In order to heal these relationships, a new approach to reconciliation that emphasizes active, meaningful Aboriginal engagement may be effective. To this end, it is presumed that positive forms of engagement contribute to reconciliation. However, meaningful Aboriginal engagement can only be a successful mechanism through which to achieve reconciliation if the multifaceted differences that define Aboriginal peoples and their histories, cultures, languages and practices are accepted and respected. Moreover, meaningful engagement means effective outcomes wherein the uniqueness of Aboriginal identities are more fully represented and included, so as to foster greater cooperation, mutual awareness, reciprocity and trust between Aboriginal peoples and Canada. To demonstrate the importance of these factors, a theory of cultural sensitivity is put forward, which posits that respectful, inclusive social interaction that acknowledges Aboriginal distinctiveness may lead to increased social cohesiveness between Aboriginal peoples and Canada. This model is an amalgamation of theories on social capital and social intelligence, only it is broadened to encompass a compassionate awareness and acceptance of Aboriginal distinctiveness in order to promote higher levels of social cohesion, respect and trust across Aboriginal-Canada relations. iv Two specific forms of Aboriginal engagement are evaluated: participation in Canadian elections, particularly voter turnout, and involvement in land negotiations. The dissertation seeks to determine the extent to which elections and land negotiations provide positive opportunities for meaningful Aboriginal engagement, and whether improvements need to be made to the election system and negotiations process in order to promote more positive engagement. Ultimately, it is argued that increased Aboriginal engagement will improve overall social cohesiveness, at the very least by increasing the frequency of positive interactions between Aboriginal peoples and Canada. Where such exchanges are constructive, Aboriginal-Canada relationships should ideally improve through the building of trust and mutual respect. This, in turn, ultimately leads to an increased likelihood of achieving more meaningful Aboriginal reconciliation. v DEDICATION This dissertation is dedicated to my mother, Janet E. Dalton, for continually supporting my dream of becoming an academic, and for never doubting my ability to complete the PhD. She always taught me to love learning, believe in myself and in my ability to accomplish what I set out to complete. A few years ago, I wrote two major research papers, one on Aboriginal voter turnout and the other on Aboriginal land claims. At the time that I researched and wrote these two papers, I enjoyed enthusiastic discussions with him, wherein he sharpened and illuminated my ideas. His questions were consistently perceptive, helping to reveal the central research issues at stake. His helpful suggestions were predicated on outstanding discernment and judgment. He provided more unfailing advice than did any other individual, and while he likely does not know it, and may not want to accept credit for it, he contributed far more than anyone else to this dissertation. As he said, writing a dissertation indeed requires "blasting through the side of a mountain," and at times, it seemed like this mountain was fashioned from tungsten steel. There are very few individuals who are as decent or genuine, and his dedication to academic excellence in all areas - research, teaching and administration - are incredible sources of inspiration. Abstract This is a qualitative study of the 30-year land claim negotiation process (1963-1993) through which the Inuit of Nunavut transformed themselves from being a marginalized population with few recognized rights in Canada to becoming the overwhelmingly dominant voice in a territorial government, with strong rights over their own lands and waters. In this study I view this negotiation process and all of the activities that supported it as part of a larger Inuit Movement and argue that it meets the criteria for a social movement. This study bridges several social sciences disciplines, including newly emerging areas of study in social movements, conflict resolution, and Indigenous studies, and offers important lessons about the conditions for a successful mobilization for Indigenous rights in other states. In this research I examine the extent to which Inuit values and worldviews directly informed movement emergence and continuity, leadership development and, to some extent, negotiation strategies.

