Dear friends, colleagues, partners and stakeholders of our projects, Hello, everyone!

The year 2020 was the final year to reach the goal of building a moderately prosperous society in all respects and the end of the 13th Five-Year Plan. The sudden epidemic made everything unexpected. However, under the correct leadership of the Communist Party of China and the Chinese government, we joined hands to fight against the epidemic and unswervingly promote development.

In the past year, China's GDP has exceeded 100 trillion yuan, ranking second in the world and accounting for about 17% of the world economy. In particular, decisive achievements were made in poverty alleviation. Through 8 years, under the current standard, China has eradicated extreme poverty for the nearly 100 million rural poor people affected, and all the 832 impoverished counties have shaken off poverty.

In the context of the epidemic outbreak, we are proud of our achievements. At the same time, HPP is committed to community development while fulfilling its institutional social responsibility and deepening public welfare. In 2020, with a total of 11 projects, including rural preschool education, rural development, children's nutrition and health, Total Control of the Epidemic (TCE), and low- carbon school pilot projects, we touched the lives of about 138,000 people, helping them improve their living standards, enjoy high-quality preschool education services, reduce AIDS infection, and increase their awareness of low-carbon environmental protection. In the face of the current situation of Contents rural areas in central and Western China, HPP has always been rooted in the community and unswervingly taken on good deeds. ANNUAL REPORT 2020 5 Preschools of the Future (POF) Research shows that the development of brain structure and function in early childhood affects health, learning, and behavioral habits from birth to death. It means that educational interventions in early childhood have a life-long impact on both individuals and society.

Preschool education is the starting line of children's growth and creates good preconditions for children's all-round, healthy and harmonious development. Preschool education is an important part of the national education system and the foundation of education.

Thanks to the efforts and support from governments and education authorities at all levels, the gross enrollment rate of preschool education in China reached 85.2% in 2020. In the same year, the three-year gross enrollment rate of preschool education in Yunnan Province reached 88.79%, 4.52% higher than the previous year. The preschool education in China has developed rapidly with the expansion of resources, improvement of the popularization and perfection of the management system. The problems of "difficult access to kindergarten" and "expensive access to kindergarten" have effectively eased. However, preschool education in rural areas remains a weak point in the entire education system, and the problem of unbalanced and inadequate development of education is very prominent. Among preschool education in rural areas, there are still problems on the construction of universal resources, operation guarantee mechanism, preschool supervision and teacher team cultivation.

The POF project of HPP is a long-term public welfare education program based on the initiative of the society. It aims to cover the "last mile", providing 90% rural children in mountains with high-quality and fair preschool education services.

6 HUMANA PEOPLE TO PEOPLE CHINA 2020 Since 2008 2,729 30,229 2,729 children benefited. Accumulated beneficiaries 30,229.

Community model

This model mobilizes three local existing community resources (idle rooms from e.g. former spot schools or village activity rooms, community selected local villagers with junior high school education or above volunteering as teachers and finally parents user payments to pay the local teachers’ salary) to establish preschools in remote areas, where the government or private investors do not reach. The POF project trains the villagers to become skilled preschool teachers, provides teaching toys and equipment, supports the renovation of the class rooms and such creates opportunities for early childhood education and self-development. Most classes are mixed age classes. Meanwhile, the local communities establish parents committees to participate in the management of the preschool. Teaching follows the National Guidelines for Learning and Development of Children Aged 3-6, focusing on the 5 development areas of physical health, language, the arts, science and social communication, such developing children’s social-emotional and cognitive capabilities.

1. Location: all the preschools are set up in communities and natural villages in remote poor areas. 2. Mixed-age Class: the class is composed of children aged from 3 to 6, about 15-30 children per class. 3. Classroom: idle primary school buildings, activity rooms, culture rooms or libraries in the villages will be renovated and reused as classrooms for preschool. The project provides basic teaching equipments, toys, materials. 3. Parent Involvement: a parent committee will be established to organize training for parents and teachers on early childhood development, sanitation, nutrition, health, and national policies and child’s rights. 5. Bilingual Education: the places Humana People to People works are often remote mountainous regions gathered by ethnic minorities, so the teaching languages include both local dialect and mandarin Chinese. 6. Local Community Teachers: in the community model, the teachers are recommended by the local parent committees. They should at least hold a junior high school diploma (9 years). HPP provides the teachers with 3-4 years’ support and training. 7. Management and Support: a resident project team includes one project manager to supervise, to evaluate and to mentor 10 -12 community preschool teachers. 8. Development of teacher training materials: the community teacher training systems, manuals and materials for preschools in Chinese rural area are developed and optimized through continuous field experiences combined with government-published teaching materials

One Village, One Preschool and Pre-primary Class Turns into Preschool model

The Government's "One Village, One Preschool" and "Pre-primary Class Turns into Preschool" policy fits nicely with the "Preschools of the Future (POF)" model of Humana People to People. For the common purpose, the Education and Sports Bureaus and Humana People to People are both willing to use their own specific advantages to realize the goals of the program. Humana People to People is responsible for teacher training and mentoring, preschool class management, incentive subsidies for teachers, etc., with the specific work of training, support, management and evaluation of teachers and children, and meanwhile assisting the education bureau to supervise the teaching quality, class safety and management. The Education Bureau is in charge of classroom renovation, maintenance, basic facilities, toys and teaching tools and books.

