Sua missão é promover a sensibilização da opinião pública nacional para os temas de relações internacionais e para a política externa brasileira. Ao consolidar a publicação semestral dos Cadernos, o IPRI reforça seu papel institucional de desenvolver e divul- gar estudos e pesquisas sobre temas referentes às relações internacionais, apro ximando a diplomacia de universidades, centros de pesquisa, órgãos governamentais que também lidam com a agenda internacional e do público em geral. Esta edição inicia-se com artigo do ministro de estado das Relações Exteriores, Aloysio Nunes Ferreira, a respeito da recente aprovação do Tratado das Nações Unidas acerca da Proibição de Armas Nucleares e o papel do Brasil em sua aprovação. Ainda sobre o tema, Christiana Lamazière mostra, em artigo subsequente, que a legitimidade universal dos Direitos Humanos deve ser usada também como forma de proscrever o uso e desenvolvimento de armas nucleares, tendo em vista seu caráter ameaçador erga omnes, ampliando, portanto, o debate securitário e estadocêntrico com a inclusão de um enfoque humanitário. Segue-se uma série de artigos que versam sobre a ONU, suas prerrogativas e seus desafios. O primeiro, de autoria de Ana Paula L. Oliveira, Eduardo Uziel e Rafael Rocha, trata da responsabilidade de proteger, sob a ótica de Brasil, Índia, China, Rússia e África do Sul. Ao estudarem o caso da Líbia, bastante presente nos debates no âmbito do Conselho de Segurança durante o ano de 2011, os autores apontam as diferentes visões dos países do BRICS em temas de segurança internacional – comparação possível uma vez que, naquele ano, todos os estados do grupamento faziam VII ano III • número 5 • 1º semestre 2017 parte do Conselho. No segundo artigo dessa temática, João Augusto Costa Vargas apresenta, com maestria, um tema pouco debatido nas Relações Internacionais: a reforma administrativa e orçamentária da organização (em contraponto à bastante conhecida reforma política e do Conselho de Segurança). No tocante aos Direitos Humanos, Matheus de Carvalho Hernandez examina a criação do posto de alto comissário das Nações Unidas e seu escritório para o tratamento do tema. O estudo tem seu foco no mandato de Navi Pillay, quando, segundo o autor, consolida-se a institucionalização do órgão nas Nações Unidas e firma-se sua relevância na defesa dos Direitos Humanos. Novamente, o chanceler Aloysio Nunes Ferreira reafirma a posição brasileira de condenação ao antissemitismo e ainda reforça o apoio à solução de dois estados no caso do conflito Israel-Palestina. No artigo seguinte, Pedro Ivo Ferraz da Silva trata de um novo tópico da agenda internacional, que vem demonstrando relevância crescente: a governança da Internet. O autor, além de descrever seus principais marcos, explicita o papel do Brasil na negociação do novo regime. Por sua vez, Luiza Lopes da Silva traça um panorama da política do Itamaraty na área de educação para as comunidades brasileiras no exterior, relatando as principais ações desenvolvidas nos últimos anos, que estão hoje em processo de consolidação. Por sua vez, Michel Arslanian e César Yip refletem sobre as relações econômicas do Brasil com a América Latina. Os autores também abordam o papel da China na integração econômica da região, bem como o esforço do Brasil em reconstruir uma agenda positiva no desgravamento tributário e em consolidar a integração produtiva regional. Ainda no âmbito econômico, Felipe Costi Santarosa e Mari Carmen Rial Gerpe apresentam a evolução

Like the Soviet Union, Soviet literature was a consciously multinational, multiethnic project. This dissertation approaches Soviet literature in its broadest sense – as a cultural field incorporating texts, institutions, theories, and practices such as writing, editing, reading, canonization, education, performance, and translation. It uses archival materials to analyze how Soviet literary institutions combined Russia’s literary heritage, the doctrine of socialist realism, and nationalities policy to conceptualize the national literatures, a term used to define the literatures of the non-Russian peripheries. It then explores how such conceptions functioned in practice in the early 1930s, in both Moscow and Baku, the capital of Soviet Azerbaijan.
