Inventaris Arsip Kabinet Perdana Menteri Jilid Ii INVENTARIS ARSIP SEKRETARIAT NEGARA KABINET PERDANA MENTERI TAHUN 1950-1959 JILID II DIREKTORAT PENGOLAHAN DEPUTI BIDANG KONSERVASI ARSIP ARSIP NASIONAL REPUBLIK INDONESIA JAKARTA, 2012 KATA PENGANTAR Pasal 19 ayat (2) Undang-Undang Nomor 43 Tahun 2009 tentang Kearsipan menyebutkan bahwa Arsip Nasional Republik Indonesia (ANRI) wajib melaksanakan pengelolaan arsip statis yang berskala nasional yang diterima dari lembaga negara, perusahaan, organisasi politik, organisasi kemasyarakatan, dan perseorangan. Pengelolaan arsip statis oleh ANRI ditujukan untuk menjamin keselamatan dan keamanan arsip sebagai bukti pertanggungjawaban nasional dalam kehidupan bermasyarakat, berbangsa, dan bernegara. Arsip statis yang dikelola oleh ANRI merupakan memori kolektif, identitas bangsa, bahan penelitian dan pengembangan ilmu pengetahuan serta sumber informasi publik. Oleh karena itu, untuk meningkatkan mutu pengelolaan arsip statis, maka khazanah arsip statis yang tersimpan di ANRI harus diolah dengan benar berdasarkan kaidah-kaidah kearsipan sehingga arsip statis dapat ditemukan dengan cepat, tepat dan lengkap. Berkaitan dengan hal tersebut, maka dalam rangka pengolahan khazanah arsip statis setelah tahun 1945, Direktorat Pengolahan ANRI pada tahun anggaran 2012 melaksanakan Penyusunan Inventaris Arsip Sekretariat Negara pada masa Kabinet Perdana Menteri tahun 1950-1959 jilid II yang merupakan kelanjutan kegiatan pengolahan arsip setneg dari tahun sebelumnya. Kami menyadari inventaris arsip ini masih belum sempurna. Namun, setidaknya inventaris arsip ini sudah dapat digunakan sebagai finding aid untuk mengakses, menelusuri, dan menemukan arsip statis pada masa Kabinet i Perdana Menteri tahun 1950 - 1959 yang tersimpan di ANRI dalam rangka pelayanan arsip statis kepada pengguna arsip (user). Akhirnya, kami mengucapkan banyak terima kasih kepada pimpinan ANRI, anggota tim dan semua pihak yang telah membantu penyusunan inventaris arsip ini. Semoga Allah SWT, Tuhan Yang Maha Esa membalas amal baik yang telah Bapak/Ibu/Sdr berikan. Amin.     Economics and Finance in Indonesia Vol. 61 No. 1, 2015 : 41-52 p-ISSN 0126-155X; e-ISSN 2442-9260 41 The Indonesian Economy from the Colonial Extraction Period until the Post-New Order Period: A Review of Thee Kian Wie’s Major Works Maria Monica Wihardjaa,∗, Siwage Dharma Negarab,∗∗ aWorld Bank Office Jakarta bIndonesian Institute of Sciences (LIPI) Abstract This paper reviews some major works of Thee Kian Wie, one of Indonesia’s most distinguished economic historians, that spans from the Colonial period until the post-New Order period. His works emphasize that economic history can guide future economic policy. Current problems in Indonesia were resulted from past policy failures. Indonesia needs to consistently embark on open economic policies, free itself from "colonial period mentality". Investment should be made in rebuilding crumbling infrastructure, improving the quality of health and education services, and addressing poor law enforcement. If current corruption persists, Indone- sia could not hope to become a dynamic and prosperous country. Keywords: Economic History; Colonial Period; Industrialization; Thee Kian Wie Abstrak Tulisan ini menelaah beberapakarya besar Thee Kian Wie, salah satu sejarawan ekonomi paling terhormat di Indonesia, mulai dari periode penjajahan hingga periode pasca-Orde Baru. Karya Beliau menekankan bahwa sejarah ekonomi dapat memberikan arahan dalam perumusan kebijakan ekonomi mendatang. Permasalahan yang dihadapi Indonesia dewasa ini merupakan akibat kegagalan kebijakan masa lalu. In- donesia perlu secara konsisten menerapkan kebijakan ekonomi terbuka, membebaskan diri dari "mentalitas periode penjajahan". Investasi perlu ditingkatkan untuk pembangunan kembali infrastruktur, peningkatan kualitas layanan kesehatan dan pendidikan, serta pembenahan penegakan hukum. Jika korupsi saat ini berlanjut, Indonesia tidak dapat berharap untuk menjadi negara yang dinamis dan sejahtera.