1. Daily teaching: the county education bureau and central primary schools manage the preschool classes and Humana People to People supports the education bureau to strengthen management through on site supervision. 2. Classroom equipment: the government provides basic facilities and maintenance, and Humana People to People provides a small amount of funds for decoration, optimization of teaching environment, and toys and teaching tools for preschool classes. 3. Teachers: they are most often temporarily employed by the education bureau and Humana People to People assists in selection. 4. Teachers' basic salary: parents pay the child care and education fee, and Humana People to People provides some subsidies. 5. Project support: organize teachers to participate in pre-job training, semester holiday training, bi-monthly training and bi-monthly on-site counselling, help teachers to train parents, and promote communication between parents and children by organizing community activities such as parent-child activities.

ANNUAL REPORT 2020 7 Project Achievements in 2020

Monthly teacher training: 37 sessions

Vacation teacher training: 15 sessions

Parents training: 519 sessions

Field supervision: 741 times

Activities in preschools: 264 times

New classes: 24

Completion of project: “Changing pre-primary classes to preschools” and “One village, One preschool” in Ning’er County, “One Village One Preschool” in Luowu Township.

Video production: Videos of “Changing pre-primary classes to preschools” and “One village, One preschool” in Ning’er County

Publications: How to make simple equipment for indoor and outdoor Play-Based learning, Handbook of Project of “Changing pre-primary classes to preschools” and “One village, One preschool” in Ning’er County.

Quality Grade evaluation: 37 preschools in Tengchong City and Ninger County covered by HPP all passed the quality grade evaluation, among which 10 preschools were rated as third grade in Level 2, 24 preschools as first grade in Level 3, and 3 preschools as third grade in Level 3. [First grade in level 1 is the top quality, eg. the public county model kindergarten]

Project Achievements in 2020

Teacher training online: Due to the the epidemic and also in order to reduce the project cost, the usual ‘offline’ training method was gradually changed into a combination of online and offline training.

Helping destitute and deprived children: Most preschools covered by the POF project are located in remote villages. HPP found that there are about 5% destitute and deprived children in these villages, mainly orphans, single-parent children and disabled children. To this end, HPP is seeking more financial support and assistance for these groups of children, with the perspective of “serving rural children in remote areas”. At present, the “One Village, One Preschool” POF project in Huize County has taken the lead.

Preschool evaluation: With more and more input and attention of the Party and the government on preschool education, the on-site summary of the project implied that the core of ensuring the continuous operation of the preschool is to promote the preschool to pass the ‘Quality Grade Evaluation’. After passing the grade evaluation, the preschool can legally raise its school fees and run reasonably, thereby achieving the goal of ultimately operating on its own.

Promote and increase environment innovation: the POF project always adheres to the concept of “environment is the third teacher of children”, and promotes the allocation of educational classroom corners for children by combining internal and external resources (each class should set at least 3 corners), and investing and developing self-made outdoor toys (each class should purchase or make more than 5 kinds of self-made toys and teaching aids).

8 HUMANA PEOPLE TO PEOPLE CHINA Words from the Heart Ma Congbo, Principal of POF project Xueshan Complete Primary School in Longling County

As a rural kindergarten, our Xueshan Kindergarten in Longling County has good hardware conditions, but due to system limitations, also has many problems in software configuration, such as uneven teacher team, generally low education levels and poor academic background, and weak professional skills and insufficient cultural knowledge. Since the startup of the POF project, the preschool has made great progress in all aspects. At present, the preschool management is more standardized, education system is more mature, parent-preschool interaction is more effective, and the quality of teachers is significantly improved.

The advanced educational concept of HPP brings a brand new way of development to our preschool. The project team helped us to define the development goals and plans of the preschool through field visits, supervision and guidance. Besides, the project team also shared the organization and planning of preschool management, teaching methods, preschool teaching and research, home-preschool cooperation and large events with the teachers, promoting the preschool management to be more standardized and professional.

HPP's diversified support activities have broadened teachers' vision. The project organized teachers to participate in different types of training, and gradually guided them to enrich the teaching activities by flexibly using various teaching strategies on the basis of closely combining theory with practice, so as to cultivate a team of preschool teachers who are willing to learn, good at thinking, capable of teaching. The interactive discussions and exchanges have broadened teachers' vision, stimulated teachers' mind, and made the education of our preschool full of vitality.

