The Honorable Mayor Fournier and Members of the Commission:

The Royal Oak Citizens Traffic Committee meeting, held remotely, was called to order at 7:02 p.m. on Tuesday, November 24, 2020 by Chairperson Dan Godek. The minutes of this meeting (Attachment 1) and the backup information for the minutes (Attachment 2) are provided for your information.

The following resolutions are offered to make the regulatory, permanent traffic control orders in accordance with the “Uniform Traffic Code for , Townships, and Villages” adopted by the commission on September 22, 2003:

Be it resolved; the city commission approves the traffic committee’s recommendation to deny the installation of north/south stop signs on Kayser Avenue at E. Sixth Street and east/west stop signs on Irving Avenue at E. Sixth Street as denoted on the traffic committee agenda item 6.A; and

Be it further resolved; the city commission approves the traffic committee’s recommendation to deny the removal of the ‘No Outlet’ sign adjacent to 529 Florence, as denoted on the traffic committee agenda item 6.B; and

Be it further resolved; the city commission approves the traffic committee’s recommendation to remove the signal, controller, stop bar striping, and “Stop Here on ” signs on Normandy at Durham Road; to keep the existing handicap ramps and crosswalk striping in place, the existing signs at the , and to install additional pedestrian crossing signs approximately 200 feet in advance of the intersection in each direction; to evaluate the intersection for pedestrian refuge islands or bump-outs when the road is resurfaced in the future, as denoted on the traffic committee agenda item 6.C; and

Be it further resolved; the city commission approves the traffic committee’s recommendation to authorize the city engineer to terminate the lease agreement with Grand Trunk Western Railroad for the paved area along the railroad between E. Seventh Street and S. Main Street pending site plan approval from the Planning Division and the Engineering Division for the proposed parking enhancement work at Royal Oak Manor; to install “No Outlet” signs at the intersection of E. Seventh Street and Williams Street; and to evaluate the road width at the proposed dead-end of E. Seventh Street to determine if a wider paved area is needed for vehicles to as denoted on the traffic committee agenda item 6.D; and

Be it further resolved; the city commission approves the traffic committee’s recommendation to maintain the existing signs on N. Main Street between 11 Mile Road and 12 Mile Road, and to change the speed limit signs on N. Main Street to be “30 MPH” signs between 12 Mile Road and the northern city limit as denoted on the traffic committee agenda item 6.E; and

Be it finally resolved; the city commission approves the traffic committee’s recommendation to present the following options to residents on Albert, Merrill, Parker, Warick and Trafford (Webster to Woodward) via letter:

• Option 2 - No Right Turn / Do Not Enter signs at Coolidge for PM peak hours only • Option 3 - No Right Turn / Do Not Enter signs at Woodward for AM peak hours only • Option 2 and Option 3 combined • Option 5 - Install pedestrian islands and/or bump-outs with infrastructure • Option 6 - Install speed humps • Option 7 - Partial closure of road west of Woodward Alley by installing a permanent concrete diverter with green infrastructure (no eastbound traffic allowed)

To create an online survey to gauge resident interest and share results of the survey at a future traffic committee meeting and ultimately city commission meeting to determine if any action should be taken; to communicate cut-through concerns with Beaumont Hospital officials to request their staff avoid local for hospital access as denoted on the traffic committee agenda item 6.F.

Citizens Traffic Committee Meeting Minutes November 24, 2020

A regular meeting of the Royal Oak Citizens Traffic Committee was held remotely on Tuesday, November 24, 2020, broadcasted from city hall, 203 S. Troy Street, Royal Oak.

6.A Request to add stop signs at E. Sixth Street and Kayser Avenue and at E. Sixth Street and Irving Avenue

A request was received from Wendi Henning of Kayser Avenue to install four-way stops at the intersections of E. Sixth Street and Kayser Avenue and E. Sixth Street and Irving Avenue. She states many children and families cross the street here to access Grant Park and is concerned there could be a serious pedestrian event. The findings of the Staff Traffic Committee were presented by Holly J. Donoghue, P.E.

6.B Request to remove the ‘No Outlet’ sign adjacent to 529 Florence Avenue

A request was received from Liz Tierney of 529 Florence Avenue to remove the ‘No Outlet’ sign adjacent to her property. She states the sign installation request did not go before the committee and disagrees with its requirement and placement because the street is very quiet. The sign is only 100 feet from the ‘road ends’ sign at the . She feels this extra sign is unnecessary, intrusive, and redundant because there is already a ‘No Outlet’ sign placed at the Florence and Maple intersections which is where vehicles and delivery trucks would enter the block. She also states that they do not have enough traffic coming onto their street to warrant this extra sign; the block is very short with only 3 houses total. Jody Miller of 525 Florence Avenue also contacted the Engineering Division to request that the sign remain in place. She states it has greatly reduced traffic that turns around in her . She states that an additional turn-around apron on the north side of the street would help with traffic turning around. The findings of the Staff Traffic Committee were presented by Holly J. Mr. Godek opened the floor to those interested in speaking on this issue.  Liz Tierney of 592 Florence Avenue spoke regarding the burden of the sign and that there is minimal traffic on their short block, so the sign is unnecessary.  Jody Miller of 525 Florence Avenue spoke about how the sign has helped with reducing the number of vehicles turning around in her driveway. She noted it is very difficult for cars to turn around at the end of the block and noted that adding no parking zones would help, but that her neighbors were not in favor of the change.

