WHEREAS the Council considers it appropriate to grant tax relief for certain classes of property owners in the Munici- pality; WHEREAS such tax relief is permitted by Article 595A ^.of the Municipal Code of the Province of Quebec; L '.ft' IT IS therefore proposed by Councillor A.R. Bailey and unanimously resolved that the present By-law No. 247 be adopted and said by-law is hereby adopted and it is decreed and ordained by said by-law as follows: October 4, 1955. 1 Any land of an area of 50 arpents or more, used as a golf course and owned by an association or corporation without pecuniary gain and having at least 100 members or shareholders, shall not be taxable at a value of more than $500.00 per arpent; 2° The Valuation Roll of the Municipality shall, in spite of Article 1, " mention the real value of the land, and the Sec- retary-Treasurer shall determine the taxes which, but for the present by-law, would be payable by any such association or corporation; 3° Should such land cease to be used in accordance with Article 1 of the present by-law, the difference between the amount of the taxes payable according to the real value, as appearing in the Valuation Roll, and that actually paid, shall become due and be collected in the same way as any other municipal tax, with interest at 5% compounded annually; ' " - 4° If any part of such land ceases to be used in accordance with Article 1 of the present by-law, the difference mentioned in Article 3 of the present by-law shall become due in proportion to the area; 5° No association or corporation shall be entitled to the re- duction of taxes herein decreed until it has caused to be registered, in accordance with the Civil Code, a deed describing the land involved and assioming the contingent obligation envisaged in Articles 3 and 4 g hereof; ll 5° The present by-law shall come into force according to law. J Letters of August 25th and September 17th from Engineers, Belasky, Renaud & Associates, re paving and roads maintenance in Lakeview Terrace and drainage, referred to the Chairman of our Works Committee. Letter from Bytown Cable T.V. Limited, requesting per- mission to operate in Lucerne. In view of the fact that an agreement has already been reached with Interprovincial Cablevis- ion, granting them permission to operate in Lucerne, the repre- sentative of this firm is to be invited to attend our next Town Planning Commission meeting. Proceedings of an adjourned meeting of the Municipal Council of the Municipality of Lucerne, held on Tuesday, October 12, 1965, the following being present:' Pro-Mayor E.J. Sivyer presiding. McLean. 184-65 Whereas we have been informed by our Engineers, that the Lower D'Amour Dr subdivision road, known as Lower D'Amour Drive, Cadastral No. 13E-16, taken over Range 2, has been constructed, along with the drainage ditches, in accordance with our specifications covering gravel roads, in force at the time the subdivision in question was approved in December, 1960, it was MOVED by Councillor J.M. McLean, SECONDED by Councillor A.R. Bailey and unanimously approved that this road be taken over by our Municipality for the price of One Dollar and that our Secretary- Treasurer and His Worship the Mayor be authorized to sign the necessary documents. Notice of Motion Councillor R. Roger gave notice of motion that at a future Winter Works meeting of Council he would move, or cause to be moved, the adoption of a by-law covering a Winter Works Program for our Municipality. Pommiers, Peupliers. 185-65 A petition, signed by 68 ratepayers, most of whom are farm- Assessors to ers in our Municipality, requesting immediate action to have our review farm Municipality changed to town status, was submitted to Council. Action properties in the matter was postponed to a later date. A group of farmers who are protesting their assessments, attended the meeting for the purpose of requesting Council to review their assessments with a view to re- ducing same, as no consideration has been given them as farmers, when their lands were assessed. Pro-Mayor E.J. Sivyer explained to them the reasons why farm lands, under the Municipal Code, cannot be assessed lower than just ordinary lands. Mr. Chester Pin^t, spokesman for the S et group, stated that in their opinion, changing to town status was the Coft'ô:tlW\ only satisfactory solution to théir problem. The Pro-Mayor informed them that a revised code would soon be adopted. After considerable discussion, on motion MOVED by Councillor A.R. Bailey, SECONDED by Councillor J.M.
