDICIAL UNITS 1) UBSL disputes, protests petitions, complaints, and appeals shall be handled by the following judicial units in the hierarchical order of bottom to top

(a) Referee (b) BSCC (c) BSDC (d) FUFA Disciplinary Committee (e) FUFA Appeals Committee (f) A judicial unit higher than the FUFA Appeals committee as specified in the FUFA Constitution

PROCEDURE OF REGISTERING PROTESTS, PETITION, DEFENCE, COMPLAINTS, AND APPEAL

2) Protest shall mean intent to petition infringement of these regulations that may require evidence of the instance (photographs, audio and video bytes)

3) For an infringement of these rules that require instant evidence for a particular match, such match shall be played under protest and for a match to be played under protest, the protest must be registered with the First Referee before the match kick off. Any protest raised during the match shall be null and void

4) Petition shall mean a formal and/or written follow up of a protest and for a protest to stand, a petition shall be filed with the BCC upon payment of 30,000UGX within 24 (Forty eight) hours after the match day.

5) Complaint shall mean a formal and written infringement of these regulations that may not require evidence of the instance and has no consequence on a result of a match already played. A complaint shall be filed with BSCC two (2) days before or after the incident of rules infringement.

6) Any complaint by a club against a match official shall be forwarded to the BSCC. Depending on the merit of the complaint, BSCC may refer the matter to the FRSC for appropriate action. During such a time of FRSC investigations, such a match official (s) shall not officiate any UBSL Match.

7) Appeal shall mean a formal and written expression of discontent with a decision of any of the judicial units to a higher judicial unit

8) All appeals shall be made in writing to the FUFA Appeals Committee within forty- eight (48) hours from the date of receipt of the decision of the judicial unit by the concerned party. Such appeal shall be accompanied by a non-refundable fee of 100,000 UGX. FUFA Appeals Committee shall determine the appeal within 30 days and its decision shall be final.

9) Any official, Coach, player or fan of a Club who causes to be published in the media or makes a statement to the media, on a matter of appeal or hearing before the any of the UBSL Judicial Unit, shall be subjected to disciplinary action by BSCC or FUFA (as the case may be) and the judicial unit may consequently nullify the petition, complain or appeal.

10) The procedure of charging, investigations and filing defence shall be communicated by relevant judicial unit upon receiving notice/petition of contravention of these rules by offended party.

EVIDENCES AND WITNESSES

11) The following evidences may be considered if requested for by any of the judicial units; (a) Still photographs (b) Audio (c) Photocopies of valid documents

12) The following evidences shall be considered by any of the judicial units (a) BSCC/FCC Registration documents (b) Original copies of valid documents (c) Video (d) Witnesses of persons of authority at events of dispute (e) Any other as may be agreed upon by the relevant judicial unit

ARBITRATION 13) Where there is no infringement of these regulations, two (2) UBSL entities in dispute may opt for arbitration by each party appointing an arbitrator and UBSA appointing the third arbitrator for to make a panel of three (3) . The decision of the arbitrators shall be binding to all and shall be final

COMPLIANCE At point of registration, Compliance Declaration Form BS 004 will be filled by the club.

SECTION K FINANCE BUDGET 1) The UBSA shall draw a budget to manage the PEPSI Cola National Beach Soccer League indicating expenditure and projected income.

2) The source of income to the league budget shall include; (a) Players and Clubs Registration fees (b) Fines and petition fees (c) Budget Support Contribution by FUFA (d) Sale of Media Rights (e) League Sponsorship and revenue from sale of league commercial properties (f) Any other lawful source of income

3) After debating the budget by BSCC, the budget shall be forwarded on to UBSA Executive that shall pass it and there after shall become the working budget for the season

REGISTRATION FEES, FINES AND PETITIONS 4) The fees shall be as indicated in the circulars and/or as established in these rules and shall be paid to UBSA secretariat and a receipt issued to the paying entity.

5) For 2013 season each team shall be required to pay two hundred thousand (200,000UGX) for registration of Clubs and players. Failure to pay the above sum of money, may lead to disqualification from the league.

6) For the purpose of effective administration of rule K5, each club shall pay this amount in full Before Kick-off of the league.