6.C Warrant for pedestrian signal and crosswalk on Normandy Road at Durham Road

A request was received from the Department of Public Services to review the warrant for the pedestrian signal and crosswalk on Normandy Road at Durham Road after the existing signal was damaged from a vehicular crash. Additionally, Mr. Patrick McGee and Ms. Jessica Dornbush McGee of 4524 Elmhurst Avenue requested that the pedestrian signal be reinstalled to ease access to Elks Park, Normandy Oaks Park and Japhet School for .

The findings of the Staff Traffic Committee were presented by Holly J. Donoghue, P.E.

Mr. Godek opened the floor to those interested in speaking on this issue.  Patrick McGee spoke regarding the study, he felt it was not thorough enough and that there were some errors in the information presented. He felt the study was not accurate due to the weather conditions and the short duration of the traffic counts, and thought that a speed study should have been performed. He believes the signal should be reinstalled and paid for by the insurance of the person who damaged the signal.

The Citizens Traffic Committee recommends removal of the pedestrian signal, controller, stop bar striping, and “Stop Here on Red” signs on Normandy Road at Durham Road; to keep the existing handicap ramps and crosswalk striping in place; to maintain the existing pedestrian crossing signs at the intersection; to install additional pedestrian crossing signs approximately 200 feet in advance of the intersection in each direction; to evaluate the intersection for pedestrian refuge islands or bump-outs when the road is resurfaced in the future.

6.D Proposed closure of connector between E. Seventh Street at S. Main Street

Royal Oak Manor at 606 Williams Street is a senior high-rise development that has been working for several years to provide more parking for residents. One proposed solution is to expand their parking to the southeast into the railroad’s right-of-way, and staff is working with the property managers to evaluate their plan. The findings of the Staff Traffic Committee were presented by Holly J. Donoghue, P.E.

Mr. Godek opened the floor to those interested in speaking on this issue.  Jason of 120 E. Seventh Street spoke regarding his concerns of vehicles using his driveway as a turn-around. Without the exit onto Main Street he is concerned even more patrons of the downtown who are looking for parking will use his driveway to turn around.

The Citizens Traffic Committee recommends authorizing the city engineer to terminate the lease agreement with Grand Trunk Western Railroad for the paved area along the railroad between E. 6.E Review of speed limit on N. Main Street

At the August 26, 2019 city commission meeting, the traffic committee recommended that the speed limit on N. Main Street be increased to 30 mph north of 12 Mile Road. The city commission did not approve this change at the meeting and instead directed staff to also evaluate the speed limit on N. Main Street from 11 Mile Road to 12 Mile Road to ensure it was also appropriately signed. The findings of the Staff Traffic Committee were presented by Holly J. Donoghue, P.E.

The Citizens Traffic Committee recommends maintaining the existing speed limit signs on N. Main Street between 11 Mile Road and 12 Mile Road, and changing the speed limit signs on N. Main Street to be “30 MPH” between 12 Mile Road and the northern city limit (12 signs).

6.F Review of traffic calming options for Merrill Avenue between Woodward Avenue and Coolidge Highway

At the October 12, 2020 city commission meeting, the commission directed staff to bring various traffic calming options to the next traffic committee meeting for review, and recommendations to the city commission due to excessive speeding and traffic volumes on the block. The findings of the Staff Traffic Committee were presented by Holly J. Donoghue, P.E.

Mr. Godek opened the floor to those interested in speaking on this issue.  Stephanie Bald of 3178 Merrill Avenue spoke regarding the traffic issues on her street. She is hoping for a traffic calming solution like bump outs, curb extensions, chicanes or middle islands. She cares for a special needs child and has concerns about the speeding vehicles on the street. She also mentioned her concerns regarding trucks and noise on her block.

The Citizens Traffic Committee recommends presenting Options 2, 3, 2&3 combined, 5, 6 and 7 to residents on Albert, Merrill, Parker, Warick and Trafford (Webster to Woodward) via letter and to create an online (and mail-in) survey to gauge resident interest; to share results of the survey at a future traffic committee meeting and ultimately city commission meeting to determine if any action should be taken; to communicate cut-through concerns with Beaumont Hospital officials to request their staff avoid local streets for hospital access.

Preamble

"The Traffic Committee consists of Royal Oak property owners appointed by the City Commission. We are volunteers and are not paid or elected. What we decide tonight is merely a recommendation to the City Commission. If you do not agree with the findings or decisions of this committee, you may go before the City Commission and petition and/or discuss your issue with them. At this meeting you will be given an opportunity to speak during your item on the agenda. However, at the City Commission meeting, you must be recognized during "public comment" on their agenda, not when the Traffic Committee resolutions are being voted upon. Otherwise you will not be able to voice your concerns.

It is important to understand that professionals make preliminary recommendations to the Traffic Committee. They consist of civil and traffic engineers, outside consultants and public safety officials. You may have been informed that these professionals have denied your request or petition. This denial does not mean that this committee will vote that way; however, we are committed to discussing the issues at hand in a pragmatic and sensible manner. Our ultimate recommendation to the City Commission will be one that benefits our citizens and community as a whole."

