NEWPORT MUNICIPAL OPERATIONS REPORT 09/30/2020 FROM: SEPTEMBER 1 – SEPTEMBER 30, 2020

Oregon Department of Aviation Board Meeting – was held October 1, 2020. Topics for this meeting include: Grant County Regional Airport presentation, Director’s update, COAR Grant Cycle 5 update, Master Plan approval, operations update, Finance update and Board Best Practices Survey, customer service survey.

Oregon Airport Managers Association – was held September 9, 2020. Topics for this meeting include: Business meeting for fall conference will be held by GO-TO Meeting. Discussed agenda for fall conference, nominations to fill empty board position. Corona Virus update. Legislative update, ODA has place holder bill coming up to the Transportation Committee to address expending moneys in the State Aviation account for operating expenses and time frame to use money.

AIP Project – Spencer and David e-signed the AIP Grant projects for Strom pipe rehab and fish passage mitigation. We are now out of the work window. PAE is working with the contractors to start the project next year. This will not affect the 100% no match funding requirement for this grant.

FAA 163 Letter – Received email from FAA planner Benjamin Mello about the 163 letter and area. Ben thinks that we are on the right path, but a little more information and maybe a format change could make it an easier document to read considering the fact that we are looking at 4 distinct areas. I am working with Geoff to get those changes done and resubmitted.

DEQ 1200Z update: received a draft letter and SWPCP plan form Gwen Erickson for review. We are requesting a monitoring waiver to reduce sampling areas from 7 to 3 areas. The past year of sampling has shown non detect in the sampling, and a similarity between sampling areas.

Hangar Development – We received notice from the FAA approving the 7460 and they do not object to the construction of a new hangar. This information was passed on to the hangar developer and City Administration for next steps. I am hoping permitting will be quick and ground breaking soon to follow.

Community Garden – no knew update Meet with Parks & Rec Director Mike Cavanaugh and community garden manager to go over plans for the garden. The plans are very ambitious. Mike will need to have a meeting with Spencer and me about this moving forward. We want to have the best outcome for both parties.

Crew Cars- We started sending out crew cars on a trial run in hope of making phase II. Pilots did not seem to mind the new COVID-19 regulations for cleaning. I would like to discuss this issue with the Airport Committee.

COVID-19 update – We will be moving into phase II opening the FBO on a limited basis. Due to social distancing requirements and the size of the FBO; only ten people and be in the lobby at one time. Seven in the front area and three in the pilot’s area. Masks are required to enter building.

Maritime Information Systems, Inc. – Moses Calouro with Maritime Information Systems emailed: Message: Our Company is developing an aircraft tracking network and would like to place equipment at the airport. The equipment consists of 3 foot antennas (roof mounted), 50 foot lengths of cable, a radio/internet box, and power and computer cables.

At no cost, in exchange for hosting our equipment, you would have access to our current web based live display. Would your company be able to host our equipment?

Maritime Information Systems is working the ODA, and have several sites already up and running at six State Owned . I have attached some information from their web site.
