Minutes of the Parish Council Meeting held on Wednesday, 17th January 2018 at 7.30p.m in Bridgerule Village Hall

Present: Vice - Chairman:Cllr.K James Councillors: Cllrs. J McDougall, K Elliott, B Beadle, C Seymour-Smith, S Cholwill.

In Attendance: Parish Clerk.

1981. POLICE REPORT Rural Policing Update: December 2017

The following incidents have occurred:

St Giles On the Heath – Theft of Bird cages

Anvil Corner – Theft of 8 Batteries

Cookbury – Dwelling Burglary

Holsworthy Beacon – Theft of Car Key

Ashwater – Theft from a motor vehicle Criminal Damage to property

It is apparent that there are a lot of opportunistic thefts occurring in the local area. Please make sure that any valuable items are kept in a safe and secure location and report any suspicious activity that you may see. Intelligence like this could prevent crimes from happening in the future.

Also, please make sure if you are leaving your premises for long periods, to ask a friend or neighbour to look in and check on your property, they could even park their car on the drive. You can also put lights on times and leave a radio on. These simple deterrent techniques could put any possible burglars off from targeting your home.

Your local officers offer a FREE property marking service, where they can engrave items with a unique reference to make your items identifiable. They can also use UV marking kits to make electrical items. We also have access to kits that can mark up to 50 items of property for a small cost available via DACWAA. 1982. COUNTY COUNCILLORS REPORT No report

1983. DISTRICT COUNCILLOR REPORT Regarding Holsworthy Hospital, Dr Wolsley had a meeting in . Of 6 Categories in the report on ND Hospital, 5 were very bad. The hospital is in a mess and needs sorting or it will be threatened with closure. The Hospital is dirty. The meeting talked about hospital beds and suggested that there will be no beds in Holsworthy and care for elderly will be with relatives. It was pointed out that it would not be practical or achievable for many. It is however not looking hopeful for the reopening of beds at Holsworthy. Cllr James has contacted Cllr Parsons and Skanska regarding the road closure, highlighting the situation Bridgerule will be forced to deal with. Fortnightly rubbish collections are likely to start mid-year. There will be charges coming in for wheelie recycling bins. New rules are coming in regarding fly tipping and dog fouling. £400 fine for anyone caught fly tipping with a van, and the vehicle can be seized.

1984. COUNCIL MEETING MINUTES Cllr. Beadle proposed the Minutes of the Full Council Meeting held on 20th December 2017 be approved. Cllr. McDougall seconded the proposal which was carried. (Vote 6 For. 0 Against. 0 Abstention).

1985. MATTERS ARISING 1970 Plans still haven’t gone in.

Cllr. Elliott proposed the accounts be approved for payment. Cllr. McDougall seconded the proposal which was carried unanimously. (Vote 6 For. 0 Against. 0 Abstentions).

1987. TO RATIFY THE BUDGET AND PRECEPT FOR 2018/2019 The council approved the budget with the extra in for Southfields maintenance (minute 1968) The precept was raised to £8560, a raise of 1.1% or 35p per band D property to account for this. Cllr. McDougall proposed the budget & precept be approved. Cllr. Seymour-Smith seconded the proposal which was carried unanimously. (Vote 6 For. 0 Against. 0 Abstentions).

1988. PLAYING FIELD PROJECT UPDATE Currently waiting for the plans to go in. Will be talking to Piper Architecture this week. The licence is running out on infill, so will be reapplied for.

1989. PLANNING 1/0639/2016/OUT Granted 1/0019/2018/FUL Not Supported. Don’t feel the plans are in keeping with the rest of the estate. 1/1264/2017/CPE No Comment.

1990. CROCKERY FOR PARISH HALL. 455 The hall is going to purchase crockery for the meeting room. A donation has been received by the Revel Committee from the Lions. Bridgerule Council will also support this and pay the difference. To order in council name and send payment for the funded amount. Also considering whether it should be looked at to offer transport to isolated individuals to the coffee mornings.

1991. HIGHWAYS Potholes at Littlebridge, Holladon, Church Town Hill, Hopworthy (before the Bridge), Old Reservoir, Newacott Cross, Underlane, Burnards House, Hilsborough Cross. Dux Cross – Road Subsidence.

1992. PARISH HALL. The plans have been passed for the roof replacement. Thanks to the parish council for the grant received. Hall has bookings every evening.

1993. TO RECEIVE CORRESPONDENCE The Clerk highlighted the letter regarding Bridgerule Church and the training offered by Parish Council.

1995. CLERK’S REPORT Items covered elsewhere on the agenda. The clerk is attending a free Transparency Code training at the end of January.

1996. EXCHANGE OF INFORMATION Could it be revisited to look at doing a footpath, and a cycle path would be a great asset to the community. Cllr Beadle will investigate further.