MEDIA RIGHTS 7) From the sale of Media and Commercial Rights, the RH will transfer funds to UBSA that shall in turn transfer to appropriate recipients as shall be agreed in the contract with the RH

PEPSI COLA LEAGUE SPONSORSHIP GAINS 8) In sale of the commercial rights of the Uganda Beach Soccer League, the sharing of the net revenue (cash revenue) received shall be as follows;

a) All League Clubs benefits: i. Transports support fund worth XXX on each match day ii. Refreshments worthy XXXX each match day

b) UBSA benefits i. Refreshments worth XXXX each match day ii. League cost management fee off xxxxxxxxx

PEPSI COLA PRISE AWARDS The league Champions as shall be determined in accordance to provisions of these rules shall earn Two Millions (2000,000) Uganda Shillings.

The league runners up as shall be determined in accordance to provisions of these Rules shall earn One and a half million (1,500,000) Uganda Shillings.

The third team of the league as shall be determined by provisions of these Rules shall earn One Million (1,000,000) Uganda Shillings

CLUB COMMERCIAL RIGHTS

9) In sale of the Clubs Commercial rights, the sharing of the net revenue (cash revenue) received shall be as follows;

a) Club 80% b) BSCC 17% c) FUFA 3%

MANAGEMENT OF EXPENDITURE

10) Any club that is dismissed or demoted from the League as a disciplinary action or on the club’s own decision to be dissolved shall not be entitled to receive its prize money. For avoidance of doubt, clubs demoted because of their final positions in the final table standing shall receive their entitled prize money

POWER TO DEDUCT

11) If any Club or Relegated Club (“the debtor Club”) fails to make any payment due to any creditor of the description set out in Rule K12 below, upon being reasonably satisfied to that effect, the UBSA shall be empowered to deduct the amount in instalments or wholesomely of any such payment from any funds that the debtor club is entitled and immediately pays the same to the creditor to which the amount is due.

12) The creditors to which Rule K11 applies are: a) Another Club in the Uganda Beach Soccer League or Lower League b) FUFA c) BSCC d) any Associated Undertaking or Subsidiary Undertaking of the Club e) Individuals or companies proven to have provided Beach Soccer related services and/or goods to a club

SECTION L SPONSORHIP, LEAGUE PROMOTIONS & MARKETING

MEDIA RIGHTS

1) The media rights of all Uganda Beach Soccer Clubs shall be amalgamated with the Uganda Beach Soccer competition media rights to form the JOINT LEAGUE MEDIA RIGHTS. No Uganda Beach Soccer club shall thereafter own individual club media rights.

2) UBSA shall trade the Uganda Beach Soccer League media rights to a RH on behalf of all clubs comprising the Uganda Beach Soccer League at agreeable terms with the clubs.

3) UBSA and the clubs shall thereafter sign a memorandum of understanding (MoU) that shall be binding throughout the term of sale of rights and such MOU shall stipulate the rights, obligations and benefits of all parties.

COMMERCIAL RIGHTS 4) UBSL commercial rights shall include the following; a) Uganda Beach Soccer League Title and trademarks Designation Rights b) Use of League Trophy c) Use of composite clubs logos d) Compound use of four (4) or more players from four (4) or more clubs e) Advertising at the right hand sleeve of each UBSL player in action f) Advertising at the right hand sleeve of each UBSL Referee in action g) Branding BSCC vehicles, publications and Stationery h) Production and sale of UBSL branded materials i) Exclusivity of sale of services and/or products at UBSL events j) Branding of the UBSL ICT infrastructure k) Advertising at the playing pitch of the UBSL l) Any other ICT innovation related project

5) Club commercial rights shall include the following; a) Branding of club gear inclusive of the chest of the shirt b) Advertising at the training pitch of the club c) Branding at Club ICT infrastructure d) Allocated Pitch boards at UBSL Matches

e) Branding Club vehicles, publications and Stationery f) Use of UBSL Trophy by the current Champion Club g) Production and sale of Club branded merchandise

h) Branding of Pitch (if owned/leased by Club). This does not include the pitch boards i) Branding at Club Press Conferences j) Compound use of two (2) or more club players. For a club to use a single player, there must exist an understanding between the club and the player on the sharing of the proceeds k) Any other right that may cause revenue as decided by UBSA Executive Committee

