Hayward Promise Neighborhood PROGRAMS GUIDE

Hayward Promise Neighborhood (HPN) programs are designed to ensure that all children growing up in the Jackson Triangle (streets bounded by Harder Road, Whitman Street & Jackson Street) and/or students that attend six focus schools within the Hayward Unified School District: Harder and Park elementary schools, Cesar Chavez and Winton middle schools and Hayward and Tennyson high schools will have access to effective schools and strong systems of family and community support.

Hayward Promise Neighborhood funding expands existing local resources to be more accessible for Hayward Promise Neighborhood residents and creates new programs and services to support the local community.

Frequently Asked Questions...... 12 EARLY CHILDHOOD (Ages 0-8 years old) BEHAVIOR SPECIALIST: Ensures all State Preschool programs (Harder and Park elementary schools and HUSD Family Resource Center Hub) have access to mental health/behavior consultation, referrals to outside services, and evidence-based models for teaching social-emotional skills. HOME VISITATION PROGRAM: Alameda County Public Health Nurse provides multicultural and multilingual home healthcare and case management to uninsured and insured Hayward Promise Neighborhood expectant and new mothers as well as families with children ages 0-8 years old. SUMMER PRE-KINDERGARTEN READINESS CAMPS: Three-week summer camp for Hayward Promise Neighborhood (HPN) students that have no previous preschool or licensed daycare experience. PARENT PROMISE ACADEMY: Support program for HPN families with children ages birth to eight years. Fathers, mothers, single parent families, expecting parents, grandparents and other family caregivers – all are welcome! Program provides parenting classes, resources, children’s activities and the opportunity to work with a Family Success Coach. Topics covered include understanding your child’s behavior, positive discipline and communication, and keeping your family healthy. PRESCHOOL CAPACITY EXPANSION: Hayward Promise Neighborhood (HPN) established four new preschool classes at the Hayward Unified School District Parent Resource Hub (formerly John Muir) and Harder and Park elementary schools to provide increased access to high-quality preschool for HPN children. QUALITY COUNTS CONSULTATION: Professional development and quality improvement support for child care programs (including licensed family child care providers) located in the Hayward Promise Neighborhood (HPN). Participating child care providers receive individualized support at their sites from a skilled, caring and knowledgeable Early Care and Education Coach. Each site develops their own Quality Improvement Plan and receives training, resources, stipends and grants for program improvements. COMMUNITY COUNSELING CLINIC: Offers a variety of free early childhood programs for Hayward Promise Neighborhood (HPN) children and their families: • Watch, Wait & Wonder: Therapy for infant/toddlers and parents. The goal is to strengthen the parent/child relationship by providing an opportunity for a parent to observe and understand the child’s spontaneous play. • Play Therapy: Play and family therapy together to use the process of play as a therapeutic tool to help children and families to express themselves. • Systematic Training for Effective Parenting (STEP): Study groups for parents interested in child development; practical ways to discipline and communicate with their children effectively. 4 ELEMENTARY SCHOOL (Grades K-6) PARENT PROJECT® JR., LOVING SOLUTIONS: Guides parents/guardians through identifying concrete solutions to support their child’s healthy development through a cooperative learning approach. Topics include: parental influence verses control, redirecting negative choices, reinforcing positive and negative consequences, and improving school performance. PROGRAM: African American and Latino Hayward Promise Neighborhood (HPN) 5th and 6th grade boys and 5th and 6th grade girls of all ethnicities are mentored by students to support a successful transition to middle school and high school; reinforcing positive academic behavior. SUPER STARS LITERACY: Provides extended learning time/intervention services to Kindergarten through 2nd grade students at Harder and Park elementary schools to help them develop the literacy and social skills that are the foundation for future learning. YOUTH ENRICHMENT PROGRAM (YEP): Before and after-school program that offers high-quality homework support and enrichment to students in grades Kindergarten through 12th grade. YEP provides a safe and nurturing environment for the students to learn and increase academic competency. Hayward Promise Neighborhood (HPN) funding adds an additional 50 enrollment spaces at Harder and Park elementary schools and provides Science, Technology, Engineering, and Math (STEAM) enrichment activities to students. FULL SERVICE COMMUNITY SCHOOLS (FSCS): Provides programs and services to improve the academic achievement of all Hayward Promise Neighborhood (HPN) students. Availability of each FSCS solution listed below depends on the need and capacity of the school. Contact your school for more information and availability at your site. • School Psychologist: Provides individual counseling support to students at Harder and Park elementary schools. • Parent Centers: The central location for parent engagement and parent outreach at Hayward Promise Neighborhood (HPN) schools. Focused on encouraging parents to read to their child and encouraging children to read, talking to children about the importance of college and career, and connecting families with unmet medical or food needs to food banks, pantries and distribution centers in the local community. • Youth Enrichment Program (YEP): Hayward Promise Neighborhood (HPN) added an additional 50 slots to the Hayward Unified School District after-school program and expanded its busing schedule at HPN schools: Harder and Park elementary schools. All six HPN schools YEP will enhance STEAM (Science, Technology, Engineering, Arts, Math) programming. • Child Welfare Attendance (CWA) Outreach: Supports Hayward Promise Neighborhood (HPN) families and students at all six HPN target schools around attendance issues. The CWA Outreach worker connects families to needed services, including: food access, violence prevention and other services that eliminate barriers to attendance. • Youth Intervention Specialist (YIS): In partnership with the Principal leads, the Full Service Community Schools work with Coordination of Services Team (COST). COST is the main referral point through which students and families access support services on campus and in the local community.