5.A Results of September Traffic Committee Recommendations to city commission

Staff brought the September 29, 2020 traffic committee’s recommendations to the October 12, 2020 city commission meeting. The city commission approved all items with the following exceptions: • Item 6D from September 29, 2020 traffic committee meeting:

The commission denied permit parking adjacent to 4261 Cooper Avenue because they did not think the need to allocate parking was justified, especially considering the vacant businesses at the corner of Woodward and Nakota. They noted that this area could be

considered in the future if new businesses on Woodward cause a hardship for the property owner. • Item 6J from September 29, 2020 traffic committee meeting:

The city commission did not approve the request to allow for parking on the north side of Merrill Avenue as a way to calm traffic. The commission did not think it would be an effective deterrent and could end up pushing more traffic volumes to the adjacent streets. Additionally, there were many public comments opposed to the committee’s recommendation. The City Commission directed staff to provide various options to help with the traffic speeding and volume issues on Merrill Avenue for the November traffic committee meeting, and to bring the committee’s recommendations to the city commission afterward. This topic is included in the agenda item 6F below.

6.A Request to add stop signs at E. Sixth Street and Kayser Avenue and at E. Sixth Street and Irving Avenue

A request was received from Wendi Henning of Kayser Avenue to install four-way stops at the intersections of E. Sixth Street and Kayser Avenue and E. Sixth Street and Irving Avenue. The Staff Traffic Committee has reviewed this request and determined that:

1. Kayser Avenue, Irving Avenue and E. Sixth Street are all 27-foot wide local consisting of composite pavement with concrete curb and gutter. 2. There are currently “no parking” signs along Grant Park on Kayser, E. Sixth and Irving. 3. The existing stop signs at Kayser are in the east / west direction, and the stop signs at Irving are in the north/south direction as shown below.

4. The three-year (2017-2019) accident report showed no accidents at the intersections. There was one prior accident in 2016 at Kayser and Sixth where an eastbound vehicle failed to yield to a northbound vehicle. 5. Grant Park is used for organized soccer near these intersections, which can lead to congested street parking. 6. The city requested traffic counts from the TIA, which were measured on July 20, 2020:

7. All legs of the intersections are at the low end of traffic counts for a local street (0 to 600 vehicles per day). 8. Based on the Manual of Uniform Traffic Control Devices (MMUTCD) these intersections do not meet the recommended criteria for a multi-way stop application. However, there may be increased pedestrian volumes during park events. 9. Many of Royal Oak’s parks have 4-way stops adjacent to the parks. Suggested Staff Recommendation: To deny the installation of north/south stop signs on Kayser Avenue at E. Sixth Street and east/west stop signs on Irving Avenue at E. Sixth Street. The Staff Traffic Committee has reviewed this request and determined that: 1. Florence Avenue is a 27-foot wide local road consisting of composite pavement with concrete curb and gutter. 2. Florence Avenue east of Edgewood Drive is a dead-end roadway approximately 100 feet long with two residential driveways on the south side and no driveways on the north side. 3. The three year accident history (2017-2019) shows no crashes in the area. 4. In fall 2019, the city engineer issued a work order to clean up the vegetation at the dead end and to add a “Dead End” sign above the existing red reflector sign. He also directed installation of a “No Outlet” sign five feet east of the driveway for 601 Florence (in front of 529 Florence). 5. The following photo shows the location of existing signage on the block:

6. There is also an existing “No Outlet” sign one block west at Maple/Florence. 7. The city requested traffic counts from the TIA which were measured during the week of October 5, 2020. The counter was placed east of Edgewood Drive between 525 and 529 Florence Avenue, and the measurements are graphed below.

8. The daily traffic on the street ranges from 13 vehicles to 18 vehicles, with an average of 14 vehicles per day. 9. There is only a 5-foot wide greenbelt on the north side of Florence. Using turning templates for a standard passenger vehicle, paving a turn-around area on the north side

of Florence does not provide enough room for a 3-point turn without using part of the driveway for 525 Florence. 10. Per the MMUTCD, the “No Outlet” sign may be used at the entrance to a road or road network from which there is no other exit, but there are no specific requirements for the sign to be installed or not installed. 11. As the homeowner of 525 Florence has stated that the sign is helpful in excluding turn- around vehicles, and it does not cause a hardship, the sign is recommended to remain in place. 6.C Warrant for pedestrian signal and crosswalk on Normandy Road at Durham Road

A request was received from the Department of Public Services to review the warrant for the pedestrian signal and crosswalk on Normandy Road at Durham Road after the existing signal was damaged from a vehicular crash. Additionally, Mr. Patrick McGee and Ms. Jessica Dornbush McGee of 4524 Elmhurst Avenue requested that the pedestrian signal be reinstalled to ease access to Elks Park, Normandy Oaks Park and Japhet School for pedestrians.

The Staff Traffic Committee has reviewed this request and determined that: 1. Normandy Road is a 37-foot wide major road consisting of composite pavement with concrete curb and gutter. 2. Durham Road is 31-foot wide local road consisting of concrete pavement with integral curbing. 3. A pedestrian crossing traffic signal was approved by the city commission in 1981 to “provide a safe student pedestrian walkway to Starr Elementary School.” This school was closed in 2008. 4. On August 25, 2020, a tow truck hit and damaged the signal beyond repair. The Department of Public Service removed the signal equipment afterward and requested that the city determine if the signal should be replaced. The police report is provided in the attachments. 5. There are currently ADA-compliant handicap ramps and crosswalk striping along the west side of the intersection and stop bars are in place. The city installed temporary crosswalk signs at this location in October 2020 until a determination is made regarding the signal replacement. 6. The nearest signalized intersections with crosswalks are 875 feet east (Crooks Road) and 2,150 feet west (Delemere Boulevard).