6) UBSA shall define commercial rights not listed here to belong to clubs or to league from to time to time as need may arise

7) Clubs shall reserve the right to acquire their own sponsorship provided that such sponsorship shall not in any way infringe with the earlier memorandum of understandings, contracts and agreements in place and recognised by UBSA. For avoidance of doubt, all sponsorship contracts between clubs and potential sponsors shall be cleared by the UBSA legal Committee before they are signed by any UBS League Club. Any club that contravenes this rule shall be liable for disciplinary committee

OFFENSES AND DISCIPLINARY ACTIONS 1) An offence shall be any violation of these rules and regulations knowingly or unknowingly by persons and institutions involved in the League

OCCURRENCES 2) For the first occurrence of an offence, the fine shall be equal to 1.0 x fine stipulated

3) For the second occurrence of the same offence, the fine shall be equal to 1.5 x fine stipulated

4) For the third occurrence of the same offence, the fine shall be equal to 2.5 x fine stipulated

PROOF OF OFFENSE

5) Incidents included in the match reports shall be considered as proof for committing indicated offences unless proved otherwise by other tangible evidence

6) Video records shall be considered as proof for committing offences as portrayed in such videos

7) Still photo records may be considered as proof for committing offences as depicted

8) Sound bytes may be considered as proof for committing offences as depicted

DISCIPLINARY ACTIONS 9) BSCC shall implement the fines and sanctions as stipulated in these rules and regulations for the offences they are set.

10) Where specific disciplinary action has not been specified in these rules and regulations, BSCC shall appropriately impose one or more of the following disciplinary actions to the offending party

a) Caution, warning, reprimand b) Administer appropriate monetary fines c) Return of awards d) Match suspension e) Ban from the substitutes’ bench f) Ban from entering the pitch or pitch area g) Ban on taking part in any UBSL activity h) Ban on playing on a particular pitch i) Annulment of the result of a match j) Exclusion from competition k) Deduction of points l) Demotion to the next lower division

11) Clubs shall be required to submit copies of their Codes of Conduct to BSCC. Any disciplinary action taken by the clubs on registered player(s), registered official(s), and registered employees shall be communicated to BSCC immediately they are imposed

NO SHOW 12) Match Officials coming less than an hour and 30 minutes to kick-off shall be considered having failed to show up for duty

13) For Live and AS Live televised matches, clubs whose players are not fully dressed and inspected less than 20minutes to scheduled kick-off time shall be considered having not turned up

14) For recorded and non-televised matches, clubs whose players are not fully dressed and inspected in less than 30minutes after scheduled kick- off time shall be considered having not turned up

LATE COMING 15) Match Officials coming less than two (30) minutes to kick-off shall be considered having come late

16) For Live and AS Live televised matches, clubs whose players are not fully dressed and inspected less than one (30) minutes to scheduled kick-off time shall be considered having come late

17) For recorded and non-televised matches, clubs whose players are not fully dressed and inspected in less than 45minutes after scheduled kick- off time shall be considered having come late

OFFENSES

MATCH FAILURE TO SHOW UP 18) Any Referee who fails to turn up for a league assignment as appointed by the FRSC shall be fined 50,000 UGX.

19) Any match Assessor who fails to turn up for an assignment as appointed by FRSC shall be fine 50,000UGX

20) Any club that fails to turn up for a league match shall be punished as stipulated in G32 of these regulations. Where a fine is to be imposed, it shall be not less than 100,000UGX.

LATE COMING

21) Any referee who turns up late for a league assignment as appointed by the FRSC shall be fined 30,000 UGX.

22) Any match Assessor who turns up late for a league assignment as appointed by the FRSC shall be fined 30,000 UGX.

23) Any club that turns up late for a league match shall be fined 50,000UGX.

24) Any team that arrive at match venue 20 minutes after scheduled kick off of respective match shall on top of being fines, loose the match by forfeiture to opposing team.

MEDICAL PERSONNEL 25) Each club is required to register medical personnel as stipulated in rule B6 of these rules. Any club that does not have the registered medical personnel present in incidences that he is required shall be fined 20,000UGX.

