North Central Task Force PA STAR NETWORK - USER GUIDE

"PA Star ": is the state-wide network. Using M/A Com or Harris "Open Sky" technology giving responder's more capability than traditional radio systems. The radio's a portable computer that you can talk over, like VoIP.

"Open Sky " allows responders to communicate across our regions or even across the state while providing interoperability between disciplines and state agencies. State-wide overlays give all responders the capability of voice channels that will connect to our legacy system equipment for years to come.

Some of the terminology that is used may be different than the we know today. Here are some of the key functions in use with this network. If you think of this radio system as a it may be easier to understand. Basic terms that will help are:

PROFILE: Bank of Talkgroups. Other radios call them a Zone or Bank of channels. TALKGROUP: Individual channel or "voice group". MENU: The radio has a preprogrammed menu of user options and controls. The front up / down BLUE ARROWS scrolled thru the MENU. SELECT or "M" button, Works like an enter key. MODE: Path of connectivity. All the radios are capable of switching between the state network, thru a repeater or direct between radios. RADIO ID: Series of number designating your home radio zone, your agency and regional ID number. IP ADDRESS: The radios system ID number on the network. SCAN: There are three scan modes, fixed, normal and non scan. NOTE: Scan will only work with-in a profile. FIXED SCAN: Each Talkgroup has a predetermined scan list with priorities assigned as its default. An UP arrow in the third display line will show unit in scan. LOCKOUT MENU: Allows the user to delete a channel from the scan list. Priority 1 and 2: Allows the user to select a priority Talkgroup in the scan.

CAUTION: USE of this radio, frequent use, will make it very friendly and an incredible tool in your toolbox. M/A Com P7200 Portable Radio USER Instructions

Turning ON the Radio [ ] Power on the radio by rotating the POWER ON-OFF VOLUME knob clockwise. [ ] The display will show the boot process while finding your HOME profile. "Boot Process" is the radio finding the network and automatically logging into the system. This will take just seconds. [ ] Adjust the volume to desired level. [ ] Review the top line of the front display for the "Talk Group" that the radio is selected on. Your "Home" profile is defined in the system programming and is your "Default" profile. Rebooting will reset any changes to your radio's Home default's. Turn off and back on to reboot into the network "Pls Login" message - Radio will automatically connect to the network. No login should be required. You may be out of range. Please review attachment for system map of profiles and talk groups. [ ] Review the display for signal strength and system connectivity. Signal strength bars will show strength and icon will show network connection. Changing the CHANNEL: [ ] Turn the "Voice Group" selection knob to the desired Talk Group (Channel). [ ] The TOP LINE of the DISPLAY will read the selected Talkgroup.

Changing the PROFILE: [ ] Locate the ARROW Buttons on the front and side of the radio. **The front buttons have blue arrows, up and down, toggle thru the radio menu. **The side buttons are labeled option button, 1 and 2, they toggle the sub menu items. [ ] Locate the blue "M" button on the face of the radio. [ ] Press the blue ARROW UP button on the face of the radio until "ProfileMenu"is in the bottom line of the display. ** While "ProfileMenu" is in the display [ ] Press the "Side Option Button" to toggle thru the profiles or Zones available in the radio. [ ] Press the "M" button once to enter the selected profile [ ] Rotate the "Voice Group" knob to the desired "Talk Group"

Transmitting a message: [ ] Confirm your talk group (channel) selection [ ] Hold the radio approximatley 4 inches from your mouth, facing the front of the radio. [ ] Press and hold the side "PTT" button and hold in until your complete with your message. [ ] Speak slowly and clearly facing the front of the radio [ ] Follow NCTF Regional message guideline. ** "Your name / Title" to "desired name / Title" than state the Talkgroup your on. ** Example: "Sullivan EMA1 to Potter EMA1 on PEMA_CR"

Emergency Button - Press to declare - Press and hold for three seconds to clear. LED will flash orange while in emergency mode. V-TAC

Changing the PROFILE: [ ] ARROW Up or Down to toggle thru the radio menu. ** Arrow up or down until "Profile Menu" is displayed on the bottom line. ** Arrow Right or Left to toggle the sub menu items. ** Locate the needed profile and press the "SELECT" Button. ** Use the Right or Left Arrow to change to the Talkgroup.