7. The five-year accident report (2015-2019) shows one accident at this location where a car turning southbound onto Durham hit an eastbound bicyclist (at night, no lights on bicycle). This was classified as a “B” level accident (injury, non-incapacitating). 8. The city requested that the TIA perform a warrant study for this location. 9. There are nine possible warrants for installation of a traffic signal, and the warrant study shows that none of them were met:

• Warrant 1: 8-hour vehicular volume • Warrant 2: 4-hour vehicular volume • Warrant 3: Peak-hour vehicular volume • Warrant 4: Pedestrian volume • Warrant 5: School crossing • Warrant 6: Coordinated signal system • Warrant 7: Crash experience • Warrant 8: Roadway network • Warrant 9: Intersection near a grade crossing

10. DPS noted that the annual maintenance cost for a traffic signal is not significant. However, when parts begin to fail in the future, the cost for repairs or replacement is fairly high.

11. The National Cooperative Highway Research Program (NCHRP) Report 562 provides best practices for unsignalized pedestrian crossings. This report notes that the minimum pedestrian volume for a peak-hour evaluation is 20 pedestrians per hour. The report recommends geometric improvements such as traffic calming, refuge islands and curb extensions be considered in lieu of signs/markings for pedestrian volumes lower than 20 per hour.

12. Normandy Road from Coolidge Highway to Crooks Road is currently scheduled for resurfacing in 2023, and traffic calming is intended to be included in the design to allow for pedestrian refuge islands and possibly “bump-outs” to narrow the roadway. In the interim, installation of pedestrian crossing signs and keeping the crosswalk striping in place is recommended.

Suggested Staff Recommendation: To approve the removal of the pedestrian signal, controller, stop bar striping, and “Stop Here on Red” signs on Normandy Road at Durham Road; to keep the existing handicap ramps and crosswalk striping in place; to maintain the existing pedestrian crossing signs at the intersection; to install additional pedestrian crossing signs approximately 200 feet in advance of the intersection in each direction; to evaluate the intersection for pedestrian refuge islands or bump-outs when the road is resurfaced in the future.

6.D Proposed closure of connector between E. Seventh Street at S. Main Street

Royal Oak Manor at 606 Williams Street is a senior high-rise development that has been working for several years to provide more parking for residents. One proposed solution is to expand their parking to the southeast into the railroad’s right-of-way, and staff is working with the property managers to evaluate their plan. The Staff Traffic Committee has reviewed this request and determined that:

1. E. Seventh Street is 37-foot wide road from Williams Street to the end of the city’s right- way (east of the railroad tracks). The road is classified as a major road because it is in the Central Business District. The pavement consists of concrete with integral curbing. 2. The city has a lease agreement with Grand Truck Western Railroad Company that allows for an existing 15-wide asphalt paved pathway connecting E. Seventh Street and S. Main Street on approximately a 45-degree angle. The city entered into this agreement in 1969. This pathway is signed for one-way traffic to the northwest. 3. There were no accidents at this location in the last three years 2017-2019.

4. CSI, Inc. is the property manager for Royal Oak Manor, and has submitted plans for additional parking in the railroad right-of-way as shown below. The work will include dead- end curbing, guardrail and signage at the west end of E. Seventh Street, and a sidewalk to connect pedestrian traffic between S. Main Street and E. Seventh Street. All work will be fully funded by CSI.

5. The railroad has approved the proposed layout and has prepared a lease agreement with CSI for the work. The city must first terminate its lease agreement before it can go into effect. 6. Closing the connector between S. Main Street and E. Seventh Street will somewhat restrict access for Police, Fire and DPS, but the departments do not have major objection to the change of operation. 7. Properties adjacent to E. Seventh Street from S. Troy Street to S. Main Street will be notified of the Citizens Traffic Committee Meeting to voice any concerns regarding the proposed modifications.

6.E Review of speed limit on N. Main Street

At the August 26, 2019 city commission meeting, the traffic committee recommended that the speed limit on N. Main Street be increased to 30 mph north of 12 Mile Road. The city commission did not approve this change at the meeting and instead directed staff to also evaluate the speed limit on N. Main Street from 11 Mile Road to 12 Mile Road to ensure it was also appropriately signed.

The city requested an official speed limit study for N. Main Street from 11 Mile Road to 12 Mile Road in accordance with state law. The USLIMITS system is used for establishing speed limits on major roads. The investigation, performed by the Traffic Improvement Association (TIA), involved collecting traffic volume and speed data, a field review of the corridor and reviewing crash history. This data was input into the USLIMITS system and used to determine the appropriate speed limit. Based on the result of the USLIMITS analysis it is recommended that 25 MPH speed limit remain in effect for the section between 11 Mile Road and 12 Mile Road.

Suggested Staff Recommendation: To maintain the existing speed limit signs on N. Main Street between 11 Mile Road and 12 Mile Road; to change the speed limit signs on N. Main Street to be “30 MPH” between 12 Mile Road and the northern city limit (12 signs).

