Arrangement for Distributing Specimen Collection Packs and Collecting Specimens for COVID-19 Test at 47 General Out-Patient Clinics Arrangement for distributing specimen collection packs and collecting specimens for COVID-19 test at 47 general out-patient clinics To tie in with the Government’s epidemic control strategy, the Centre for Health Protection (CHP) of the Department of Health has extended the “Enhanced Laboratory Surveillance Programme” to provide COVID-19 test for individuals who perceive themselves to have higher risk of exposure and experience mild discomfort. The Hospital Authority (HA) assists the CHP in setting up distribution points of specimen collection packs and collection points of specimens at 47 general outpatient clinics (GOPCs) (see appendix), so as to facilitate members of the public to obtain the packs and submit the specimens. The arrangement is as follows: Distribution time of the specimen collection packs at 47 GOPCs: Monday to Friday (except public holidays) 9:00am to 1:00pm and 2:00pm to 5:00pm; Saturday (expect public holidays) 9:00am to 1:00pm; Members of the public may also obtain the specimen collection packs at some selected GOPCs from 9:00am to 1:00pm on Sunday and public holidays; Only one pack will be taken by each person while stocks last; Participants should collect and submit the specimen within two days, with the necessary information for laboratory tests, to the designated collection points. Collection time of the specimen at 47 GOPCs: Monday to Friday (except public holidays) 9:00am to 1:00pm and 2:00pm to 3:00pm; Saturday (expect public holidays) 9:00am to 11:00am; Members of the public may also submit the specimen at some selected GOPCs from 9:00am to 11:00am on Sunday and public holidays; All specimens collected will be sent to local accredited laboratories in private sector for COVID-19 test. In case of positive response to COVID-19, relevant results will be reported to CHP according to prevailing mechanism for further verification, and inform the relevant persons and arrange admission to public hospital for management. If a submitted specimen tests negative, concerned individual shall receive SMS notification within 3 days after the submission; For infection control and public safety, members of the public are reminded to wear masks and maintain social distance while collecting the specimen collection packs or returning the specimens. • Initial Transport Assessment of Development Options
This subject paper is intended to be a research paper delving into different views and analyses from various sources. The views and analyses as contained in this paper are intended to stimulate public discussion and input to the planning process of the "HK2030 Study" and do not necessarily represent the views of the HKSARG. WORKING PAPER NO. 35 INITIAL TRANSPORT ASSESSMENT OF DEVELOPMENT OPTIONS Purpose 1. The purpose of this paper is to provide information on the reference transport demand forecasts, assessment of Reference Scenario and framework for option evaluations. Background 2. Under Stage 3 of the HK2030 Study, Development Scenario and Development Options are formulated. The Development Options are then subject to transport, economic, financial as well as environmental assessments. Under the integrated approach adopted for the Study, the transport requirements identified for the Development Options are also assessed in terms of the environmental, economic and financial implications in order that a meaningful comparison of the Development Options could be made. 3. Under the Reference Scenario, various development choices have been considered to satisfy the land requirements. They can broadly be categorised into two different options of development patterns, namely Decentralisation and Consolidation. The details are presented in the paper on Development Options under the Reference Scenario. Assessments have been carried out to identify the transport requirements of the two Development Options in 2010, 2020 and 2030. The findings are summarised in the following sections. Development Options 4. Under the Reference Scenario, the population in 2030 could be in the region of 9.2 million which is only marginally more than the population of 8.9 million for 2016 adopted in the previous strategic planning.

  • Vending Machines Set up at 10 MTR Stations for Public to Collect COVID-19 Specimen Collection Packs with Convenience
PR080/20 6 December 2020 Vending Machines Set Up at 10 MTR Stations for Public to Collect COVID-19 Specimen Collection Packs with Convenience The MTR Corporation has been closely monitoring the pandemic and fighting the virus with the community. To facilitate the Government’s Enhanced Laboratory Surveillance Programme for the public to access COVID-19 testing service with convenience, vending machines will be set up at ten MTR stations for the public to collect COVID-19 specimen collection packs starting tomorrow (7 December 2020). Following communication with relevant government departments, ten stations across the MTR network have been identified for the purpose, namely Ngau Tau Kok, Kwai Fong, North Point, Tiu Keng Leng, Wong Chuk Hang, Tai Wai, Tai Po Market, Siu Hong, Kowloon and Tsing Yi stations. About 10,000 specimen collection packs supplied by a government contractor per day will be, in general, evenly distributed to the vending machines located in the unpaid area of these stations. Each station will have a fixed supply each day and each person can collect one pack while stocks last. Members of the public can collect the packs with their Octopus, free of charge, at the stations during operating hours. “Traffic News” of the MTR Mobile will provide information about the supply of specimen collection packs including whether stations are out of stock or packs are still available for the public’s reference. Under the premise of fighting the pandemic, the Corporation will communicate with relevant government departments and suitably adjust the arrangements for distribution points based on actual demands to facilitate the Government’s measures.

