Newport Municipal Airport Operations Report 12/31/2020 from: DECEMBER 1 – DECEMBER 31, 2020 2020 has been quit the year Newport Municipal Airport. COVID-19 brought challenges resulting in FBO closures, appointment only, to limiting the amount of people based on social distasting requirements, and staff furloughs. But 2020 was not as bad as projected for the calendar year numbers. 2020 calendar year for Newport Municipal Airport. Logged 3,293 landings, and 3,306 take offs, totaling 6,599 logged aircraft operations; 106 Jet aircraft, only 5 short form 2019. Pilots purchased 15,720 gallons of AV-Gas, 32,953 gallons of Jet-A, totaling 48,673 gallons of fuel sold. Averaging out to 15 gallons per landing. The FBO rented 420 cars, which is 63% of 2019’s total 663. 213 courtesy cars were borrowed which is 48% of 2019’s total 444. 2020 highlights for the Airport: Letter from Lincoln County selecting Newport Municipal Airport for new animal shelter location. Gave presentation for Newport Chamber on the airport at the Best Western. Memorandum of Agreement with the U.S. Department of Homeland Security Federal Emergency Management Agency (FEMA) and Airport. Awarded $3.1 million dollar FAA AIP project for storm pipe rehabilitation and Lake Creek Culvert fish passage mitigation project. This project is fully funded by the FAA. Received $69,000 from CARES Act to help cover operations cost for airport. Memorandum of Agreement with Life Flight to sump Jet-A truck when FBO is closed for holidays or times staffing may not be available. Applied for State of Oregon Department of Aviation COAR grant to help with matching funds for phase II Environmental Assessment of Obstruction Removal Project. -

Airport Land Use Compatibility Guidebook January, 2003 2.0 ODA Goals and Policies Related to Land Use Issues With over 400 airports, the state of Oregon offers significant aeronautics opportunities for transportation and economic activities. As of June 2002, public use airports account for 98 of these facilities and provide the backbone of the aviation system for the state. Ownership of these public use facilities is as diverse as the types of airports themselves. The largest segment, 30 percent, is owned by the Cities, followed closely by the State of Oregon with 29 percent ownership. Private ownership with public access accounts for 15 percent while ownership by a Port Authority is 11 percent. Rounding out the ownership options are 9 percent county-owned facilities, 3 percent federally-owned facilities, and 1 percent owned by other public entities. Exhibit 2.1 represents these classifications. 3. FORECAST OF AVIATION DEMAND Forecasts of aviation activity are used to identify expected activity levels and based aircraft at individual airports in the system. A statewide perspective on aviation activity also affords the opportunity to examine the context for changes at Oregon airports. Where individual master plans or Airport Layout Plans (ALPs) look in detail at the local situation, the system plan offers the view from 30,000 feet. This makes it possible to look at regional and statewide trends that are resulting not only in absolute gains or declines at particular airports, but also changes that come from redistribution of activity. The last system plan forecasts had a base year of 2005. This forecast starts with the base year of 20151 and estimates changes in the next 20 years from 2015 through 2035. The following components of aviation activity are considered in the forecasts: • Commercial airline enplanements • General aviation based aircraft • Total commercial, general aviation, and military operations This chapter also includes a discussion of national and regional factors that are impacting aviation activity in Oregon as well as changes in the drivers of aviation demand at the State level that could impact forecasts. 3.1 Scope of Aviation Activity in Oregon – Overview Seven commercial service airports and 90 general aviation airports comprise the Oregon system. Oregon’s economy reflects a rich diversity of economic activity in the state that includes both high tech and natural and agricultural resource industries. During the past three decades, Oregon made the transition from a resource- based economy to a more mixed manufacturing and marketing economy, with an emphasis on high technology. -