Plenty of toys and teaching aids provided by HPP dramatically enriched the children's preschool activities. The project team perfected and added more abundant indoor and outdoor toys and teaching aids and lead teachers to guide the children to explore the art, science, social, health, language areas as per the national ‘3-5 year old children development guide’, advocated to make learning fun and avoid primary school type top-down teaching, and provided the children with the appropriate way of preschool education.

We are eager to learn and to develop. It is the selfless dedication and assistance from HPP that vigorously promotes the development of our preschools. Thanks to the bridge built by HPP, our rural children benefit a lot. May we work together to promote the great development of preschool education in rural areas.

Tang Shaoyun, Preschool teacher of “One Village One Preschool” project in Huize County

The implementation of HPP “One Village, One Preschool” project in Huize County greatly helped our preschools from both software and hardware aspects. In particular, different kinds of teacher training contributed to improving the professional knowledge and skills of preschool education. Besides, the project also enriched our preschool indoor and outdoor toys and teaching aids. With the support of the project, a new water tower was installed to solve the problem of frequent water cut-off in our preschool.

Wang Yong, Director of the Education and Sports Bureau of Ning 'er County

The project has played a leading role in local education. It fully cooperates with the government's policy of “Changing pre-primary classes to preschools” and “One village, One preschool” to solve the problem of nearby schooling for rural children. The various trainings for teachers and parents can help them change the traditional concept of rural preschool education. The Learning Through Play teaching methods provide children in early childhood age with a happy learning environment and stimulate their interest in learning and curiosity. At the same time, the project pays attention to the layout of the educational corners and the environment innovation in the preschool, and enriches the facilities and equipment of the preschool with self-made toys and teaching aids. The project not only affects the preschool covered by it, but also plays a positive role in the preschool education of the whole Ning'er County.

Buzi Yiri, Manager of POF Project in Qiaojia County

With the support of HPP, Qiaojia POF project has expanded from 5 classes with 10 preschool teachers to 16 classes with 21 preschool teachers, benefiting 401 children in the fall semester of 2020. Namely, in the future the POF project will truly help more children in remote rural areas and provide them with fair and high-quality preschool education service. I am proud of my job. My greatest harvest in the past year is witnessing the children's brilliant childhood and the teachers' professional advance.

Meanwhile, I found myself in urgent need of reflection and perfection as well. In the future, I will spare no effort to improve my comprehensive ability in all aspects and continue to serve the children, teachers and parents covered by the project.

Duan Shaotian, Parent of children from the POF in Tengchong City

With the help of HPP, we parents have nothing to worry about education. I no longer need to think about when I need to buy schoolbags or toys for my children. Children have a happy and fulfilling time in the preschool. They learned to do their own things by themselves, even helped me to do housework sometimes. We parents are very assured to send our children to the preschool. The preschool's hardware conditions are good, and the teachers are very professional. Thank you for giving our children a warm and childlike learning environment.

ANNUAL REPORT 2020 11 2020 is the final year of the plan to build a moderately prosperous society in all respects. The Party and the government adhere to the new development concept, strongly focus on the goal and task of building a well-off society in an all-round way, and actively participate in the work of poverty alleviation. Chairman Xi Jinping often emphasizes the importance of poverty alleviation, so as to win the battle against poverty, eliminate absolute poverty, and then start to deal with relative poverty under the constant efforts of the whole country.

Following our hearts, Humana People to People is also participating in this national "poverty alleviation struggle". Our common dream is to lift the 5.51 million people still living below the poverty line out of poverty and reach the level of a well-off society.

In HPP Community Development Projects the main theme is to develop the ability of the farmers and their families: it is better to teach a man to fish than to give him a fish!

12 HUMANA PEOPLE TO PEOPLE CHINA Farmers’ Green Actions Clubs Project

The Farmers’ Green Actions Clubs Project aims to provide skills training for farmers and supports them to take action themselves to improve their agricultural production, change income generation patterns and increase economic income. During the process of project implementation, we also pay attention to explore the sustainable agricultural development, water resources management and the improvement in soil and environment with rural communities.

Based on the local actual conditions, villagers' preferences and abilities, the project is committed to organizing farmers in the same region and uniting their strength, ideas and resources, thus carrying out the most suitable agricultural production activities to increase farmers' income and their family wealth.

