The Johan Skytte Prize in Political Science The Skytte Foundation Dear Colleague On behalf of the Skytte Foundation, I have the honour to invite you to nominate a scholar for the the award of: Johan Skytte Prize in Political Science for 2016 The tradition of Johan Skytte dates back to 1622 when his donation to Uppsala University founded a chair in Political Science and Eloquence which is now considered to be one of the oldest, still-surviving professorships within the discipline. The donation is still used to fund The Johan Skytte Prize which celebrated its 20th anniversary in 2014 and has grown to be one of the most prestigious awards within the discipline. Many leading political scientists have been awarded the Prize over the years; including Robert Dahl, Elinor Ostrom, Theda Skocpol, Ronald Inglehart and Pippa Norris, Carole Pateman, David Collier and, most recently, Francis Fukuyama. The Prize is awarded by the Skytte Foundation for the most valuable contribution to Political Science and includes a ﬁnancial award of 50 000 EUR. Nominations are considered by the Prize Committee consisting of myself, Li Bennich-Björkman (Uppsala University), Jörgen Hermansson (Uppsala University), Dirk Berg-Schlosser (University of Marburg) Øyvind Østerud (Oslo University) and Lise Rakner (University of Bergen). Nominations from previous years are kept on our records. Existing accounts of obligation cannot parry critiques from rival theories, nor refute philosophical anarchists’ formidable attack on obligation. To move discussion of obligation forward, this dissertation offers an alternative solution to what George Klosko has called the ‘voluntarist paradox’ of liberal-democratic political obligation. While liberal ideas about the individual require that any obligation to obey be assumed through a voluntary act, individuals do not voluntarily assume obligations frequently enough to support legitimacy claims. In response to this paradox, most scholars deploy non-voluntary justifications for a general obligation to obey, while philosophical anarchists deny that such an obligation exists at all. In contrast, I argue that overcoming the voluntarist paradox requires a radically different view of the aims and scope of political obligation.

The first is to provide a corrective to the unfortunate tendency to insist that the internet’s natural form is a public that underwrites democracy. Rather, the structure of the internet is contingent and any publicness should be understood as enabled by its structural features as a commons. The second goal is a step towards addressing the relative dearth of explicit theorizing about the commons in political science. I adopt a critical approach to understanding technology to make clear that the internet may transform persons and institutions in ways that support democratic properties, but there is a need to challenge common assumptions that any democratic effects of the internet are inherent or directly caused. Many theories of online politics miss the fact that the internet’s structural features suggest that it is better understood as a commons — that is, vulnerable to enclosure and spoilage — than as a public or a democracy. The technological developments of the internet upset the traditional allocative roles of states and markets in reference to physical goods, intangible goods, and the means of production. The internet enables an increase in the scope and scale of the commons paradigm such that the problem of democracy online seems not to be one of too much participation, but too little.

Culture Clash Assessing the Importance of Ideas in Security Studies I Cultural theories have long enjoyed a prominent place in the field of international security. Indeed, two waves have come and gone since the start of World War 11, and we are now at the high watermark of a third.' Today's culturalists in national security studies are a heterogeneous lot, who bring a variety of theories to the table. However, virtually all new culturalists in security studies are united in their belief that realism, the dominant research program in international relations that emphasizes factors such as the material balance of power, is an overrated, if not bankrupt, body of theory, and that cultural theories, which look to ideational factors, do a much better job of explaining how the world works. This article assesses this latest wave of cultural theories in security studies by focusing on some of its most prominent examples. There is no question that virtually all cultural theories tell us something about how states behave. The crucial question, however, is whether these new theories merely supplement realist theories or actually threaten to supplant them. I argue that when cul- tural theories are assessed using evidence from the real world, there is no reason to think that they will relegate realist theories to the dustbin of social Michael C. Please address all correspondence to [email protected] Political Science 400 1 ABSTRACT Using citation count data from 1960-2005 we update the work of Hans-Dieter Klingemann and his co-authors (Klingemann, 1986; Klingemann, Grofman and Campagna, 1989) to identify the most highly cited faculty in the discipline currently teaching at U.S. Ph.D. granting institutions by Ph.D. cohort, by subfield, and by gender, and to rank Ph.D. granting departments (ca. 2002) vis-à-vis the citations to their faculty and by the number and proportion of their graduates who are among the discipline’s citation leaders. In updating Klingemann’s work 20 years later we see some generational change as the citation dominance of 1950s and 1960s cohorts is replaced with that of scholars whose Ph.D.s come from the 1970s and later, but a considerable continuity in which scholars are the most cited within any given cohort.
