12 The International Dimension of the Portuguese “Politics of the Spirit” Antnio Ferro, Jlio Dantas, Fidelino de Figueiredo Ângela Fernandes When considering the Portuguese public panorama in the first half of the twentieth century, we should note the close connection between political evolution towards dictatorship and the growing process of institutional- ization of cultural and artistic phenomena. In this process, the presence of Antnio Ferro (Lisbon 1895–1956) is absolutely prominent. As a liter- ary author and a public intellectual, Ferro was a leading figure, and his writings help us understand both the international connections and the national focus of the Portuguese state policy concerning the promotion of the arts, namely in the 1930s. 1 In the newspaper article “Política do espírito” [“Politics of the spirit”], published on November 21st, 1932, Antnio Ferro borrowed Paul Valéry’s title and coined the expression and the key concept underlying what he considered the necessary future political and cultural intervention in Portugal, and soon the motto “poli- tics of the spirit” became the heading of the state program to promote the arts. Indeed, a few months later, Ferro was invited to be the director of the SPN—Secretariado de Propaganda Nacional (the Office for National Propaganda), officially inaugurated in October 1933, and all initiatives promoted during the 30s and the 40s under his leadership were meant to be part of a comprehensive “politics of the spirit” aimed at the support and the enhancement of Portuguese culture. In order to map the international dimension of the Portuguese “poli- tics of the spirit” and also the international (namely European) connec- tions of the Portuguese intellectuals of the time, we shall analyze not only Antonio Ferro’s most relevant writings on this topic but also the testimo- nies of other protagonists of the Portuguese intellectual scenario.

  • CHAPTER 1 Introduction This Study of World Literature Begins Where Many
CHAPTER 1 Introduction This study of world literature begins where many do: with Goethe, but then it will go backwards from Goethe before it goes forward. The term world literature itself derives from Goethe’s neologism Weltliteratur, recorded by his personal secretary Johann Peter Eckermann from a conversation one night over dinner: “National literature is now rather an unmeaning term; the epoch of World-literature is at hand, and everyone must strive to hasten its approach” (165). The newness of the term is evidenced in John Oxenford’s 1930 translation by the hyphenation that brings the compound concept over from German into English. World literature is now a commonplace in English, although what exactly it is remains a matter of debate, allowing for such titles as David Damrosch’s book in 2003: What Is World Literature? But what Goethe means by world literature or what “we” mean by world literature today is not entirely my concern here—at least not yet—and this is where I go backwards from his neologism. In Eckermann’s account, the conversation in which Goethe lets slip the word that will create a new field of study begins thus: “Within the last few days, since I saw you,” said he, “I have read many things; especially a Chinese novel, which occupies me still and seems to me very remarkable.” “Chinese novel!” said I; “that must look strange enough.” “Not so much as you might think,” said Goethe; “the Chinamen [sic] think, act, and feel almost exactly like us…” (164) 1 Goethe goes on to explain the similarities and differences he finds between the “us” he refers to and Chinese writing and culture it represents, drawing connections between the Chinese text he has read and his own Hermann and Dorothea as well as the novels of Richardson and the Chansons de Béranger.

Cultural Organizations, Networks and Mediators in Contemporary Ibero-America This book proposes an innovative conceptual framework to explore cultural organizations at a multilateral level and cultural mediators as key figures in cultural and institutionalization processes. Specifically, it analyzes the role of Ibero-American mediators in the institutionalization of Hispanic and Lusophone cultures in the first half of the 20th century by means of two institutional networks: PEN (the non-governmental writer’s association) and the International Institute of Intellectual Cooperation (predecessor to UNESCO). Attempting to combine cultural and global history, sociology, and literary studies, the book uses an analytical focus on intercultural networks and cultural transfer to investigate the multiple activities and roles that these mediators and cultural organizations set in motion. Literature has traditionally studied major figures and important centers of cultural production, but other regions and localities also played a crucial role in the development of intellectual cooperation. This book reappraises the place of Ibero-America in international cultural relations and retrieves the lost history of key secondary actors. The book will appeal to scholars from international relations, global and cultural history, sociology, postcolonial studies, world and comparative literature, and new Hispanisms.
