The Foreign Office headquarters steers the work of the foreign missions, assesses their reports and analyses, and on this basis draws up foreign policy blueprints for government policy. Headquarters also co-ordinates the foreign policy activities of other ministries and the federal states (Bundesländer) to ensure a uniform approach to German foreign policy and security policy. The Foreign Office consists of 11 departments and four regional political directorates, which in turn comprise divisions focusing on specific policy areas or geographical regions. Gripped by nationalism and ensnared by competing interests, mutual mistrust, and Ialliances, they made a series of tragic miscalculations that resulted in 40 million casualties.     12 The International Dimension of the Portuguese “Politics of the Spirit” Antnio Ferro, Jlio Dantas, Fidelino de Figueiredo Ângela Fernandes When considering the Portuguese public panorama in the first half of the twentieth century, we should note the close connection between political evolution towards dictatorship and the growing process of institutional- ization of cultural and artistic phenomena. In this process, the presence of Antnio Ferro (Lisbon 1895–1956) is absolutely prominent. As a liter- ary author and a public intellectual, Ferro was a leading figure, and his writings help us understand both the international connections and the national focus of the Portuguese state policy concerning the promotion of the arts, namely in the 1930s. 1 In the newspaper article “Política do espírito” [“Politics of the spirit”], published on November 21st, 1932, Antnio Ferro borrowed Paul Valéry’s title and coined the expression and the key concept underlying what he considered the necessary future political and cultural intervention in Portugal, and soon the motto “poli- tics of the spirit” became the heading of the state program to promote the arts. Indeed, a few months later, Ferro was invited to be the director of the SPN—Secretariado de Propaganda Nacional (the Office for National Propaganda), officially inaugurated in October 1933, and all initiatives promoted during the 30s and the 40s under his leadership were meant to be part of a comprehensive “politics of the spirit” aimed at the support and the enhancement of Portuguese culture. In order to map the international dimension of the Portuguese “poli- tics of the spirit” and also the international (namely European) connec- tions of the Portuguese intellectuals of the time, we shall analyze not only Antonio Ferro’s most relevant writings on this topic but also the testimo- nies of other protagonists of the Portuguese intellectual scenario.

    Dorotea Wilson Dorotea Wilson, is a prominent leader in Nicaragua’s "Atlantic Coast Autonomous Region" and a member of the Sandinista National Executive. The region was established in 1986, granting land rights and self-government to members of Nicaragua’s Indigenous and Creole peoples in the ethnically distinct Atlantic Coast area. The region is now recognized as a semi-autonomous under the Nicaraguan constitution. Ms Wilson played a prominent role in the establishment of the region and in fighting for the rights of the country’s indigenous population. She has also served as the Mayor of Puerto Cabezas, one of the major cities on the Atlantic Coast, a member of the National Parliament and the government of the Autonomous Region. She joined the Sandinistas in 1975 and was active in the underground movement against the Samoza dictatorship. She advocates for the rights of women of color in general and those from rural areas in particular. She has written articles on the history of Nicaragua from the point of view of the oppressed. Epsy Campbell Barr Epsy Campbell Barr is a human rights activist, who has dedicated herself to public service and is also a university professor and an economist. Ms. Campbell Barr ran for Vice-President in the February Costa Rican national elections as a candidate of the Accion Ciudadana political party. Epsy has devoted herself to promoting the rights of women and people of African descent. She has been responsible for guaranteeing the dialogue between the enterprising, social, political, and the civil society sectors within the Accion Ciudadana political party (PAC).

    United States Department of State Diplomatic List Fall 2018 Preface This publication contains the names of the members of the diplomatic staffs of all bilateral missions and delegations (herein after “missions”) and their spouses. Members of the diplomatic staff are the members of the staff of the mission having diplomatic rank. These persons, with the exception of those identified by asterisks, enjoy full immunity under provisions of the Vienna Convention on Diplomatic Relations. Pertinent provisions of the Convention include the following: Article 29 The person of a diplomatic agent shall be inviolable. He shall not be liable to any form of arrest or detention. The receiving State shall treat him with due respect and shall take all appropriate steps to prevent any attack on his person, freedom, or dignity. Article 31 A diplomatic agent shall enjoy immunity from the criminal jurisdiction of the receiving State. He shall also enjoy immunity from its civil and administrative jurisdiction, except in the case of: (a) a real action relating to private immovable property situated in the territory of the receiving State, unless he holds it on behalf of the sending State for the purposes of the mission; (b) an action relating to succession in which the diplomatic agent is involved as an executor, administrator, heir or legatee as a private person and not on behalf of the sending State; (c) an action relating to any professional or commercial activity exercised by the diplomatic agent in the receiving State outside of his official functions. -- A diplomatic agent’s family members are entitled to the same immunities unless they are United States Nationals.
