>Resources: As one of the world's richest men, Benedict can fund a lot of superheroes and still ​ ​ have enough to be able to maintain a large security force, laboratories working on a variety of projects, as well as secrets that the Foundation don't want anyone else to know about. The Benefactor Foundation's public reception is positive and most people don't realize the truth behind it. >Status: Active. ​ ​ >Evil Plot: The Benefactor is a visionary who sees a world where villains don't exist, ​ ​ anti-metahuman organizations are history, and all metahumans are united to fight for the world against humanity's enemies. And he will achieve that vision by any means possible, even if he must force villains and troublesome anti-metahuman activists to change. Also, he is a staunch xenophobe who hates "these filthy outworlders" (spoken in secret and not publicly), so he wants them off his planet too, even the Earthborn ones. >Secret Info: While he don't feel any sort of guilt using his power to forcibly reform villains and ​ ​ make anti-metahuman groups accepting of his people, he refuses to use it against anyone else, and would most certainly feel genuine crushing guilt would he be forced to. Short-term (defined by 1 year in this case) brainwashing can be undone if Benedict is knocked out by physical force.

Other than that, he knows exactly how to exploit someone's fear. >Status: Semi-active, he's not as active as he used to be ​ ​ because he learned the hard way that there's people out there who can punch him harder than he can terrorize them, so he's trying to limit his terror campaigns to those less capable of getting someone to punch him or doing the punching. >Evil Plot: Where there's no hard feelings involved with the average boogeyman (they're ​ ​ sustained by fear, so they have to go spook someone now and then), Gnarr is an unusually sadistic boogeyman who torments both kids and adults alike for twisted entertainment. Where the average boogeyman spooks for survival (and maybe a little bit of fun), Gnarr spooks largely for sports.

>Secret Info: Because of his experience with the who punched him and made him ​ ​ crawl back into The Other Side of the Closet, Gnarr has, ironically, developed a fear of his own toward superheroes. He's not very by students normally (since they're not technically superheroes, yet) but he can be scared if he witnesses them performing selfless acts of heroism. If he's sufficiently scared, he will start losing control of his shapeshifting, thereby ruining his ability to exploit people's fears.

Has a small group of hanger-ons due to his anti-villain persona, and a few favors he can call in. >Resources: Supertech armor, ​ ​ kickass motorcycle. >Status: Licking his wounds and planning a big move. ​ ​ >Evil Plot: Paladin styles himself as a protector of the common man against corporate ​ ​ corruption and a crusader against tyranny. In reality, he's a terrorist that doesn't kill normies. His plans don't usually involve the school, due to attacking a school being bad publicity, but he's willing to attack it for an unknown purpose. >Secret Info: His daughter was trapped in a temporal loop several years ago in the crossfire of ​ ​ a battle with a corporate cape team. He's gotten wind of Goodbye (if her powers are increasing, then this part definitely) or some other students (Noir, maybe), and is going to kidnap them in order to break the loop one way or another. Doesn't have a way to avoid the death aura, doesn't really care. Desperate, but puts on a strong menacing front.

He's personally killed four members of the Champions of Earth. So far his plans have been thwarted repeatedly through luck, team work and the sacrifices dozens of superheroes. He never remains defeated for long always emerging after a few years, stronger than ever with a new plan for world domination. It's been almost a decade since his last plot. Maybe he was finally defeated. Only that one day, in the small European ​ ​ republic of Schatterwald, he showed up and served as the local superhero as simply Kane. But as he quickly grew in popularity, the corrupt president of Schattenwald, fearing he might be a threat to his influence, sent his soldiers to violently repress an otherwise peaceful fan gathering. People died that day, and where once there was heroic nobility in Kane, there was now hatred for humanity's greed and self-destructive ways. When he made himself King after a lightning coup, he swore that he would make things right and declared that the world would know no respite as long as the world didn't become the utopia he envisioned under his rulership. What followed are years and years of duking with the Champions of Earth in his many attempts to take over the world, but protected by diplomatic impunity and the support of his people for him, his rule having made the country more prosperous that it ever was, he's pretty much untouchable. While insufferably prideful and arrogant, he has a strict code of honour and a form of twisted respect for superheroes that can go toes to toes with him and their "purity of purpose", as he calls it. Don't mistake it for a moral dilemma tho, he *will* eliminate everything that stands in his way unless you convince him it has a place in his vision of the future. Has founded the Kane Institute, the so-called 13th super school for Schattenwaldians super teens, that many fear might be a secret villain school. Sees All American II has his archnemesis.

