Terms of Reference Provincial Coordinators (Central , , and South )

Background The Health Security Partnership (AIHSP) is a 5-year program supported by the Australian Government and implemented by Cardno. AIHSP’s overarching goal is to increase national health security in Indonesia so that women, men and communities are less at risk of emerging infectious diseases (EIDs), thereby contributing to Australian, regional and global health security as well as supporting sustainable economic development and security in Indonesia. To support the achievement of this goal, AIHSP will work in partnership with the Indonesian Ministry of Health (MoH), Ministry of Agriculture (MoA) and other relevant agencies and Government of Australia to achieve the following ‘End-of-Program Outcomes’ (EOPOs):

1. Stronger GoI systems to prevent, detect and respond to public health and animal health emergencies from EIDs; and 2. Stronger national coordination of responses to national, regional and global health threats.

Objectives – Health Component

The six priority objectives to be achieved in the Inception Phase and Year 1 of AIHSP are:

1. Strengthened surveillance systems, including EWARS, hospital-based surveillance and community-based surveillance, including linking with SIZE (One Health) for data and information sharing. 2. Strengthened coordination of information systems within MoH, moving towards a fully integrated system, as the first step towards wider inter-governmental integration of systems 3. Strengthened laboratory capacity in both public health and hospital systems, both at the national level and in selected provinces. This will include better collaboration with non-governmental providers. 4. Strengthened Emergency Operations Centre (EOC) system at national and sub-national levels with emphases on current relevance of operating procedures and plans and on how the different parts of the system communicate and collaborate. 5. Capacity built at the national level and in selected provinces through trainings in leadership, strategic planning, epidemiology (including field epidemiology), data management and analysis (including health informatics), laboratory technology, communications, and advocacy, all in collaboration with animal health services. 6. Strengthened community engagement, case/contact management, and public messaging initiatives, including the trialling of applications for population-wide scale-up.

Objectives – Animal Health Component

The five priority objectives to be achieved in the Inception Phase and Year 1 of AIHSP are:

1. To strengthen the surveillance system including improving the information management and laboratory systems and cross-sectoral collaboration 2. To enhance the emergency preparedness and response systems including cross-sectoral collaboration and coordination 3. To strengthen One Health programs for the prevention and control of priority zoonoses 4. To develop staff capabilities in leadership, strategic planning, economics, communications and advocacy, and technical skills

5. To develop strategies and engage with the private sector to develop synergies and efficiencies for improved delivery of animal health and production and food safety programs

Nine Technical Working Groups (TWGs) have been set up (four in MoH and five in MoA) to oversee the key objectives. These TWGs include representatives from a cross-section of relevant directorates, sub-directorates and other relevant units of MoH and MoA. Furthermore, four priority provinces have been agreed between DFAT and the Ministries namely , Yogyakarta, Bali and for Year 1. Following several consultation meetings between AIHSP TWGs and key stakeholders, the needs for coordinators at the sub-national level was identified for AIHSP’s priority provinces.

Purpose of the Position These Provincial Coordinators will provide technical assistance not only in technical aspects on epidemiology, surveillance and disease prevention and control including emergency preparedness and response (Human and Animal Health), but also in advocacy and coordination covering Central Java, DIY, Bali and South Sulawesi provinces, aligned with the National Action Plan for Health Security (NAPHS) mandate, JEE recommendations and Inpres No.4/2019, and the PVS assessment and animal health and production strategic plans.

Objectives These positions will work with the Senior Health Security Adviser, Senior Animal Health Adviser, Technical Program Managers (Human and Animal Health) and AIHSP TWGs on a day-to-day basis and provide strategic analysis and technical advice around health security. Specific objectives of the position are: 1. Coordinating and managing activities set out in the Project Document and detailed in the project Work Plan, ensuring that those activities meet the key performance indicators set for each activity. 2. Providing guidance and oversight to the tasks identified by the Senior Health Security Adviser, Senior Animal Health Adviser and Technical Program Managers for effective implementation of AIHSP program in the provinces. 3. Facilitating close collaboration with all stakeholders in the Province to ensure their informed participation in the consultative process.

Key Activities Working closely with the Senior Health Security Advisor, Senior Animal Health Adviser, Technical Program Managers (Human and Animal Health) and TWG, the Provincial Coordinators, with support from the AIHSP Human Health and Animal Health teams, will: 1. Establish and maintain strong relationships with relevant MoH and MoA directorates and provincial/district agencies and AIHSP provincial TWG; 2. Support relevant provincial government agencies in program implementation; 3. Coordinate with the other Provincial Coordinators, to enable a cohesive and strategic approach to AIHSP program implementation 4. Monitor the progress of the provinces in implementing AIHSP activities by identifying gaps, resources, and capacities of provincial stakeholders; and 5. Provide recommendations to the AIHSP Team and TWGs on implementation of AIHSP activities to enable effective, efficient implementation and replicability of activities. Note: In this current environment where meetings are unable to be carried out in person, the Provincial Coordinators will be required to independently liaise and organise meetings with relevant GoI officials and other stakeholders remotely. The Provincial Coordinators will have access to a shared Zoom account administered by AIHSP.

Key Deliverables:

• A six-monthly report on the progress, which should include practices for effective, efficient implementation and replicability of AIHSP activities, challenges faced and recommendations to improve AIHSP’s implementation strategy and maintain implementation quality; • Monthly reports outlining key activities and progress in that reporting period; • Other deliverables as required.

Selection criteria Essential

1. A university degree in Public Health, Epidemiology, Public Policy and Administration, Veterinary Medicine or any other relevant university degree. 2. At least 5 years of experience with progressive responsibilities in managing program implementation, preferably in the field of public health, animal health, disease surveillance and control, epidemiology, emergency preparedness and response or other relevant fields. 3. Based in /Yogyakarta/Bali/ (highly desirable) or willing to be relocated to Semarang/Yogyakarta/Bali/Makassar for the duration of the program. 4. Experience in developing Indonesian government and/or other relevant stakeholders’ capacity, particularly at the sub-national level. 5. Sound understanding of the Indonesian Government systems at the national and sub-national levels. 6. Excellent team working and interpersonal skills including dealing both directly and indirectly with government officials and other development partners/stakeholders at various levels. 7. Good English and Indonesian oral and written communication skills. 8. Possess initiative, reliability, and honesty. 9. Demonstrated ability to work productively in a diverse, fast-paced environment, and to work under pressure to tight deadlines.

Desirable

10. Experience working with local government officials in Central Java/Yogyakarta/Bali/South Sulawesi in a similar program would be highly desirable.