6.F Review of traffic calming options for Merrill Avenue between Woodward Avenue and Coolidge Highway

At the October 12, 2020 city commission meeting, the commission directed staff to bring various traffic calming options to the next traffic committee meeting for review, and recommendations to the city commission due to excessive speeding and traffic volumes on the block.

The Staff Traffic Committee has reviewed this request and determined that:

1. Merrill Avenue is a 31-foot wide local road comprised of concrete pavement with integral curbing. 2. Merrill Avenue has been studied previously as part of a neighborhood speed and cut- through study throughout 2018-2019. The following data was obtained on April 11, 2018 and is expected to represent current conditions:

3. Merrill Avenue is one of five streets that connect Woodward Avenue to Coolidge Avenue south of 13 Mile Road. Changes on Merrill Avenue will likely impact the adjacent streets of Albert Avenue, Parker Drive, Warick Road and Trafford Road, and therefore these streets should be considered as part of the analysis. 4. The city previously installed temporary, partial barriers on each of the five streets that disallowed westbound traffic to travel from Woodward to Coolidge. The results of the study showed the speeds and traffic volumes did decrease, but several residents complained about the inconvenience of accessing their home. At that time, the city notified residents that any changes would likely need to be done on all five streets, and that a petition would be necessary. To date, no one has requested a petition. 5. The following options have been considered for this neighborhood, and a list of pros/cons for each option is presented. Note that rows highlighted in “red” were not recommended by staff but are presented to show the full range of possibilities.

6. The options above could be presented to the neighborhood in a letter, with a link to an online survey to obtain feedback about which options seem most viable. The city could then inform the neighborhood of the results. 7. Getting the entire neighborhood involved in one petition is a time consuming and difficult task for one resident. However, the city attorney does not recommend deviating from the accepted practice of obtaining witnessed signatures by a petition circulator.

Suggested Staff Recommendation: To present Options 2, 3, 2&3 combined, 5, 6 and 7 to residents on Albert, Merrill, Parker, Warick and Trafford (Webster to Woodward) via letter and to create an online (and mail-in) survey to gauge resident interest; to share results of the survey at a future traffic committee meeting and ultimately city commission meeting to determine if any action should be taken; to communicate cut-through concerns with Beaumont Hospital officials to request their staff avoid local streets for hospital access.

A request was received from Dawn Hart, who resides on Forest Avenue, to install ‘No Trucks’ and ‘No Thru traffic’ signs on Oakmount Street between Hawthorn Avenue and Forest Avenue. She states cars, and especially delivery trucks, are using this road as a cut-thru causing it to deteriorate prematurely and be filled with potholes. This makes it difficult to navigate the road to her garage, with the road being in terrible condition.

A request was received by Gilles Teste of International Manufacturing and Assembly (IMA) on Torquay Avenue to remove the ‘Stop’ signs on Leafdale Boulevard at Parmenter Boulevard. He states the intersection is currently a 4-way stop, which seems unnecessary due to the dead end of Parmenter Boulevard shortly to the east of the intersection and the minimal traffic on Parmenter Boulevard. He states the existing ‘Stop’ signs on Parmenter Boulevard should provide sufficient traffic control and the 4-way stop is unwarranted.

He states the lack of ‘Stop’ sign on the less-trafficked cross street, Chambers Street, is not intuitive and leads to many “near- miss” accidents. He also states the intersection is setup to favor walking children, but Whittier Elementary no longer exists in this neighborhood.

She states increased cut thru traffic has occurred due to the Normandy Oaks development and has witnessed multiple vehicles traveling over 40 miles per hour (MPH) causing safety concerns for herself and her neighbors.

She states that traffic volumes have increased in recent memory, and many vehicles are speeding through this roadway segment. She states several children live on this block and is concerned for their welfare from this traffic. She is requesting either installing speed limit signs, children at play signs, or a speed bump.

6.I. Request to install a signal right turn arrow globe for southbound S. Campbell Road at E. Fourth Street.

A request was received from John Humphrey, who resides on Cherokee Avenue, to make modifications on S. Campbell Road at E. Fourth Street. With the road diet south of E. Fourth Street, the requestor observed drivers ignore the existing merge signing and striping and continue straight through the intersection, causing a potential for accidents. He is pursuing the possibility of changing the traffic signal from a solid green to a green right arrow, and/or adding flashing beacons to the lane drop signage to better alert drivers in merging.

6.J Request to remove No Parking signs on the north side of Merrill Avenue between Coolidge Highway and Woodward Avenue

A request was received from Joe Carter of Merrill Avenue regarding speeding and parking concerns on Merrill Avenue. After notifying him that “no turn” signs during certain hours and/or speed bumps would require petition circulation, he modified his request to eliminate the “no parking” signs on the north side of Merrill Avenue from Woodward Avenue to Coolidge. He states that parking on both sides of Merrill will help slow down traffic and also provide a place for apartment residents to park during snow plowing of their parking lots and for apartment visitors.

All commenters were opposed to the removal of the ‘No Parking’ signs due to site distance concerns when exiting their driveways • As noted under Item 4, the city received public comment via voicemail for five persons. Four persons were opposed to the removal of the ‘No Parking’ signs and one person was in support.

