I. Call to Order Chair Brown called the meeting to order at 1:36 p.m.

II. Roll Call Members were sufficient to establish a quorum.

III. Pledge of Allegiance Chair Brown led in the Pledge of Allegiance.

IV. Moment of Contemplation Chair Brown led in a moment of contemplation.

V. Public Comment Chair Brown opened public comment. There was none.

VI. Approval of Previous Meeting Summary – September 18, 2018 Motioned by Stu Marvin and seconded by Richard Formica, the TAC approved the summary unanimously.

VII. Presentation: State of the Lower River, Joe Coone/Dr. Rich Brown Chair Brown and Joe Coone gave a presentation to the TAC on the state of the Lower Hillsborough River. Chair Brown included a map of the River and

mentioned the improvements that have occurred. Joe Coone is an active advocate in trash removal along the River. Chair Brown and Mr. Coone described the condition of the Lower River all the way into . Ms. Maggio noted that baffle boxes are in place along the River to help control debris and trash buildup. Chair Brown stated that manatees now reside in the River year round, warming themselves at Sulphur Springs in the winter time.

VIII. Presentation: History of Cruis-A-Cade Joel Brown gave a brief history of the formation of Tampa’ s Cruis-A-Cade boat club, dating back to 1954. The original shovel used in the ground-breaking celebration under Tampa’s Mayor Nick Nuccio administration was on display. A large photo album was on display with pictures from the inception of Cruis-A- Cade.

IX. Consistency Recommendation: Permit No. 65947 Motioned by Jackie Julien and seconded by Stu Marvin, the permit was unanimously recommended to be found consistent with the River Master Plan.

X. Other Business Chair Brown invited the TAC to the Holiday Boat Parade in December. Mr. College reminded and invited the TAC to the River Board Meeting on Monday, October 22, 2018 at the Temple Terrace City Hall at 9:30 a.m., which is Commissioner Higginbotham’s last meeting. Mr. College also invited the TAC to attend the 36th Annual Planning & Design Awards banquet honoring excellence in planning and design in Hillsborough County. Richard Formica discussed River flows and levels. Joel Brown mentioned the meeting on flooding and stormwater protection on October 5, 2018.

a. 2018 River Stewardship Award Mr. College announced that Tampa’s Mayor Bob Buckhorn is the recipient of the River Stewardship Award, to be presented at the Awards banquet on Thursday, October 25, 2018 for all his hard work regarding the Hillsborough River.
