The health boards are listed in alphabetical order, followed by the name of the MSPs, their party and the constituency or region they represent. The boundaries of health boards and parliamentary constituencies do not coincide, so some constituencies overlap into two or more health boards. Where this happens the MSP representing the constituency will be listed under all relevant health boards. Introduction In “The Guide to Strategic Commissioning” (2009), the Social Work Inspection Agency (SWIA) defines this activity as: “the term used for all the activities involved in assessing and forecasting needs, agreeing desired outcomes, considering options, planning the nature, range and quality of future services and working in partnership to put these in place.” Implicit in this and other definitions is an activity which is cyclical and therefore dynamic. SWIA illustrates this via reference to a model developed by the Institute of Public Care (IPC). “The model is based upon four key performance management elements; analyse, plan, do and review. The model requires that each of the four elements receive attention, and all are kept in balance” (SWIA: 2009 from Joint Commissioning Model for Public Care: IPC: 2006). The overarching context for Criminal Justice Social Work (CJSW) is a framework of statutory duties within a public policy context focusing on reduction of offending and public protection against a background in which the service requires to improve effectiveness and reduce costs. 2. Focus This Commissioning Strategy relates to Criminal Justice Social Work Services. CJSW services principal duties and tasks relate to the assessment and supervision of offenders in the community either through the medium of community sentences or post release supervision following a custodial sentence. The Strategy refers to CJSW services and functions organised and delivered via formal partnership between Argyll and Bute, West Dunbartonshire and East Dunbartonshire Councils; referred to below as the Partnership (see below, Governance). -

Human Rights and the Work of the Scottish Land Commission A discussion paper Dr Kirsteen Shields May 2018 LAND LINES A series of independent discussion papers on land reform issues Background to the ‘Land Lines’ discussion papers The Scottish Land Commission has commissioned a series of independent discussion papers on key land reform issues. These papers are intended to stimulate public debate and to inform the Commission’s longer term research priorities. The Commission is looking at human rights as it is inherent in Scotland’s framework for land reform and underpins our Strategic Plan and Programme of Work. This, the fifth paper in the Land Lines series, is looking at the opportunities provided by land reform for further realisation of economic, social and cultural human rights. The opinions expressed, and any errors, in the papers are those of the author and do not necessarily reflect those of the Commission. About the Author Dr Kirsteen Shields is a Lecturer in International Law at the University of Edinburgh’s Global Academy on Agriculture and Food Security and was recently a Fullbright / Royal Society of Edinburgh Scholar at the University of Berkeley, California. She has advised the Scottish Parliament on land reform and human rights and was the first Academic Fellow to the Scottish Parliament’s Information Centre (SPICe) in 2016. For more information, please contact [email protected]. r The Boundaries of Liberalism in a Global Era: A Critique of John Stuart Mill Chris Daly May 8, 2002 r ABSTRACT The following study exanunes three works of John Stuart Mill, On Liberty, Utilitarianism, and Three Essays on Religion, and their subsequent effects on liberalism. Comparing the notion on individual freedom espoused in On Liberty to the notion of the social welfare in Utilitarianism, this analysis posits that it is impossible for a political philosophy to have two ultimate ends. Thus, Mill's liberalism is inherently flawed. As this philosophy was the foundation of Mill's progressive vision for humanity that he discusses in his Three Essays on Religion, this vision becomes paradoxical as well. Contending that the neo-liberalist global economic order is the contemporary parallel for Mill's religion of humanity, this work further demonstrates how these philosophical flaws have spread to infect the core of globalization in the 21 st century as well as their implications for future international relations. -
