Surcharge According to Section 6-3 of the Railway Regulations Infrastrukturavgifter Surcharge according to section 6-3 of the Railway Regulations Price surcharge for individual market areas Page 1 Infrastrukturavgifter Price surcharge for individual market areas Page 2 Infrastrukturavgifter Preface Bane NOR submitted its implementation plan linked with infrastructure charges to the Norwegian Railway Authority on 14 July 2017. Based on the feedback that Bane NOR had received from the Authority via the preceding consultation process, Bane NOR postponed its determination of surcharges in accordance with section 6-3 of the Railway Regulations. Bane NOR was to compile more detailed documentation for potential proposals for surcharges. In this report, Bane NOR will explain the data for proposed surcharges in the infrastructure charge for three (3) market segments. These will come into force on 1 January 2019 in accordance with section 6-3 (6). The surcharges were announced in Bane NOR’s draft consultation, so the obligation to provide notification is hereby observed. The report also includes how current market segmentation will be continued on the Gardermoen Line in 2018. The audit of the market segmentation and the new surcharges is to be approved by the Ministry of Transport and Communications. In connection with the consultation on the plan, the Norwegian Railway Authority (SJT) recommended that Bane NOR should document better terms in order to specify a surcharge to the infrastructure prices based on section 6-3 of the regulations. Surcharges – in accordance with corresponding rules previously – were implemented for use of the Gardermoen Line as of 2000 [3]. When Bane NOR proposed a different approach to market segmentation in line with the new Railway Regulations, there would have to have been notification at least “three months before the deadline for publication of the network guide” before the change can be implemented. Price surcharge for individual market areas Page 5 Infrastrukturavgifter 3 Summary and summing up 3.1 Proposal for infrastructure charges, including surcharges Given the documentation of relevant market areas’ ability to pay, plus the fact that the surcharges in question in the infrastructure prices are in accordance with section 6-3 of the Railway Regulations [2], Bane NOR establishes the following prices for use of the infrastructure (minimum package); see Table 3-1. Table 3-1: Basic price, capacity price and surcharges Kapasitets- Påslag for følgende markedsområder Grunnpris (§6-2 (3)) pris (§6-2 (§ 6-3) - Blir gjeldende fra og med R19 (4)) Malm og Banestrekning Hovedfly- Persontog Godstog (Øre § 6-2 (4) PSO (Øre mineraler plass (Øre (Øre pr. brutto pr. brutto (Kroner pr. pr. brutto (Øre pr. pr. brutto tonnkm) tonnkm) tog) tonnkm) brutto tonnkm) tonnkm) Oslo Lokal 0,97 0,47 500,00 2,06 2,06 Ofotbanen 2,50 2,50 - 5,00 5,00 Øvrige jernbanenett 1,47 1,06 - 3,75 3,36 The surcharges as shown in the table will initially be charged to the railway undertakings in 2019 on the basis of section 6-3 (7) of the regulations. The changes have been announced in connection with the consultation on the draft implementation plan that took place in April and May 2017. 3.2 Continuation of surcharges in 2018 In 2000, the Gardermoen Line (Oslo – Gardermoen) was defined as a separate market area and a special surcharge was applied to the line; see [3]. Bane NOR has assumed that this surcharge now falls under section 6-3 of the Railway Regulations. The amendments to Bane NOR’s market division and surcharges will come into force in 2019; but the current surcharges will be continued in 2018, but adapted to a new basic price for the line. The basic price up to and including 2017 has been zero (0) Norwegian kroner (NOK), but will be 0.97 øre per gross tonne-kilometre in 2018. Surcharges in the infrastructure charge restricted to the Gardermoen Line (Oslo – Gardermoen) are established at 7.5 øre per gross tonne-kilometre. This will be applicable in 2018, while the new market division and surcharges will take effect from 2019. Price surcharge for individual market areas Page 6 Infrastrukturavgifter 4 Market division Bane NOR’s new market segmentation in accordance with section 6-3 of the Railway Regulations is reproduced below; see also [1]. As can be seen from section 6.1, market segmentation linked with the Gardermoen Line has existed since 2000. Bane NOR’s segmentation now includes the entire railway market in Norway. Up to and including 2017, there has been a separate infrastructure price for freight trains with an axle load in excess of 25 tonnes. This was justified by the axle load and applied to all market areas in respect of freight services. This special charge will cease as of 2018. The proposed surcharges in respect of freight services are linked to specific market areas. 4.1 Proposal for market segmentation Bane NOR has also assessed other market areas of relevance in a Norwegian context. These areas are based on separation between freight services and passenger services. Figure 4-1 shows Bane NOR’s division of the