26) In event that such personnel present at a match conducts himself in a manner that is contrary to the ethics of the sports medicine or contrary to the provisions of the these rules shall be fined not less than 30,000 UGX.

PHYSICAL ATTACKS 27) Any match official while officiating a League match physically attacks another member of the match crew or a spectator, on top of damage costs as may be applied shall be suspended from Beach Soccer activities for three hundred and sixty five (365) days and shall be fined 200,000 UGX.

28) Any player while playing in a Uganda Beach Soccer League match physically attacks another member of the match crew or a spectator on top of damage costs as may be applied shall be suspended from playing official Beach Soccer competition for three hundred and sixty five (365) days and shall be fined 200,000 UGX.

29) Any Spectator while in attendance of a League match physically attacks a member of the match crew on top of damage costs as may be applied, shall be declared person non grata at organised Beach Soccer activities for three hundred and sixty five (365) days and shall be fined 300,000 UGX and may be handed over to the police for prosecution in courts of law.

30) Any Coach or club official while in attendance of a league match physically attacks a member of the match crew or a spectator on top of damage costs as may be applied, shall be suspended from participation in organised football for three hundred and sixty five (365) days and shall be fined 200,000UGX

31) Clubs whose officials while in attendance of a league match physically attack a member of the match crew or a spectator on top of damage costs as may be applied, shall be suspended from participation in organised football for three hundred and sixty five (365) days and shall be fined 200,000 UGX

32) Any person that physically attacks a member of the RH crew on duty on top of damage costs as may be applied, shall be suspended from participation in organised football for three hundred and sixty five (365) days and shall be fined 400,000 UGX

VERBAL ATTACKS 33) Any match official while officiating a league match verbally attacks another member of the match crew or a spectator on top of any other sanctions and costs as may be applied, shall be fined 50,000 UGX

34) Any player while playing in a league match verbally attacks another member of the match crew or a spectator on top of any other sanctions and costs as may be applied shall be fined 50,000 UGX.

35) Any Spectator while in attendance of a league match verbally attacks a member of the match crew on top of any other sanctions and costs as may be applied, shall be fined 70,000 UGX before he shall be allowed to attend football events again and where appropriately shall be refereed to police

36) Any Coach or club official while in attendance of a league match verbally attacks a member of the match crew or a spectator on top of any other sanctions and costs as may be applied, shall be fined 50,000 UGX

37) Any person that verbally attacks a member of the RH crew on duty on top of any other sanctions and costs as may be applied, shall be fined 100,000 UGX

MEDIA STATEMENTS 38) Once a Beach Soccer League entity or a member of the match crew or a Beach soccer registered official is alleged to have made a comment to the media shall be deemed to be true if such official does not make a public withdrawal or dissociate himself or provide the correct version of the comment within 5days of the statement getting public

39) Any club official, club employee, member of standing committees, player, match official, who is proved to have given his comment or opinion to the print or electronic media for an incident in a Beach Soccer league match where decisions have not yet been taken or matters are under investigations or matters that are before the appeals committee shall be individually fined 100,000 UGX

40) Any club official, club employee, member of standing committees, player, match official, who is proved to offer material to print or electronic media that is proved to be intentionally or unintentionally distorted and/or incorrect and/or malicious shall be fined 10,000 UGX

GAME INTO DISREPUTE 41) Any club, club official, club employee, member of standing committees, player, match official, who is proved to have acted in a manner that brings the game of beach soccer in disrepute, shall be fined not less than 150,000 UGX and depending on the gravity of the matter suspension of such entity shall be pronounced by the competitions committee in conformity with the Disciplinary committee of UBSA. A report shall be sent to UBSA Executive Committee.

WALKING OFF THE FIELD OF PLAY 42) Any club that whose players walk off the field of play in dispute of a decision of the match officials shall be fined 50,000 UGX.

REFUSE TO CONTINUE WITH PLAY 43) Any club/team whose players refuse to continue with play as directed by the referee shall lose the match by forfeiture 3 points and 3 goals. It shall further be docked 3 points and 3 goals from those already accumulated on the league standing and a fine 150,000UGX. 44) Referee shall identify and report the perpetuator of this offence in the referees report. The perpetuator as per referees report shall be banned for 3 matches by BSCC. BSCC shall submit the matter to BSDC for further sanctions.

