THE DECLARATION OF THE CENTRAL COMMITTEE OF THE PARTY OF LABOUR OF ALBANIA At the 22nd Congress of the Communist Party of the Soviet Union N. Khrushchev publically attacked the Party of Labour of Albania. N. Khrushchev’s anti-marxist slanders and attacks serve only the enemies of com¬ munism and of the People’s Republic of Albania — the various imperialists and Yugoslav revisionists. N. Khrush¬ chev, laying bare the disputes existing long since between the leadership of the Communist Party of the Soviet Union and the Party of Labour of Albania openly in the face of the enemies, brutally violated the 1960 Moscow declaration which points out that the disputes arousing between the fraternal parties should be settled patiently, in the spirit of proletarian internationalism and on the basis of the principles of equality and consultations. Publically attacking the Party of Labour of Albania, N. Khrushchev effectively began the open attack on the unity of the international communist and workers’ move¬ ment, on the unity of the socialist camp. N. Khrushchev bears full responsibility for this anti-marxist act and for all the consequences following from it. The Party of Labour of Albania, guided by the in¬ terests of the unity of the world communist movement and the socialist camp, with great patience, ever since our disputes arose with the Soviet leadership, has striven to solve them in the correct marxist-leninist way, in the way outlined by the Moscow Declaration.

ENVER HOXHA THE SUPERPOWERS 1959-1984 EXTRACTS FROM THE POLITICAL DIARY TIRANA, 1986 THE INSTITUTE OF MARXIST-LENINIST STUDIES AT THE CENTRAL COMMITTEE OF THE PARTY OF LABOUR OF ALBANIA «8 NENTORI» PUBLISHING HOUSE FOREWORD In the rich fund of the all-sided creative work of Comrade Enver Hoxha, the beloved and unforgettable leader of the Albanian Party and people, along with the series of volumes of his Works, theoretical books, volumes of reminiscences, correspondence with the people, etc., his Political Diary on International Questions (1958-1984), which is kept in the Central Archives of the Party, takes an important place. Up till now the following publications: «Reflections on China» in two volumes, «Reflections on the Middle East» and «Two Friendly Peoples», have come from this Diary. And now here is a new publication «The Superpowers». This whole book reflects many acute and important events of international political life which have occurred during the quarter century (June 1959 to December 1984). In particular, while observing all aspects of the policy and stand of the United States of America and the Soviet Union with unremitting attention, in this book Comrade Enver Hoxha makes a profound analysis of them. He explains how the superpowers were created, what they represent and what characterizes their internal and external policies, what is their true nature and strategy, their place, and the role which they play in the various political developments of our time. By means of notes, reflections and political panoramas, written with great passion and expressive and generalizing force, the author makes a wide-ranging analysis of the aims and efforts of American imperialism to establish and extend its hegemony everywhere in the world.

Original Language: Albanian Contents: English Translation 30 January 1961 ON WHAT COMRADE ZHOU ENLAI SAID TO US (At the second meeting of 30 January 1961) People present at the meeting: From the Chinese side was the same group from the first meeting. From our side there were Spiro Koleka and Mihal Prifti. After we delivered the answers to the questions that the Chinese side had raised during the meeting of 17 January 1961 and requested the loan for 100 + 600 million rubles = 700 million rubles, comrade Zhou Enlai pointed out that he had a question. Zhou Enlai: Aside from the loan delivered on January of 1959 for the years 1961-1965, you are seeking a new loan, is that correct? Spiro Koleka: Yes. Zhou Enlai: In other words, aside from the old loan of 55 million rubles you are also requesting a new loan of 600 million rubles. Spiro Koleka: Yes, without including here the loan for 1961. Zhou Enlai: Then you are requesting a total of 700 million rubles. We have an opinion on this matter. We are thinking of giving you 100 million rubles this year and for the years1962-1965 a total of 400 million rubles.

It reflects events he lived through, his personal impressions, and gives conclusions, which provide lessons for all periods, drawn from the hostile activity carried out openly or behind the scenes, against our National Liberation Movement, our people's revolution and socialist Albania by the Anglo-American bourgeoisie. It brings out clearly the clash between the diabolical plans, attempts, manoeuvres and concrete activities of Anglo-American imperialism to put Albania under its sway, on the one hand, and the vigilance, the blow for blow struggle of the Communist Party of Albania and its General Secretary, the leader of the Army and the National Liberation Front and the whole patriotic Alba• nian people, Comrade Enver Hoxha, on the other hand, to discover, unmask, defeat and destroy the imperialist strategy and tactics in regard to Albania. These memoirs now being published, were written in 1975. The book is available in Albanian and several foreign languages. 3 I A LITTLE HISTORY Albania — a token for barter for the «Brit- ish Lion». Stalin’s whole life was characterized by an unceasing fierce struggle against Russian capital ism, against world capitalism, against imperialism and against the anti-Marxist and anti-Leninist currents and trends which had placed themselves in the service of world reaction and capital. Beside Lenin and under his leadership, he was one of the inspirers and leaders of the Great October Socialist Revolution, an unflinching militant of the Bolshevik Party. After the death of Lenin, for 30 years on end. Stalin led the struggle for the triumph and defence of socialism in the Soviet Union. That is why there is great love and respect for Stalin and 5 loyalty to him and his work in the hearts of the proletariat and the peoples of the world. That is also why the capitalist bourgeoisie and world re action display never-ending hostility towards this loyal disciple and outstanding, resolute co-fighter of Vladimir Ilyich Lenin.