  • Year-End Report 2019: Strong Earnings in an Uncertain Market
PRESS RELEASE Attachments: Date: 1 (3) 11/02/2020 Contact: Bo Krogvig, Senior Vice President Communications and Climate, LKAB Telephone: +46 (0)8 429 3445 Email: [email protected] Year-end report 2019: Strong earnings in an uncertain market Stable production and favourable market conditions enabled LKAB to increase its operating profit both for the quarter and for the full year, this despite lower delivery volumes. The market remains uncertain, however. Sales for full-year 2019 increased to MSEK 31,260 (25,892) and operating profit strengthened to MSEK 11,788 (6,869), an increase of 72 percent. The improved earnings are mainly due to higher iron ore prices and a stronger dollar exchange rate. Lower sales had an adverse effect. Operating cash flow for the full year increased to MSEK 6,981 (3,386). The improvement is mainly due to the increase in profits and to lower levels of capital expenditure. Higher expenditure on urban transformation had a negative impact. Profit for the year amounted to MSEK 10,173 (5,274) and the Board is proposing to the Annual General Meeting an ordinary dividend amounting to MSEK 6,104 (3,164). For the fourth quarter sales increased to MSEK 6,947 (6,911) and operating profit increased to MSEK 2,047 (1,900). The improved earnings are mainly a result of a stronger dollar exchange rate and lower costs for urban transformation provisions. Lower prices for highly upgraded iron ore products and lower delivery volumes during the quarter had an adverse effect. “I am pleased that we are delivering strong earnings despite an uncertain market and despite making significant investments in both the ongoing urban transformation and our projects for the future.

A New Environmental Deal for Airport Regions About the Airport Regions Conference The Airport Regions Conference (ARC) is an association of regional and local authorities across Europe with an international airport situated within or near its territory. The ARC brings together a wide range of expertise at the interface of air transport and local and regional policies. A common concern is to balance the economic benefits generated by the airports against their environmental impact, notably the effect on the quality of life of local residents. The members exchange best practices through ARC network and reflect together on policy challenges ahead. As such the ARC also serves as a platform to express members interests to the European Institutions. We were delighted to be hosted for our annual general meeting in Oslo Akershus, and we want to share with you the knowledge harvested on that occasion. Sergi Alegre Calero – ARC president – Vice Mayor El Prat de Llobregat About Akershus County Council Oslo Airport is to further enhance its reputation as one of the world’s greenest airports by opening a hydrogen station for vehicles.

Only 75% of the potential cruise ports along the Atlantic coast are members; also one has to include the potential of the cruise ports in Greenland and the area east of the North Cape. The tourist organisations of the ports, the regions, the countries can help as members to make Cruise Europe stronger in marketing the destination Northern Europe to the cruise lines. The aim for Cruise Europe is to match the ongoing growth of the cruise industry in offering better infrastructure in the member ports, which means more cruise terminals, or to point out the diversity of the many destinations and attractions in Northern Europe. Cruise Europe has to open a dialogue with the cruise lines with the intention to spread the growing number of cruise ships and the even bigger cruise passenger capacities over more ports, over more cruise areas, over more countries. The success of the Baltic is also possible in the areas of West Europe, of UK & Ireland and of Norway and Iceland. Cruise lines have to be convinced that all four cruise areas in Northern Europe have equal attractions and many Captain Michael McCarthy good ports to host the growing cruise fleet.
