* Property Services Committee: 27 April 2000 Councillor Dewar declared an interest in Item 13 of the report of the Property Services Committee of 27 April 2000 and took no part in the discussion thereon.

With reference to Item 4 of the report of the Corporate Policy Committee of 15 May 2000 the Council agreed to appoint Councillors John Donn, Stewart Dewar, David Munn, John Reid and Elisabethe Marshall to the Member/Officer Working Group.

5. Nominations to Outside Bodies Submitted report by the Chief Executive advising that Thomas Dickie one of the Council’s two non-elected members on Prison Visiting Committee has resigned. As the most recent meeting of the Committee was held on 12 May 2000, Thomas Morris had been authorised to attend as the Council’s replacement for Mr Dickie.

The Council agreed (a) to express their appreciation for Mr Dickie’s past services to the Kilmarnock Prison Visiting Committee; and (b) to confirm the appointment of Thomas Morris to the vacancy arising from Mr Dickie’s resignation.

6. Local Government () Act 1973: Appointment of Proper Officers Submitted report by the Chief Executive reaffirming the appointments of the Corporate Director (Educational Services) and Assistant Chief Executive (Legal and Regulatory) as Proper Officers of the Council in terms of Sections 193 and 194 of the Local Government (Scotland) Act 1973. The Chief Executive is the other Officer properly nominated.

The Council agreed to approve the appointments.

8. Freeman of North Ayrshire The Convener reported on a proposal to nominate Mr James Clements as a Freeman of North Ayrshire. Mr Clements was the first Leader of North Ayrshire Council and had previously served with distinction on Cunninghame District Council and Kilwinning Town Council.

The Council agreed unanimously (a) to the nomination of Mr Clements as a Freeman of North Ayrshire; and (b) that the Convener make the necessary arrangements to formalise this appointment.