Mr. Kowalkowski noted that the most commenters were concerned about the volume and speed of traffic on Merrill in combination with removal of the signs. He noted that the intent of allowing parking on the street will help to slow traffic and potentially discourage cut-through traffic.

The Citizens Traffic Committee recommends removing the existing ‘No Parking’ signs on the north side of Merrill Avenue between Woodward Avenue and Coolidge Highway, to install ‘No Parking’ signs on the north side of Merrill Avenue from Coolidge Highway to 100 feet east and from Woodward Avenue to 100 feet west, and to install additional signage as needed to ensure appropriate site distance for exiting the driveways on the north side of Merrill Avenue.

My name is Wendi Henning. I own and reside at 602 Kayser, which is at the corner of 6th and Kayser. I've lived in this home with my family since March 2020, however, have been a Royal Oak resident for nearly 15 years. In this home, I've realized the stop sign pattern across many of the side streets and would respectfully request that the Traffic Committee consider a STOP sign going North/South on Kayser as well as on Alexander.

I'm requesting consideration for STOP signs at these corners to make these 4 way stops at Grant Park. These are very frequently crossed paths by children and families. There are often cars that hesitate because they assume they have a stop sign and then go quickly when they realize there isn't one. This causes a potential serious pedestrian event. There are frequently children playing near or walking across this intersection. These children benefit from trusting that cars will be expected to come to a complete stop near the park in all directions rather than just one.

Additionally, there are many events at Grant Park with all parking occurring on side streets across from the park, making street crossing almost always a requirement to reach the park.

We understand that he has retired and wish to revisit this at this time under your new leadership. Over a year ago, the No Outlet sign was placed in front of our home. (See the attached photo.) We know that our neighbors at 525 Florence requested this sign to be placed due to "excessive traffic claims" entering the dead-end and turning around in their driveway Attachment 2

based on a phone conversation with Mr. Callahan. I conveyed to the engineering department at that time that I did not believe the neighbor's statements to be true. I spoke to my other neighbors who are home during the day and found they were in agreement with my statement. They indicated that the street is very quiet, and there is only residential traffic, except for the contractors who come to the 525 Florence home. This sign request did not go before the traffic commission and was placed by Matt Callahan as the sole decision-maker by his claim State of Michigan MDOT 'required and dictated' the placement. At that time, Mr. Callahan told me that not every request needed to go before the traffic committee - as in the case where the sign is required by State mandated signage regulations for public safety. I couldn’t find any specific requirement that said a No Outlet sign was required on a road that is 100 ft in length from the intersection. The purpose of a “No Outlet” sign is to convey unexpected conditions to drivers entering an unknown road. Its placement in front of my home does not perform this task. The actual dead-end condition is quite literally “apparent” in this location. There is no safety issue that is corrected by the placement of the “No Outlet” directly in front of the actual Road Ends sign. This is a very quiet street with little traffic, and a study would have proven this. Despite Mr. Calahan's belief that this may have fallen under a State signage requirement - it certainly wasn't a public safety issue - it was a 'claim' that vehicles were turning around in the 525 Florence driveway. *Even if it is true and a driver has turned their vehicle around at the dead-end – it is not against the law to do so. And this sign will not stop them or prohibit the activity because again, it's not against the law to drive down a street and turn your vehicle around. We have lived in our home for over thirty years and never needed this sign, nor do we need it now. Unlike our 525 Florence neighbors, should someone turn their vehicle around using our driveway – we would not give it a second thought.

· There is a large “Road Ends” sign at the end of the 100' long stretch of road.

· The new “No Outlet” sign is viewed simultaneously with the “Road Ends” sign - in the same location.

· The “No Outlet” sign adds no additional information and serves no purpose. It is visually and contextually redundant and unnecessary.

· There is already a properly placed NO OUTLET sign at the Florence and Maple intersection where vehicles and delivery trucks enter the street are notified that the street ends beyond. As is the actual purpose of a “No Outlet” sign. To inform drivers of unknown conditions ahead.

· In addition to the “Road Ends” sign, there is a chain-link fence and shrubbery at the end of the road, which cannot be mistaken for a thru road. (See attached photo)

· Beyond the fence, there is a large GTWR Railroad berm. Again, this cannot be mistaken for a thru road.

· If a driver is heading east and approaching this end, the “Road Ends” sign is directly in front of the driver's vehicle. To have a sign off to the right side that says “No Outlet” is unnecessary.

· The newly installed “No Outlet” sign in front of our home does nothing to increase public safety.

· A sign on the right side – when a driver should be focusing on turning left onto Edgewood – could actually be a distraction – that wasn’t previously there. Attachment 2

· Too much signage can be a distraction to driving and inadvertently cause hazards.

