TRANSPORT FACILITATION AND ROAD UPGRADING STUDIES OF THE -JUBA-- CORRIDOR

GENERAL PROCUREMENT NOTICE (GPN).

The Intergovernmental Authority on Development (IGAD) has received a grant of US$3,654,197 million from African Development Bank- NEPAD Infrastructure Project Preparation Facility (NEPAD-IPPF) to finance the Transport Facilitation and Road Upgrading Studies of the Kampala-Juba-Addis Ababa-Djibouti Corridor.

The objectives of the project is to determine the technical feasibility and economic viability, and to undertake detailed engineering designs for the missing road link of the corridor, the -Raad Road in South , and the One Stop Border Posts (OSBPs) at the Djibouti-Ethiopian and Ethiopian- borders. Further, it has a trade and transport facilitation component to look into the intra-regional trade and transport policies and regulatory regimes including operational procedures governing cross border trade in goods, services and movement of persons across border of the corridor countries.

The project comprises the following components (Consultancy Services):

Component 1: Road Study

(i) The Kapoeta-Road Upgrading Study involves: (i) Economic Feasibility and Preliminary Engineering Design, (ii) Environment and Socio-Impact Assessment; (iii) Detailed Engineering Design, and (iv) Preparation of Tender Documents.

Component 2: Trade and Transport Facilitation Study

(ii) The Trade and Transport Facilitation Study involves: (i) Soft infrastructure issues -, (ii) One Stop Border Posts (OSBPs) studies- feasibility study, architectural and detailed engineering designs, and preparation of tender documents.

Component 3: Project Management

(iii) Technical Assistance the project management in Project Coordination to IGAD and (ii) Transport Engineering to the Ministry of Transport, Roads and Bridges, South Sudan.

Procurement Procedures:

(i) All procurements will be in accordance with the Bank’s Rules and Procedures for the use of Consultants, May 2008, revised July 2012 edition and the provisions stipulated in the Grant Agreement, using the relevant Bank Request for Proposal Documents.

(ii) Specific Procurement Notices for contracts for consultancy services will be announced as they become available on UNDB and the Bank websites and is The East African; The Citizen; New Times newspaper; and the Ministry’s Website.