Farmers’ Green Actions Clubs Program started in of Yunnan Province in 2008 followed by Yuanyang County of Honghe Hani and Yi Autonomous Prefecture, Yunnan Province, Wanzhou District, Fengdu County, Wulong County of Chongqing Municipality, and Xundian County of Kunming City, Yunnan Province. ANNUAL REPORT 2020 19 Total Control of the Epidemic (TCE) Project Liangshan Yi Autonomous Prefecture is recognized as a high incidence area of HIV/AIDS in China. It is located between the Sichuan Basin and the Yunnan- Plateau, covering an area of more than 60,000 square kilometers, and is the area with the largest concentration of the Yi ethnic minority in China and also the area with the biggest number of different ethnic minorities and the largest population of minorities in Sichuan Province. There is still a lack of awareness about HIV/AIDS caused by taking drugs and unprotected casual sex, so it is very necessary to carry out mass health education.

Under the leadership of the National and Provincial Health Commission, the AIDS prevention work in Liangshan Prefecture has achieved periodic results and the health cause has made great progress. However, due to poor foundation and weak foundation, the contradiction between the supply of public health services in the whole prefecture and the growing health needs of the people is still very intense. The task of AIDS prevention and control is still very arduous.

TCE is a campaign launched by the Federation for Associations connected to the International Humana People to People Movement (FAIHPP) to mobilize the grass-roots to fight against HIV/AIDS - to prevent HIV/AIDS by integrating individuals, families and communities. The concept of TCE is centered on the idea that "Only the people can liberate themselves from AIDS the epidemic."

Since 2007, Humana People to People has successively introduced the TCE project model to Yunnan and Sichuan provinces, cooperated with the local health departments to implement various project activities including AIDS prevention and control, and contributed to eliminating unequal access to treatment and discrimination through household testing and helping infected people to do proper prevention and control. Through community health workers, the project used door- to-door and face-to-face methods to carry out health education and publicity activities. Among them, the Total Malaria Control project covered 2.5 million villagers and the TCE AIDS projects covered 1.11 million people.

The solid results of village-level AIDS prevention and control projects of Humana People to People has promoted the creation and implementation of the "1 + M + N model" policy for AIDS prevention and control through Commuity ‘HIV Prevention Workers’ (CPW) in Liangshan Prefecture, Sichuan Province. Humana People to People independently implemented the TCE project in Liangshan Prefecture until 2017; from 2018 on, Humana People to People began to train, manage and supervise TCE officers recruited by the government. In 2020, TCE has covered 10 townships, including Bu'er, Lada, Dimo, Sikai, Jiukou, Bapu, Matuo, Qingheng, Xinmin and Puxiong.

22 HUMANA PEOPLE TO PEOPLE CHINA European Union- Humana People to People’s Yunnan Low-carbon Schools Pilot Project

In the past two decades, China's urban population has more than doubled, and greenhouse gas emissions from energy consumption, transportation and waste are increasing. As one of the largest greenhouse gas emitters in the world, China is a key player to deal with global climate change and its impact, yet many people are unaware of the seriousness of climate change. In response to the challenge of climate change, the Chinese central government has explicitly required governments at all levels to measure and control carbon emissions.

At the General Debate of the 75th Session of the United Nations General Assembly on September 22, 2020, General Secretary Xi Jinping stated that China will enhance its NDCs (Nationally Determined Contributions) [to the Paris Agreement] and adopt more effective policies and measures. China will strive to reach the peak of carbon dioxide emissions by 2030 and strive to achieve the goal of carbon neutrality by 2060.

HPP has always been paying close attention to global sustainable development. By integrating advanced international concepts and experiences, we can actively respond to General Secretary Xi Jinping's latest commitment to increased NDCs, and support Yunnan Province to achieve the goals and ideals of "carbon neutrality" and "promoting the construction of ecological civilization".

ANNUAL REPORT 2020 23 The project is funded by 2020 project activities European Union. European Union-Humana People to People’s Yunnan Low-carbon Schools Pilot Project (YLCSPP) Project cycle:01.01.2020 – 31.12.2023 Funded by the European Union, YLCSPP is implemented by Fundacion Pueblo para Pueblo (Spanish member of HPP), the International Humana People to People Movement (Switzerland) Yunnan Representative Office, Yunnan Academy for Science and Technical Information, Southwest Forestry University and the Chinese Youth Climate Action Network. The project aims to increase partners’ awareness and advocacy capacity on climate change mitigation and environmental protection. The goal is to establish a Network for Low Carbon Schools in Yunnan, which is composed of kindergartens, primary schools, junior high schools, senior high schools, secondary vocational education, vocational colleges and universities. We will promote the establishment of Yunnan Low-carbon Schools, build a platform to promote cooperation and exchanges among schools, and ultimately raise climate change awareness and mitigation among 70,000 students and teachers through rich and varied activities, trainings, meetings and other forms. At the same time, based on an calculated emission baseline, we support the schools to implement carbon emission reduction work after analyzing and formulating the school emission reduction strategy and a long-term carbon neutrality plan. By taking good use of science, technology, innovation and other means we respond with "Hou Yi Climate Action" and aim to achieve sustainable development.