· We have seven small children (5 years and younger) on this end who live near or at this intersection – fewer distractions are warranted, not more. Again I’d like to attest that we do not have any issues with vehicles accidentally entering the 100' length dead-end condition. We have never had any traffic on our street that would warrant this type of signage in our yard. The street end in this location is small – only one house on the north, and two homes on the south - and cannot by any stretch of the imagination be mistaken for a thru road. Based on my inability to correct this when Mr. Callahan originally placed this sign, I reached out to MDOT and have attached their email response for your review. This email was shared with Mr. Calahan but I never received a response from him on any communications that were sent to him. The MDOT Traffic and Safety Engineer indicates two things. 1. MDOT does not have authority over local roadways, and 2. the new NO OUTLET sign is not really necessary. We kindly request that the City of Royal Oak Engineering Department reconsider this intrusive sign installation at this location and remove the No Outlet sign from in front of our home at its earliest convenience. We live at 525 Florence, the last home on a dead-end street. At our request, the city installed signs last year to alert drivers that our road ends. These signs have made a great difference in reducing traffic and increasing safety, especially the early warning NO OUTLET sign placed in front of 529 Florence that gives drivers the opportunity to turn north onto Edgewood if they are planning to exit the neighborhood. Today we were shocked to learn that just one year later there has been a request to possibly remove one of the signs, so we would like to share our concerns, since we will be the most impacted by any change in traffic.

Currently, if drivers miss the early we see a few who reach the east end of Florence in error will reverse back down Florence until they can turn onto Edgewood, but the majority will cruise up our driveway instead, where our young children and grandchildren are often outdoors playing basketball or riding bikes. It is then difficult for these drivers to back out of our driveway due to the angle of the street end, especially if there are cars parked on the street, so our front yard has been used as a turnaround, damaging our landscaping as shown in below picture. Yes, this still happens now with the signs. But this incident was at night, from a car traveling south on Edgewood that turned east onto Florence before driving through our front yard. Perhaps due to the hour they did not see the signs, but without the signs we are confident it would happen more, as it used to be much more common before the signs were installed.

During the day we observe cars approach that same intersection, take note of the sign in front of 529 Florence, and turn west to exit the neighborhood. Also, some heading east on Florence who notice the signs will start slowing down as they consider options, so it is also reducing the speed of traffic. We feel having these 2 signs in place has made a big difference in the volume and speed of traffic reaching the end of Florence in error. Removing either of them would make this so much worse and put our children and property at additional risk.

There are only 3 homes on Florence east of Edgewood, but they are impacted very differently by the traffic. 528 is on the north side but has most of their front yard fenced with no driveway on Florence, so they are not impacted by Florence traffic needing to turn around. 529 Florence also has limited impact as they are immediately after the 1st warning sign and drivers who did not notice that sign and turn onto Edgewood have likely not noticed the sign at the very end of the street yet. They also have an apron with no driveway. So, while occasionally a driver may turn around using their apron, the bulk of the impact of east bound traffic comes to us at 525 Florence.

The ‘Road Ends’ sign at the very end of Florence has suffered some damage from the snowplows and is just not noticed far down Florence by those unfamiliar with the area. Having the additional warning sign just past Edgewood helps alert drivers of the situation while they can still use Edgewood as an exit path if they are not intending to visit the last 2 houses on Florence. The placement also gives notice to drivers southbound on Edgewood so the placement and NO OUTLET wording is ideal to warn traffic.

There is similar sign placement on westbound Park Ave that dead ends just east of the railroad tracks and southbound Virginia Ave where it dead ends just north of 11Mile. At both locations they have a sign at the very end of the dead end, plus a second sign at the beginning of the last block, so oncoming traffic can elect to turn instead of continuing, hitting the dead end, and having to turn around. Its safer for the residents and kinder to drivers to give the additional early warning.

If the committee is reviewing options, perhaps they could consider installing an apron in front of 528 Florence at the end of the street? This might enable safer turnarounds with the end of Florence being on such an angle.

However, please do not remove the current signs as they have made a noticeable difference in both decreasing traffic and increasing the safety of our children and property. Even with the signs we still get drivers pulling up our driveway thinking it is a continuation of the street, so without the signs as they are now, we fear how many cars would travel uninvited far up our driveway or across our lawn, and the safety risk Attachment 2 it would pose.

Communicated by the City of Royal Oak Engineering Department. The Crosswalk signal was removed because a careless commercial driver struck the signal light.

A staff engineer indicated that the sidewalk falls under the Michigan Manual of Uniform Traffic Control Devices, and accordinging to Section 3B.16 Stop and Yield Lines. If yield (stop) lines are used at a crosswalk that crosses an uncontrolled multi-lane approach, Yield Here To (Stop Here For) Pedestrians (R1-5 series) signs (see Section 2B.11) shall be used.

So since the stop lines are still on the pavement, and the Indicator bumps are at the curb it is my understanding that a Yield Here to Pedestrians Sign needs to be installed.

Also the Japhet School is within 500ft so I believe that according to the Michigan Vehicle code the crosswalk signal that was removed without notice could be a violation.

I request that until the Crosswalk signal is replaced and Yield Here To Pedestrains sign be installed.

I am writing to place a formal request for the Traffic Committee to fix and replace the traffic light to stop traffic at the pedestrian crosswalk near Rosewood Avenue and Normandy Road near Elks Park. I walk my dog and my baby in the stroller in the area frequently and it has become very difficult to cross Normandy Road since the pedestrian crosswalk traffic signal was damaged by a truck and removed. The park is used frequently also by families and hosts youth sporting events. Many pedestrians would benefit from a traffic light to stop traffic in this area at the pedestrian crosswalk and allow safe crossing of Normandy Road. The Japhet School is also quite near and traffic in the area is expected to increase with the coming park expansion.