SERVICE LEARNING: California State University, East Bay students serve as mentors and tutors providing academic and college/career support to Hayward Promise Neighborhood (HPN) elementary, middle, and high school students in-class and after-school. The Cal State East Bay students also participate in a variety of volunteer service projects throughout the Hayward community. 21ST CENTURY LEARNING CENTERS: Students receive homework support services at both the Main and Weekes branches of the Hayward Public Library and at After-School Homework Centers at Harder and Park elementary schools, Cesar Chavez and Winton middle schools and Tennyson High School and available at Hayward High School in September 2015. Face-to-face (bilingual tutors available) and online tutoring help in multiple subjects is provided with the support of trained volunteer tutors and library staff. HIJOS DEL SOL: Youth leadership development program for middle school students at Hayward Promise Neighborhood (HPN) middle schools (Winton and Cesar Chavez) that provides skill-building activities to raise awareness of self, family, school, and community to motivate positive behavioral changes in participants. PIPELINE 2 COLLEGE: Promotes a college-bound culture at Cesar Chavez and Winton middle schools with the goal of increasing the number of Hayward Promise Neighborhood (HPN) students that graduate from high school and transition into college. Outreach specialists/case managers provide tutoring support, career exploration, aptitude assessments, counseling, mentorship and workshops/information on postsecondary institutions. PARENT PROJECT SR.®: Provides parents/guardians with concrete steps to direct their teen’s behaviors. The class explores how society impacts youth and how to consistently support teens as they learn to navigate the world. Parents/guardians are empowered to confront difficult realities that our teens face such as gang involvement, drugs and alcohol, and access to information on the internet. SUMMER 7TH GRADE RISING ACADEMY: Four-week summer program offered to all incoming 7th grade students attending Hayward Promise Neighborhood (HPN) middle schools Cesar Chavez and Winton. Provides students with academic and social-emotional supports to aide in the transition from elementary to middle school. Students participating in the academy take courses in English Language Arts and math, as well as an enrichment course targeted towards learning about various career paths. SUMMER 9TH GRADE RISING ACADEMY: Five-week summer program for incoming freshman to Hayward Promise Neighborhood (HPN) high schools, (Hayward and Tennyson), to familiarize themselves with the campuses and receive instruction in math, explore the arts, and gain knowledge of successful study habits and skills. 6 HIGH SCHOOL (Grades 9-12) CAREER TECHNICAL EDUCATION (PROGRAM EXPANSION): The Eden Area Regional Occupational Program (ROP) helps students at the two Hayward Promise Neighborhood (HPN) target high schools, (Hayward and Tennyson), choose a career path by providing resources in areas such as digital media, allied health, and STEM (Science Technology Engineering Math) and programs in the areas of health, dental assistance, emergency management services, computer technologies, and criminal justice. CHABOT COLLEGE EXPANDED EARLY DECISION: Hayward Promise Neighborhood (HPN) high school students that indicate they will attend Chabot College following graduation will receive academic support, case management and attend a Summer Bridge program to prepare for placement assessments and additional requirements to transition to Chabot. CREDIT RECOVERY AND CYBERHIGH: Opportunity for Hayward Promise Neighborhood (HPN) high school students, who are credit deficient, to recover necessary credits toward graduation and obtain college credit. CONCURRENT ENROLLMENT: Students earn California State University/University of California transferable credits. Some course offerings include Introduction to Sociology and Philosophy; provides students the opportunity to experience college while still attending high school. ACADEMIC CASE MANAGEMENT AT EDEN AREA ROP CENTER: Hayward Promise Neighborhood (HPN) 11th and 12th grade students can elect to take classes at the Eden Area Regional Occupational Center (ROP). The Credit Recovery teacher meets with the students and their parents at the start of each semester to determine the level of case management needed. ASPIRE HIGH SCHOOL ACHIEVEMENT: AT&T Aspire Program provides funding for two Hayward Promise Neighborhood (HPN) Drop-Out Prevention Specialists at Hayward and Tennyson high schools to support at-risk students (such as chronically truant) toward successful graduation. The Specialists will make referrals to support services to help those students get back on track toward graduation, re-engaged