PLAYING AN INELIGIBLE PLAYER 45) A Club that fields an ineligible player in a league match shall lose the match by forfeiture to the opposing team. The defaulting Club shall, in addition, be subjected to a fine of 50,000 UGX

46) In event that a player who is registered with more than one club, irrespective of the association Beach Soccer in which the other club is, the club that rightfully owns this player shall not suffer any penalty for double registration. The defaulting shall lose the match by forfeiture to the opposing team. The defaulting Club shall, in addition, shall be subjected to a fine of 50,000UGX.

CROWD VIOLENCE 47) Any person who incites the public by comments, gestures, and actions into violence while in attendance of a League, on top of damage costs as may be applied, shall be declared person non grata at organised Beach Soccer activities for three hundred and sixty five (365) days and shall be fined 300,000UGX and may be handed over to the police for prosecution in courts of law.

48) Where there is credible evidence or sound logic that ONLY one of the playing clubs caused the abandonment of the match, the defaulting club shall lose the match by forfeiture to the opposing team, shall also lose three (3) points and three (3) goals from hose already accumulated or yet to be accumulated, shall be fined 150,000 UGX. The defaulting club shall also pay for the damages caused by the violence

49) Where there is credible evidence that BOTH the playing clubs caused the abandonment of the match by crowd violence or interference in the proceeding of the match, both clubs shall lose three (3) points and three (3) goals from those already accumulated or yet to be accumulated and the match shall be considered null and void and both clubs shall pay for any damages caused to property and shall each be fined 200,000 UGX. The defaulting clubs shall also pay for the damages caused by the violence

50) The clubs proved to have caused the violence shall be required by BSCC to produce the violent people within seven (4) days from the date of requesting or else will pay a minimum fine 150,000 UGX.

RIGHTS/SPONSORSHIP DUTIES 51) On top of any other provisions of these Rules and Regulations, any club, club official, club employee, player, match official, who is proved to have failed to meet the required RH obligations shall be fined a minimum of 150,000 UGX depending on the gravity and financial loss implications by the failure to meet such obligation

52) The Uganda Beach Soccer League trophy shall be presented to BSCC at any prompt requirement by BSCC for any commercial rights promotions as BSCC deem fit. Any club that contravenes this clause shall be fined 100,000 UGX.

53) Any person or club that declines to fulfil League/Match promotions strategies as required by BSCC and RH shall be fined 300,000 UGX.

CAUTIONS AND SEND-OFFS 54) If a club/team accumulates four (3) or more cautions and/or send-offs served within a single game, it shall pay a fine of 30,000 UGX to the BSCC.

MATCH OFFICIALS 55) Referees decision shall be final and person(s) and/or clubs that evidently object of the referees’ decision shall be fined 100,000UGX

56) All reports and forms regarding a league match must be submitted after the match. Any match official who fails to comply with this provision shall be fined 30,000UGX, which shall be paid before he officiates another league match.

57) Any match official who is proved to have knowingly or unknowingly incorrectly reported incidents about a match he officiated shall be fined 50,000 UGX which shall be paid before he officiates another league match.

58) Any Club refusing to play their match due to that Club's objection to any match official appointed as specified in these rules and regulations, shall lose three (3) points and three (3) goals which shall be awarded to the opposing Club and a fine of 100,000 UGX

59) It shall be punishable to delay a match and or to protest against the appointment of a referee in a manner that hinders the progress of a match that has already started. Any individual or club who contravenes this provision shall be fined 50,000 UGX.

