Newport Municipal Airport Operations Report 01/31/2021 from: JANUARY 1 – JANUARY 31, 2021 Air Service – Gathered information for the DOT SCASDP grant for February Airport Committee meeting. Had a conversation with PAE and 139 requirements. No new changes for 139 requirement, 10- 31 seats, and 9 seat aircraft fall under that. Sent email to Shawn with Boutique Air, no response yet. Oregon Airport Managers Association – Finalized Conference Agenda, finalized general meeting agenda, discussed fall conference in October. Had PAC legislative update. Allen Wells – Alan Wells received the personal service agreement documents from City Administration. Alan has scheduled a meeting with airport staff to further discuss the properties at the airport. Animal Shelter- participated in a meeting with Wayne Belmont, Spencer Nebel, and Derrick Tokos to refine the MOU between the Lincoln County and the City of Newport for the animal shelter. Draft MOU was approved by City Council at January 19, 2021 meeting. I have included the draft and signed MOU. MOA with Army National Guard - CPT Leifer is working to get the MOA sign from his superiors. They have some concerns the CPT Leifer will have to address. It may require some more leg work on airport staffs end to be part of the Department of Defense’s Innovative Readiness Training (IRT) program. Innovative Readiness Training (IRT) is a Department of Defense (DOD) military training opportunity, exclusive to the United States and its territories, that delivers joint training opportunities to increase deployment readiness. Simultaneously, IRT provides key services (health care, construction, transportation, and cybersecurity) with lasting benefits for our American communities ODA Aviation Review Committee (ARC) – there were 21 priority 1, 6 priority 2, and 21 priority 3 grants submitted totaling 48 grants reviewed by the ARC. Totaling over $5 million in grant funding request. Hangar Development – One lease has been signed. Waiting for the second lease to sign. Have had conversation with Public Works about lactation of water meters for one of the hangars. So things are progressing. COVID-19 update – No new update for the airport. Phase II re-opening the FBO has be smooth. No complaints from customers, they understand and have been adhering to the required mask and social distancing guidelines. Phase II of EA – Waiting for City Administrative review of Independent Fee Estimate required for the EA. NATA Training- Completed NATA Safety First training program. NATA has updated their training program to make it more user friendly. I am working through the fuel supervisor re-certification at this time. CPI annual adjustment- work on CPI increase letters to be sent out to all tenants with CPI adjustment langue in lease. Operations Equipment- Peterson Cat Power got the FBO generator working again and did an overall inspection of the generator. They also did an overall inspection of the airfield generator and over all inspection. They found that the main power switch relay and actuator were needing replacing. It was intermittently working. This cause the power to be disconcerted from the PUD and the generator leaving the field without AWOS or lights. AWOS was inspected and found the modem card need to be replaced. The modem card was interment in pick up when people tried calling in. Delinquent Taxes - City Administration has been checking on past due taxes of lessees of City property. Airport Staff worked with Lincoln County Tax Accounting Specialist to check for any past due taxes for airport lessees. 32 lessees at airport pay Lincoln County Taxes on their buildings. Talking with County staff, they relayed the county goes off of years past due, not amount. Every year in May the County looks at all past due taxes that are delinquent by four years. The county will then start the foreclosures process on properties that fall into that category. There is language in hangar leases that address this type of issue.
