Alternative 10 and the proposed pond sites are situated between SR 30 / US 98 and SR 79 in Sections 7, 8, 16 and 17 of Township 2 South, Range 16 West and Sections 1-5, 7 and 8 of Township 2 South, Range 17 West in southwestern Bay County and Sections 12-14, 22 and 23 of Township 3 South, Range 18 West in southeastern Walton County (Figure 1-1). In March 2017, Alternative 10 was realigned to the south because it intersected Steel Field Road near the Bay County Landfill and to eliminate several curves north of the Gulf Intracoastal Waterway. After realignment, Alternative 10 generally follows its original alignment from SR 79 to Kelly Pond. South of Kelly Pond, the new alignment follows Alternatives 6 and 7. The results of this assessment should be considered as an update to the 2012 assessment for the original nine alternatives (ACI 2012). Fieldwork for sections of the realigned Alternative 10 was conducted by Atkins in October and November 2016. A total of 182 shovel tests were excavated along the approximately 12.5-mile- long, 350-foot wide alternative APE. In March 2017 an additional 8 shovel tests were excavated in the along a section of Alternative 10 that was moved south due to its proximity to Steel Field Road. Fieldwork for the stormwater pond sites was conducted in January 2018. A total of 68 shovel tests were excavated at the stormwater pond sites. During the 2012 assessment ACI excavated a total 153 shovel tests in or adjacent to the previous alignment of Alternative 10. No cultural material or intact cultural deposits were encountered. No further archaeological investigations are recommended for this alternative. The new alternative does intersect the Gulf Intracoastal Waterway (8BY1565/8WL2584). However, it is our opinion that the evaluated alternative of the West Bay Parkway, Segment 1 will have no effect on the attributes which may contribute to the National Register of Historic Places (NRHP) eligibility of this or any other historic property. Cultural Resources Survey Update, 1 Cultural Resource Assessment Survey West Bay Parkway (CR 388), Segment 1 from SR 30 (US 98) to SR 79, Walton and Bay Counties, Florida SECTION 1.0 PROJECT DETAILS 1.1 PROJECT LOCATION Alternative 10 of the West Bay Parkway, Segment 1 and the proposed stormwater pond sites are situated between SR 30 / US 98 and SR 79 in Sections 7, 8, 16 and 17 of Township 2 South, Range 16 West and Sections 1-5, 7 and 8 of Township 2 South, Range 17 West in southwestern Bay County and Sections 12-14, 22 and 23 of Township 3 South, Range 18 West in southeastern Walton County (Figure 1-1). 1.2 PURPOSE AND NEED OF THE PROJECT The primary purpose of all West Bay Parkway, Segment 1 alternatives is to provide access to the Northwest Florida Beaches International Airport (NWFBIA) for travelers from the coastal areas of Walton County by connecting to existing SR 388 (previously CR 388) at SR 79 in Bay County and to provide an alternative hurricane evacuation route for residents of coastal Walton County, who are limited to SR 83 (US 331) across Choctawhatchee Bay. Currently SR 83 (US 331) is the only northbound route from coastal Walton County. The secondary purpose of the project is to avoid adding to future congestion on SR 30/SR 30A (US 98) by diverting through- traffic around Panama City Beach and Panama City. The proposed transportation improvement would improve access to intermodal and freight activity centers, especially the new NWFBIA; enhance regional connectivity; accommodate future traffic demand; improve emergency evacuation rates; provide congestion relief to parallel facilities; be consistent with comprehensive planning policies, goals and objectives; improve traffic safety; and add to the interconnectivity of the bicycle and pedestrian network. In addition, the proposed project is consistent with the Long Range Transportation Plans (LRTP) of the Bay County Transportation Planning Organization (TPO) and the Okaloosa-Walton TPO. 1.3 AREA OF POTENTIAL EFFECT The Area of Potential Effect (APE) has been defined for this project to consider potential direct and indirect (secondary) effects. The APE for this project is considered to be the approximately 350-foot wide project alternative buffer and the footprint of the pond sites depicted in Figure 1-1 and Appendix B. Alternative 10 traverses an undeveloped area north and west of the communities of West Bay, Panama City Beach and Inlet Beach. The general project area consists of predominantly double-bedded planted pine, areas of recently harvested pine, and small, isolated areas of native vegetation adjacent to several drainages, cypress domes, swamps and ponds. Representative photographs of the project area are included in Appendix A. Cultural Resources Survey Update, 2 Cultural Resource Assessment Survey West Bay Parkway (CR 388), Segment 1 from SR 30 (US 98) to SR 79, Walton and Bay Counties, Florida 1.4 PERTINENT LAWS AND REGULATIONS The current assessment was designed to comply with Section 106 of the National Historic Preservation Act (NHPA) of 1966 (Public Law 89-665, 2004, as amended), which is implemented by the procedures contained in 36 CFR, Part 800, as well as Chapter 267, Florida Statutes, and Chapter 1A-46, Florida Administrative Code. It also follows the standards outlined in the Cultural Resources Management Standards & Operational Manual prepared by the Florida Division of Historical Resources (2003) and the FDOT’s Project Development and Environment (PD&E) Manual, Part 2, Chapter 12. Project Location Map Cultural Resources Survey Update, 3 Cultural Resource Assessment Survey West Bay Parkway (CR 388), Segment 1 from SR 30 (US 98) to SR 79, Walton and Bay Counties, Florida SECTION 2.0 ARCHIVAL RESEARCH Prior to the field survey a review of the Florida Master Site File (FMSF) records was conducted. Archival research also included an examination of other documentation relative to generating effective research and field methodologies for this project. The research included not only a records search to identify any previously recorded archaeological or historical sites and/or surveys within the project impact zone or the immediate project vicinity, but also an examination of the physiographic characteristics of the project alternative. If available, information from local libraries, county property appraiser databases, historic aerials and map searches, and relevant information from local informants was utilized. 2.1 FLORIDA MASTER SITE FILE SEARCH This section represents an overview of previous archaeological and historical investigations conducted in the general vicinity of the project alternative.