I am requesting that Item 6.C of the Traffic Committee meeting planned for Tuesday November 24, 2020 be postponed until an accurate and complete traffic study can be completed. I would also request that inaccuracies in the Staff Traffic Committee Report be corrected. Item 4 of the Staff Traffic Committee Report states the pedestrian crosswalk at Normandy and Durham Road was removed in mid-September. I sent an email dated August 27th, 2020 to Commissioner Dubuc inquiring about the pedestrian signal and why it was removed. I received a response that a tow truck had damaged the signal. I am concerned that a police report detailing the incident was not attached to the Traffic Committee Report. It seems to me that if a professional CDL driver hit the pedestrian signal, it should be at the expense of the driver to restore the intersection to the prior condition. With regard to item 6, I have a concern about the inclusion of Delemere Blvd crossing as an alternative signalized crossing. There is no sidewalk on the north side of Normandy Road between Durham and Delemere Blvd. I would not view the Delemere Blvd crossing as an appropriate alternative site. Item 8 states that a request was made to Transportation Improvement Association (TIA) to perform a warrant study. When reviewing the attached report from TIA, I believe TIA has failed to complete a thorough warrant study as defined by Michigan Manual on Uniform Traffic Control Devices (MMUTCD). The standard for warrant 1 states; “The need for a traffic control signal shall be considered if an engineering study finds that one of the following conditions exists for each of any 8 hours of an average day:”. The report only covers a 24-hour period from Thursday October 15th, 2020 at 12pm to Friday October 16, 2020 at 12pm as reported in the NORMANDY w of MANOR station report. In the MMUTCD warrant standard, it refers to an “Average Day”. I believe an average day refers to a complete calendar day. Also, to determine an average day, I would think more than one day would need to be collected. This would ensure the data collected is not an outlier. Also, regarding item 8, I am concerned that a 24-hour traffic count from TIA is being represented in the Traffic Committee Report as an average. In Item 8 there is table that has “Average Daily Traffic” and “Maximum Vehicle per Hour”. This table contains data not used in the Traffic Report from TIA as confirmed in an email from David F. Allyn, Interim Director of Engineering, at TIA. David’s email states, “I reread the report and cannot find a reference to weekly average. The weekly average is only on the sheet showing the 24-hour volume that was collected. For this study only a 24-hour traffic count was used. ”. I recommend that a more accurate statement would be; The count total from site code NORMANDY w of MANOR from 12:00 PM on Thursday October 15th until 12:00 AM on Friday October 16th was 4506 and from 12:00 AM October 16th until 12:00 PM on October 16th was 2698.

Item 9 of the traffic report lays out the different warrants defined by the MMUTCD Attachment 2 used to justify a signaled pedestrian crossing. However in the MMUTCD standard there is an option for 85th percentile speed that states; “If the posted or statutory speed limit or the 85th percentile speed on the major street exceeds 40 mph or if the intersection lies within the built- up area of an isolated community having a population of less than 10,000, the traffic volumes in the 70th percentile column in table 4C-1 may be used in place of the 100 percent columns”. This option was NOT included in the city traffic report. However, at the prior traffic meeting on September 29, 2020, the 85th percentile data was collected over a 48-HOUR period and presented for Item 6.G - Request to Evaluate Benjamin Avenue Between 13 Mile Road and Normandy Road for Speeding and Traffic Volume Issues. This same standard should be applied at Normandy Road. I believe this is important because Benjamin Avenue dead ends at Normandy. I STRONGLY request that speed data along Normandy Rd be presented in the traffic report. Since Normandy Road is attached to Benjamin Avenue, the same 85th percentile speeding condition should be presented for Normandy Rd. Also, in an email from the TIA, there is reference to Normandy Road being a 35mph road. This is false as Normandy Road is a 25mph road. I am concerned that the company doing a traffic study does not know the correct speed limit. Lastly, item 11 draws a conclusion that the observed pedestrian crossing volume does not meet the pedestrian volume for a peak hour as stated in the National Cooperative Highway Research Program Report 562. This report details best practices for unsignalized pedestrian crossings. I am concerned that when this data was collected on October 15th, 2020, it was a cold and rainy day. The report should include the weather condition. Since the pedestrian signal supports safe crossing to a City Park, I would expect a dramatic increase in pedestrian traffic on an average weather day. In conclusion, since a pedestrian activated signal at Normandy Rd and Durham is the decision on record as indicated from the City Council from 1981, I feel the pedestrian signal should be reinstalled. It was removed without direction from the traffic committee. In addition, I have pointed out numerous issues with how the warrant study was conducted and the conclusions drawn from it. This data should not be used to make such and important decision. Once the signal is reinstalled, a proper warrant study can be completed to determine if the crossing should stay a signalized crossing. A TOOL TO AID PRACTITIONERS IN DETERMINING APPROPRIATE SPEED LIMIT RECOMMENDATIONS

USLIMITS2 is a web based tool designed to help practitioners set reasonable, safe, and consistent speed limits for specific segments of roads. USLIMITS2 is applicable to all types of roads ranging from rural local roads and residential streets to urban freeways. However, the tool is not applicable to school zones or construction zones.

User-friendly, logical, and objective, USLIMITS2 is of particular benefit to local communities and agencies without ready access to engineers experienced in conducting speed studies for setting appropriate speed limits. For experienced engineers, USLIMITS2 can provide an objective second opinion and increase confidence in speed limit setting decisions.