PRE-SELECT Channels: [ ] To Add a Memory Pre-select ** Go to the desired Talkgroup ** PRESS and HOLD the desired button, until it turns "GREEN" NOTE - Rebooting the radio will erase the memory(s)

Transmitting a message: [ ] Confirm your talk group (channel) selection [ ] Hold the microphone approximatley 4 inches from your mouth, facing the front of the microphone. [ ] Press and hold the side "PTT" button and hold in until your complete with your message. [ ] Speak slowly and clearly your message. Repeater Mode Instructions:

SOI "Scene of Incident" mode creates your own, OFF System, separate radio network.

Mobile Set-up: [ ] Turn ON the V-tac mobile [ ] Turn ON the REPEATER switch

[ ] Press the DOWN ARROW until V-MODE is in the display, XCOV is the selected default. [ ] Press the RIGHT ARROW until SOI is in the display. [ ] Press the SELECT button to make this selection. [ ] Confirm selection by pressing the SELECT button for "Y" (yes).

The display will now say " NONE VCHAN MENU" [ ] Press the RIGHT ARROW button and a channel number will be displayed - REMEMBER that NUMBER, Example "vc634" [ ] Confirm channel selection - Press SELECT to confirm "Y" (yes( for the channel. [ ] WRITE DOWN channel number. ______

P7200 Portable Set-up: [ ] Press *4## to connect. "STAR 4 Pound, Pound"

[ ] Press *60# to disconnect. "STAR 60 Pound"

NOTE: ALL RADIOS will be off the PASTAR network and NOT receive any communications from other than the units tied to your repeater.

Disconnect: REBOOT Radio which will return the radio to its V MODE Repeater Mode Selection - V-Tac mobile radios have a built-in three mode repeater. SOI Scene of Incident Repeater X-COV Full System Repeater of up to 8 USERS. X-COV-TG Talk Group Repeater for up to 30 USERS

Repeater Mode Instructions:

X-COV "FULL SYSTEM" Repeater - up to 8 users

Mobile Set-up: [ ] Turn ON the v-tac mobile [ ] Turn ON the REPEATER switch

P7200 Portable Set-up: [ ] Press *61# to connect. "STAR 61Pound" NOTE: Portable and Mobile will beep once when connected. If you do not receive a confirmation beep, no additional users may be available.

Portable Disconnect: [ ] Press *60# to disconnect. "STAR 60 Pound" V MODE Repeater Mode Selection - V-Tac mobile radios have a built-in three mode repeater. SOI Scene of Incident Repeater X-COV Full System Repeater of up to 8 USERS. X-COV-TG Talk Group Repeater for up to 30 USERS

Repeater Mode Instructions:

X-COV-TG "TALK GROUP" Repeater - up to 30 users

Mobile Set-up: [ ] Turn ON the V-tac mobile [ ] Turn ON the REPEATER switch [ ] Select the desired "TALK GROUP" to repeat. [ ] Press the DOWN ARROW until V-MODE is in the display, XCOV is the selected default. [ ] Press the RIGHT ARROW until "XCOV-TG" is in the display. [ ] Press the SELECT button to make this selection. [ ] Confirm selection by pressing the SELECT button for "Y" (yes).

P7200 Portable Set-up: [ ] Press *62# to connect. "STAR 62Pound" NOTE: Portable and mobile will beep once when connected. Unit display will show the number of users attached. May take up to a minute for the units to connect.

Portable Disconnect: [ ] Press *60# to disconnect. "STAR 60 Pound"