    Jurnal PolGov Vol. I No. 1, 2019 35 Gubernur DKI Jakarta Dipilih Presiden: Sebuah Wacana yang Patut Dipertimbangkan Agung Wicaksono1 Abstrak Tulisan ini bertujuan untuk mempertimbangkan wacana pemilihan gubernur DKI Jakarta oleh presiden. Wacana ini bisa dianggap sebagai jalan keluar dari kegaduhan politik yang ditimbulkan akibat pemilihan gubernur (pilgub) DKI Jakarta. Pilgub DKI Jakarta bermuara pada iklim politik yang tidak sehat. Polarisasi masyarakat semakin menguat dan itu tidak hanya terjadi di DKI Jakarta tetapi seluruh pelosok negeri. Masyarakat yang secara politik tidak terkait dengan DKI Jakarta pun turut ambil bagian dalam memanaskan situasi politik. Instabilitas politik di DKI Jakarta bisa berdampak pada instabilitas ekonomi. Tulisan ini berusaha menelaah wacana pemilihan gubernur DKI Jakarta oleh presiden dengan menggunakan konsep desentralisasi asimetris. Ada dua mekanisme yang bisa digunakan, yakni mekanisme “minimum demokrasi prosedural” dan “zero demokrasi prosedural”. Studi literatur digunakan untuk menyintesiskan data-data dan argumentasi yang dibangun oleh penulis. Harapannya, tulisan ini bisa memberikan pemikiran dan alternatif baru dalam khazanah ilmu politik, khususnya dalam kajian mengenai pemilihan kepala daerah. Kata Kunci: DKI Jakarta; Pilkada; Desentralisasi Asimetris Pendahuluan Beberapa tahun belakangan, konstelasi politik DKI Jakarta memanas. Dari tiga pilgub yang telah terjadi di Jakarta pasca dipilih langsung oleh rakyat (2007, 2012, dan 2016), pilgub ini tergolong lebih minim gejolak. Pilgub ini dimenangkan oleh Fauzi Bowo-Prijanto dengan mendapat suara sebesar 57,87%.

In its management, the business managed to overcome various challenges of social change occurred during 1943-1983. The purpose of this study was to find out that the government’s policy towards the city of Jakarta from 1943-1983 had a major impact on the food administration process of Soto Betawi Haji Maruf. The research method used is historical research with two main discussions, namely the beginning of the establishment of Soto Maruf (1943-1945), and the dynamics of the mobilization of Soto Maruf (1946-1983) from Boplo Market, Gondangdia Railway Post, Cikini Flower Market, and Taman Ismail Marzuki. The results of this study show that the dynamics of socio-economic changes in Jakarta during 1943-1983 has made Soto Betawi Haji Maruf experience a difficult business process, starting from a peddler walking around in and out kampong, renting a kiosk, eviction events, up to owning a restaurant. The existence of a good business management process made Soto Betawi Haji Maruf able to survive for 40 years in going through various challenges of socio-economic changes in Jakarta during 1943-1983.

Without a doubt, Jakarta has increasingly become the major core of the agglomeration processes transforming it and its satellite cities into a Mega Urban Region (MUR). This paper traces historically the interactions between migration, ethnicities and local politics in Jakarta from the 1960s to the 2000s focusing on the latest development, in which the phenomenon ‘Ahok’, the nickname of Basuki Tjahaja Purnama, a Chinese-Christian from the small district of Belitung, has become an increasingly popular Governor of Jakarta. The paper argues that through the recent developments in Jakarta the politics have apparently been transformed into more civic, rather than ethnic politics. The nature of Jakarta as a proliferating migrant city transcends narrow cultural identities as well as conventional party politics into a more active citizenry through the widespread use of social media.     DIVISIONS AND POWER IN THE INDONESIAN NATIONAL PARTY, 1965-1966* Angus McIntyre The principal division which split the PNI into two sharply opposed factions in 1965-1966 had its origins as far back as 1957, when the PKI made spectacular advances in large part at PNI expense in the 1957 regional elections in Java and South Sumatra. In Central Java, where the PKI supplanted the PNI as the region's strongest party (based on the 1955 general elections results) , the PNI reaction at the time was most outspoken. Hadisubeno, the regional party chairman, blamed the party's poor showing on its past association with the PKI1 and accordingly urged the party's central executive council to re­ view this relationship. He suggested that the party consider forming an alliance with the Masjumi (the modernist Islamic party) and the Nahdatul Ulama (NU, the traditional Islamic party).2 A conference of the Central Java PNI passed a resolution forbidding cooperation with the PKI.3 These acts were interpreted by many as a slap at President Sukarno,** who had made it increasingly clear in the preceding months that to oppose the PKI was to oppose him as well; however, the party's central leadership, no less hostile to the PKI, was unwilling to risk such an interpretation and thereby further impair its relations with Sukarno. Indeed, only a few months before, Sukarno had indicated strong displeasure with the PNI in his address to the party on the occasion of its thirtieth anniversary celebrations.     3 Traditional forms of power tantalizing shreds of evidence It has so far been shown how external forces influenced the course of events on Timor until circa 1640, and how Timor can be situated in a regional and even global context. Before proceeding with an analysis of how Europeans established direct power in the 1640s and 1650s, it will be necessary to take a closer look at the type of society that was found on the island. What were the ‘traditional’ political hierarchies like? How was power executed before the onset of a direct European influence? In spite of all the travel accounts and colonial and mission- ary reports, the seventeenth- and eighteenth-century source material for this region is not rich in ethnographic detail. The aim of the writers was to discuss matters related to the execution of colonial policy and trade, not to provide information about local culture. Occasionally, there are fragments about how the indigenous society functioned, but in order to progress we have to compare these shreds of evidence with later source material. Academically grounded ethnographies only developed in the nineteenth century, but we do possess a certain body of writing from the last 200 years carried out by Western and, later, indigenous observers. Nevertheless, such a comparison must be applied with cau- tion. Society during the last two centuries was not identical to that of the early colonial period, and may have been substantially different in a number of respects. Although Timorese society was low-technology and apparently slow-changing until recently, the changing power rela- tions, the dissemination of firearms, the introduction of new crops, and so on, all had an impact – whether direct or indirect – on the struc- ture of society.

