The district is crossed by the rivers Elbe and Schwarze Elster. The district covers an area of nearly 1,930 km 2. Picture 1.1: The location of district Wittenberg (red coloured field) in Germany The district is bordered on the north to the district Potsdam-Mittelmark in the German federal state of Brandenburg. In the east, the district of Wittenberg is bounded by the counties Teltow-Flaming and Elbe-Elster (also situated in the German federal state Brandenburg). South there is the district Nordsachsen (German federal state Saxony). Western of district Wittenberg are located the district of Anhalt-Bitterfeld and the independent city of Dessau. In the south is located the largest contiguous forest in Central Germany, the Dubin Heath (Dübener Heide). The industries chemical industry, machinery, packaging industry and the food and beverage production are structure determining. Approximately 50% of the area of the district is agricultural land. The Wittenberg district comprises the territories of 9 compound areas – all are named as “city” (not as village) with the following numbers of inhabitants (Stand of knowledge 2013) / 4 /. 1. Oranienbaum-Wörlitz (8,648) 9. Zahna-Elster (9,415) The county seat "Lutherstadt Wittenberg" has a special cultural and economic importance. The city is one of Germany's centers of political, cultural-historical and artistic importance, which dates back to the 16th century. The world famous reformation places in the old town and in different epochs formed buildings are important centers of German history. In the city worked Martin Luther, Philipp Melanchthon and Lucas Cranach the Elder, so many tourists visit the” Lutherstadt”. He city is also an considerable industrial center in the region. International operating companies (including SIG Combibloc and the margarine factory Pratau of Unilever Bestfoods) as well as a wide number of municipal and medium-sized enterprises determine the current economic structure. Of specific mention is the nitrogen production plant with approximately 830 employees / 3 /. Lutherstadt Wittenberg is an important railway junction, has access to the Federal Elbe waterway and good road connections. So in future the city is an attractive location for industrial companies. D4.2: Regional fact sheets – District Wittenberg 5 2 Socioeconomic and demographic structure 2.1 Population`s development in the district Wittenberg The numbers of inhabitants for the nine administrative regions are named in bullet 1. Population trend: In recent decades, in the district the number of inhabitants has steadily decreased. This development responds to the trend in the entire state of Saxony-Anhalt. The population forecast by the State Statistical Office from 2010 assumes that the negative trend will continue. While in 2009 still lived almost 140,000 inhabitants in the district, the population (see Figure. 2.1) will go back up to 2025 by 22% to 107,976 inhabitants. Figure 2.1: Development of the number of inhabitants in the district Wittenberg between 2009 and 2025 It is especially serious: The population decline in the groups of 0- to 5-, 19- to 24- and 25- to 44-year residents (see. Figure 2.2). By 2025, the number of 0- to 5-year-old inhabitants will decline by 2,842 to 48.8% as the newborn population decreases greatly. The group of 19- to 24-year-old people will be reduced by 2016 by 75% to 2,568 persons. Young adults are missing after the training or after graduating from high school the jobs or the perspective for the employment, so that they leave the district Wittenberg. By 2025, this group will again recover easily and remain at about 4,200 people (43% of 2009) / 2 /. The highest population density in the district of Wittenberg focuses on parts of the Lutherstadt Wittenberg. 36% of the county population living in Lutherstadt Wittenberg (Figure 2.3). For this reason, the rate of the students is important (Figure 2.4). Figure 2.4: Trends in student’s numbers Primary school Secondary school High school All schools 2.2 Summary and conclusions for public transport according to the demographic development in the region For the region Wittenberg the following determinations can be made The region Wittenberg belongs with its low population density to the especially sparsely populated regions in Germany (exception: county seat “Lutherstdt Wittenberg”) The population numbers decrease steadily In the same time the population density decreases The average living age of the population rises steadily The number of students is decreasing As result of this development, new ways must be found to obtain the public transport upright and to meet the demand for mobility for the population! The conclusions from the demographic development in sparsely populated regions are: D4.2: Regional fact sheets – District Wittenberg 9 • The demographic changes (age structure, travel reasons) and the low population density in the sparsely populated regions create new travel demand and travel needs, and the "general interest" in the form of Public Transport is given a higher priority • This will make it difficult in sparsely populated regions offering traditional regional scheduled services on a fixed schedule The goal must be to ensure a very high mobility for the population by economic working Public Transport services Basics: - Accurate economic calculation and comparison of variants - Planning of transport services in variants in accordance with demographic demand and regional conditions (sources and targets of Transport demand) Problems: - communicate new system of Public Transport facilities to the population - Achieving a positive attitude for these flexible programs - Use of modern communications technology to order the drives and Information on the vehicle arrivals (in real times) The planning of public transport forms in a region should be based on the following principle: - Identify the main axes (railways or standard buses) - Organize shuttle and area distribution of traffic by Public Transport with different service types - Special use of alternative forms of public transport (road), i.e. call buses, call taxis, not timetable-bound traffic etc. - The organization of public transport in the region and the connection to the central and regional centers must have a uniform and efficient public transport system The principles are the following: - Local transport plans form the basis - Funding must be secured - Achieve clear legal regulations - Citizens' buses and possible private forms (carpooling, etc.) should have a "special function (complementary function ore outside the rush hour etc.). D4.2: Regional fact sheets – District Wittenberg 10 3 Regional public transport systems 3.1 General information The Nahverkehrsservice Sachsen-Anhalt GmbH (NASA) acts as the comprehensive public transport coordinator in the German Federal state Sachsen-Anhalt (and with this also
