Builiing Permits Councillor E.J. Sivyer gave a report on the Building Permits Report from December 1963 to December 1, 1964. There were 230 permits issued for a total value of $4,106,967.00. Of the 230 permits granted, 100 were for single dwellings, 67 for multiple dwellings for a total of 307 family units; 55 for additions and other construction and 8 for commercial buildings.

Councillor Sivyer is to meet with the Lakeview Terrace Rate- payers Association regarding the offer of the Deschenes Catholic School Board of the transfer of a lot to our Municipality to be used as a playground.

The amendment to our General Master Plan was postponed to our next meeting.

A further request of Veterans Land Act, that we take over the Lakeview Terrace water system is being referred to the Lakeview Terrace Ratepayers Association.

January 18, 1965. Report on Drainage - Mountain- The following report regarding drainage in Mountainview View Subdivision, was read by Councillor P.L. Michel: iSubd'n. "I believe the solution to Mr. Kirby's problem de- pends on whether Council recognizes the need to proceed with urgent municipal works. This, of course, means borrowing money and no doubt higher taxes. You are aware the question of proper drainage in Lucerne is becoming more acute as development and road improvement progresses. Water courses have been tampered with and correct- ing or redirecting streams is not the responsibility of a few taxpayers who suffer inundation. The onus of responsibility here, in my opinion, rests with the mun- 1 icipality as a whole. There are three cases of flooding such as described by Mr. Kirby. One on Atholl-Doune, one in Glenwood, and one in the Cedar Drive area. Others have come to light along Garden, Maple Grove and Foley. The reason for this flooding is simple - there is virtually no control of water courses in our Municipal- ity except for a few ditches which in the main should follow north-south courses and along municipal right-of- ways. In the cases mentioned, ditches do not follow roads. As a result, water flows across private property with damaging results. I cannot recommend solving the drainage along Vaniex and ignore others which have existed for a longer period « g and which do more damage. If we redirect a natural I > 2I.S t= d stream on the strength of Mr. Kirby's request the prece- dent will then be set. Other such requests will follow in rapid succession. The first step to a solution, I submit, is to have 3S w^ our engineers produce a study of the general drainage 0- M 3 problem from McConnell Road to the Ottawa River; this study to include cost. Council can than decide on 'a solution,"

Council agreed to meet in Committee with our legal Ad- viser and Engineer on Monday, January 11, 1955 at 8:00 p,m., to discuss matters relating to Glenwood Domaine.

Repoct on County Councillor Roger reported on the December County Coun- Council meeting cil meeting held at Maniwaki and stressed the following points:

In the matter of the Chartrand vs South Hull damage claim, resulting from a fallen tree on the Eardley- Lucerne Town Line Road, in view of the fact that the County Council does not have a legal adviser. Councillor Roger suggested that we write Mr. C.B. Major, request- ing his opinion as to whether the County could be held responsible for an accident occurring on the road in question.

He informed Council that his suggestion that approxi- mately $1,500.00 be included in the next County Council budget, to cover the costs of obtaining sample assess- ments in each of the Municipalities comprising the County, was not approved.

19-65 Following the presentation by His Worship the Mayor of Coat-of-Arms a proposed Coat-of-Arms for our Municipality, it was MOVED by Councillor E.J. Sivyer, SECONDED by Councillor C.B. Watt and Council unanimously agreed that a similar specimen, showing a red instead of a green maple leaf background, be obtained prior to final presentation.

January 18, 1965. Assessment Roll Councillor A.R. Bailey reported that he was dis- cussing the matter of our 1965 Assessment Roll with P.E. Mantha.

Playjround area The matter of a playground area being offered Deschenes School to our Municipality by the Deschenes Catholic School Board>^^ Bo ard is still being considered by the Lakeview Terrace Ratepayers Association.

20-55 It was MOVED by Councillor R. Roger, SECONDED by Councillor Drainage Survey- J.M, McLean that the engineering firm of Belasky-Houde-Renaud, be Be lasky-Houde- authorized to make a drainage survey of the Glenwood-Aylmer Road area, Renaud along with other specific problem-areas to be designated by the Chair- man of the Roads Committee, said firm to be paid the minimuiTi engineer- ing fee as established by the Quebec Association of Professional Eng- ineers. Proceedings of a special meeting of the Munici-^ pality of Lucerne, held on February 8, 1965, at 8:30 p.m.| Conforming with Article 119 of the Municipal Code, a notice convening this meeting was delivered to His Worship^^- Mayor Gaston Isabelle, M.D., and each of the six Councillors on February 5, 1965, as per copy of said notice forming part of these Minutes as Appendix "A". The following were present: His Worship Mayor Gaston Isabelle, M.D., Councillors J.M. McLean, P.L. Michel, C.B. Watt, A.R. Bailey and R. Roger,

His Worship Mayor Isabelle, M,D,, stated that this Meeting had been called to enable Council to speak with Mr, Roy Fournier, M, L,;. regarding unification of Municipalities and annexations by Municipal- ities. He introduced Mr. Fournier to the assembly and thanked him for coming to the meeting.

Mr. Fournier stated he could understand the uneasiness of the Municipality regarding annexations because of the headlines and statements in certain newspapers. A municipal council is appointed or elected to look after local matters. Other matters are looked after by the Provincial Government such as Health Units, Social Ser- vice, etc.. The Provincial Government is not like the government of Rome when it was in charge of the Roman Empire. The Municipality must look after its own assets. It is an agent for the Provincial Govern- ment. The annexation by the Island of Montreal is a special case - it has a special economy. p The Provincial Government has three principles in mind: «w ss 1. A saving for the tax payers. H "3 2. Efficient administration for a municipality — annexation §1 of services so that all persons living in the Province will h ave the s ame. 3. Regional development — for better economic development in an area, certain aspects of development should be worked as a unit, not individually.

In the Province of Quebec we have different types of munic- ipalities - rural, industrial and a mixture of both. We do not intend changing the nature of a municipality by annexation.

The Department of Municipal Affairs is making an economic survey of the municipalities with a view to establishing where annex- ation could take place - where it would be favorable. They will consider the advantages or disadvantages of annexation. The Govern- ment may use indirect ways; if one Municipality makes a request for a grant for fire equipment and next door there is a Municipality that is organized totally, this may become an indirect way to force integration. They want more Municipalities to think in this way.

If Deschenes asked Lucerne to take them over, this would be up to the Mayor and Council to decide what advantages there would be- how

Mr, Fournier: I am speaking as a representative for the County of Gatineau.A

February 8, 1965. Councillor Michel: We do not like annexation,

Mr. Fournier: The Minister of Municipal Affairs is having. an economic survey made of the whole Province. They will study the economy of two adjoining Municipalities where they are similiar in nature. There can be an integration of ser- vices^ without a general integration.

Councillor Bailey: We could integrate police and fire services and have the municipal government remain as is. It could be that our adjoining municipalities might not be receptive.

Mr. Fournier: This would be solved by the Department of Municipal Affairs.

Councillor Watt: Hull might, in time, apply to the Province to annex Lucerne. Could they do this unless the people were in favour.

Mr. Fournier: You mean a Private Bill — the Government is against forcible annexations.

Roger MOVED a resolution drawing the City of Schools in attention of the newspapers to the fact that some newspaper Luce :ne, accounts have mentioned that the City of Schools was located in Hull and that this should be corrected to read Lucerne instead.
