Far from responding to meeting these pre- conditions, the apartheid regime is intensifying its repression in all these areas. Thus your actions are actually undermining the prospect of securing a process of genuine negotiations because you are encouraging Pretoria to believe that it does not have to meet these pre-conditions. Indeed, you are helping De Klerk achieve the stated objective of this visit, namely to end South Africa's isolation. Your meeting with F.W. de Klerk will be no different in its outcome from that you had with P.W. Botha, who interpreted his visit to Europe in 1984 as a licence to intensify his Party's policies of repression and destabilisation, which have caused havoc and misery across Southern Africa. F.W. de Klerk will come to the same conclusion unless he is convinced that South Africa will face unprecedented international action until he agrees to abandon apartheid and start a process of genuine negotiations. This is why now is the time for the international community to impose a programme of comprehensive sanctions against apartheid South Africa. International pressure together with the struggle of the people of Namibia has opened up the prospect of Namibia's independence. It is the combination of the struggle of the people of South Africa and international sanctions which will finally rid Africa and the world of the evil of apartheid.
