Newport Municipal Airport Operations Report 12/31/2020 from: DECEMBER 1 – DECEMBER 31, 2020 2020 has been quit the year Newport Municipal Airport. COVID-19 brought challenges resulting in FBO closures, appointment only, to limiting the amount of people based on social distasting requirements, and staff furloughs. But 2020 was not as bad as projected for the calendar year numbers. 2020 calendar year for Newport Municipal Airport. Logged 3,293 landings, and 3,306 take offs, totaling 6,599 logged aircraft operations; 106 Jet aircraft, only 5 short form 2019. Pilots purchased 15,720 gallons of AV-Gas, 32,953 gallons of Jet-A, totaling 48,673 gallons of fuel sold. Averaging out to 15 gallons per landing. The FBO rented 420 cars, which is 63% of 2019’s total 663. 213 courtesy cars were borrowed which is 48% of 2019’s total 444. 2020 highlights for the Airport: Letter from Lincoln County selecting Newport Municipal Airport for new animal shelter location. Gave presentation for Newport Chamber on the airport at the Best Western. Memorandum of Agreement with the U.S. Department of Homeland Security Federal Emergency Management Agency (FEMA) and Airport. Awarded $3.1 million dollar FAA AIP project for storm pipe rehabilitation and Lake Creek Culvert fish passage mitigation project. This project is fully funded by the FAA. Received $69,000 from CARES Act to help cover operations cost for airport. Memorandum of Agreement with Life Flight to sump Jet-A truck when FBO is closed for holidays or times staffing may not be available. Applied for State of Oregon Department of Aviation COAR grant to help with matching funds for phase II Environmental Assessment of Obstruction Removal Project. Airport Committee approved Airport Rules and Regulations. Finalized Economic Development Flyer for airport. Received letter from Newport Fire Department approving Fire Flow at airport. Created timeline checklist for airport hangar development. City Council approval of amending section 9.40 of Newport Municipal Code. City Council approved two new privately owned hangars to be built. Received contract template from Allen Wells for Commercial development listing on non-aeronautical airport property. Granted Monitor Waiver Request for airport’s storm water 1200z permit from DEQ until 2022. MOA with The Military Department and National Guard of the State of Oregon for permit of use of premises of certain areas of the airport for equipment training on grading and grubbing projects. City Council approved purchase of Zero Turn mower for operations. FBO parking lot striped adding 13 new parking spots. Participated in Pavement Maintenance Program with the Oregon Department of Aviation. Who performed crack sealing on the apron, taxiways, and runway 2-20. Installation of LED readout screen at self-serve av-tank was completed. Replaced 3, 17 year old, gate operators. Worked with City administration and Finance on airport leases and billing. Created a check sheet that shows every lease by name, number, lease rate, square footage of building. Then Crossed referenced that with Lincoln County Property Records. To help line out the process for airport leases and billing. 1 Newport Municipal Airport Operations Report 12/31/2020 from: DECEMBER 1 – DECEMBER 31, 2020 Approved to be the second Vice President on the Oregon Airport Managers Association Board Started new NATA safety training program for fuel certifications for airport staff. We hit 962 people following Newport Airport on Facebook. Several post reached over 3,000 people. Oregon Airport Managers Association – Board meeting was held on December 9th. Set date for business meeting in February. Discussed spring virtual conference. Membership renewal drive. Looked at Thanksgiving Travel numbers at air carrier airports. COAR grant – Applications for the ODA COAR grant program have been graded through the ARC. Waiting for grading to be released by ODA. Meeting in scheduled in January for ARC members to go over grading. Allen Wells – set contract for review. Had meeting with Spencer and David to go over contract. Put together packet of information to send to Allen after finial review by Spencer and David. Animal Shelter- There is a meeting scheduled in early January with the County and City to further discuss the County Animal Shelter. Social Media Archiving – Attended training at City Hall about archiving of social media and related issues. Hangar Development – Dan McCrea and Ken Williams where approved by City Council. We are waiting for the new tenants to sign lease agreements. COVID-19 update – No new update at the time. Phase II re-opening the FBO has be smooth. No complaints from customers, they understand and have been adhering to the required mask and social distancing guidelines. Five year CIP – Had a phone conference with FAA, PAE, and city finance department to go over upcoming FAA CIP projects. 2021 – EA for Obstruction Removal Phase II. 2022 – Remove Obstructions Design and Construction: PMP. 2023 – Carry over. 2024- Carry over. 2025 – Install AWOS: PMP. Airport Finance- Had meeting with Spencer, Peggy, and Mike about lease process and billing for hangar tenants. Finance will be starting to send out monthly reports to department heads reflecting amount collected and amount outstanding. NATA Training- Enrolled in the new NATA Safety First training program. NATA has updated their training program to make it more user friendly. I am working through the fuel supervisor re-certification at this time. CARES ACT- Working with finance department to close this out. Newport Municipal Airport was provided $69,000 by the Federal Government to help out with operational cost during the COVID pandemic. CPI annual adjustment- work with Finance Director Mike to go over the CPI annual adjustment. Lease rates will be going up. There will be letters sent out to all tenants in June 2021. Operations Equipment- Waiting on Peterson Cat Power to schedule a servicing time for both field generators. Scheduled time in January for an AWOS inspection with DBT.