Djuanda Kartawidjaya. 2). mengetahui jasa-jasa yang telah dilakukan Ir. H. Djuanda Kartawidjaya dalam memperjuangkan keutuhan wilayah Negara Kesatuan Republik Indonesia (NKRI) 1934-1963. 3). mengetahui kontribusi dari Ir. H. Djuanda Kartawidjaya dalam konteks kekinian serta menunjukkan sebagai sosok yang pantas ditiru oleh generasi masa kini. Penelitian ini dilakukan menggunakan langkah-langkah metode penelitian sejarah, diantaranya yakni heuristik, verifikasi, interpretasi, dan historiografi. Dan adapun pendekatan yang digunakan adalah pendekatan Historis dan sosiologis. Pendekatan historis untuk menggambarkan kejadian masa lampau, dan pendekatan sosiologis untuk menganalisis peristiwa social yang berkaitan dengan Ir. H. Djuanda Kartawidjaya. William Liddle, Adviser Professor Richard Gunther ____________________________ Adviser Professor Timothy Frye Political Science Graduate Program ABSTRACT The choice of political institutions is a critical aspect of a democratic transition. Significant amendments to the 1945 Constitution have transformed it into a more democratic framework with extensive separation of powers and checks and balances. Despite the introduction of the “difficult combination” of pure presidentialism and multipartism to Indonesia, consensual patterns of elite behavior should contribute to the further consolidation of democracy. This study examines the impact of the first four amendments on executive- legislative relations and presidential power. The use of the 1945 Constitution by two authoritarian regimes for four decades gave rise to the perception that it inevitably created a dominant presidency. Thus Indonesian political elites set out in 1999 to curtail presidential power. Paradoxically, by the end of the process three years later they created a comparatively very powerful president, primarily due to the introduction of direct election and the narrowing of the grounds for impeachment. In addition, although the president’s residual powers have been restricted, only slight reductions were made in her specific powers. This study utilizes concepts from political economy and political psychology to analyze the struggle between two broad camps in the constituent assembly (MPR): conservatives, led by Megawati Soekarnoputri and her Indonesian Democracy ii Party-Struggle (PDI-P) and progressives from most of the other major political parties.

Within two years a second party – the Communist Party of the Philippines (cpp) – had been founded. In this work I argue that it was the political program of Stalinism, embodied in both parties through three basic principles – socialism in one country, the two-stage theory of revolution, and the bloc of four classes – that determined the fate of political struggles in the Philippines in the late 1960s and early 1970s and facilitated Marcos’ declaration of Martial Law in September 1972. I argue that the split in the Communist Party of the Philippines was the direct expression of the Sino-Soviet split in global Stalinism. The impact of this geopolitical split arrived late in the Philippines because it was initially refracted through Jakarta.

In Indonesia, for example, the range of activities of government functionaries, the pegawai negeri in local parlance, seems to be un- limited. There are, first of all and certainly most obvious, the large number of people occupying official positions in the various ministries located in the captital city of Djakarta, ranging in each ministry from the authoritative Secretary General to the nearly powerless floor sweepers. There are the territorial administrative authorities, all under the Minister of Interna! Affairs, from provincial Governors down to the village chiefs who are electecl by their fellow villagers but who after their election receive their official appointments from the Govern- ment through their superiors in the administrative hierarchy. These territorial administrative authorities constitute the civil service who are frequently idenitified as memibers of the government bureaucracy par excellence. There are, furthermore, as in many another country, the members of the judiciary, personnel of the medical service, diplomats and consular officials of the foreign service, taxation officials, technicians engaged in the construction and maintenance of public works, employees of state enterprises, research •scientists, and a great number of instruc- tors, ranging from teachers of Kindergarten schools to university professors at the innumerable institutions of education operated by the Government in the service of the youthful sectors of the population.