with school, and work directly with the teachers to develop a strategy to support the students. FACES FOR THE FUTURE: St. Rose Hospital internship program for high school juniors and seniors though the Eden Area Regional Occupational Program (ROP). Students explore health career pathways by working in different hospital departments, participate in academic enrichment workshops, receive wellness support to help manage stress and engage in community service/ leadership development opportunities. SERVICE LEARNING AND INNOVATIVE CIVIC ENGAGEMENT (S.L.I.C.E.): Designed to increase the academic performance of Hayward Promise Neighborhood (HPN) high school student participants by providing opportunities for these students to apply the academic and technical skills they are taught in real-life situations, thus increasing the students’ motivation to stay in school by helping them to understand how the knowledge and skills learned can apply to and benefit their lives, and the lives of others in the communities in which they live and learn. RESTORATIVE PRACTICES & ANTI-BULLYING: This program shifts discipline for Kindergarten-12th grade students in the Hayward Promise Neighborhood (HPN) schools from punishment and isolation to restorative practices. RESTORATIVE JUSTICE AND GANG INTERVENTION: Hayward Unified School District (HUSD) has integrated its Safe and Inclusive Schools program with the Restorative Justice practices and the Gang Intervention strategies provided by the City of Hayward and Alameda County Probation at Hayward Promise Neighborhood (HPN) middle and high schools to foster supportive and safe school environments so students and adults can communicate effectively and supportively. 8 SPORTS & RECREATION SUMMER YOUTH SPORTS/SCIENCE TECHNOLOGY ENGINEERING MATHEMATICS (STEM) SUMMER PROGRAM: A comprehensive summer program at Chabot College combines sports and educational activities, with a specific focus on STEM-related curriculum. JUNIOR GIANTS: Through the Junior Giants “Rookie Ball” Program the Hayward Police Department’s Youth and Family Services Bureau offers elementary-school-age children an opportunity to have fun, stay physically fit, learn athletic skills and teamwork, and foster positive relationships between them and their families and police officers, who volunteer as coaches. COMMUNITY CODE ENFORCEMENT INSPECTOR: The City of Hayward will assign a Code Inspector to the Jackson Triangle neighborhood to focus specifically on community blight and neighborhood health and safety violations occurring in the Jackson Triangle. ANTI-GRAFFITI: The City of Hayward will complete a mural at each of the six Hayward Promise Neighborhood (HPN) schools to reduce blight and graffiti, encourage school and neighborhood pride, and promote public safety through art. Professional muralists will engage HPN youth in the selection of mural themes and they will have other ways to participate. COMMUNITY SERVICES OFFICER (CSO): The City of Hayward has assigned a Community Services Officer to specifically focus on the Jackson Triangle. The CSO will work with owners, managers, and residents of rental properties to keep drugs and other illegal activity off their property. INTERNET ACCESS: The City of Hayward provides Netbooks and Chromebooks for Hayward Promise Neighborhood (HPN) students. HPN students can access computers for check-out at the 21st Century Learning Centers at Harder and Park elementary schools and have access to free Wi-fi at the school sites. PROJECT EAT: Project EAT supports school gardens that are accessible to the community. Beginning with the Tennyson High School farm, efforts are underway to enhance and expand the school and community gardens in the Jackson Triangle neighborhood. SAFE AND INCLUSIVE SCHOOL PROGRAMS: A Hayward Unified School District (HUSD) Teacher on Special Assignment works with teachers and students in coordinating the Safe and Inclusive Program. The teacher integrates Positive Behavior and Intervention Supports (PBIS) as a framework for effective school-wide interventions, facilitates student-led campaigns to end bullying and intolerance on campus, organizes special events such as Fall Ally Week, and facilitates professional development for 9th grade supplemental curriculum. 9 HEALTH CALIFORNIA STATE EAST BAY UNIVERSITY (CSUEB) NURSING STUDENTS: CSUEB nursing students provide health education outreach and support through the Hayward Promise Neighborhood (HPN) Parent Centers (see Parenting & Family section) and community events. PROMOTORAS OUTREACH PROGRAM—BE A PROMOTORA DE SALUD (HEALTH PROMOTER) (TIBURCIO VASQUEZ, TVHC): Tiburcio Vasquez Health Center provides Promotoras training, coaching, and stipends to Hayward Promise Neighborhood (HPN) resident Promotoras each year. Promotoras provide information about getting a medical home, make referrals to centers and insurance and enroll participants in health care programs when applicable. Contact: Susana O. PARENTING & FAMILY COMMUNITY COUNSELING CLINIC: California State University, East Bay Community Counseling Clinic offers its STEP class, designed for parents to learn effective discipline strategies for infants and toddlers and increase their knowledge of child development milestones. PARENT PROJECT SR.