    June 29, 1998 Indigenous Autonomy in Nunavut: Canada’s Present & Australia’s Possibilities by Peter Jull1 A Discussion Paper for the Centre for Democracy, Department of Government, University of Queensland (Presented in Public Seminar, May 27, 1998) PART I – BACKGROUND Introduction This paper reports on the emergence of Nunavut, Canada’s new ‘northern territory’.2 Many implicit and some explicit parallels to Australia are shown. North America has seen major recent indigenous innovations, from Alaska self-government and development corporations to Greenland home rule. In Canada the so-called native movement has transformed national identity and political culture, while transforming ‘native’ Canada more slowly and uncertainly.3 (Jull 1992f) Australia has much to gain by studying such overseas ‘first world’ experience (as Russians are now doing). The recent federal Parliamentary report on Torres Strait autonomy noted Nunavut as an interesting model (Lieberman et al 1997), while others have denounced it.4 There are obvious parallels between Canadian Inuit and Torres Strait Islanders. Both are much less known, numerous, or visible than another indigenous people in the same country (i.e., 'Indians' and 'Aborigines'). Both resent and resist policies and institutional frameworks which include them with that indigenous majority.5 Both inhabit areas remote from the population centres of the country, places few Canadians or Australians expect ever to see. Both are cultures so different from the traditions of the country's majority that little real national understanding or appreciation of them exists. Both draw strength and inspiration from ethnic kin across international borders, some of whom are self-governing. Both are politically marginal, even in comparison with other indigenous people in the country.

The ways in which the first- past-the-post electoral system affects voter turnout among Aboriginal peoples are assessed, including an historical examination of Aboriginal electoral politics in Canada and corresponding low levels of Aboriginal voter turnout. Newly-collected, cross-time comparative data are pre- sented on First Nations voter turnout in Ontario elections. The data are assessed within the context of Aboriginal alienation and nationalism, with the purpose of determining the role that each plays in affecting Aboriginal turnout. Finally, options for improving Aboriginal voter turn- out are evaluated. Depuis l’apprentissage du syllabique jusqu’aux sites de socialisation sur Internet, des expériences individuelles sont présentées et explicitent le contexte et les attitudes linguistiques qui gouvernent les choix de langue en fonction du mode d’expression. Le caractère marginal de l’écriture en langue inuit ressort nettement dans ce portrait des pratiques, quelle que soit la vitalité de la langue à l’oral. Cette restriction sur l’épanouissement de l’inuktitut dans tous les domaines possibles d’utilisation fragilise l’équilibre d’une nécessaire relation de complémentarité avec l’anglais. Une étude de la situation linguistique au Groenland laisse entrevoir une autre réalité, ce qui suscite plusieurs questionnements. La diversité dialectale, l’expérience d’urbanisation, les dynamiques économiques et les mobilisations identitaires influencent les pratiques de l’écriture. Les conséquences quant à l’effort de promotion de la langue inuit en sont tirées. The five individuals selected to narrate their life stories were all deeply involved in the process of state building that affected Arctic Canada.

    Development of the Institutional Structure of the Economy of Rankin Inlet, Nunavut, Canada: Inuit Strategic Participation in Commercial Opportunities By Andrew Gordon Muir A thesis submitted to the Faculty of Graduate and Postdoctoral Affairs in partial fulfillment of the requirements for the degree of Doctor of Philosophy in Public Policy Carleton University Ottawa, Ontario © 2017 Andrew Gordon Muir 1 Abstract This dissertation aims to provide insight into the development of the institutional structure of the economy of Rankin Inlet, Kivalliq Region, Nunavut, Canada from its inception (1953-1957) to the period following the creation of the Territory of Nunavut in 1999. Its analysis is informed by the ideas of Karl Polanyi, who argues in The Great Transformation that Britain’s commercial economy rests upon an institutional structure erected by the state largely during the 19th Century and not, as Adam Smith famously suggested, on innate human tendencies. State interventions expanding the scope of commercial activity often undermined the viability of existing forms of non-commercial economic activity as well as the institutions upon which they were based. The British public, however, suffering from these developments successfully pressed for legislation to reduce the scope of commercial activity in their lives, in a process Polanyi refers to as the “countermovement.” Prior to the entry of Europeans to the Kivalliq Region, Inuit economic activity was non- commercial. Based on harvesting resources from the land and sea, it was governed by and played a role in regenerating societal institutions, principally the extended family. As Europeans and non-indigenous North Americans entered the region in the early 1700s in order to obtain and sell its resources on external markets, opportunities arose for Inuit to participate in commercial activity.
