    Hayward Full-Service Community Schools Program Project Narrative Introduction – Absolute and Competitive Preference Priorities Hayward Unified School District (HUSD) is applying for funding as the lead agency for the Hayward Full-Service Community Schools (FSCS) Program on behalf of our Hayward Full-Ser- vice Community Schools Consortium. Our application meets the Absolute Priority and three of the Competitive Preference Priorities for this grant competition as follows. ABSOLUTE PRIORITY. The proposed project will serve 12 full-service community schools in HUSD (10 elementary, one middle, and one high school), all classified as Title 1 schools. The schools collectively serve 7,719 students, 73% of whom are economically disadvantaged (rang- ing from 56% to 90%, depending on the school (see Table 1). COMPETITIVE PREFERENCE PRIORITY 2 – BROADLY REPRESENTATIVE CONSORTIUM. The Hayward Full-Service Community Schools Collaborative is a broad-based consortium of part- ners, including key public, private, and higher education stakeholders in the success of Hayward children and families. Our Collaborative incorporates and enlarges the existing Hayward Promise Neighborhoods (HPN) Consortium, which implemented a cradle-to-college-and-career pipeline of services targeting one high-poverty neighborhood in Hayward (the Jackson Triangle) from 2012 to 2016 and expanded to a include a second neighborhood (South Hayward) beginning in 2018.     Mayor and Members of the City Council: This is the weekly report for the week ending April 10th, 2015. 1. Meeting Notes The next meeting of the Richmond City Council is scheduled for Tuesday, April 21st. Enjoy the next Tuesday night off. 2. BART Intermodal Improvement Project Beginning on Wednesday, April 15th, BART will commence construction of the Richmond BART Intermodal Improvement Project. The project will include improvements to passenger access and traffic flow at the “intermodal” (i.e. bus and drop off) area as well as the addition of special landscaping areas that will act as filters for any rain runoff to process out harmful materials (such as oil or gasoline, heavy metals, etc.) before the water goes into the storm drain system. BART will close the existing intermodal area and the Amtrak parking area at the Richmond BART station on Wednesday, April 15th. All buses, shuttles, paratransit, taxis, etc. will be relocated to other areas near the station. The work will be completed in September 2015. Below is a map which shows the new locations for services. Additionally, these maps are being distributed at the station. The new locations are as follows: 1. Kaiser Shuttle, Ford Pointe Shuttle and San Pablo Senior Transportation will move to the intersection of 15th Street and Nevin Plaza. All other paratransit services have been moved to El Cerrito del Norte Station. 2. AC Transit Bus Stops are moved to the north side of MacDonald Avenue east of 16th Street. 3. Taxi services are moved to the west side of 15th Street between MacDonald Avenue and Village Lane, adjacent to the parking structure.

Meeting Notes The next City Council meeting is scheduled for Tuesday, rd January 23 , beginning with Closed Session at 5:00 PM, followed by the Regular Meeting of the Richmond City Council at 6:30 PM. Martin Luther King Day on the Greenway MLK Day in Richmond proved to be a great opportunity for the community to gather and appreciate the rich and diverse culture that the city has to offer. A highlight of the day was the grand opening of Unity Park on the Richmond Greenway organized by the Friends of the Richmond Greenway. ServiceWorks, a program housed by the Richmond Community Services Department, had the honor of participating in this 11th Annual MLK Day of Service on the Richmond Greenway. The ServiceWorks team, along with volunteers, assisted the Friends of the Richmond Greenway with registration, tree planting, set-up, break- down, and many other tasks. The team signed up over 500 participants who came out to help volunteer. It was a great opportunity for the ServiceWorks youth participants to work closely with the Richmond community. The team would like to thank the organizers, outreach team, and all of the cooks for hosting and helping a delightful event. 3. Get Covered Richmond!     CITY OF EMERYVILLE MEMORANDUM TO: Mayor and City Council FROM: Sabrina Landreth, City Manager SUBJECT: Progress Report – October 2014 The following provides the City Council and staff with a summary of the activities of each department for the prior month. CITY MANAGER / CITY CLERK 1. On October 23rd, the City Manager’s Office hosted an event called, “Coffee with the City Manager”. The purpose of the event is to enable conversations with residents and businesses in Emeryville to discuss a topic of their choice. The events are open to all members of the public and will continue into 2015. 2. The City Clerk and City Manager’s Office continued to do non-partisan outreach throughout October around Emeryville’s HOA’s about Measure U & V. The League of Women’s Voters was a part of the outreach to inform the public about other ballot initiatives and to register voters. 3. 25 reports from the public were logged in through the Report a Concern link via the City’s Website. Labor Relations: The successor negotiations with the Emeryville Police Officers’ Association continued in September. There are currently no grievances. 2. Workers’ Compensation: There were four (4) ‘on-the-job’ injuries/incidents reported during the month of October. Two (2) were ‘Lost Time’ and two (2) were ‘Medical Only.’ As of September 30, 2014, the City/MESA had forty-four (44) open workers’ compensation claims (44 indemnity claims and 0 medical only claims).