®: Provides parents/guardians with concrete steps to direct their teen’s behaviors. The class explores how society impacts youth and how to consistently support teens as they learn to navigate the world. 10 PARENT PROJECT JR.®, LOVING SOLUTIONS: Guides parents/guardians through identifying concrete solutions to support their child’s healthy development through a cooperative learning approach. PROJECT 2 INSPIRE: Parents are invited to attend a 12-module class, hosted at Hayward Promise Neighborhood (HPN) schools, designed to educate parents on how to support the academic success of their student. ADULT EDUCATION BILINGUAL COMPUTER LITERACY CLASSES: Hayward Center for Education and Career provide a bilingual computer literacy class at Hayward Promise Neighborhood (HPN) middle school sites. Hayward is one of 21 communities across the country to have an area chosen to be a part of the U.S. Department of Education’s “Promise Neighborhood” program. "The vision of the program is that all children and youth growing up in Promise Neighborhoods have access to great schools and strong systems of family and community support that will prepare them to attain an excellent education and successfully transition to college and a career. The purpose of Promise Neighborhoods is to significantly improve the educational and developmental outcomes of children and youth in our most distressed communities . . .” —U.S. Department of Education HOW DOES THE HAYWARD PROMISE NEIGHBORHOOD (HPN) WORK? In 2012, Hayward received a five-year $25 million grant from the U.S. Department of Education to support the Hayward Promise Neighborhood (HPN) Initiative. A group of local educators, government agencies, businesses, and non-profit organizations came together as a joint partnership to oversee and collaborate on programs and services. This network of support helps to prepare Hayward Promise Neighborhood (HPN) students to attain an excellent education; enabling them to transition to college or post-secondary training, and enter into successful and rewarding careers. WHERE IS THE HAYWARD PROMISE NEIGHBORHOOD (HPN)? The Jackson Triangle area of Hayward, which is bounded by Jackson Street, Harder Road, and Whitman Street, has been designated as the Hayward Promise Neighborhood (HPN). A variety of programs and services are available to the area’s residents and the students who attend Harder and Park elementary schools, Winton and Cesar Chavez middle schools, and (Hayward and Tennyson) high schools. WHY WAS THE JACKSON TRIANGLE SELECTED TO BECOME A PROMISE NEIGHBORHOOD? The Jackson Triangle is a diverse neighborhood with 10,662 residents as of the 2010 census. It is a low-income community whose families struggle with difficult economic conditions, underfunded schools, and a range of other challenges. At the same time there are a variety of local assets on which to build. Hayward is the home of both California State University East Bay and Chabot College–a direct partnership allowing for opportunities to support local students in postsecondary education. IF I DON’T LIVE IN THE JACKSON TRIANGLE, CAN I STILL PARTICIPATE IN HAYWARD PROMISE NEIGHBORHOOD (HPN) PROGRAMS? Yes, if you are a student attending an HPN focus school: Harder and Park elementary schools, Winton and Cesar Chavez middle schools, and Hayward and Tennyson high schools. Students and families eligible to receive HPN services must meet one of the following three criteria: a. HPN A (Address): Family lives within the boundaries of the Jackson Triangle neighborhood. Student need not be attending one of the HPN schools.

b. HPN S (School): Student attends any of the six HPN schools. Family need not be living in the Jackson Triangle neighborhood.

c. HPN A and S (Address and School): Student and family live in the Jackson Triangle neighborhood and student attends one of the HPN schools.

HOW CAN I GET INVOLVED WITH HAYWARD PROMISE NEIGHBORHOOD (HPN)? Residents are encouraged to participate in the Advisory Board. It’s formed of local residents, parents and students to provide community perspective and recommendations for consideration by Hayward Promise Neighborhood (HPN) leadership.

Meetings are held monthly on the 4th Saturday of each month (no meetings held during the summer) at California State University, East Bay in the Art & Education building in Room 142. Spanish translation, free childcare and refreshments are provided.