60) The registered coach of each club shall not be entered on the list as a team doctor and only registered and recognized medical personnel for the respective club shall be allowed on the field of play to attend to injured players. Any club that contravenes this section shall be fined 20,000 UGX

61) Referees decision shall be final and person(s) and/or clubs that objects the referee’s decision shall be liable to disciplinary action

MATCH EVENTS 62) Only club officials registered with BSCC shall be entered on the team sheet provided by the referee as club officials. Any club that contravenes this arrangement shall be fined 100 UAs

PLAYERS 63) It is mandatory to sign competition registration documents by a player, failure to do so will lead to a fine of 20,000UGX 64) Players registered for the League shall only appear for UBSA and FUFA authorised competitions upon clearance by BSCC and shall not appear for any competition that is not authorised by UBSA and FUFA. A player registered for the league by a club shall only appear for UBSA and FUFA authorised competitions at the discretion the players club. Any player who contravenes this provision, shall be suspended for two (1) league match and shall be fined 30,000UGX by BSCC

STRIPS, COLOURS AND JERSEYS 65) Clubs shall use jerseys as stipulated in rule H15-H19, of these regulations. Upon reporting by the referee of a club contravening rules H15-H19, such club shall be fined 50,000 UGX

66) Match officials who do not report such cases as stipulated in M64 shall be fined 30,000 UGX TROPHY 67) A club that fails to return the league trophy to the Secretary of BSCC at least three (3) weeks to the end of the season shall be fined 60,000UGX

CLUB DEMOTION, DISSOLUTION, AND DISMISSAL 68) Club official(s) after who cause the club to be demoted, dissolved or banned as a result of misconduct shall be banned for a period of two (2) years.

69) Club players(s) who cause the club to be demoted, dissolved or banned as a result of misconduct shall be banned for a period of one (1) year.

MANDATORY REQUIREMENTS 70) Upon BSCC random or regular inspection, a club proven not to have the mandatory requirement specified in B2 of these regulations shall be fined 50,000 UGX

ENFORCING THESE REGULATIONS

71) All clubs shall be obliged to implement disciplinary measures and decision passed by any of the league judicial units upon their players, staff, fans and officials in totality. Failure to comply will subject a fine of 100,000 UGX to the club and this shall not relieve the intended recipient of the punishment.

72) If a club uses a banned official or player, such club match shall lose the match by forfeiture to the opposing team no matter whether any club lodged a complaint/protest or not. The club shall also be fined 150,000UGX for this act

FORGERY, FRAUD, BRIBERY AND MATCH-FIXING 73) All forgery, fraud, bribery and match-fixing related matters regarding beach soccer competitions managed or authorised by UBSA and FUFA at any beach soccer competition level shall be handled by the BSDC that shall investigate and provide facts to BSCC. In the event that the affected party is a member of BSCC, the BSDC shall report to the UBSA Executive and FUFA 74) An individual, player(s), match official(s), club employee(s), club official(s), club technical personnel(s) proven guilty of forgery or fraud or bribery or match-fixing or any combination of these, shall be suspended for one (1) year from administering/playing football organised or authorised by UBSA FUFA. Where appropriate and upon clearance by the UBSA and FUFA judicial units, UBSA and FUFA may cause police investigations and may seek redress in courts of law

75) A club proven guilty of forgery or fraud or bribery or match-fixing or any combination of these, it shall be demoted to the lower division.

SOCIAL MEDIA COMMENT

76) Any Club official, UBSA Official or player who uses social media with comments of abuse or attack on another Beach soccer officials or entity shall be fined 50,000UGX and formally cautioned. The culprit shall further be required to withdraw the statement by official issuing a letter of apology to affected party. 77) In the event of further behaviour or gravity of the statement, such individual shall be suspended from usage of the media sites of another entity.

ENCROACHMENT OF SPONSOR’S IMAGE

78) Any player who is guilty of putting the reputation or mileage of the League sponsor shall be suspended from the league activities for a period of one month. 79) Any official including match official who is guilty of putting the reputation or mileage of the League sponsor shall be suspended from the league activities for a period of two month.

CONDUCT DURING MATCHES

80) Any team official who is guilty of touchline misconduct and is consequently reported by match in match official’s report or is suspended from the line by match official shall be suspended for the next match and the case shall be brought to Disciplinary committee for further sanction depending on gravity of offence

SECTION M DECLARATION

1) With the approval of the UBSA and FUFA, the BSCC shall have powers to make Bye-laws deemed necessary to ensure the smooth running of the league.

