Persons desiring admission to the Radio and Television Galleries of Congress shall make application to the Speaker, as required by Rule 34 of the House of Representatives, as amended, and to the Committee on Rules and Administration of the Senate, as required by Rule 33, as amended, for the regulation of the Senate wing of the Capitol. Applicants shall state in writing the names of all radio stations, television stations, systems, or newsgathering organizations by which they are employed and what other occupation or employ- ment they may have, if any. Applicants shall further declare that they are not engaged in the prosecution of claims or the promotion of legislation pending before Congress, the Departments, or the independent agencies, and that they will not become so employed without resigning from the Galleries. They shall further declare that they are not employed in any legislative or executive department or independent agency of the Government, or by any foreign government or representative thereof; that they are not engaged in any lobbying activities; that they do not and will not, directly or indirectly, furnish special information *Information is based on data furnished and edited by each respective Gallery. 1023 1024 Congressional Directory to any organization, individual, or group of individuals for the influencing of prices on any commodity or stock exchange; that they will not do so during the time they retain membership in the Galleries. Holders of visitors’ cards who may be allowed temporary admission to the Galleries must conform to all the restrictions of this paragraph. 2. It shall be a prerequisite to membership that the radio station, television station, system, or news-gathering agency which the applicant represents shall certify in writing to the Radio and Television Correspondents’ Galleries that the applicant conforms to the foregoing regula- tions. 3. The applications required by the above rule shall be authenticated in a manner that shall be satisfactory to the Executive Committee of the Radio and Television Correspondents’ Galleries who shall see that the occupation of the Galleries is confined to bona fide news gatherers and/or reporters of reputable standing in their business who represent radio stations, television stations, systems, or news-gathering agencies engaged primarily in serving radio stations, television stations, or systems. It shall be the duty of the Executive Committee of the Radio and Television Correspondents’ Galleries to report, at its discretion, violation of the privileges of the Galleries to the Speaker or to the Senate Committee on Rules and Administration, and pending action thereon, the offending individual may be suspended. 4. Persons engaged in other occupations, whose chief attention is not given to—or more than one-half of their earned income is not derived from—the gathering or reporting of news for radio stations, television stations, systems, or news-gathering agencies primarily serving radio stations or systems, shall not be entitled to admission to the Radio and Television Galleries. The Radio and Television Correspondents’ List in the Congressional Directory shall be a list only of persons whose chief attention is given to or more than one-half of their earned income is derived from the gathering and reporting of news for radio stations, television stations, and systems engaged in the daily dissemination of news, and of representa- tives of news-gathering agencies engaged in the daily service of news to such radio stations, television stations, or systems. 5. Members of the families of correspondents are not entitled to the privileges of the Galleries. 6. The Radio and Television Galleries shall be under the control of the Executive Committee of the Radio and Television Correspondents’ Galleries, subject to the approval and supervision of the Speaker of the House of Representatives and the Senate Committee on Rules and Administration. The Department of Homeland Security announced today that they plan to publish a new regulation that would eliminate the current 20- day limit on the detention of minors. That 20-day limit stems from a 1997 court settlement called the Flores Agreement that governs conditions for migrant children in federal care. Acting DHS Secretary Kevin McAleenan blamed the Flores Settlement for the influx of hundreds of thousands of migrants at the southern border. (SOUNDBITE OF ARCHIVED RECORDING) KEVIN MCALEENAN: The driving factor for this crisis is weakness in our legal framework for immigration. Human smugglers advertise, and intending migrants know well that even if they cross the border illegally, arriving at our border with a child has meant that they will be released into the United States to wait for court proceedings that could take five years or more. DATE: 6TH DECEMBER 2020 MY BACKGROUND I am a retired business professional who has worked in the information technology and information industry all my working life. My roles have included technical, management, account management, regional sales management and worldwide product marketing. I have taken an interest is current affairs all of my life and am very cognisant of the technical capabilities of the internet and social media. MY SUBMISSION The greatest change to the media landscape in Australia over recent years is the influence of the internet and online media and advertising and the commensurate fall in advertising revenue in the traditional masthead newspapers. The arrival of Google, Facebook, Twitter and other social media has changed the way users explore news, current affairs and other content of interest. The operational model of social media is to fund their business through advertising which extracts large sources of revenue from traditional media. This results in the need for commercial media to cut costs, change their business model, introduce paywalls requiring subscription to access media content, and merge into larger conglomerates. The other major media providers in Australia are the publicly funded Australian Broadcasting Corporation (ABC) and SBS. The internet and social media has not affected their funding source and has in fact increased their reach. The ABC receives over $1 Billion annually and is forever complaining about cuts, be they cuts in real terms or simply through a lack of inflation indexed cost increases.