SAFE PLAYING ENVIRONMENT POLICY Topics: 1. Environment a) Playing Environment b) Weather – heat/ lightning/ T8 2. Medical Personnel 3. First Aid Equipment 4. Medical facilities 5. Access to hospital 6. Emergency Action Plans – Potential catastrophic injury 7. Concussion Management – Recognise & Remove and Blue Cards 8. Serious injury and concussion reporting 1. ENVIRONMENT a) Playing environment This includes the field of play as well as the immediate surrounding area. Barriers, poles, pylons, and advertising hoardings must be ideally 5m from the touchline. If obstacles cannot be removed, they must be suitably covered to provide protection to players. If areas of the playing surface comprise and asphalt/tartan track it should be suitably covered as well. The playing surface should be grass, artificial grass (conforming to WR regulation 22), sand or clay. It must be firm and free of hazards, including stones and glass. If there is surface water sufficient to realistically raise the risk of drowning if a player is knocked unconscious, the game should not commence. The decision to start a game where ground water is present is at the sole discretion of the referee and common sense should prevail. The Match Day Safety Checklist (Appendix 1) should be used to complete a risk assessment prior to each game. b) Weather conditions Hot conditions Research has not identified a specific temperature and/or humidity when playing a rugby game is not advised. The Heat Index has been found to be a better measure of heat stress and considers air temperatures at various relative humidities. The Heat Index in Hong Kong is available via the HK Observatory (https://www.hko.gov.hk/en/wxinfo/ts/display_element_hkhi.htm) If the Heat index is <32 degrees, the risk to players of heat stress is minimal.

  • An Artistic Journey Begins at MTR Tsing Yi Station September 4, 2006
An Artistic Journey Begins at MTR Tsing Yi Station September 4, 2006 Passengers using MTR or Airport Express services at the MTR Tsing Yi station can enjoy a breath of tranquility with the launch today (4 September 2006) of the artwork - “Beginning of Journey” – a three-dimensional wind driven kinetic sculpture made of metal and fabric that is suspended from the ceiling of the Tung Chung Line Concourse. Inspired by ships stirred by a gentle breeze setting sail on a voyage, the artwork moves with the flow of air in the atrium. This latest “art in mtr - art in station architecture” creation is by award-winning Japanese kinetic sculptor, Mr Yoichi Takada. It is the third of three artworks under the Airport Express Artwork series commissioned by the MTR Corporation and jointly sponsored by Cheung Kong (Holdings) Limited, Hutchison Whampoa Limited and CITIC Pacific Limited. The initiative was launched in 1997 with HK$11 million of funding. “We are very happy to see the third artwork of the series now unveiled. We believe that this meaningful initiative not only enhances the environment, but also heightens cultural awareness, as well as brings inspiration to the people of Hong Kong,” said Ms Grace Woo, Executive Director of Cheung Kong (Holdings) Limited. “City life is often hectic, and it’s a luxury to enjoy a little tranquility. We hope MTR passengers will find the silent and gentle motions of the artwork soothing,” said Mr Andrew McCusker, Operations Director of MTR Corporation. Mr Yoichi Takada’s kinetic sculptures are precise and perfect integrations of art, engineering and craftsmanship.

Chapter 7: Healthcare in Hong Kong The Hong Kong Hospital Authority The Hong Kong Hospital Authority (HA) is responsible for managing all local public hospitals in Hong Kong. Staff of the HA can communicate in Chinese (mainly the Cantonese dialect) and / or English. If interpretation is needed for other languages, the HA will use reasonable endeavours to arrange for patients free interpretation services provided by third parties / consulates. Information about the HA, including the contact details of public hospitals, can be found on its website at www.ha.org.hk.Information on Accident and Emergency Departments and General Out-patient Clinics is also available in eight other languages, namely Bahasa Indonesian, Hindi, Nepali, Punjabi (Indian), Punjabi (Pakistani), Tagalog, Thai, Urdu on the website. Accident & Emergency services The Accident & Emergency (A&E) services are provided at 18 public hospitals under the HA. They deliver a high standard of service for critically ill or injured persons who need urgent medical attention. They also provide medical support for victims of disasters. To ensure that patients with more serious conditions are accorded higher priority in medical treatment, the HA adopts a triage system which classifies patients attending the A&E Departments into five categories according to their clinical conditions: critical, emergency, urgent, semi-urgent or non-urgent. Patients who do not require emergency attendance should seek medical treatment in public or private clinics.