>Villain Alias: The Miracle ​ ​ >Civilian Name: Unknown ​ ​ >Powers: False Divine Nature (cannot be killed or severely ​ ​ injured, resistance or immunity to many powers, inconstant appearance, sense of "wrongness"/supernatural auras), vague and inconsistent array of powers. >Allies and Minions: None ​ ​ >Resources: the clothes on it's back. ​ ​ >Status: Currently switching between villains to serve as a ​ ​ minion. >Evil Plot: ??? ​ ​ >Bio: The Miracle was first seen in a small fishing town on the ​ ​ eastern seaboard of the US in the middle of a Kaiju attack. It brought twenty two students of a destroyed school back to life, as well as granting them enough powers to destroy the Kaiju,

earning it the name The Miracle. After that, it's wandered across the North American continent, seemingly keeping a low profile and avoiding all of the scientists flipping out over it's existence. Despite occasionally revealing top tier abilities, it uses any powers rarely (preferring to use hand to hand combat/martial arts), and never repeated it's first feat, leading many to claim it never actually had the powers to do those things in the first place. An urban legend that seems to be a complete black box. It's hung around the school for a half a year now, and it seems to be waiting for something. Mostly seems to involve itself with petty or working low-level retail jobs for cash. An urban legend. >it enjoys being helpful, and is generally enthusiastic, but tends to move on from people after a time. Usually doesn't use powers to 'help', but it might. >it's currently working in a fast food joint near Super High. Nobody really questions it for some reason (why? weird shit just being so normal, or some sort of aura?) >occasionally shows up as a mook for the villain of the week, jobs to whoever's fighting it. Actually pretty decent at hand to hand, but "without powers" it's not that useful >Secret Info: Across the three talks that capes managed to get with it, The Miracle has ​ ​ revealed some unsettling information. It claims to not actually possess any powers, which was detected as a half-truth. It also claimed that it was guided by the hand of "God", but didn't elaborate further. Of the Miraculous Twenty Two, only three are supposedly alive today. Nobody can explain it besides horrific misfortune or a curse - or them never existing in the first place.

>Villain Alias: Vanquisher ​ ​ >Civilian Name: Serafina Salazar ​ ​ >Powers: Shooter Protagonist: pulls guns from seemingly nowhere, ​ ​ near-infinite ammo, passive regeneration, super-toughness, superhuman marksmanship, superhuman agility >Allies and Minions: Vanquisher Security Consulting, her PMC full of ​ ​ soldiers and agents outfitted with bleeding-edge military technology >Resources: Money, island base, a near-infinite arsenal of firearms of all ​ ​ types and ammunition designed to be used against superhumans. >Status: Active and at large ​ ​ >Evil Plot: Vanquisher and her soldiers are villains-for-hire for now. She'll ​ ​ hire herself out to anyone who promises cash and violence. Anything from raiding and shooting up a corporate facility to taking out a team of superheroes is just fine in her book. Her crew is a crack team who avert most of the classic mook blunders: they obey the buddy system and are quick to call for backup when they're in over their heads. Somehow, the rank-and-file never seem to get around to dying in the line of duty. Employee casualties are strictly against company policy.

>Secret Info: Vanquisher has a vendetta against Kouichirou Mitsurugi, whose previous sidekick ​ ​ she killed but who escaped before she could fill him with bullet holes. She's interested in having a rematch with him, but not until he regains his fighting spirit. >Example Plots: ​ ​ >A friend of the PCs who dialed the wrong number looking for a drug transaction accidentally hired Vanquisher. Now that the deed's done, she wants her money, and if her client can't pay, then they'll become her next target. >Vanquisher has decided that the best way to get Kouichirou back into fighting shape is by killing his students, starting with the PCs. >A local villain the PCs have been bedeviling has gone for broke by dumping all of their remaining resources into hiring Vanquisher. They'd better be ready for the fight of their lives.

This goal varies from instance to instance, usually it is to destroy a specific part of the planet (eg: the magnetic field, the fey lines), to steal a valuable item or to defeat the mightiest heroes. Arrival is usually noticed weeks in advance, and is arrogant enough to challenge the entire world to try to stop it, and to chastice mankind for its imperfect ways. >Secret Info: is willing to ally with mankind against anything eldritch or demonic, but only after ​ ​ being soundly beaten by the latter or if it personally witness the former. When the war ended, and peace was made, Rico silently refused to accept it. He saw the failures of the compromise that now perforates all of society, and he knows where it will all lead to further down the road. Generally, the demon's plot involves wanton destruction and corruption of mortals. >Secret Info: The demon's power and efforts, great it might be, isn't enough to keep Vivi away ​ ​ from being able to slightly influence her body on a subconscious level. Someone with psychic powers might be able to probe the Wicked Witch's mind and help Vivi regain control of herself. It is also possible to halt the Wicked Witch and undo the corruption by trying to draw out happy memories.

There's a reason why it's known as the Devil of the Campus. >Secret Info: Many years ago, a random goose was kicked by Rothgow who had a particularly ​ ​ bad day and let his built-up frustration get the better of him. That goose had never forgotten, and it had never forgiven the principal's trangressions that day. If Rothgow could be convinced to apologize to the goose and ask for forgiveness, then perhaps the goose will leave peacefully and never return to menace the students or the faculty.

He does not bear a grudge against these two and he respects his wife's wish to not be replaced with a robot, but his daughter was taken from him too soon.