    ABC RESPONSE TO EDITORIAL REVIEW No: 8 IMPARTIALITY OF ABC BUSINESS COVERAGE The ABC welcomes this detailed and extensive review of business coverage across all of our platforms. The overall conclusion of both the reviewer, Kerry Blackburn, and the adviser to the review, Mike Smith, is that there is no discernible ‘anti-business’ bias in the ABC’s coverage, and that the coverage reflects a rich and diverse range of views, curated by competent and knowledgeable presenters and reporters and packaged in accessible and interesting ways. No significant breaches of editorial standards are identified. In terms of overarching observations, the ABC acknowledges the comments from Mr Smith that our business coverage can be unfocussed and uncoordinated by trying to be all things to all people, as well as the findings in the body of the review that the ABC is not a ‘specialist publisher’ and so the language and framing of business stories needs to be as inclusive as possible in order to appeal to a mainstream audience. In response, the ABC acknowledges that there is always room to improve the focus and resource allocation of key coverage and the report provides useful advice on ways to approach that. It should also be noted that, while there is always merit in making business coverage accessible and relevant, the ABC has a wide range of programming where business content can be found. While much of this is general programming for a broad audience, the ABC also has more specialist programs which cater to target audiences and so it is to be expected that content will be pitched and constructed in a range of ways to serve the needs of different audiences.

The findings, based on analysis of interviews with more than five dozen industry thought-leaders and underlined with quantitative research from Bloomberg New Energy Finance’s Intelligence database, are contained in the white paper “Crossing the Valley of Death: Solutions to the next generation clean energy project financing gap.” Clean Energy Group, with the support of The Annenberg Foundation, commissioned Bloomberg New Energy Finance to join in the study, which examines the shortage of capital for clean energy technologies that require extensive and expensive field-testing before being deployed.     Written evidence submitted by the BBC DCMS Select Committee Inquiry into the Impact of Covid-19 on the DCMS Sectors Executive Summary 1. Covid-19 has had a substantial impact on the BBC’s ability to produce programmes and services. Following advice from the WHO, public health organisations and the Government, the BBC closed the production of many programmes and services across its TV and radio output. The cancellation of key broadcasting events, ceasing of productions, and changes to schedules will continue to have an impact on what audiences see and hear across the BBC across the coming months. 2. Like other organisations continuing to operate during this crisis, the BBC has faced operational challenges. We’ve experienced reduced levels of staffing and the huge increase in demand for the BBC’s internal network as over 15,000 colleagues work from home. For those unable to work from home, safety is paramount and we’ve followed Government advice. 3. The BBC Board took the decision to delay changes to the over-75s licence fee from 1 June to 1 August during an unprecedented time. The decision is to be kept under review. 4. In response to Covid-19, the BBC took swift action at the start of the pandemic to repurpose our services and programmes for the benefit of all audiences ensuring we kept the nation informed, educated and entertained. 5. The BBC enhanced our core role to bring trusted news and information to audiences in the UK and around the world in a fast-moving situation, and to counter confusion and misinformation.
