1 Call meeting to order

2 Consider approving the minutes of the February 19 2009 meeting

The minutes of the February 19 2009 were reviewed No corrections were suggested The February 19 2009 minutes were approved as written

3 Discussion of placing a No U Turn sign on Lakeview Parkway at the center median cut through near Boyd Blvd

Business owner Robert Potts spoke concerning this issue

Mr Potts stated there is a severe traffic problem at the of Lakeview Pkwy and Boyd Blvd Mr Potts stated when he first opened his business when Lakeview Pkwy was one lane each direction there was a traffic signal at the intersection of Lakeview Pkwy and Boyd Blvd Mr Potts stated that once TxDOT expanded Lakeview Pkwy they removed the at this intersection and have denied his request to reinstall the signal light to assist with traffic

Mr Potts stated that since Boyd Blvd is a street there is only one way to exit this business district and that is at the intersection of Lakeview Pkwy and Boyd Blvd Mr Potts stated that when evening traffic becomes congested at this location motorists leaving the business district on Boyd Blvd will cut through the Shell station parking lot in order to cut across to the east bound left turn lane of Lakeview Pkwy Once the motorists cut across to the left turn lane they usually make a U Turn to travel west bound on Lakeview Pkwy

Mr Potts stated that one of his employees was involved in a crash at this location last month and there are approximately two to three crashes at this intersection per year

Lt Ferrie briefed the Traffic and Safety Commission concerning the amount and type of crashes in the area Lt Ferrie advised that since 2004 there has been one crash

involving a north bound vehicle on Boyd Blvd and an east bound vehicle in the left turn lane of Lakeview Pkwy Since 2004 there have been four crashes with a contributing factor of Fail to Yield Right ofWay Exiting Private Drive Wal Mart six crashes with a contributing factor of Fail to Yield Right of Way at a Boyd Blvd seven crashes Left from center with a contributing factor of Fail to Yield Right ofWay Turning turning median one crash with a contributing factor of Changed Lanes When Unsafe and one crash with a contributing factor of Drove Without Headlights

Robbin Webber stated that Lakeview Pkwy is a state highway and is controlled by TxDOT so any changes would need to be approved by TxDOT

The commission requested that Robbin Webber contact TxDOT concerning this issue to see what their recommendation is Additionally the commission requested Robbin Webber to investigate the approximate cost of building a two lane roadway that would connect this business district to another street and allow for two entry and exit points

4 President George Bush Turnpike Eastern Extension Construction update monthly

Robbin Webber updated the Commission on current construction activities

Section 30 is 22 complete Section 29 is 6 complete Section 31 will start in April No left turn signs have been installed for east and west bound Main St traffic at Kirby Rd traffic to assist with morning 6 30 am to 7 30 am and afternoon 2 30 pm to 3 30 pm congestion Prohibiting left turns during these times will allow east and west bound traffic to move at the same time rather than separately Combining east and west bound traffic movements will allow for greater north and south bound signal times and should reduce Additionally prohibiting left turns during these times will assist with traffic flow once construction reduces Kirby Rd to one lane each direction

5 Follow up on Colfax parking

The Traffic and Safety Commission members visited the area and agreed that there was not a traffic or parking issue on Colfax and recommended no action be taken

6 Discuss one way traffic on residential and movement of vehicles on two way streets due to on street parking

The Traffic and Safety Commission members agreed that there was no reason to discuss this issue

7 Discuss a Traffic and Safety Commission display at the Memorial Day Celebration Touch a Truck

The Touch a Truck will be held on Monday May 25th and will be located on Main St The commission members expressed an interest in representing the commission at this event and decided to finalize the schedule at the April meeting 8 Discuss update of TxDOT grant

Lt Ferrie advised the commission that the police department is currently increasing enforcement for hazardous violations during the Spring Break period Officers are focusing on speeding seat hazardous intersection violations and driving while intoxicated violations

Since August 2008 officers have obtained 43 blood specimens from suspects arrested for driving while intoxicated Of the 43 specimens obtained 22 specimens were blood from obtained as a result of officers being granted search warrants for specimens TxDOT suspects arrested for driving while intoxicated Officers assigned to work the STEP grant have arrested 24 suspects for driving while intoxicated and 3 suspects for driving under the influence of alcohol by a minor