MATTERS NOT PROVIDED FOR 2) All matters not provided for in these Rules shall be decided by BSCC or appropriately UBSA executive Committee in line with the UBSA statutes, and where applicable in accordance to the FUFA/CAF/FIFA Statutes. 3) A decision as per guideline obtained in line with UBSA Statues or where applicable the FUFA/CAF/FIFA statutes and regulation shall constitute binding action on league matters and shall be communicated to clubs in form of a circular by BSCC.

DECLARATION 4) By signing, UBSA declares that these are the rules and regulations that shall be used for the 2013 Uganda Beach Soccer League.

ANNEX-01: 10 GOLDEN RULES OF FIFA FAIR PLAY

Rule 1: Play to Win Winning is the object of playing any game. Never set out to lose. If you do not play to win, you are cheating your opponents, deceiving those who are watching, and also fooling yourself. Never give up against stronger opponents but never relent against weaker ones. It is an insult to any opponent to play at less than full strength. Play to win, until the final whistle.

Rule 2: Play Fair Winning is without value if victory has been achieved unfairly or dishonestly. Cheating is easy, but brings no pleasure. Playing fair requires courage and character. It is also more satisfying. Fair Play always has its reward, even when the game is lost. Playing fair earns you respect, while cheats are detested. Remember: It's only a game. And games are pointless unless played fairly.

Rule 3: Observe the Laws of the Game All games need rules to guide them. Without rules, there would be chaos. The rules of football are simple and easy to learn. Make an effort to learn them, so you understand the game better. This makes you a better player. It is just as important to understand the spirit of the rules. They are designed to make the game fun to play and fun to watch. By sticking to the rules, you will enjoy the game more.

Rule 4: Respect Opponents, Team-mates, Referees, Officials and Spectators Fair Play means respect. Without opponents there can be no game. They have the same rights as you have, including the right to be respected. Your team-mates are your colleagues. You form a team in which all members are equal. Referees are there to maintain discipline and Fair Play. Always accept their decisions without arguing, and help them to help you enjoy the game more. Officials are also part of the game and must be respected accordingly. Spectators give the game atmosphere. They want to see the game played fairly, but must also behave fairly themselves.

Rule 5: Accept Defeat with Dignity Nobody wins all the time. You win some, you lose some. Learn to lose graciously. Don't seek excuses for defeat. Genuine reasons will always be self-evident. Congratulate the winners with good grace. Don't blame the referee or anyone else. Determine to do better next time. Good losers earn more respect than bad winners.

Rule 6: Promote the Interests of Football

Football is the world's greatest game. But it always needs your help to keep it as Number One. Think of football's interests before your own. Think how your actions may affect the image of the game. Talk about the positive things in the game. Encourage other people to watch it or play it fairly. Help others to have as much fun from football as you do. Be an ambassador for the game.

Rule 7: Reject Corruption, Drugs, Racism, Violence and other Dangers to our Football's huge popularity sometimes makes it vulnerable to negative outside interests. Watch out for attempts to tempt you into cheating or using drugs. Drugs have no place in football or any other sport or in our society. Say No to Drugs. Help Kick Racism out of Football. Treat all players and everyone else equally, regardless of their skin colour or origin. Show that football does not want violence, even from your own fans. Football is Sport, and Sport is Peace.

Rule 8: Help Others to Resist Corrupting Pressures You may hear that team-mates or other people you know are being tempted to cheat in some way. They need your help. Don't hesitate to stand by them. Give them the strength to resist. Remind them of their commitment to their team-mates and to the game itself. Form a block of solidarity, like a solid defence on the field of play.

Rule 9: Denounce those who Attempt to discredit our Sport Don't be ashamed to show up anybody who you are sure is trying to make others cheat. It's better to expose them and have them removed before they can do any damage. It often takes more courage to denounce what is wrong, than to go along with a dishonest plan. Your honesty will be admired but your complicity will not. Don't just say no. Denounce the culprits who are trying to spoil our sport before they can persuade somebody else to say yes.

Rule 10: Honour those who Defend Football's Good Reputation The good name of football has survived because the vast majority of people who love the game are honest and fair. Sometimes somebody does something exceptional that deserves our special recognition. They should be honoured and their fine example made public. This encourages others to act in the same way. Help promote football's image by publicising its good deeds .
