Strict respect of all political, social and cultural options existing in the heart of Basque society, which reflect the plurality of this society, and defence of individual freedom to express any personal or political ambition. 4.Ð Building the good-fellowship projects only from free adhesion. A good-fellowship project for the whole Basque society cannot be enforced or compulsory. An integrated Basque society can only be achieved on the base of the respect of all ideas and all projects and with an undivided engagement of using only the democratic rules and accepting the final decisions of the majority of the Basque society.

The reconciliation and the humanisation of the struggle demands not only the expressed acknowledgement of the injustices which have been made, but also the fulfilment of the engagements undertaken in the matter of prison policies. 6.Ð Acknowledgement of the fact that we are initiating a process of political normalisation. Once we have admitted the existence of different sensibilities within Basque society in relation to the desired level of self-government, in relation to the level of acceptation of the present juridical, political and institutional framework, or in relation to the feeling of belonging, of national identity, it is necessary to undertake a dialogue process to express this plurality and enable us to reach a higher cohesion and inte- gration within Basque society. 7.Ð Engagement to bring the end of the struggle through dialogue Every dialogue process has to be started on the assumption of the respect for human rights and the undivided engagement of all partici- pants to use only and exclusively political and democratic means. The Final Declaration of this 2nd Congress of Basque Centers certainly provides mat- ter for reflection and it shows a crystal clear support of peace through dialogue and tolerance, with an unqualified rejection of any kind of violence. But this Congress has not only resulted in such a solemn declaration, it has also given new strength to the defence of Basque identity and culture, calling attention on the need to maintain the relation between the Diaspora Basques and those living in Euskal Herria, and reinforcing the collaboration among the Euskal Etxeak and the institutions in Euskadi. The congress has also urged the younger generations to take part in the tasks and management of the Basque Centers.

THE BASQUE-NAVARRAN CENTER IN VALENCIA IS 50 YEARS OLD The “Laurak Bat” Euskal Etxea in Valencia has celebrated its 50th anniversary in the Turia capital. It was a great celebra- tion. The present president, Luis Najarro and his team orga- nised all kinds of activities, especially leisure activities to commemorate such a significant date for the Basque men and women who live in Valencia. For this occasion, the Valencia Basque Center published an information leaflet which described the center as a meeting place for leisure and good fellowship. There were also pictures taken in 1950, when the “Peña Laurak Bat” was inaugurated in Valencia, on February 26, by Archbishop Olaetxea and by the founder-president, Mr. Sisamón. The group of txistularis from San Sebastián can also be seen, but nostalgia gives way to present times and the leaflet shows the different exhibitions and activities developed in Valencia, ranging from itinerant collections belonging to the Basque Government to Navarran-Basque representations in the “fallas” of Valencia. The managers of Laurak Bat also inform about the activi- ties developed and offered in the center: conferences and Eus- kera courses, library service, txoko with a kitchen for the members, field trips, bar service and children activities and crafts, tai-chi courses eta abar. THEFT AT THE EUSKAL ETXEA IN MONTEVIDEO

On Saturday 9 of December, 2000, during the night, unknown persons entered the building of the Basque Fraternity “Euskal Erria”, the euskal etxea in Montevideo, Uruguay. The president of the institution, Agurtzane Aguado, revealed that no valuables were stolen, only the record books, and that these people had entered the computing system. The police confirmed, after their first observations, that the authors were not common thieves. This is the second time something like this happens, although last time, according to the infor- mation that reached Basque Diaspora, the thieves did not find those books. The theft represents a great loss to “Euskal Herria” for this way we lose all the information on the institutional activities of the last 17 years, an information which can only interest the institution itself or the people who wish to harm it.

Next year, the Euskal Etxea in Calle Jovellanos, 3 in Madrid will turn 20 years old.
