The Ardrossan Steering Group undertook a detailed analysis of Option 2. Information relating to Option 2 was previously presented to the communities of Ardrossan and Arran at the Pubic Consultation Events in October 2018. The analysis undertaken of Option 2 included: – testing the operational viability through vessel simulation; and consultation with Shipmasters and Pilots – site investigation of ground conditions; – engineering studies including construction methodology and cost and risk (project delivery risks); – initial wave modelling and mooring analysis; – landside masterplanning and; – construction management including impact on operations Option 2

On 23 April 2019 – Option 2 was approved by the Ardrossan Ministerial Task Force, and will progress to the detailed design phase.

Option 2: – Retains the Arran berth to a re-configured arrangement – Enables and supports the continuation of life line services between Ardrossan and . Landside

• North Council (NAC) and Peel Ports Group (PPG) are progressing with the design works for landside components in line with Option 2. • Landside facilities include upgraded: – Terminal building – Marshalling areas – Access / Public transport – Active Travel / Car parking – Links to the centre • Consultation will be undertaken with: – Communities (Brodick and Ardrossan) – Key stakeholders including: CMAL/CalMac/NAC/PPG/ScotRail/ Landowners/Harbour tenants/Arran Ferry Committee. – Other relevant partners/interested bodies Landside – Draft layout Vessels & LNG

• The new vessel - MV Glen due to operate on the Ardrossan to Brodick route, is a dual fuel vessel which uses Liquefied Natural Gas (LNG) and Marine Gas Oil (MGO). • As part of the harbour reconfiguration, CMAL are developing the LNG and Marine Gas Oil refuelling facilities for the reconfigured harbour. This will include LNG storage. • On 18 December 2019, Derek MacKay informed the was informed that the estimated delivery window for the MV Glen Sannox, is October to December 2021. • The remains committed to the delivery of the MV Glen Sannox to the Ardrossan and Brodick route, with £49.6million in this year budget (2020/2021) allocated to the vessel programme. Service Continuity The Steering Group is currently developing service continuity plans taking cognisance of: – Maintaining services to island communities – Recommendation from Taskforce that, where possible, services should continue to operate from Ardrossan during the construction period – Provide a safe environment for passengers and ferry operations during construction works – Avoid and/or minimise impacts on all local economies

The Steering Group is seeking to take account of all stakeholder requirements through project delivery, communications with communities and other user groups. Key issues include: – Where practicable, maintain a service out of Ardrossan during a temporary 21 month closure of the main Arran berth. – Impacts including customers, service, reliability, connectivity and local businesses – Minimising impacts through clear and timely programming and communications – Developing contract programmes and encouraging contractor innovation Service Continuity – Irish Berth

Service continuity options includes use of the Irish Berth as a full-time alternative during the construction period of 21 months.

– PPG have confirmed that the Irish Berth can accommodate a full service subject to met-ocean restrictions, using the Caledonian Isles and the vessels. – The Irish Berth will be used during the construction period. In preparation, the Steering Group is considering contingency and resilience plans, temporary timetables, general infrastructure and all temporary passenger facilities required to operate from this berth. This includes: waiting room, disabled access requirements, ticket offices, toilets etc, and a safe protected route from the marshalling/parking areas. Communications

• Ministerial Task Force – met in April 2019, November 2019 and February 2020. Next meeting expected to be scheduled for June 2020. • Membership of the Task Force includes: Transport Scotland, NAC, PPG, CalMac, CMAL, Arran Ferry Committee and Kenneth Gibson MSP • Steering Group – meets on a regular basis to progress all on-going workstreams, such as Service Continuity, Exemplar Design of Marine Infrastructure and Landside components.
