Background 2. SLH is one of the hospitals under the New Territories West Cluster (NTWC) of the Hospital Authority. Other hospitals in the cluster include Tuen Mun Hospital (TMH), Pok Oi Hospital and CPH. SLH is currently the only hospital providing rehabilitative and infirmary services exclusively to severely mentally handicapped (SMH) adult patients in Hong Kong. Deteriorating physical conditions in SLH 3. SLH was opened in 1972 and the physical conditions of its buildings have deteriorated over the years. One of the more disruptive and recurring problems facing SLH is roof leakage. Although re-roofing works have been carried out, rainwater leakage still occurs frequently. The damp environment also poses the risks of infection. 4. The existing sewage treatment system, with septic tanks and soakaways, has been in use since the establishment of SLH. It is approaching the end of its useful life and may pose pollution threats to the environment. Simply replacing the existing system with new septic tanks and soakaways could not meet modern standards of sanitation for health care facilities, which require the direct connection of drains to the public sewerage system to minimize the risks of pollution.

    立法會 Legislative Council LC Paper No. CB(2)486/12-13(05) Ref : CB2/PL/HS Panel on Health Services Background brief prepared by the Legislative Council Secretariat for the meeting on 21 January 2013 Provision of obstetric services in the Tseung Kwan O Hospital Purpose This paper summarizes the concerns of the members of the Panel on Health Services ("the Panel") on the provision of obstetric services in the Tseung Kwan O Hospital ("TKOH"). Background 2. The Kowloon East Cluster serves the population of Kwun Tong, Tseung Kwan O ("TKO") and Sai Kung districts which have an estimated population of 980 000. There are three hospitals in the cluster, namely, United Christian Hospital ("UCH"), TKOH and Haven of Hope Hospital. With the rapid increase of population in TKO and Sai Kung, the existing facilities in TKOH are inadequate in terms of space and capacity to meet the future service requirements and service demand in the Kowloon East Cluster. In July 2008, the Finance Committee approved a sum of $1,945 million in money-of-the-day prices for a major renovation and expansion project at TKOH. The TKOH expansion project includes, among others, the establishment of obstetric wards, Neonatal Intensive Care Unit ("NICU") as well as Special Care Baby Unit to provide the necessary facilities for the development of obstetric and neonatal services in TKOH. The whole project is targeted for completion by late 2013-2014. - 2 - 3. HA has also planned to commission the obstetric and NICU services in TKOH in phases, from enhancement of antenatal and postnatal services, delivery of low risk pregnancies to the provision of a full scale service.

Participants Women were offered either a first-trimester combined test (nuchal translucency, free beta human chorionic gonadotropin, and pregnancy-associated plasma protein-A) or nuchal- translucency-only test, or a second-trimester double test (alpha-fetoprotein and total human chorionic gonadotropin) for detection of Down syndrome according to their gestational age. Those with a trisomy 21 term risk of 1:250 or higher were offered a diagnostic test. Results A total of 16 205 pregnancies were screened of which 13 331 (82.3%) had a first-trimester combined test, 125 (0.8%) had a nuchal-translucency test only, and 2749 (17.0%) had a second- trimester double test. There were 38 pregnancies affected by Down syndrome. The first-trimester screening tests had a 91.2% (31/34) detection rate with a screen-positive rate of 5.1% (690/13 Key words 456). The second-trimester test had a 100% (4/4) detection rate Down syndrome; First trimester with a screen-positive rate of 6.3% (172/2749).
